    BAKU, Nov 25 (A.A) - General Ilhan Kılıc, Commander of Air Forces, said on Tuesday that noone could hamper the improvement in Azerbaijan.

    Kılıc, who came to Baku to have contacts with Azeri officials, also met with Haydar Aliyev, the President of Azerbaijan.

    Kılıc said that Azerbaijan was facing the period which Mustafa Kemal Ataturk pioneered 75 years ago when establishing Turkish Republic.

    Expressing that Azerbaijan would improve day by day, Kılıc stated that the relationship between the two countries should develop in every field as in military field.

    Stating that 75 year-history of the Republic of Turkey constituted an example for Azerbaijan, Aliyev said that they would benefit from Turkey's past.

    Also adding that Suleyman Demirel, President of the Republic of Turkey, was a ''wealth and favor'' for Turkey, Aliyev stated that his people had a special respect and love for Demirel.

    Kılıc, who also visited some military installations in Azerbaijan, is expected to return to Turkey on Wednesday.

    [02] RUBIN, SPOKESMAN OF THE US STATE DEPARTMENT: - ''WE MAINTAIN CONTACTS WITH RELATED COUNTRIES WITH THE AIM OF BRINGING OCALAN TO JUSTICE''

    WASHINGTON D.C., Nov 25 (A.A) - James Rubin, the Spokesman of the US State Department, said on Tuesday that they maintain contacts with the related countries with the aim of bringing Abdullah Ocalan, the chief of separatist terrorist organization PKK who was arrested in Italy two weeks ago, to justice.

    Pointing out that high-level talks will be held between Italy and Germany over the issue, Rubin told the reporters that the US wants the problem to reach a solution in coming days.

    Responding to a question whether the Italian government has given guarantee not to grant Ocalan with political asylum or not, Rubin noted that there is no process concerning the political asylum except of several comments.

    The US Administration has declared before that it opposes to grant Ocalan with political asylum.

    Struggle against international terrorism is one of the most prior targets of the US' foreign policy. The US Administration wants Ocalan, the chief of the PKK which it describes as a ''bloodshedding terrorist organization'', to be extradited to Turkey and to be judged within this framework.

    Rubin emphasized on Tuesday that Ocalan had committed most of his crimes in Turkey and against Turkish people, therefore should be extradited to Turkey although there is arrest warrant in Germany for him.

    The US government has declared the PKK as a ''foreign terrorist organization'' as to the Anti-terrorism and Death Penalty Law in 1996.

    Meanwhile the US has presented Italy a file pertaining the terrorist activities of the PKK.

    [03] PARLIAMENT ADOPTS EXTENSION OF STATE OF EMERGENCY IN SIX PROVINCES FOR FOUR MONTHS - AKTAS, INTERIOR MINISTER: - ''PKK WILL BECOME WEAK WITHOUT HAVING A CHIEF''

    ANKARA, Nov 25 (A.A) - The parliament adopted on Tuesday extension of the state of emergency situation in six provinces, namely Diyarbakir, Hakkari, Siirt, Sirnak, Tunceli and Van for four months starting by November 30, 1998.

    Addressing the parliament on behalf of government, Kutlu Aktas, the Interior Minister, said that their main purpose is to end state of emergency situation, but the conditions in the region are not appropriate for the time being.

    Pointing out that the separatist terrorist organization PKK has lost initiative in the region, Aktas stressed that the overall logistic supports of the terrorist organization was cut off. He added that factionalism has began within the organization.

    Reminding that Abdullah Ocalan, the chief of separatist terrorist organization PKK, had to leave Syria as a result of determined attitude of Turkish government, Aktas emphasized that the PKK will become weak without having a chief.

    Noting that the separatist terrorist organization PKK commits many crimes such as massacring innocent people and drug trafficking not only against Turkish people but against all humanity, Aktas reiterated that they expect Italy to extradite Ocalan who is the only determinator of the overall actions of the separatist terrorist organization.

    [04] MINISTRY OF JUSTICE CONTINUES TO PREPARE THE DOSSIER CONCERNING THE EXTRADITION OF OCALAN, THE TERRORIST CHIEF FROM ITALY

    ANKARA, Nov 25 (A.A) - The Ministry of Justice continues to prepare the dossier concerning the extradition of Abdullah Ocalan, the chief of the separatist terrorist organization PKK from Italy, it is reported on Tuesday.

