[01] State Aid for Flood Victims in Hios-Ikaria

The government announced state aid and credit facilitations to flood victims on the islands of Hios and Ikaria which suffered extensive damage from recent torrential rains. Two people were killed, many houses and large part of infrastructure were destroyed. For houses described as unsafe for residence, the state will give 800 euros per square meter, of which 50% will be free state aide and the other 50% interest free loan. For buildings not serving as residence, owners will receive 600 euros per square meter of which 1/3 is free state aid and the other 2/3 interest free loan. Buildings with smaller damage will be granted 60 euros per square meter.

Undersecretary for Infrastructure, Yiannis Magriotis, who in the next days will visit the islands of Samos and Ikaria which along with Hios were hit by the bad weather conditions, announced the measures.

Mr. Magriotis also referred to the measures to be taken by other ministries such as the Agriculture Development Ministry for destruction in cultivations, Interior Ministry for damage to infrastructure, Regional development for damages to businesses and Health Ministry for welfare benefits.

[02] ERT S.A Announced Personnel Hiring

ERT S.A ( state radio-televison), released on Wednesday, October, 20 personnel hiring announcement for 272 openings in several positions in Central and Regional services. People selected will sign specific period of time labour contracts. Description of job positions and qualifications can be found at ERT website. French government is toughening its stand as workers are taking their rolling strike against planned pension reforms into its seventh day. Over 1.400 people have been arrested while 149 have stood trial for the violent incidents. The French government has used special security forces to lift blockades by strikers at three fuel depots. In the south of the country, unions have blocked the fuel depot which supplies civilian and military airports in the region. Interior Minister warns that instigators of violent incidents will be punished.

Mobilizations against plans to raise the retirement age from 60 to 62 have taken nationwide dimension.

Strikers and demonstrators are detrmined to continue mobilizations having the support of 70% of the people. Strong French Union CGT says that about 3.5 million people joined Tuesday's mass mobilizations. Clashes with police were recorded, cars were set alight while hundreds were arrested.

French President Nikola Sarkozy authorised the use of a special intervention force to deal with protesters blocking fuel depots. Riot police lifted the blockade at three fuel depots, in Donges, La Rochelle and Le Mans. Mr. Sarkozy said that pension reforms will be passed and warned of the consequences in employment and economic activity.

French Interior Minister Brice Hortefeux said he respected the right to protest, but that did not include the right to block workers or to commit pillage or violence.

In the meantime, trade unions in the south of France unions have blocked the fuel depot which supplies civilian and military airports in the region while the also blocked a depot supplying NATO.

[08] PM Addresses Young Businessmen

Prime-minister George Papandreou, young businessmen at an event organized by the Ministry for Development, reassured that there would be neither further cuts in salaries and pensions nor rise in taxation. Mr. Papandreou said the country is at a nodal point, making the largest ever reduction in state deficit, underlining that "achievement of set targets should build up our confidence".

D. Tsigos, president of Young Businessmen Association, told reporters that young businessmen look forward to hearing positive measures like "opportunity capital" for Greek youth innovative entrepreneurship "so one would not have to mortgage his parents' house to start his business".

In the meantime, two young businessmen, expected to deliver a speech at the meeting, underlined the big problem in borrowing from banks and spoke of a frozen market due to the financial crisis. Specifically I. Katsambis has been recognized abroad for his project for largest production in beehives and Hr. Lenos is promoting a product minimizing sewage waste.

[09] Qatar Cancels Investment in Astakos

Qatari led consortium have cancelled their plans for the construction of a terminal for liquefied natural gas and power project at the Astakos port, in western Greece, after the group failed to reach an agreement with Italian consumers over the price of the product. The company sent a letter to Foreign Affairs undersecretary, Spiros Kuvelis to notify about their decision. But the letter noted that the investors from Qatar were open to cooperation in the energy field. State Minister, Haris Pabukis told reporters that the investment failed not only because of arguments over the price of the product but also due to people and several sectors reactions over its impact on the environment.

Qatar Energy Minister, in his letter to Mr. Kuvelis, says: " the two Qatari companies in the consortium withdrew their interest in Astakos citing viability concerns".

The only involvement of the state in the private investment was its "intervention" to facilitate issue of permit to speed up materialization of the 2.5 billion euros investment.

Still, the cancellation of the project should not affect the 5 billion euros bilateral deal signed between the Greek and Qatari governments last month in New York. The Committee set up with the signing of the agreement will meet in two or three weeks.
