  • [01] Second EU translation contest winners announced

    A new vintage of ‘young translators’ will be invited to Brussels in April to receive a prize for the best translation from the European Commissioner for Multilingualism, Mr Leonard Orban. The names of the 27 winners of the ‘Juvenes Translatores’ contest held by the European Commission are published today on the website <a href="http://ec.europa.eu/translatores">http://ec.europa.eu/translatores together with the winning translations.

    [02] Enlarge your vision” - The 2009 European Young Journalist Award is on!

    The Commission's Directorate-General for Enlargement, in cooperation with the European Youth Press association and Café Babel , launched today the 2009 European Young Journalist Award, a pan-European competition for young journalists. This year Europe celebrates the 20th anniversary of the fall of the iron curtain and the 5th anniversary of the accession to the EU of eight Central and Eastern European Countries, as well as Malta and Cyprus. These anniversaries offer a special incentive for aspiring or professional journalists from all over Europe to reflect and express their views on the enlargement of the European Union.

    [03] Customs: EU and China agreements to strengthen cooperation on protecting Intellectual Property Rights and on preventing illicit imports of chemical substances used for synthetic drug production

    Commissioner Lászl Kovács, responsible for Taxation and Customs, today signed an Action Plan with the Chinese Ambassador Song to strengthen customs cooperation on protecting Intellectual Property Rights. They also signed an agreement to enhance customs co-operation in monitoring trade and preventing trafficking and the diversion of drug precursors (chemicals that are essential to the illicit manufacture of narcotic drugs).

    [04] Iraq: la Commission se félicite de la tenue d'élections provinciales et annonce un nouveau programme d'aide de 72,6 millions d'euros

    La Commission européenne se réjouit de l'organisation, demain, d'élections provinciales en Iraq, qui marqueront le début d'un important cycle d'élections dont les principales seront les élections législatives nationales prévues pour la fin de 2009. À la demande de l'Iraq et dans le droit fil du soutien significatif qu'elle avait déj apporté lors des élections de 2005, la Commission européenne a mobilisé toute une panoplie d'instruments visant aider le pays préparer ses élections provinciales. Une enveloppe de 20 millions d'euros a été octroyée par l'intermédiaire des Nations unies, en vue d'aider la Haute-Commission électorale indépendante pour l’Iraq renforcer ses capacités globales, au moyen notamment d'une assistance offerte par des experts électoraux externes, d'un appui au renforcement du rôle de la société civile et d'un soutien aux groupes d'observation électorale et au suivi des médias. La Commission a également détaché deux experts électoraux auprès de la Commission électorale de Bagdad, avec pour mission d'apporter des conseils sur les mesures permettant d'améliorer la confiance durant et après les élections. Elle accorde, en outre, un nouveau programme de soutien l'Iraq, d'un montant de 72,6 millions d'euros, destiné venir en aide aux plus vulnérables et renforcer les capacités de l'administration iraquienne offrir des services de base aux citoyens iraquiens.

    The European Commission has launched the EU Calendar, a new Internet tool that allows people anywhere in the world to find out what will be on the agenda of the European institutions in the near future.

    [06] European Commission doubles audiovisual coverage of events and other services to media

    EbS+, a new addition to the Europe by Satellite (EbS) service was launched in January to provide more EU-related audiovisual content to journalists and other users worldwide. Commission Vice-President Margot Wallström said "Doubling the capacity will increase transparency in the EU and reporting of EU issues."

    [07] Commercial road transport: an important step towards harmonised rules on enforcement

    The European Commission dopted today a directive that establishes a common grading of the most common infringements to the so-called "social rules" in the road transport sector (those that govern driving hours and rest periods of professional drivers in the EU). Establishing a typology of infringements on the basis of their seriousness will put an end to the present situation, where the same infringement may be considered a minor infringement in one country and a more serious infringement in another country. This decision is the response of the Commission to concerns voiced by the road transport industry over the lack of harmonised rules in this area, which undermines fair competition and the smooth operation of businesses.

    [08] Commission proposes to open negotiations on a Common aviation area with Georgia

    The European Commission proposed today to the Council directives for negotiation for a comprehensive aviation agreement with Georgia. The aim is to establish a Common aviation area between the EU and Georgia which will remove market restrictions and associate Georgia to the EU internal aviation market.

    [09] Des vies sauvées sur le lieu de travail grâce une nouvelle coopération entre l'Union européenne et la Chine

    L'Union européenne et la Chine vont ouvrir aujourd'hui un nouveau dialogue pour l'amélioration des conditions de travail et la réduction des accidents et des maladies professionnels. Vladimír `pidla, commissaire européen l'emploi, aux affaires sociales et l'égalité des chances, et Song Zhe, ambassadeur de Chine, vont signer Bruxelles un protocole d'accord sur la santé et la sécurité au travail. Cet accord vise également diminuer le nombre de morts dans le secteur minier chinois: les accidents dans ce secteur, qui emploie cinq millions de travailleurs, sont, après les accidents de la route, la deuxième cause de mortalité accidentelle en Chine.

