 U.N Secretary General new Cyprus settlement proposalHigh diplomatic mobility is noted in Athens and Nicosia today in view of the announcement of the new Cyprus settlement proposal .The U.N Secretary General , Kofi Annan representatives will hand in the peace plan text to both Cyprus President Glafkos Klerides and Turkish-Cypriot representative, Raulf Dektash as well as to the U.N permanent representatives of the 3 guarantor powers, Greece, Turkey ad Britain.
According to Cyprus state radio RIK, the U.N peace plan among others provides for the creation of a federation under the title –Cyprus- with a unified international representation .
Proposals for the executive power , include three alternative systems , the Belgian model of rotating presidenship and premiership , the Swiss model of 6 Greek-Cypriot and three Turkish Cypriot ministers or the Zurich system of president and vice-president with a veto right.
Proposals for the legislative power include the establishment of an upper parliament with equal Greek –Cypriot and Turkish Cypriot representation and a lower parliament with a 2/1 Greek-Cypriot and Turkish Cypriot representation while the approval of bills will require the majority of the two bodies.
Finally the peace plan covers core issues such as citizenship, territory trade offs , property ownership , withdrawal of settlers and return of refugees to the northern occupied parts of the island.
The U.N General Secretary has also proposed the holding of a referendum on the peace plan in both parts of the island in March prior to Cyprus admission to the E.U.
Prime-minister Simitis will meet again with Foreign Minister, George Papandreou this morning . Following his 3 –hour meeting with the Prime-minister yesterday , Foreign Minister, George Papandreou said that this was a historical opportunity for the resolution of the Cyprus dispute on the grounds of the U.N resolutions and in view of Cyprus admission to the E.U . Mr. Papandreou added that Cyprus- E.U admission negotiations will proceed whether or not a solution to the Cyprus problem is found prior to the E.U summit in Copenhagen . Mr. Papandreou ruled out the possibility of a solution beyond the context of the U.N Security Council resolutions underlining the need for coolness and wisdom at the present stage.
Mr. Papandeou repeated that he had no specific knowledge of the U.N secretary General complete plan and clarified that the Cyprus President – with whom he had close cooperation- will initially study and make his assessment on the new Cyprus settlement proposal.
In an interview with a German newspaper, Greek Prime-minister Simits said that Kofi Annan peace plan will at first be the start for further negotiations based on U.N Security Council resolutions . Finally Mr. Simitis described as unlikely the possibility of having reached an agreement till the Copenhagen summit.
On his part, Turkish Cypriot representative, Raulf Dektash expressed fears that the U.N new peace plan included unacceptable elements for Turkey and Turkish –Cypriots while the chief of staff of Turkey s armed forces described Cyprus –E.U admission as a bad selection at a bad time.
