[01] Meeting between Tsipras-Davutoglu concludedBRUSSELS (ANA-MPA/M.Aroni) - The meeting between Prime Minister Alexis Tsipras with Turkish Prime Minister Ahmet Davutoglu was completed on Thursday.Tsipras underlined the importance of cooperation between Greece and Turkey on the handling of refugees flows. On his side, Davutoglu agreed on the need for cooperation between the two countries and asked Tsipras to meet in the following period either in Ankara, Istanbul or Thessaloniki. The two officials are now going to the Austrian Embassy where there will be a meeting between 8 EU leaders (Austria, Germany, Luxembourg, Belgium, Holland, Sweden, Finland and Greece) with the Turkish Prime Minister. The meeting will focus on the voluntary program of relocating Syrian refugees from Turkey to EU member states, in the presence of European Commission President Jean-Claude Juncker. [02] No issue with 2015 ENFIA, say FinMin sourcesThere is no issue of changing the 2015 Uniform Real Estate Ownership Tax (ENFIA), Finance ministry sources said on Thursday regarding the ruling of the Council of State.The Council of State, Greece's supreme administrative court, on Wednesday officially published a ruling that obliges the government to issue a ministerial decree that revises the tax valuations of real estate throughout Greece - according to which taxes and other payments are calculated - backdated to May 21, 2015. The most probable scenario is that the Finance ministry will proceed with the revision of real estate valuations in 2016 as the procedures have already started. [03] Alt.FM Xydakis discusses protection of external borders with EU Commissioner HahnBRUSSELS (ANA-MPA/Ch. Vassilaki)---European Commission's proposal for the protection of the Union's external borders was discussed at a meeting between Alternate Foreign Minister Nikos Xydakis and European Commissioner for the European Neighbourhood Policy Johannes Hahn late Wednesday.The Greek minister underlined Greece's constant support to proposals that upgrade the protection of the borders, particularly in exceptional circumstances and whenever this is considered necessary adding that this new force, when is formed, should act with the involved country's consent. Xydakis also referred to the series of reforms that have been legislated in Greece in a very short period as well as to the Greek government's continuous and intensive efforts. The two officials agreed on the need for stability and dealing with the matter of the Greek debt in order investments to come to Greece and the unemployment to be tackled. The Austrian Commissioner briefed Xydakis over his recent meeting in FYROM and on the prospects the process for the solution of the name issue to be accelerated and the start of the deliberations for Fyrom's assecion to the European Union. On his part, the Greek minister reminded Greece's continuous and real support to FYROM along with its interest for stability and growth in the neighbouring country. "Besides, our country is the largest investor in Fyrom and the solution of the issue is in the common interest." [04] Greek unemployment rate at 24 pct in 3rd Quarter 2015The number of employed amounted to 3,671,096 persons in the third quarter of 2015 while the number of unemployed amounted to 1,160,522, according to the national statistics service. The unemployment rate was 24.0 percent compared with 24.6 percent in the previous quarter, and 25.5 percent in the corresponding quarter of 2014.The number of employed persons increased by 1.3 percent compared with the previous quarter and by 2.3 percent compared with the third quarter of 2014. The number of unemployed persons decreased by 1.7 percent compared with the previous quarter and by 5.6 compared with the third quarter of 2014. The unemployment rate for females (28.1 percent) is considerably higher than the unemployment rate for males (20.7 percent). By observing the unemployment rate for different age groups, we notice that the highest unemployment rate is recorded among young people in the age group of 15-24 years (48.8 percent). For young females the unemployment rate is 54.5 percent. The geographical areas (NUTS II regions) with the highest unemployment rate are Western Macedonia (31.5 percent) and Western Greece (28.1 percent). The lowest unemployment rates are observed in Southern Aegean (10.4 percent) and Ionian Islands (12.2 percent). As regards the educational attainment level, the unemployment rate is higher among persons who did not attend school (46.9 percent). The lowest unemployment rates are observed among persons, who have completed post-graduate studies or have a doctorate (13.2 percent), and among university graduates (20.0 percent). The unemployment rate is higher for persons of foreign nationality (28.6 percent) compared with those of Greek nationality (23.7 percent). It should also be noted that the percentage of the economically active persons with foreign nationality is much higher than the corresponding percentage of persons with Greek nationality (72.4 percent compared to 51.2 percent). [05] ECB lowers emergency funding cap for Greek banksThe European Central Bank (ECB) lowered the cap on emergency liquidity assistance (ELA) for Greek banks by 2.1 billion euros to 75.8 billion euros, the Bank of Greece said on Thursday.The move reflects an improvement in liquidity conditions in Greece's banking sector as a result of the stabilisation of private sector deposit flows and the succesful recapitalisation of the Greek banks.
