the European Commission to set the export refunds for fresh and frozen pig
meat at zero has been discussed by the Management Committee for the Common
organisation of agricultural markets yesterday. The export refunds (€
31.1/100kg for carcasses and cuts and € 19.4/100kg for bellies) were re-
introduced in November 2007, as a temporary measure to respond to the
difficult market situation due to the combination of over-supply of EU
production and high feed costs. Helped by the increased refunds and the
introduction of private storage aid, the EU pig meat market started to
recover since the beginning of this year: Pig carcass prices are now on
average about 30% higher than in November 2007, EU exports increased
considerably and feed costs are decreasing. Furthermore, EU pig meat
production is forecast to decrease significantly in the second half of
2008. Given all those elements, the Commission decided to set the refunds
for fresh and frozen carcasses, cuts and bellies back at zero, starting
from today. The Commission will continue to monitor the market situation
closely and, if appropriate, take further action.

[01] Commission allocates extra 21 million euros of humanitarian aid for
Horn of Africa
The European Commission has allocated a further €21 million in
humanitarian aid for the Horn of Africa: Assistance is being provided to
vulnerable populations in Somalia (€13m), Eritrea (€4m) and Ethiopia
(€4m). So far in 2008, the Commission has provided nearly €120 million
in humanitarian aid, including food aid, to needy people in the Horn of
Africa (Eritrea, Ethiopia, Kenya, Somalia and Uganda). The funds are
channelled through the Humanitarian Aid department (ECHO), under the
responsibility of Commissioner Louis Michel.
[02] Règles relatives à la sûreté aérienne: la Commission européenne
veut accroître la transparence
La Commission européenne a décidé aujourd'hui que la majorité
des règles relatives à la sûreté aérienne seraient mises à la
disposition du public. Grâce à la publication de la liste des objets
interdits par l'UE, les passagers seront mieux informés concernant les
objets qu'ils peuvent et ne peuvent pas emporter Ă bord d'un avion, et la
transparence des règles de l'UE dans ce domaine s'en trouvera renforcée.
Cette décision ne modifiera pas la législation existante en matière de
sûreté aérienne. L'objectif principal est plutôt de mettre dans le
domaine public une partie significative des règles, qui n'ont pas été
officiellement publiées jusqu'ici, sans pour autant compromettre la
sûreté aérienne.
[03] De nouvelles règles facilitent le transit des passagers aériens en
provenance de la Croatie dans les aéroports de l'UE
La Commission européenne a adopté aujourd’hui un règlement qui
permet également aux passagers aériens en provenance de six aéroports
croates et en transit dans un aéroport de l'UE d'emporter à bord des
liquides, aérosols et gels. Lors d’un changement d’avion dans l’UE,
ces passagers n’auront plus à laisser sur place ces articles transportés
dans leurs bagages de cabine et achetés dans les aéroports croates
suivants: Dubrovnik (DBV), Rijeka (RJK), Pula (PUY), Split (SPU), Zadar
(ZAD) et Zagreb (ZAG).

[05] The Commission on the events in Georgia
The European Commission is extremely concerned at the reports of heavy
fighting in the South Ossetian conflict zone and deplores the loss of
lives. Benita Ferrero-Waldner, European Commissioner for External Relations
and European Neighbourhood policy, is in close contact with both the French
Presidency of the EU and with the Chairman-in-Office of the OSCE. The
European Commission calls for an immediate end to hostilities, and for a
swift return to negotiations in the framework of existing formats. The EU
stands ready to increase its contribution to conflict resolution in Georgia
with confidence-building measures.

[06] EU-UN agree on timeframe for linking Registries on Emissions trading
The United Nations Framework Convention on Climate Change (UNFCCC)
secretariat, in close cooperation with the European Commission (EC), has
completed successfully a major round of extensive technical tests relating
to the linking of UNFCCC's International Transaction Log (ITL) and the
Community Independent Transaction Log (CITL). These tests took place from
18 July to 4 August. The UNFCCC secretariat confirms that the preparations
are on schedule and, following satisfactory completion of the remaining
preparatory work, the linking of EU's registries and CITL to UNFCCC's ITL
can start in the first half of October this year. The EC is prepared to