    The Ministry of Justice translates the documents submitted by six separate courts about the crimes of Ocalan in the fields of terrorism and drug trafficking. The dossier will also include documents submitted by the courts about Ocalan's involvement in weapon smuggling. The photographs of massacre and video tapes will also be attached to the extradition file of Ocalan, the terrorist chief.

    Noting that the translation of extradition dossier continues, the officials said that these studies will be completed till the end of this week and be submitted to the Foreign Ministry and then to Italy.

    Several jurists of criminal law also take part in the preparation of the dossier, which is likely to be around 150 pages.

    Meanwhile Attilio Caroselli, one of the lawyers of Turkey has not arrived in Ankara, yet. He will meet with the officials from the Ministry of Justice concerning Turkey's appeal and request of exclusion of judges from the case.

    ANKARA, Nov 25 (A.A) - The foreign press maintain its interests in the natural, cultural and historical assets of Turkey.

    The French ''Le Monde Du Camping Car'' magazine issued an article in its recent issue saying, ''if you want to discover beauties of the world, you should walk around the narrow roads of the Black Sea Region of Turkey.''

    Describing Giresun Province as a hazelnut kingdom with its green hills, the French magazine recommended its readers to visit Sumela Monastery in Trabzon Province.

    Another French weekly magazine ''L'Echo Touristique'' gave large place to Istanbul under the title of ''Charming Istanbul.''

    Defining Istanbul as a city challenging time, ''L'Echo Touristique'' magazine pointed out, ''Istanbul is vigorous, great and extraordinary. It is hard to imagine Istanbul without living in it. Nothing spoils the structure of this city. Istanbul is immortal with Ayasofya, Sultanahmet, young people in rush, artists discussing with each other, tourists visiting the Covered Bazaar... Do not return without tasting the tea in Pierre Loti Cafe, and without visiting the cosmopolitan Ortakoy District.''

    Meanwhile Finnish ''Suuri Kasityo Lehti'' magazine praised the beauty of the Turkish handicrafts in its last edition.

    The article pointed out that double knot makes Turkish carpets are different than the oriental ones and more durable, adding, ''laces, ornamented gauzes and scarfes, and ceramics of the Cappadocia region and Iznik tiles are charming.''

    [06] GREEK CYPRIOTS TO HELD A RELIGIOUS CEREMONY IN TURKISH REPUBLIC OF NORTHERN CYPRUS

    LEFKOSA, Nov. 25, (A.A) - A group from the Greek Cypriot side will hold a religious ceremony in the Turkish Republic of Northern Cyprus (TRNC) to celebrate ''Apostopolos Andreas Day'', a religious feast, it is reported on Tuesday.

    Takis Hristopulos, an official of Greek Cypriot part who is responsible for the humanity aspects, said that although 4850 Greek Cypriots applied to go to the Turkish part, and 1239 one of them would be able to go to TRNC. He added that it was impossible to satisfy everyone.

    Greek Cypriots who will enter Turkish side from Ledra Palace border will go to ''Apostopolos Andreas Monastery'' in Cape Dipkarpaz by the special busses that the TRNC has allocated.

    After holding a ceremony there, the Greek Cypriots will return to the Greek Cypriot side in the afternoon.

    [07] ERDAL INONU, THE HONORARY LEADER OF CHP: ''I TOLD ITALIAN PREMIER THAT PKK IS A TERRORIST ORGANIZATION WHICH HAS TERRITORIAL CLAIMS OVER TURKEY''

    ISTANBUL, Nov 25 (A.A) - Erdal Inonu, the honorary leader of the Republican Peoples Party (CHP) and the Deputy Chairman of the Socialist International, said on Tuesday that removal of the arrest warrant on Abdullah Ocalan, the chief of the separatist terrorist organization PKK, while his extradition to Turkey was being expected, caused just reactions in Turkey.

    Addressing a statement at Ataturk Airport upon his return from Geneva where the Socialist International Council meeting was held, Inonu stated that he met with Massimo D'Alema, the Italian Premier, during the meetings and conveyed the reaction of the Turkish public opinion concerning the recent developments between the two countries.

    Noting that the separatist terrorist organization killed 30,000 people in Turkey, Inonu recalled that the terrorist chief is still in Italy.

