[02] GREECE'S NEW GOVERNMENT TO GIVE OATH TOMORROW

Greece's new Prime Minister Kostas Simitis will proceed to reform the country's government tomorrow, while, according to sources, the new Cabinet's members could be announced tonight.

The Prime Minister met today with mr. Akis Tsohatzopoulos and Gerasimos Arsenis, both of whom were first and second runners-up respectively in the premiership election.

Mr. Tsohatzopoulos said that he presented to the Prime Minister proposals, not conditions. Mr. Arsenis said that the issue at hand is not the ministerial seats but, rather, the democratic policy.

Mr. Simitis also held meetings yesterday with ex- ministers Mr. Pangalos, Papadopoulos, George Papandreou, Avgerinos, Papantoniou and Ms. Vasso Papandreou, all of whom are considered to be secured candidates for seats in the new Cabinet formation.

Mr Simitis, 60, was elected Prime Minister by the MPs of the governing Socialistic PASOK on Thursday after mr Papandreou called them to elect a new premier saying that for the time being, due to his illness, he could not respond to his duties.

[03] COALITION OF LEFT ADOPTS A WAIT AND SEE ATTITUDE TO NEW PREMIER

The President of opposition party of the Coalition of the Left, Mr. Nikos Konstantopoulos, said today that the party's stance towards the newly-elected premier will depend upon his policy-making and leadership.

Speaking to an audience in Thessaloniki, Mr. Konstantopoulos extensively criticized both PASOK and the main opposition party New Democracy for their policy during the last two years.

"Today's unhealthy political climate is a result of the existing system," Mr. Konstantopoulos said.

When asked if the relatively positive relations between Synaspismos party officials and the Prime Minister Kostas Simitis will aid cooperation, Mr. Konstantopoulos said that Synaspismos wants to neither be excluded out of the limelight, nor be asked to play a complimentary role in the new government.

Synaspismos, which has mainly been formed by ex- members of the Communist Party, does not hold any seats in the Greek Parliament, but has two in the European Parliament in the elections for which in 1994 took 6.26% overdoubling percentages compared to the 1993 parliamentary elections.

[04] GREEK FORMER PRIME MINISTER IS IN GOOD CONDITION

The health condition of PASOK leader and former Prime Minister of Greece Andreas Papandreou is good, according to the latest medical bulletin issued by the Onasion Cardiology Center today.

Mr. Papandreou does not have a fever and has undergone dialysis treatment. His respiratory function is periodically supported by respirator while the renal function is supported by artificial kidney.

According to the attendant physicians, the former premier has regained some of his lost weight, which is a sign of his health's improvement.

Mr Papandreou, 77, was admitted to hospital on November 20th and has been treated there ever since.

[05] THESSALONIKI TO BE DECLARED BALKAN EARTHQUAKE RESEARCH CENTER

Thessaloniki's Aristotelean University and the Institute of Technical Seismology and Antiseismological Construction will soon be able to provide first-rate earthquake damage prevention resulting from upgraded research facilities.

According to Aristotelean University professor Vasilis Papazaxos, "the best way to protect our lives from eartthquake damage is to design and construct buildings that are earthquake resistant."

The Institute will provide the city of Thessaloniki with earthquake-resistant plans for the new buildings being constructed.

[06] KAVALA SOON TO LEAD THE BALKAN TELECOMMUNICATION JUNCTION

The Greek city of Kavala, located in Thrace, will soon become the Balkan-region's telecommunication junction.

A network of fiber optics will travel through the area of Thrace and lead to Bulgaria's Haskovo while covering all of the Balkan region's telecommunication connection.

Moreover, all of Kavala's telephone connections will become digital within February, while this adjustment is expected to be extended to 60% of the prefecture's telephone lines.

In relation to the rest of the country, Kavala's digital telephone line center claims 36-38% of the State Telecommunication Company's total customers.

This state-wide telecommunication junction center will be one among few in Northen Greece and is expected to serve the Balkans and Eastern Europe.

[07] ATHENS UNIVERSITY DISCOVERED IN SOUTH PACIFIC BY GREEK AMBASSADOR

When Greek Ambassador to Australia, George Konstantis travelled to the South Pacific island Tonga to present his credentials, he didn't know that he was instead coming closer to home.

In the middle of the exotic island's capital, Nucn'Alofa, stands the "University of Athens", founded by professor I. F. Helu who is the author of numerous books about Greece, among them the book "Heraclitus, the Ephessian."

Mr. Konstantis was impressed by the island's philhellenic climate, evident during the meetings he held with the miniature state's King, Minister of Foreign Affairs and the Deputy Prime Minister.

The "University of Athens" has been afforded accreditation by Tonga's government.

[08] LOCAL GOVERNMENT IS THE HEARTBEAT OF MODERN DEMOCRACY

A seminar on democratic policy, being held in Thessaloniki under the auspices of the community program "Phare and Tacis Democracy", emphasized the local government's important role in a citizen's life and how it can be best utilized.

The seminar is organized by the Society of Interbalkan Women's Cooperation - UNESCO Center, in conjuction with the Bulgarian Women's Democratic Union, the Romanian Society of Intebalkan Women's Cooperation and the Independent Forum of Albanian Women.

Characterizing the municipalities as the epicenter of the European Union's community programs, the Mayor of the Kifisia Municipality, Mr. Konstantinos Tasoulas, said that local government is the only form of government that is near its constituents on a daily basis. Mr. Tasoulas made extensive references to the E.E.'s various programs aimed at aiding the local governments.

Also speaking at the seminar was General Secretary of the Greek Women Scientists' Union, Ms. Tonia Boulgaraki, who urged the citizens to exert pressure to their local governments in order to gain more control over issues of education, environment, local history and economy.
