    HURRIYET (LIBERAL)

    STRATEGIC WAR
    The National Security Council (NSC) decided to determine ''Strategy for National Action'' against the fundamentalism in its meeting which was held yesterday. The NSC decided to implement all the measures which aim at preventing the fundamentalist activities without making any concession.

    IMF ASKS ABOUT PRIVATIZATION OF TURKISH TELECOM
    The delegation of International Monetary Fund (IMF) asked the privatization of the Turkish Telecom in its contacts with the Privatization Administration Board (OIB). Ugur Bayar, the Chairman of the OIB, said that they informed the IMF delegation about the privatization programmes of Turkey in 1999 and that Turkey will realize these programmes in case the government gives the necessary support. Bayar gave information about the draft law they prepared on the Turkish Telecom and said that they hope that this draft law will be discussed at the parliament before it recesses.

    MILLIYET (LIBERAL)

    NO GOOD NEWS FOR CIVIL SERVANTS
    Prime Minister Ecevit, Deputy Prime Minister Devlet Bahceli and the leader of the Motherland Party (ANAP) failed to agree on the wage increase rate for civil servants. After the meeting, Ecevit said: ''We agreed on two principles. The wage increase which will become certain in July will not be below the inflation rate and it will not spoil the budget balance.''

    MIDNIGHT EXPRESS IS NOT SONY'S PROMOTION ANYMORE
    Turkish Industrialists' and Businessmen's Association (TUSIAD)'s efforts to remove the anti-Turkish movie Midnight Express from Sony DVD Player's promotion had failed last week when Sony announced it would stop using Midnight Express only in Turkey but continue in other parts of the world. Sony has recently declared that the company will stop using the movie as promotional material anywhere in the world. Midnight Express has been removed from Sony's internet side as of Tuesday morning.

    SABAH (LIBERAL)

    ''DON'T HANG ME'' DEFENSE
    ''Kurds cannot gain their political and democratic rights without the Turkish Republic. It is true that PKK is in a dead-end road. I never preached separatism. We are unified with Turks, we can't be separated. The greatness of Turkish nation is a reality and there, there is also room for Kurds. PKK is the product of the Cold War and it is very dangerous. This threat directed against the state must be removed. This fight must not be carried to the 21st century. I went trough a transformation. I am ready to do anything for brotherhood and peace,'' Ocalan said on the seventh day of his trial on Wednesday on Imrali Island.

    14 TRILLION TL FOR TOURISM
    Erkan Mumcu, the Minister of Tourism announced the second good news to the tourism companies who are in a financial bottleneck. More sources will be allocated if the 14 trillion TL which was allocated for tourism companies would not suffice. The Minister stated that they ''bring solutions by creating sources instead of delaying the debts.''

    CUMHURIYET (LEFT)

    POLITICAL DEFENSE FROM OCALAN
    Accused Abdullah Ocalan, the head of the terrorist organization, made a political defense in the trial which resumed yesterday after 15 days of interval. Ocalan said that the PKK movement is a 'Kurdish rebellion' and requested that the democratic and cultural demands of the rebellion should be fulfilled. Ocalan claimed that in case Turkey do not stop the 'war', she will face hard days; adding that he believes that he will be acquitted.

    PREMIERSHIP WRITTEN STATEMENT REGARDING EXTENSION OF OPERATION NORTHERN
    WATCH FOR SIX MORE MONTHS ADOPTED
    The Parliamentary General Assembly adopted the premiership decree regarding the extension of the Operation Northern Watch for six more months starting from June 30, 1999. The Operation Northern Watch is carried out in the no- fly zone in Northern Iraq under the resolution of the United Nations (U.N) Security Council. After the speeches of some of the representatives of the political parties and the government, the voting is held for the extension of the period of the Operation Northern Watch. In the end of the voting, the Parliamentary General Assembly adopted the Premiership Written Statement regarding the extension of the Operation Northern Watch for six more months.

    RADIKAL (LEFT)

    PRESIDENT DEMIREL DOES NOT ACCEPT APOLOGY OF GULEN
    President Suleyman Demirel said that the first statements of Fethullah Gulen cannot disappear by apologizing when talking about the apologize of Gulen after making some statements. Demirel noted that the judicial officials made the first statements of Gulen a matter of investigation. Demirel said, ''if one person says 'I will get the control of the state', this should be taken into serious consideration. It should be taken into consideration, and it is taken into consideration.'' Stressing that there is an open regime in Turkey and that everyone living in Turkey can have the right to rule the country, Demirel stated that but the ones who want to rule the country should use legal ways and should firstly set up a political party.