    ''I told Italian premier that many Western countries consider PKK as a terrorist organization and I stated that Ocalan's release caused a just and big reaction in Turkey, which was expecting the terrorist chief to be extradited from Italy. I pointed out that Italian people should understand the natural reactions of Turkish citizens and they should do the necessary things to bring this murderer before the court. Moreover I told D'Alema that PKK has territorial claims over Turkey and granting political asylum to terrorist chief will be considered as a threat to the territorial integrity to Turkey by the Turkish people,'' said Inonu.

    Inonu said D'Alema explained him the legal situation in Italy, adding that Ocalan can't be extradited to a country which has death penalty according to the Italian laws. ''D'Alema told me that Ocalan was arrested upon the will of Germany, but he was released because Germany did not request the extradition of Ocalan.''

    Inonu added that D'Alema said Italy respects the territorial integrity of Turkey and she won't permit Ocalan to stage any action against the territorial integrity of Turkey.

    [08] THE AHCP REQUESTS OCALAN, CHIEF OF SEPARATIST TERRORIST ORGANIZATION PKK, TO BE EXTRADITED TO TURKEY

    BAKU, Nov 25 (A.A) - The Popular Front of Azerbaijan Party (AHCP) requested on Tuesday the extradition of Abdullah Ocalan, the chief of separatist terrorist organization PKK who was captured in Italy two weeks ago, to Turkey.

    Reminding that the PKK which is known as a terrorist organization by the world, claimed thousands of innocent lives, the AHCP pointed out that terrorist actions of the PKK organization jeopardize security and stability in the region.

    The AHCP emphasized that defending the PKK should be admitted as supporting international terrorism, calling overall democratic forces in the world to begin initiatives to bring the terrorism to justice.

    Meanwhile Italy's policy towards Ocalan was brought into agenda of the meeting of the Election Reform and Movement for Democratic Election (SRDSUH) which is formed by the opposition parties and social organizations. The SRDSUH condemned the supporting attitude of the Italian Government towards separatist terrorist organization.

    [09] TURKISH INVESTMENTS IN AZERBAIJAN

    BAKU, Nov 25 (A.A) - The total of investments in Azerbaijan by Turkish investors since 1992 have exceeded 1.2 billion US dollars.

    According to Azer-Press Agency, Turkey stands at the top of the list taking into consideration the investments done in the Azerbaijan economy in every field other than oil in the last 6 years. Turkey is followed by the USA, Britain and Germany.

    The total of Turkish investments to Azerbaijan economy in the year 1997 accounted for 129 million dolars. The significant activity fields of Turkish investors in Azerbaijan consist of construction materials, furniture, wheat, bread, textile, the production and trade of some electronics and telecommunication devices.

    [10] AZERBAIJANI OIL - GERMAN WINTERSHALL COMPANY DESIRES TO PURCHASE SHARES IN BAKU-CEYHAN PIPELINE PROJECT

    BAKU, Nov 25 (A.A) - Wintershall firm of Germany said on Tuesday that it desires to finance a part of Baku-Ceyhan project and to take shares in Baku- Ceyhan pipeline project, which is considered to be the main oil pipeline for transportation of Caspian oil.

    Addressing a press briefing after meeting with Haydar Aliyev, the Azerbaijani President and officials from the Azerbaijani State Oil Firm (SOCAR), Herbert Getsharbing, the President of Wintershall said that they can purchase 10 percent of shares in the Baku-Ceyhan oil pipeline project and can contribute to financing the project.

    [11] FORTY PEOPLE WHO SUFFER FROM TERRORISM IN TUNCELI PROVINCE APPLY TO THE GOVERNORSHIP TO FILE A SUIT IN ROME AGAINST TERRORIST PKK

    TUNCELI, Nov 25 (A.A) - Forty people who suffer from separatist terrorism applied on Wednesday to the governorship of eastern province of Tunceli to file a suit in Rome against the separatist terrorist organization PKK.

    The Turkish citizens who suffer from terrorist acts of the separatist PKK and who reacted to the decision of Court of Appeal in Rome concerning the ''compulsory residence'' of Abdullah Ocalan, the chief of the separatist terrorist organization in Italy, think of filing a suit against PKK.

    The citizens whose majority live in counties of Tunceli, applied to the district governorships by saying that they desire to file a suit against the separatist terrorist organization PKK. Their petitions were later sent to governorship of Tunceli.

    The lawyers who will assist the citizens in the suits against the terrorist PKK said that they will go to Italy and help in bringing the suits before the courts of Rome.