    [10] Euro area unemployment up to 8.0%

    The euro area (EA15) seasonally-adjusted unemployment rate was 8.0% in December 2008, compared with 7.9% in November. It was 7.2% in December 2007. The EU27 unemployment rate was 7.4% in December 2008, compared with 7.3% in November. It was 6.8% in December 2007. Eurostat estimates that 17.911 million men and women in the EU27, of which 12.472 million were in the euro area, were unemployed in December 2008. Compared with November 2008, the number of persons unemployed increased by 309 000 in the EU27 and by 230 000 in the euro area. Compared with December 2007, unemployment went up by 1 665 000 in the EU27 and by 1 397 000 in the euro area. These figures are published by Eurostat.

    [11] Household saving rate at 14.4% in the euro area and 10.7% in the EU27

    Eurostat and the European Central Bank (ECB) release a detailed set of quarterly European sector accounts. This Eurostat News Release focuses on three key indicators: the household saving rate, and the investment rate and profit share of non-financial businesses. Developments in the euro area are detailed in an annex.

    [12] Euro area inflation estimated at 1.1%

    Euro area annual inflation is expected to be 1.1% in January 2009 according to a flash estimate issued by Eurostat. It was 1.6% in December 2008. Euro area inflation is measured by the Monetary Union Index of Consumer Prices (MUICP). To compute the MUICP flash estimates, Eurostat uses early price information relating to the reference month from Member States for which data are available as well as early information about energy prices. The flash estimation procedure for the MUICP combines historical information with partial information on price developments in the most recent months to give a total index for the euro area. No detailed breakdown is available. Experience has shown the procedure to be reliable (16 times exactly anticipating the inflation rate and 8 times differing by 0.1 over the last two years). Further information can be found in Eurostat News Release 113/2001 of 5 November 2001.

    [13] State aid: Commission approves modifications to Swedish support schemes for financial institutions

    The European Commission has approved under EC Treaty state aid rules a set of planned amendments to the Swedish state guarantee scheme for financial institutions, initially approved by the Commission on 29 October 2008 (see <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/08/1600&format=HTML&aged=0&language=EN&guiLanguage=en">IP/08/1600). The amendments concern inter alia the cancellation of growth restrictions of participating banks. The changes are in line with EU guidance (see <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/08/1901&format=HTML&aged=0&language=EN&guiLanguage=en">IP/08/1901) and will support the stability of the financial sector. The Commission therefore concluded that the Swedish support measures, as amended, are compatible with the Single Market.

    [14] Concentrations: la Commission ouvre une enquête approfondie sur le projet d'acquisition du contrôle conjoint de Retriever Sverige par Bonnier et Schibsted

    La Commission européenne a ouvert une enquête approfondie, en vertu du règlement CE sur les concentrations, concernant le projet d'acquisition du contrôle conjoint par Bonnier (Suède) et Schibsted (Norvège) de Retriever Sverige (Suède), actuellement sous le contrôle exclusif de Schibsted. Bonnier et Schibsted sont des entreprises de communication de premier plan en Suède. Retriever Sverige fournit des services de suivi et d’archivage des médias et des services d'informations économiques en Suède. L’enquête initiale menée par la Commission sur ce marché révèle que l'opération envisagée soulève des doutes sérieux quant sa compatibilité avec le marché unique, en raison de problèmes de concurrence sur les marchés des services de suivi et d’archivage des médias en Suède. La décision d'ouvrir une enquête approfondie ne préjuge en rien du résultat final de l’enquête. La Commission dispose présent d’un délai de 90 jours ouvrables (jusqu’au 15 juin 2009) pour prendre une décision définitive sur la question de savoir si l’opération de concentration entraverait ou non de manière significative le jeu d'une concurrence effective dans l'Espace économique européen (EEE) ou une partie substantielle de celui-ci.

    [15] Louis Michel condemns the escalating humanitarian catastrophe in Sri Lanka and calls for life to be respected

    Louis Michel, the European Commissioner for Development and Humanitarian Aid, has expressed grave concern about the rising number of civilians killed and wounded in the conflict raging in northern Sri Lanka.

    [16] Consommation: L'UE va interdire le fumarate de diméthyle (DMF) dans les produits de consommation tels que les canapés et les chaussures

    L'utilisation du fumarate de diméthyle (DMF) – substance biocide responsable de réactions allergiques sévères chez des centaines de consommateurs, en raison de son utilisation dans des produits de consommation courante tels que les canapés et les chaussures – devrait être interdite dans toute l'UE. Aujourd'hui, les États membres ont adopté un projet de décision de la Commission européenne visant garantir que les produits de consommation tels que les meubles ou les chaussures en cuir, contenant le DMF hautement sensibilisant ne soient pas mis sur le marché communautaire. S'ils sont déj commercialisés, ces produits devront être rappelés et retirés sans attendre. Dans des pays comme la France, la Finlande, la Pologne, le Royaume-Uni et la Suède, des consommateurs exposés des produits contenant du DMF ont présenté de graves problèmes de santé, notamment des démangeaisons cutanées, des irritations, des rougeurs, des brûlures et, dans certains cas, des difficultés respiratoires aigües. Le projet de décision de la Commission porte sur une mesure d'urgence au niveau de l'UE, dans l'attente de l'adoption d'une solution réglementaire plus permanente. Après le vote d'aujourd'hui, le projet de décision de la Commission sera soumis pour consultation au Parlement européen, avant d'être présenté au collège des commissaires pour approbation définitive.