    A TOTAL OF 70 KG HEROIN SEIZED IN EASTERN VAN PROVINCE
    A total of 70 kilograms of heroin, having a market price of two trillion Turkish liras, was seized in Gurpinar county eastern Van province. The security forces, acting on a tip-off, seized 70 kilograms of heroin hidden in a vehicle on its way to Istanbul. Two persons were taken into custody.

    TÜRKİYE (RIGHT)

    CALL FROM ANNAN, U.N. SECRETARY GENERAL, TO DENKTAS AND CLERIDES
    Kofi Annan, the United Nations (U.N) Secretary General, said that he is ready to invite Rauf Denktas; the President of the Turkish Republic of Northern Cyprus (TRNC); and Glafcos Clerides; the leader of the Greek Cypriot side; to start comprehensive negotiations without preconditions in fall. The date and place of the negotiations between Denktas and Clerides will be determined in the end of the contacts of Ann Hercus, the Deputy Special Envoy of Annan, on the Island. The good will mission report of Annan concerning Cyprus was issued on Wednesday. The U.N Security Council is expected to start discussing the Cyprus question in the light of this report and the former reports, on Thursday or the following week. The five permanent members of the Council are preparing a draft resolution about Cyprus.

    ROCKET ATTACK AGAINST TPAO IN SOUTHEASTERN BATMAN PROVINCE
    A group of terrorists staged a rocket attack against the Oil Installation of the Turkish Petroleum Corp. in southeastern Batman province, causing financial damages. Some of the oil tankers started to burn due to the attack. The security forces launched an investigation in the surrounding.

    ZAMAN (CONSERVATIVE)

    TRIAL CONTINUES WITH CIVILIAN JUDGE
    Ocalan trial continues after the military judge has been replaced by its civilian counterpart. The court overruled demands to 'suspend' or 'restart' the trial on Wednesday. Ocalan claimed responsibility for crimes he committed, however, he said something must be done to solve this social problem. He said that he didn't want this for himself.

    INSPECTION OF BANKS
    Gazi Ercel, the Director of the Central Bank said they are planning to sign a protocol with the Banking Regulations and Inspection Board which was formed according to the new Bank Law which appeared on Wednesday's official gazette. Ercel evaluated the new law and said it showed parallelism between modern and effective banking inspection principles.

    ANKARA, June 24 (A.A) - President Suleyman Demirel said on Wednesday that the first statements of Fethullah Gulen cannot disappear by apologizing when talking about the apologize of Gulen after making some statements.

    Responding the questions of the journalists, Demirel noted that the judicial officials made the first statements of Gulen a matter of interrogation.

    Demirel said, ''if one person says 'I will get the control of the state', this should be taken into serious consideration. It should be taken into consideration, and it is taken into consideration.''

    Pointing out that Turkey is a state based on law, Demirel stated that everything can be solved by depending on the rule of law and the general principles of the law.

    Stressing that there is an open regime in Turkey and that everyone living in Turkey can have the right to rule the country, Demirel stated that the ones who want to rule the country should use legal means and should firstly set up a political party.

    Noting that the political parties should comply with the legal rules, Demirel said, ''there cannot be a political party which tries to violate the territorial integrity of the country by abusing the religion. Everybody should be loyal to the democracy, republic, secularism, and the territorial integrity of Turkey.''

    ''All the people living in Turkey can set up a political party without taking permission. A total of 21 political parties participated in the April 18 elections. I think that planning to get the control of the state by leaving such legal means aside, is meaningless,'' Demirel added.

    When asked whether he knows Gulen as a ''tolerant and respected'' person or a person ''who is trying to get the control of the state'', Demirel said, ''I cannot make a personal command on this question. I do not recognize him that much. I mean that I do not have close personal relations with him. I know him as much as the others know him. Mr. Gulen is not a new personality in Turkey. His name exists for 30 years.''

    ''I cannot say what his aim is. But, I think that a man of religion cannot have political targets. Being a man of religion is a hard task. But being a respected man of religion is only possible by being in compliance with the rules of our religion. That is, it can be possible by giving good advices to the humanity rather than being related with the world affairs,'' Demirel added.