    [12] THE ATATURK HIGH INSTITUTION OF CULTURE, LANGUAGE AND HISTORY REQUESTS CONTRIBUTION OF THE ITALIAN SCIENTISTS TO PREVENT THE ECONOMIC AND COMMERCIAL RELATIONS BETWEN ITALY AND TURKEY FROM BEING SACRIFICED TO TERRORISM

    ANKARA, Nov 25 (A.A) - The Ataturk High Institution of Culture, Language and History sent a letter on Tuesday to Italian scientists and requested their contribution to prevent economic and commercial relations between Turkey and Italy from being sacrificed to the terrorism.

    Describing the terrorism as a crime against humanity, the letter pointed out that the supporters of the terrorism are also as guilty as the terrorists.

    Stressing that the capture of Abdullah Ocalan, the chief of the separatist terrorist organization PKK, is a significant development in the struggle against terrorism, the letter reiterated that Ocalan is the responsible of killings of 30 thousand innocent peoples.

    Mentioning that most of the victims were Kurdish people, the letter stressed that the PKK's claim as ''it struggles for the rights of Kurdish people'' is nothing but a lie.

    Pointing out that Italy's handing over Ocalan to Turkey is a necessity of the bilateral and international obligations, the letter underlined that if Italy does not extradite Ocalan, she will undertake the responsibility of future homicides of the separatist terrorist organization PKK.

    Noting that Italy takes an examination of human rights, democracy and struggle against terrorism, the letter added, ''we believe in Italians who defends democracy, human rights and peace, will not be deceived by the separatist terrorist PKK, and will not allow those who encourage terrorism by using it as a tool of domestic policy.''

    [13] KAISER, THE CHAIRMAN OF TURKISH-GERMAN INDUSTRY AND COMMERCE CHAMBER: ''TURKEY AND HER CLOSE SURROUNDINGS WITH A POPULATION OF 140 MILLIONS ARE IDEAL PLACES OF INVESTMENT''

    IZMIR, Nov 25 (A.A) - Horst Kaiser, the Chairman of the Turkish-German Chamber of Industry and Commerce said on Tuesday that a majority of the Turkish population is under the age of 30 and this increases the consumption tendency of Turkey, adding that ''Turkey is an ideal place of investment.''

    The meeting namely ''Depth of Turkish-German Economic Developments'' was held by the Turkish-German Industry and Commerce Chamber the same day.

    Addressing the meeting, Kaiser said that the commercial relations between the two countries develop steadily and the German tourists stand at the top of the tourists who visit Turkey.

    Noting that Turkey and its surrounding is a big market having a population of 140 millions, Kaiser stated that ''German firms which have investments in Turkey consider Turkey together with the surrounding markets. Besides, in Turkey foreign investors can transfer their profits. Turkey is a healty country in respect of monetary policy and foreign exchange reserves.''

    Kaiser stressed that Turkey was considered as an agriculturist country in the past, Kaiser said that this has changed, now a big part of Turkey's exports are industrial products and the share of agriculture in Gross National Product (GNP) decreased.

    ''Turkey is an ideal place for industrial investments also in respect of industrial formation and her qualified labour power,'' added Kaiser, pointing out ''there is a high inflation rate in Turkey and a good finance administration is needed. High inflation is seen in Turkey for long years and politics has to be more stable.''

    Underlining the fact that Germany comes the first in respect of foreign capital investments and third in respect of capital in Turkey, Kaiser stated that 822 German firms act in Turkey and German investments are mainly in big cities of Istanbul, Izmir, Ankara, Bursa and Adana.

    ''There are 2,3 million Turkish people live in Germany and 45,000 of these people are enterpreneurs who have an important effect in German economy,'' he added.

    [14] BOMB THREATS AT THE EMBASSIES OF THE US, ITALY AND GERMANY - THE CLAIMS WERE UNFOUNDED

    ANKARA, Nov 25, (A.A) - The security measures around the embassy buildings of the US, Italy, and Germany, were increased after an anonymous caller claimed that time bombs were planted at the diplomatic compounds, but later it was found out that the bomb claims were unfounded.

    Sources told A.A that an unidentified person called the US Embassy and claimed that time bombs were placed to the Embassies of the US, Italy and Germany in Ankara.

    Following the call, police was on alert. But after a large scale investigation, it was found out that the bomb claims were unfounded.

