Economically, enlargement has led to increased living standards in the new Member States, while creating export and investment opportunities for the old ones. It has also helped consolidate democracy, stability and security on our continent. An enlarged EU carries more weight when addressing issues of global importance be it climate change or the world economy and its governance. Five years on the EU is not only bigger, it is also stronger, more dynamic and culturally richer. In the current difficult global context, the big challenge is to resist any temptation of protectionist tendencies that would destroy the huge benefits for citizens brought about by the creation of a border free single market of 500 million people.[02] Où en serait l'enseignement supérieur en Europe sans le programme Erasmus?Selon une étude récente, le programme communautaire Erasmus pour la mobilité et la coopération dans l'enseignement supérieur a été un puissant moteur dans la configuration du paysage de l'enseignement supérieur en Europe. Pour la grande majorité de ces établissements, la participation à Erasmus les a conduits à innover dans des domaines essentiels, comme les méthodes d'enseignement et d'apprentissage, la reconnaissance des périodes d'études, les services d’aide aux étudiants, les activités de recherche, la coopération avec les entreprises et la gestion institutionnelle.[03] Environment: European Green Capital Award and Mobility Week winners to be announced on MondayThe winner of the 2008 European Mobility Week award and the cities which will hold the title of European Green Capital in 2010 and 2011 will be announced by Environment Commissioner Stavros Dimas at a ceremony in Brussels on Monday afternoon. The European Green Capital award is a new annual initiative that will single out a city in the vanguard of environmentally friendly urban living. Some 35 cities applied for the first awards, for 2010 and 2011, and eight were shortlisted: Amsterdam, Bristol, Copenhagen, Freiburg im Breisgau, Hamburg, Münster, Oslo and Stockholm. The winner will be rewarded for its environmental record, commitment to further environmental improvement and sustainable development, and the extent to which it can serve as a role model to inspire other cities. Mobility week was first established in 2002, and each year an award is presented to the city with the best overall record in carrying out projects that promote a shift towards sustainable urban transport. Over 2000 cities took part in 2008, and 66 applied for the award. The winner will be chosen from three finalists – Almada (Portugal), Budapest (Hungary) and Zagreb (Croatia). Full details of the awards at www.europeangreencapital.eu and www.mobilityweek.eu[04] Commission welcomes decision to start international negotiations on binding mercury agreementThe European Commission strongly welcomes the global consensus reached yesterday in Nairobi to launch negotiations on an international legal agreement to control mercury. The decision, reached at the meeting of the United Nations Environment Programme (UNEP) Governing Council, crowns four years of efforts by the European Union to regulate the toxic metal at international level. The support of the new US administration was a key factor in the success of the Nairobi discussions, as was the constructive contribution of major emerging economies such as China and India, many developing countries and Russia. The mandate given to the intergovernmental negotiation committee enables it to cover a wide range of mercury-related issues. The committee will hold a preparatory meeting this year before starting work in 2010, giving time for developing countries to prepare for the negotiations. The EU wants to see rapid progress. Since the 2003 UNEP Governing Council called for a reduction in mercury releases, many measures have been undertaken worldwide, mainly on a voluntary basis. The EU has long argued, however, that voluntary initiatives are not sufficient and that an international legal agreement is needed. The EU itself has made considerable progress in addressing the global challenges of mercury since launching its own strategy in 2005. This has resulted in restrictions on the sale of measuring devices containing mercury, a ban on mercury exports from 2011 and new rules on safe storage (<a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/08/1399&format=HTML&aged=0&language=EN&guiLanguage=en">IP/08/1399). The Commission also welcomes the broad support expressed at the Nairobi meeting for strengthening the science base for