[01] Furor causes price cap on oils

The price ceiling regulation applies to olive oils, kernel oils and all vegetable oils, by virtue of Market Inspection Police regulation 6/2008, signed by Deputy Development Minister George Vlachos.

Speaking later in parliament, Vlachos clarified that the Regulation would be in effect "for as long as necessary for the market to return to normal".

In past applications, such market regulations have not extended beyond 2-3 weeks.

The price regulation is imposed on the following oils:

-- Olive oils in the categories "extra virgin", "virgin" and oils comprised of "refined olive oils and virgin olive oils", distributed on the market in brand-name and sealed containers of specified quantity (in liters) of 0.10, 0.25, 0.50, 0.75, one, two, three and five liters, in accordance with the provisions of Regulation KYA 275610/30-1-2003 of the economy-finance, development, and agricultural development-foods ministries.

-- Edible kernel oils distributed on the market in brand-name and sealed containers of specified quantity of 0.250, 0.500, 0.750, one, two, three and five liters, in accordance with the provisions of Regulation KYA 275610/30-1-2003 of the economy-finance, development, and agricultural development-foods ministries.

-- Edible seed (vegetable) oils (with the exception of edible kernel oils covered separately above) distributed on the market in brand-name and sealed containers of specified quantity of 0.250, 0.500, 0.750, one, two, three and five and 10 liters.

The regulation also defines the "retail price" of the above items applying to the end-consumer, which is "directed to individual consumers, group dining establishments (restaurants, tavernas, brasseries, entertainment clubs/nightclubs, grill houses, etc.), canteens, hospitals, clinics and other charitable institutions, regardless of whether the above products are procured by them from retailers, or from wholesalers (industries, light industries, importers, wholesale merchants) who also directly sell to the above establishments (as end-consumers).

With respect to determination of the ceiling price (with VAT included), the ministry decided that:

-- The maximum retail price is what the seller applied on May 20, 2008, for olive oil, separately for each individual category of olive oil and for each individual container quantity; for edible kernel oils, separately for each individual container quantity; and for the other seed (vegetable) oils (except kernel oils), separately for each individual container quantity.

The regulation further specifies that "the sellers of the specific items to the consumers, when procuring the items under new trade names following the introduction of the present Regulation, cannot in any instance sell them at retail prices higher than the corresponding prices in effect on the day of implementation of the present Regulation for the corresponding containers".

The development ministry, in an announcement, clarified that May 20, 2008 was selected as the date of determination of the maximum prices, give that the immediate withdrawal from the market of all quantities -- packed or not (bulk), refined or unrefined -- of sunflower oils was decided on that date.

The 107 areas that are entering the still nascent national land registry, according to a environment, town planning and public works spacial plan, the food scandal with the imported sunflower oil containing mineral oil, spiralling prices of staple goods as anticipated by the OECD and World Bank as well as skyrocketing oil prices dominated the front-page items in Athens' newspapers on Friday.