    [15] OVAAKCA NATURAL GAS POWER STATION TO BE OPENED IN 28 NOVEMBER

    BURSA, Nov 25 (A.A) - The Ovaakca Natural Gas Combined Cycling Power Station in Bursa Province will be opened in 28 November, it was reported on Wednesday.

    President Suleyman Demirel and Prime Minister Mesut Yilmaz are expected to attend the opening ceremony of the power station which was constructed by the consortium of the Turkish and Japanese companies and costed 512 million US Dollars.

    The power station will produce electricity of 9.8 billion kilowatt-hour annually and meet 10 percent of Turkey's electricity need.

    [16] THE JCR: ''TURKISH ECONOMY WAS SUCCESFUL IN 1998''

    ANKARA, Nov 25 (A.A) - Masami Shigematsu, the chief responsible for Turkey and Chief Analist of the Japon Credit Rating Institiution, said on Wednesday that although Turkish economy had a succesful graph in 1998, that success was affected negatively by the political instability Turkey was facing.

    Speaking to a A.A correspondent about the recent advances in Turkish economy, Shigematsu stated that Turkey's inflation rates started to decrease in 1998 related to the economic measures taken by the government and that after signing a ''Broad Monitoring Agreement'' with IMF, the International Monetary fund, the government had started to implement structural programs.

    Shigematsu also pointed out that Turkey's economy was getting better in 1998 as a result of the economic measures.

    Noting that the situation which would be created if the current government was toppled by the vote of non-confidence and a new government was formed could put forth a political instability, Shigematsu added that the so- called instability could negatively affect the economic performance of Turkey.

    Expressing the importance of political stability, Shigematsu said that their institute would come to Turkey in January 1999 and that they would declare Turkey's new rating grade after returning to Japan.

    Shigematsu also added that political stability would positively affect Turkey's rating.

    In the last estimation of JCR in November 1997, Turkey's rating grade which was ''BB'' had not changed.

    [17] SIX TERRORISTS WHO ARE MEMBERS OF THE ILLEGAL ''TKP/ML-KONFERANS'' ORGANIZATION ARE CAPTURED

    ISTANBUL, Nov 25 (A.A) - Police captured six terrorists who are members of the illegal Turkish Communist Party/Marxist Leninist-Conference organization (TKP/ML-Konferans), including one who had earlier bombed a police station in Tarabya district in Istanbul, it is reported on Wednesday.

    Anti-Terrorism Office said that Celal Keles, a member of the illegal organization who launched a bomb attack on a police station in Tarabya district of Istanbul four days ago, was also captured.

    Police acted within the framework of the information they received from Keles, who confessed that he threw the bomb to the garden of the police station, and they also took into custody five other members of the illegal organization.

    The six members of the illegal TKP/ML-Conference told police that they also threw fire-bomb to a furniture shop of a retired police officer last May in Kucukcekmece district, hung a banner of the organization to another furniture shop, bombed a shopping centre in Bagcılar district and exploded a fire-bomb at a hairdresser in the name of the illegal organization.

    The six people were later transferred to State Security Court in Istanbul.

    [18] BILICAN, DIRECTOR GENERAL OF SECURITY: - ''TERRORISM IS A TROUBLE FOR WHOLE WORLD'' - TIAN, CHINESE DEPUTY MINISTER OF PUBLIC SECURITY: - ''CHINA IS OPPOSED TO ALL KINDS OF TERRORIST ACTIONS''

    ANKARA, Nov 25 (A.A) - Necati Bilican, the Director General of Security, received on Wednesday Tian Qiyu, the Chinese Deputy Minister of Public Security, and an accompanying delegation who pay an official visit to Turkey.

    Addressing the meeting, Bilican stressed that the terrorism is a trouble for whole world, and added that the countries should cooperate in the struggle against terrorism and drug trafficking.

    Describing the drug smuggling as one of the most significant crimes affecting the world, Bilican emphasized that cooperation with People's Republic of China is extremely important to prevent drug trafficking towards the West.

    Bilican added that they will also discuss the issues of fundamentalism, immigration and struggle against the gangs with Chinese officials.

    Tian Qiyu, in his part, stressed that China is opposed to all kinds of terrorist activities.

    Pointing out that China understands Turkey's efforts to maintain her territorial integrity, Qiyu expressed his wish over the tension between Turkey and Italy to be solved by dialogues.

    Tian also added that China wants to set up lasting cooperation relations with Turkey at the 21st century.

