  • [01] Services financiers: la Commission propose de rationaliser les comités des autorités de surveillance

    La Commission européenne a lancé une consultation en vue d'une révision éventuelle de ses décisions instituant le comité européen des régulateurs des marchés des valeurs mobilières (CERVM), le comité européen des contrôleurs bancaires (CECB) et le comité européen des contrôleurs des assurances et des pensions professionnelles (CECAPP). Cette révision aurait pour objectif global d'harmoniser, de préciser et de renforcer les compétences des comités des autorités de surveillance et de confirmer leur rôle dans la coopération et la convergence des activités de surveillance au niveau de l'UE, ainsi que dans la sauvegarde de la stabilité financière. Le document de consultation invite les parties intéressées donner leur avis, pour le 18 juillet 2008 au plus tard, sur une liste non exhaustive de tâches attribuées aux comités.

    [02] Commissioner Hübner and Nobel Laureate Michael Spence unveil report on ingredients for successful growth in developing countries

    Developing countries can achieve fast, sustained, equitable growth if they take advantage of opportunities in the global economy and have committed leaders. Those are among the messages in a report that Danuta Hübner, Commissioner for Regional Policy, and Nobel Laureate Michael Spence present today in Brussels. The 'Growth Report: Strategies for Sustained Growth and Inclusive Development' concludes two years of work by the Commission on Growth and Development. Commissioner Hübner was a member of this group, created under the auspices of the World Bank, and chaired by Professor Spence. The report identifies distinctive characteristics of successful growth, using 13 high-growth economies since 1950 as examples, and explores how developing countries can emulate them.

    [03] Electronic Procurement in the EU opens doors to cross-border business

    The European Commission is moving a step closer to making it easier for companies, in particular Small and Medium Sized Enterprises (SMEs), to bid for public sector contracts anywhere in the EU; a crucial step towards achieving the Single European Market. The Commission will co-finance a pilot project, driven by eight European countries that will create the conditions to link existing national electronic public procurement (e- procurement) systems. Simplifying cross-border procurement will generate savings on administrative and transaction costs and will benefit taxpayers who ultimately pay for public purchases. The project will invest more than € 19 million over three years, € 9.8 million of which will come from the European Commission's Competitiveness and Innovation Programme.

    [04] Improving the safety and environmental performance of vehicles

    The European Commission proposes that all new cars from 2012 will have Electronic Stability Control (ESC) systems, to drastically improve vehicle safety. Furthermore lorries and other heavy vehicles should be fitted with Advanced Emergency Braking Systems (AEBS) and Lane Departure Warning (LDW) Systems as of 2013. Last year the Commission already proposed the obligatory fitting of passenger cars with Brake Assist Systems (BAS) to protect pedestrians. These measures will reduce fatal casualties in traffic by an estimated 5000 a year. At the same time the Commission proposes the obligatory introduction in 2012 of low rolling resistance tyres, which considerably save on fuel consumption and CO2 emissions and might also reduce noise, while maintaining high level safety. Low rolling resistance tyres will reduce up to 7 gram of CO2 per km, therefore contributing strongly to the CO2 reduction strategy for cars, adopted in February 2007. Fuel consumption and CO2 emissions will further be reduced by the proposed introduction of Tyre Pressure Monitoring Systems. The Commission proposal will also sweep away more than 150 existing Directives and replace them with one single Regulation, which is directly applicable in the EU and refers to harmonised UN standards.

    [05] Emissions trading: 2007 verified emissions from EU ETS businesses

    Overall emissions of CO2 from businesses in the EU Emissions Trading System (EU ETS) increased by 0.68% in 2007 when adjusted for changes in the number of installations covered, according to the information provided by Member State registries. While well below the 2.8% growth in the EU's Gross Domestic Product recorded last year, the slight increase in emissions underlines the need for the tighter emission caps that have been set for the 2008-2012 trading period.

    [06] Commissioner Piebalgs participates in Kiev’s Energy Security Summit

    Energy Commissioner Andris Piebalgs has participated today in the Energy Security Summit that has taken place in Kiev. This Summit, chaired by Ukrainian President Viktor Yushchenko, is a follow-up event to the 2007 Krakow and Vilnius Energy Security Conferences, also known as the Krakow Initiative. The Krakow Initiative, which primarily involves the leaders of Ukraine, Poland, Lithuania, Azerbaijan and Georgia, aims at establishing regular meetings to discuss urgent energy security issues.

    [07] Nouvel ensemble de programmes de développement rural accepté pour la période 2007 2013

    Le comité pour le développement rural (composé de représentants des 27 États membres) a rendu aujourd'hui un avis positif sur les programmes de développement rural présentés pour la période de financement 2007 2013 par les trois régions espagnoles suivantes: Madrid, les Îles Baléares et les Îles Canariens. Ces programmes visent maintenir les infrastructures, créer de nouvelles sources de revenu pour les zones rurales, promouvoir la croissance et lutter contre le chômage. La Commission doit encore adopter officiellement les programmes concernés au cours des prochaines semaines. L’approbation des derniers programmes des autres pays et régions est prévue dans les mois venir.

    [08] Commissioner Joe Borg at the Ancona International Fishing Fair

    European Commissioner for Maritime Affairs and Fisheries, Joe Borg, will be attending on Sunday the Ancona International Fishing Fair, in Italy. Mr Borg will take part in a seminar hosted by the President of the Fair, Mr Dante Merlonghi, on 'Scenarios and perspectives for fishing in the Mediterranean'. The Commissioner will address the issue of sustainable fisheries in the region and other challenges facing the sector. The Ancona International Fishing Fair is an event with a long history which brings together representatives of a wide range of sectors, including fishing equipment, shipyards and aquaculture, as well as fish production, processing, transport, marketing and consumption. The annual event combines a trade exhibition with high-level international workshops and meetings. The 68th edition of the fair will run from 23 to 25 May, 2008.

    [09] Commission clears acquisition of Agos by Sofinco

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Agos SpA of Italy by Sofinco SA of France. Sofinco specialises in consumer credit, both in France and internationally. Agos provides consumer credit in Italy. The operation was examined under the simplified merger review procedure.

    [10] European Nuclear Energy Forum meeting in Prague reports about the first results of discussions

    The 2nd meeting of the European Nuclear Energy Forum is taking place in Prague on 22 and 23 May with participation of the Commission's president Mr José Manuel Barroso in visit in the Czech Republic and Commissioner Piebalgs, emphasizing the Commission's commitment to pursue an open and transparent debate on nuclear energy.