    [03] PRESIDENT DEMIREL RESPONDS QUESTIONS - DEMIREL: ''EVERYBODY HAS TO OBEY THE DECISION OF THE CHIEF JUDGE''

    ANKARA, June 24 (A.A) - President Suleyman Demirel said on Wednesday that everybody has to obey the decision of the chief judge when talking about the trial of accused Abdullah Ocalan, the head of the terrorist organization.

    Responding the questions of the journalists, Demirel noted that everybody should respect to the decision of the court, and that everything does not end by the decision of the court because there is the appeal court, the parliament, and the European Court of Human Rights.

    Demirel added that the European Court of Human Rights can stop the execution of the punishment.

    Recalling that the Directorate General of Security is alarmed that there can be some terrorist and provocative attacts after the court declares its decision about accused Ocalan, Demirel said, ''the important thing is that Ocalan is tried in an independent court. There is not a single influence on the court.

    ''Turkey changed her constitution to prevent the sentences saying that 'the court has a military member.' This is a very important event. Turkey is a free country and her judgement is also free. The judge decides in accordance with his own conscience,'' Demirel added.

    Recalling that the execution can be stopped in the European Court of Human Rights, Demirel continued, ''to this end, the decision of the court is not the final decision. It is the decision of the first court. There will be other stages. I only want my citizens to be calm. There is nothing to panic. Turkey is a state based on law. And the Turkish justice, and Turkish judges have always proved that they are fair.''

    Stressing that the military judges had very important services in the history of Turkish Republic, Demirel said, ''I have always appreciated the military judges. They wear uniforms because they work as a judge in the Armed Forces. There is not any difference between the military and the civilian judges. The European Court of Human Rights started to discuss the decision taken by the military judges before the trial started. We cannot accept this. I want to say that I appreciate the service of the military judges.''

    When asked whether or not he will approve the capital punishment of Ocalan, Demirel said that the journalists should not urge him by asking such questions and that there is some time for that day.

    When asked whether or not he will make a general evaluation about the capital punishment, Demirel emphasized that the court is still continuing and that he cannot say anything which can affect the court.

    [04] CYPRUS REPORT OF U.N SECRETARY GENERAL - ANNAN, U.N. SECRETARY GENERAL, READY TO INVITE DENKTAS AND CLERIDES TO START NEGOTIATIONS IN FALL

    NEW YORK, June 24 (A.A) - Kofi Annan, the United Nations (U.N) Secretary General, said on Wednesday that he is ready to invite Rauf Denktas; the President of the Turkish Republic of Northern Cyprus (TRNC); and Glafcos Clerides; the leader of the Greek Cypriot side; to start comprehensive negotiations without preconditions in fall.

    The date and place of the negotiations between Denktas and Clerides will be determined in the end of the contacts of Ann Hercus, the Deputy Special Envoy of Annan, on the Island.

    The good will mission report of Annan concerning Cyprus was issued on Wednesday.

    The U.N Security Council is expected to start discussing the Cyprus question in the light of this report and the former reports, on Thursday or the following week. The five permanent members of the Council are preparing a draft resolution about Cyprus.

    The report said that the two sides participate in the negotiations which are held within the framework of the ''shuttle diplomacy'' and that since the negotiations are carried out in the principle of secrecy, the sides do not know what the other side said.

    Stressing that this method determines on which issues the two sides have a common idea and on which issues they have different ideas, Annan stated that the final solution can be found by the direct negotiations of the two sides.

    Annan emphasized that to this end, he is ready to invite the two leaders to have comprehensive negotiations without any preconditions and with compromise and cooperation.

    Drawing the attention that the meetings carried out by Hercus put forward how much importance the two sides attach to the political equality issue, Annan recalled that he and the former secretaries of the U.N behaved equally to the both sides.

    Emphasizing that he thinks that the present situation of TRNC puts it in a disadvantaged situation and that it harms the equality principle, Annan said that this also prevents the negotiations.

    Pointing out that despite all the negative things, he hopes that the sides can resume the negotiations; Annan emphasized that not having clashes on Cyprus for 25 years is a positive development despite all the disputes and tension on the island.