    [19] BARTHOLOMEOS, THE ISTANBUL GREEK ORTHODOX PATRIARCH: ''WE BELIEVE THAT OCALAN, WHO CAUSED THE DEATHS OF THOUSANDS OF PEOPLE, WILL ALSO GIVE AN EXPLANATION TO THE GOD''

    ANKARA, Nov 25 (A.A) - Bartholomeos, Istanbul Fener Greek Orthodox Patriarch, said on Wednesday that he believes that Abdullah Ocalan, the chief of the separatist terrorist organization PKK who caused the unjust death of thousands of people will also give an explanation to the God. ''We are against all kinds of violence, brutal force and terrorism and we condemn these activities,'' Bartholomeos added.

    Responding to questions of the A.A correspondent, Bartholomeos stated that ''we are particularly sorry about the deaths of innocent people, women, children and old people due to terrorism. Life of human beings is sacred and unique.''

    Noting that an official delegation composed of four people from Vatican will come to the Patriarchate on November 27, Bartholomeos said he will tell the necessary things to the delegation.

    [20] TASAR, MINISTER OF AGRICULTURE AND RURAL AFFAIRS: ''IN ACCORDANCE WITH THE EU VETERINARIANS' SUPREME COMMITTEE'S DECISION ON 17 NOVEMBER 1998, THE BAN ON TURKEY ABOUT AQUACULTURAL PRODUCTS WAS LIFTED''

    ANKARA, Nov 25 (A.A) - Mustafa Tasar, the Minister of Agriculture and Rural Affairs, said on Wednesday that the European Union's (EU) ban on the imports of aquacultural products from Turkey was annuled in accordance with a decision by the EU Veterinarians' Supreme Committee on 17 November 1998.

    Addressing a press conference, Tasar said the decision will enter into effect when it is published in the EU Official Gazette.

    ''We hope the concerned decision will be issued next week,'' Tasar said.

    Pointing out that they put into practice an ''aquacultural products action plan'' following the EU decision, Tasar said, ''we presented to the EU a file including the Ministry's activities on 15 July 1998. That file was discussed in Brussels on 8 September 1998. The second file, which was requested by the EU, was presented to the EU on 19 October 1998. Several talks were held with the EU officials in Brussels on 22 October concerning the second file. As a result of all of those initiatives and negotiations, the ban on Turkish aquacultural products was canceled in accordance with the EU Veterinarians' Supreme Committee's decision on 17 November 1998. However, for the validity, the decision should be published in the EU Official Gazette, and we hope the decision will enter into effect next week.''

    [21] DONMEZ, CHICACO REPRESENTATIVE OF ANADOLU AJANSI INCLUDED IN BOOK ''WHO IS WHO IN AMERICAN ART?''

    ANKARA/CHICAGO, Nov 25 (A.A) - Yucel Donmez, Anadolu Ajansi's Representative to Chicago, was included in a book titled ''Who is Who in American Art?'' which is regarded as the art reference in the US.

    Donmez who continues his studies of art in the US and in Turkey, with the new techniques and interpretations brought to the world drawing art, was presented throughout the US as ''Chicago's genuine artist'' by WGN, which is one of the famous tv channels of the US.

    Donmez who conveyed the new techniques and methods to the new generations of the US by using the art funds of the US Government, worked together with nearly 70,000 students in Illinois province for 12 years.

    ''Urban Gateaways'' which Donmez is related to, got ''National Medal of Arts'' reward, that is one of the biggest art rewards of the US, in 1995 by Bill Clinton.

    Donmez who attracted attentions since 1974 with his studies in the field of art, began to be regarded as one of the permanent candidates of American art history with this acceptance to the reference book.

    [22] TEN-MONTH BUDGET DEFICIT: THREE QUADRILLION TURKISH LIRAS

    ANKARA, Nov 25 (A.A) - The Ministry of Finance, announced on Wednesday that the budget deficit in the period between January-October 1998 was 3 quadrillion 10.9 trillion Turkish Liras (TL).

    According to the Public Accounts Bulletin statistics, the first ten-month budget expenditures was 12 quadrillion 409.2 trillion TL and this amount was composed of 3 quadrillion 100.4 trillion TL of personnel expenditures; 710.4 trillion TL of other current expenditures and 628 trillion TL of investment expenditures.

