The Commission believes that local action is at the core of development policy. A structured dialogue is considered key since an increasing number of municipalities, districts and regions are increasingly financing their own development projects. An exchange platform should facilitate assistance between local authorities.[02] Aides d'État: la Commission approuve l'octroi, par la France, d'une aide la R&D de 68 millions € en faveur du programme d'énergie hydrogène «H2E»La Commission européenne a approuvé, en application des règles du traité CE sur les aides d'État, une aide d'un montant de 68 millions € que la France prévoit d'octroyer Air Liquide, sa filiale Axane et d'autres partenaires en faveur du développement d'une filière hydrogène énergie (programme «H2E»). Ce programme, sélectionné par l'Agence française de l'innovation industrielle, vise promouvoir les sources d'énergie durables et diversifiées, conformément aux objectifs communautaires. En effet, l'UE soutient le développement de l'énergie hydrogène dans le cadre de la plateforme technologique européenne hydrogène/piles combustible et de l'initiative technologique conjointe sur l'hydrogène. L'aide proposée aurait des retombées positives importantes en termes de diffusion des connaissances et de coûts environnementaux, tout en ayant une incidence limitée sur la concurrence.[03] Aides d’État: la Commission approuve l’aide de 63,6 millions d’euros octroyée par la France en faveur du programme de R&D intitulé DEFI CompositeLa Commission européenne a décidé d’autoriser, en application des règles du traité CE relatives aux aides d’État, une aide de 63,6 millions d’euros accordée par la France au programme de recherche et développement intitulé DEFI Composite. Celui ci est conduit par un groupement réunissant 46 partenaires, sous la houlette de l’avionneur Airbus France. Ce programme vise rassembler des technologies industrielles en vue de mettre au point et d’expérimenter des méthodes de conception et de production d’éléments de structure complexes partir de matériaux composites base de fibres de carbone, destinés être utilisés dans le secteur du matériel de transport.[04] Strengthening the EU's Comprehensive migration policy: new initiatives of the European Commission on the Global Approach to migration, on Integration and on Family Reunification of third-country nationalsToday the Commission adopted new initiatives to reinforce the EU's comprehensive approach to migration. It includes a Communication on "Strengthening the global approach to migration: increasing coordination, coherence and synergies", a Report to the 2008 Ministerial Conference on Integration on "Strengthening actions and tools to meet integration challenges" and a Communication reporting on the application of Directive 2003/86 on the right to family reunification. The proposals presented today build on the principles suggested in the recent Communication on A Common Immigration Policy for Europe and provide the first building blocks for the actions thereof proposed, which should also be taken on board of the European Pact on Immigration and Asylum.[05] Commission authorises Czech State aids improving public transport infrastructure in Střední ČechyThe European Commission has decided today not to raise any objections to two Czech State aid schemes that aim to improve public transport infrastructure in the region of Střední Čechy. The supported projects will offer Park and Ride facilities for commuters and alternative refuelling stations reserved for public transport operators. They will contribute to an integrated passenger transport system and will facilitate the combined use of different modes of transport, such as car, train, bus and bicycle. In this region more than 50% of the population commutes and the use of individual transport means is on the increase. The Czech authorities also expect positive environmental effects by reducing traffic emissions and congestion in urban areas.[II] Other news - Autres Nouvelles[06] Euro area GDP down by 0.2% and EU27 GDP stableEuro area (EA15) GDP declined by 0.2% and EU27 GDP was unchanged in the second quarter of 2008 compared with the previous quarter, according to second estimates from Eurostat. In the first quarter of 2008, growth rates were +0.7% in the euro area and +0.6% in the EU27. In comparison with the same quarter of the previous year, seasonally adjusted GDP grew in the second quarter of 2008 by 1.4% in the euro area and by 1.7% in the EU27, after +2.1% and +2.3% respectively in the previous quarter.