policy-making on biodiversity and ecosystem services. The UNEP Governing Council has taken a decision to convene an intergovernmental and multi-stakeholder meeting in 2009 for this purpose. An Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) could provide information on biodiversity and ecosystem services in a way similar to the Intergovernmental Panel on Climate Change, the UN body that assesses the latest scientific knowledge on climate change. <a href="http://ec.europa.eu/environment/chemicals/mercury/index.htm">http://ec.europa.eu/environment/chemicals/mercury/index.htm[05] Rencontre du Vice-président Tajani avec le Ministre du Transport de la Tunisie Abderrahim ZouariAntonio Tajani, Vice-président de la Commission Européenne en charge des Transports a rencontré le 19 février 2009 à Bruxelles Abderrahim Zouari, Ministre du Transport de la Tunisie dans le cadre des relations de coopération entre la Tunisie et la Commission Européenne. Ils se sont félicités du caractère privilégié des relations entre la Tunisie et la Commission Européenne et ont exprimé leur ferme volonté de poursuivre l’impulsion donnée à la coopération bilatérale et régionale dans le domaine du transport. Ils ont procédé à un échange de vue fructueux sur le bilan et les perspectives de cette coopération. M. Tajani et M. Zouari ont évoqué des Autoroutes de la Mer et notamment du projet pilote (MEDAMOS) Radès, Marseille et Radés Gênes qui bénéficie d'une assistance technique efficace du programme régional euro-méditerranéen, commencée par la Tunisie. Le Vice-président Tajani envisage une visite en Tunisie afin de suivre l'avancement de ce projet pilote. Il a été également abordé la question de l'espace aérien commun et la perspective des prochaines rencontres relatives à un accord entre la Tunisie et l’Union Européenne dans le domaine des services aériens. Le Vice-président a marqué son intérêt sur les projets prioritaires soutenus par la Tunisie à savoir le Port en eau profonde à Enfidha et le projet du chemin de fer avec la frontière algérienne. M. Zouari a souligné également le projet de réseau ferroviaire rapide du Grand Tunis qui bénéfice d'un financement partiel de la FIV (Facilité d'Investissement Voisinage). M. Tajani et M. Zouari ont également convenu d’œuvrer ensemble pour la connexion du réseau transeuropéen à l’Afrique. Enfin, le Vice-président Tajani a souligné que "la coopération avec la Tunisie est très fructueuse et porteuse pour toute la région et représente un des signaux de l'engagement de l'UE".[06] Danuta Hübner receives Honorary Doctorate in PoznanRegional Policy Commissioner Danuta Hübner received an honorary doctorate (honoris causa) from Poznan University of Economics in Poland today. Professor Hübner was presented with the doctorate by the Rector of the University, Mariana Gorynię, in recognition of her services to Europe and economic sciences.Rediffusion [07] Stratégie pour une industrie chimique européenne forte et compétitiveL'industrie chimique européenne emploie environ 1,2 million de personnes et est l'un des principaux pôles du secteur dans le monde. Aujourd'hui, le groupe à haut niveau sur la compétitivité de l'industrie chimique dans l'Union européenne s'est réuni pour la dernière fois et a adopté son rapport qui analyse les grands défis du secteur à moyen et à long terme et recommande des solutions pour les relever. Le groupe a examiné plusieurs thèmes qui présentent un intérêt stratégique pour l'avenir de ce secteur industriel important, tels que l'innovation, l'énergie, le changement climatique et les échanges commerciaux. Il a formulé quelque quarante recommandations en vue de stimuler la compétitivité de l'industrie chimique européenne, tout en contribuant au développement durable. Ces recommandations confirment la nécessité de créer des conditions et des orientations générales stables et prévisibles, en dépit de la crise économique actuelle qui a frappé également le secteur chimique.[08] Répression du travail clandestin: Jacques Barrot salue le vote du Parlement européen sur les sanctions devant frapper les employeurs de ressortissants de pays tiers en séjour irrégulierL’Union européenne a fait un grand pas en avant dans sa lutte contre l’un des principaux moteurs de l'immigration clandestine, à savoir les emplois illégaux proposés par certains employeurs. Le Parlement européen a, en effet, approuvé un compromis obtenu avec le Conseil en décembre 2008, concernant une directive qui prévoit des sanctions à l’encontre des employeurs de ressortissants de pays tiers en séjour irrégulier.