    The state realized a total of 5 quadrillion 341.2 trillion TL in interest payments in the first ten months of 1998 and this amount was composed of 4 quadrillion 900.4 trillion TL of domestic and 440.7 trillion TL of foreign interser payments while the total transfer expenditures reached 7 quadrillion 970.4 trillion TL.

    Meanwhile, the budget revenues between January and October 1998 was 9 quadrillion 398.3 trillion TL and this amount was composed of 7 quadrillion 349.2 trillion TL of tax incomes; 971.4 trillion TL of incomes excluding tax; 935.9 trillion TL of special incomes and funds and 141.6 trillion TL of supplementary budget revenues.

    [23] CENSURE VOTES TO BE HELD AT PARLIAMENT

    ANKARA, Nov 25 (A.A) - Two different no-confidence votes will be held on Wednesday at the Parliament against the Council of Ministers and Gunes Taner, the Minister of State responsible for economy.

    The censure motions were brought by the Republican People's Party (CHP), the True Path Party (DYP) and the Virtue Party (FP) Parliamentary Groups.

    Gunes Taner will be toppled if the absolute majority, that is 276 votes in the 550-seat Parliament, is provided at the first round.

    Later, the second censure vote will be held against the Council of Ministers. The Council of Ministers will be toppled if there will be 276 no- confidence votes, but it will be in office until the formation of the 56th government.

    However, Gunes Taner can't be in charge if he is toppled in the censure vote.

    [24] MAJOR GENERAL SUKENIK, CHIEF COMMANDER OF ISRAELI LAND FORCES, IN ANKARA

    ANKARA, Nov 25 (A.A) - Major General Moshe Ivry Sukenik, the Chief Commander of the Israeli Land Forces, met on Wednesday General Atilla Ates, the Chief Commander of Land Forces.

    General Ates said that General Sukenik was paying a visit to Turkey as his official guest, adding that Sukenik will carry out inquiries at several units of the Land Forces.

    Responding to a question whether or not there will be a joint military exercise between Turkey and Israel, General Ates said, ''now, we don't have a plan like that. There are the humanitarian-purpose manoeuvres which are staged by the Naval Forces. There are not any other exercises except these.''

    General Sukenik will later proceed to Istanbul and leave Turkey on 27 November.

    [25] UTKAN, FOREIGN MINISTRY SPOKESMAN: ''ITALY SHOULD ACT WITH RESPONSIBILITY''

    ANKARA, Nov 25 (A.A) - Necati Utkan, Foreign Ministry Spokesman, said on Wednesday that ''Italy should act with responsibility, and refrain from confusing law and politics, and should not ignore the issue of extradition of a criminal.

    Addressing a weekly news conference, Utkan said Italy was a side to Council of Europe (COE) Extradition of Criminals Agreement and COE Prevention of Terrorism Agreement, adding that Italy should abide by its commitments within the framework of the agreements.

    Stressing that granting political asylum to Abdullah Ocalan, chief of the separatist terrorist organization, could not be accepted, Utkan said, ''this issue has been brought to the attention of Italian authorities by our ministry. Granting political asylum would mean Italy confirms terrorism and this will damage deterrence of international community against terrorism. Ocalan should be brought to justice due to the crimes he committed. The first way for this will be to evaluate the demand of extradition.''

    Utkan pointed out that Italy is at cross roads, adding that on one side there is democracy, international legality and cooperation against terrorism, on the other side there is political interest, ideology, preference of emotions to wisdom and justice, not respecting priority of law and principles of struggle against terrorism and disrespect to human rights.

    Utkan said, ''we still have the belief that wisdom and common sense of Italian people will prevail,'' adding that ''Turkish-Italian relations, NATO solidarity, international legality and respect to official commitments, cooperation in struggle against terrorism and organized crime, and belief to values identifying European civilization are in question.''

    Noting that official procedure related with the demand of extradition of the chief of separatist terrorist organization is about to finish, Utkan said, ''preparations for the extradition file, which is under the authority of Justice Ministry, are about to finish.''

    Utkan said decision for obligatory residence for Ocalan was wrong, adding that Turkey's Embassy in Rome held studies together with the lawyers and that Turkey's opposition will be conveyed soon.

    Utkan said, ''there are several possibilities, Turkey's demand for extradition will either be accepted or rejected. If it is rejected, he will either be extradited to Germany and judged there or he will be granted political asylum, which we believe it will not be.''

    Utkan pointed out that boycott against Italian goods was a reaction of the Turkish public, adding that ''there is not such a government policy.''
