  • [01] Audit: la Commission publie une recommandation visant Ă limiter la responsabilitĂ© des cabinets d'audit (voir MEMO/08/366)

    La Commission européenne a publié une recommandation concernant la limitation de la responsabilité civile des contrôleurs des comptes. Cette recommandation a essentiellement pour but d'encourager le développement d'autres cabinets d'audit afin de rendre le marché plus concurrentiel. Elle fait suite à la multiplication des demandes d'indemnisation et à l'insuffisance de la couverture des risques dans ce secteur. Son objectif est de protéger les marchés européens de capitaux en faisant en sorte que les cabinets d'audit puissent continuer à assurer le contrôle des sociétés cotées dans l'UE. Elle laisse les États membres libres de choisir la méthode qui leur convient pour limiter la responsabilité et définit un ensemble de principes de base visant à garantir qu'une telle limitation est équitable pour les contrôleurs, les sociétés contrôlées, les investisseurs et les autres parties concernées. Cette initiative résulte d'une disposition de la directive de 2006 concernant le contrôle légal des comptes, qui prévoit que la question de la limitation de la responsabilité financière sera examinée et que des recommandations seront présentées aux États membres le cas échéant.

    [02] L'Union encourage l'adoption de règles internationales communes dans le domaine de la responsabilité parentale et de la protection des enfants

    Les Ministres de la Justice européens facilitent l'application, par les Etats membres, de la convention de la Haye du 19 octobre 1996 concernant la compétence, la loi applicable, la reconnaissance, l'exécution et la coopération en matière de responsabilité parentale et de mesures de protection des enfants.

    [03] Critical Infrastructure Protection

    The Justice and Home Affairs Council 5-6 June has reached political agreement on a Commission proposal for a Directive on the identification and designation of European Critical Infrastructure (ECI) and the assessment of the need to improve their protection. The entry into force of the Directive is envisaged before the end of 2008.

    [04] EU-China: Commissioner Ferrero-Waldner to attend Troika meeting in Ljubljana

    European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, will participate in the EU-China Foreign Ministers' Troika meeting in Ljubljana on 9 June. The meeting will focus, in particular, on the latest developments in EU-China relations, the status of the Partnership and Cooperation Agreement, climate change and sustainable development, human rights and other issues of bilateral concern. The Commissioner will also take the opportunity to underline the European Union’s appreciation for China's reengagement with the representatives of the Dalai Lama as well as the constructive engagement with the new government in Taiwan.

    [05] Commissioner PotoÄŤnik attends the EUREKA Ministerial Conference in Ljubljana

    Today EU Commissioner for Science and Research Janez PotoÄŤnik participates in the EUREKA Ministerial Conference in Ljubljana. EUREKA is an intergovernmental network, gathering 38 members including the European Commission, created to support leading edge industrial R&D and promote cross-border cooperation. The Ministerial Conference meeting will focus on the EUREKA revised strategy, the accession of former Yugoslav Republic of Macedonia to EUREKA, and EUREKA key projects.

    [06] Joe Borg pays a visit to the Netherlands

    European Commissioner for Maritime Affairs and Fisheries, Joe Borg pays a visit to the Netherlands today and tomorrow. He will spend most of today in the port of Urk, which is home to one of the largest Dutch fish auctions. Together with the Mayor of Urk, Jaap Kroon, Mr Borg will tour the auction premises in the company of its director Mr Teun Visser. After a visit to a local fish processing plant, the Commissioner will call at Berechja College, a community school which trains young people for the fishing and nautical professions. There Mr Borg will listen to presentations from students on recent innovations in the profession. He will then go on to the Dutch National Fisheries Exhibition, which is being held in Urk from 5 to 7 June. There he will have lunch with fisheries administrators and stakeholders from both the catching and the processing and distribution sectors. After lunch, Mrs Gerda Verburg, Minister for Agriculture, Nature and Food Quality will join Mr Borg before touring the exhibition with Mayor Kroon. The Commissioner and the Minister will then travel on to The Hague for a meeting. Their discussions will touch on a number of topical issues concerning the Common Fisheries Policy, including the current situation with regard to fuel prices, discards, the proposed revision of the cod recovery plan, and the proposal on fighting Illegal, Unreported and Unregulated fishing which is currently under consideration by the EU Council of Ministers. Mr Borg's visit will continue Saturday morning with an informal breakfast meeting with representatives of the Dutch shipowners’ association in the port of Scheveningen. Commissioner Borg will then join Minister Verburg as her guest at the opening celebrations of Flag Day, to mark the arrival of the first spring herring.

    [07] How Healthy Are We? –Report On Major And Chronic Diseases In Europe

    A new report published today by the Commission looks at the main diseases affecting Europe today. The report covers topics from heart disease, mental health, cancers, diabetes, oral health, musculoskeletal conditions, reproductive health and life expectancy. The report highlights recent trends, economic and social impacts and current gaps in information. All 13 chapters are written by leading experts in the field. The report is an outcome of different projects co-funded under the Commission's Public Health Programme. It represents the views and findings of the authors and does not necessarily reflect the position of the European Commission. Several chapters on mental health including autism, dementia and depression emphasise the importance of early diagnosis and identification of risk factors. The impact of depression on disability and quality of life is similar if not stronger than that of physical disorders. In a study of 6 EU countries, between 9.9% and 20% of the adult population, depending on the country, reported a history of depression at some point in their lives. Mental health will be the focus of a major EU conference on 13 June 2008. For more information on the conference:

    [08] EU and Brazil meet to discuss Strategic Partnership

    The EU Troika and Brazil will hold their first ever ministerial meeting on 6th June 2008, in Brdo pri Kranju, Slovenia. The talks will be yet another milestone in shaping EU-Brazil relations and implementing the Strategic Partnership launched in July 2007. The meeting will take stock of the preparations for the next EU-Brazil Summit, where a Joint Action Plan will be the key deliverable. Discussions will focus on climate change, effective multilateralism, the fight against global poverty, energy, migration, the global food crisis. The European Commission will be represented by Benita Ferrero-Waldner, Commissioner for External Relations and Neighbourhood Policy.

    [11] Mergers: Commission clears joint venture between EUROGATE and A.P. Møller-Mærsk for the Container Terminal in Wilhelmshaven, Germany

    The European Commission has cleared under the EU Merger Regulation the proposed acquisition by A.P. Møller-Mærsk (APMM) of a 30% share in EUROGATE Container Terminal Wilhelmshaven GmbH & Co. KG and EUROGATE Container Terminal Wilhelmshaven Beteiligungsgesellschaft mbH (together the JadeWeserPort Container Terminal operating companies), both currently solely controlled by EUROGATE GmbH & Co. KGaA, KG (EUROGATE). The Commission concluded that the operation would not significantly impede effective competition in the European Economic Area (EEA) or in any substantial part of it.

    [12] Strong EU support for the protection of whales

    The Commission welcomes the decision reached today by the Environment Council on a common position to protect whales in view of the meeting of the International Whaling Commission (IWC) later this month in Santiago de Chile. The decision allows for a coordinated EU approach at the meeting and strengthens the European Union's voice at the IWC.