    Claiming that the problem could not be solved definitely, Annan said that despite some people thinks that the status quo is not so disturbing, the present situation on the island is the reason of the instability and tension, and that not solving the problem is not to the benefit of any of the sides.

    Annan stressed that the two sides should try to solve the main problems without wasting time.

    Kofi Annan listed the main problems as the sharing of the authorities, the security, the properties, and the problem of territory.

    Annan requested that these problems should be discussed in direct, realistic, and comprehensive negotiations.

    Thanking the interest of the G-8 countries on the Cyprus question, Annan said that the solution of Cyprus question will contribute to the regional peace and stability.

    Annan also said that he will appoint Ann Hercus, the deputy special representative as the special representative as of June 1, 1999.

    [05] SOMUNCUOGLU, STATE MINISTER, RETURNS TO TURKEY

    ISTANBUL, June 24 (A.A) - Sadi Somuncuoglu, State Minister who participated in the ceremony of transfering the mass housing and rehabilitation centers to the Bosnian authorities in Bosnia-Herzegovina, returned to Turkey on Wednesday evening.

    Addressing a statement at the Ataturk Airport, Somuncuoglu noted that Turkey made a 20 million U.S. dollar aid to Bosnia-Herzegovina and that ten million of this aid was used to construct mass housing and for repairment of the rehabilitation centers.

    Stressing that the Turkish companies completed the construction and the repairment in a short time, Somuncuoglu stated that he held some political contacts in his four-day visit.

    Somuncuoglu added that the aid of Turkey to the people who were left homeless and unemployed after the war, had positive effects on those people.

    [06] SUPREME BOARD OF HUMAN RIGHTS COORDINATION CONVENES - IRTEMCELIK, STATE MINISTER: ''THE IMPROVEMENT OF THE HUMAN RIGHTS AND DEMOCRACY STANDARDS OF TURKEY IN A STABLE SITUATION WILL BE AMONG THE PRIOR TARGETS OF OUR GOVERNMENT''

    ANKARA, June 24 (A.A) - Mehmet Ali Irtemcelik, the State Minister, said on Wednesday that the improvement of the human rights and democracy standards of Turkey in a stable situation will be among the prior targets of their government.

    The Supreme Board of Human Rights Coordination convened under the presidency of Mehmet Ali Irtemcelik.

    Speaking after the meeting, Irtemcelik noted that five draft laws which were earlier prepared by the Council, are sent to the Prime Ministry.

    Irtemcelik said, ''one of the draft laws foresees the change in the some of articles of the Penal Code. Especially, it foresees the increase in the crimes of maltreatment. The aim of this is the increase the deterrence.''

    ''We have another draft law regarding some changes and appendices in the Law on The Procedure of the Penalty Courts. The aim of this draft is to protect the witnesses,'' Irtemcelik added.

    Stressing that there are they sent three more drafts to the Prime Ministry, Irtemcelik stated that one of the drafts will make modern arrangements in the judgement of the civilian servants and will be replaced by the law on the Judgement of the Civil Servants.

    Irtemcelik emphasized that there is another draft concerning the compensation of the ones who were negatively affected by terrorism.

    Irtemcelik pointed out that they discussed a circular concerning the ''Arrest, Detention, and Taking Testimony'' issues which was prepared on the demand of Premier Bulent Ecevit.

    Irtemcelik added that the circular will be submitted to Ecevit in one or two days.

    [07] GOLDMAN SACHS &amp; CO CHAIRMAN, NIELSEN: ''TURKISH GOVERNMENT MUST MATERIALIZE ITS PRESENT INITIATIVES IN SIX TO 9 MONTHS''

    ISTANBUL, June 24 (A.A) - Erik Nielsen, the Chairman of Goldman Sachs &amp; Co., European markets economic research company, said on Wednesday that the Turkish government must materialize its present initiatives in six to nine months. Otherwise, Turkey will ultimately be like Russia or the Central Bank will print money.

    Nielsen spoke at the ''View Points of Turkish Economy'' conference organized by Turkish-American Businessmen's Association (TABA-AmCham) Activity Committee. He pointed to the existence of a powerful private sector besides Turkey's important economic problems. Turkish economy needs more than tax law, agricultural subsidies, bank law, and social reforms, Nielsen stated.

    If the interest rates remain at this level, it could lead to a crisis in Turkey, he said and offered taking foreign debts as an urgent solution.

    Ali Umit Gonulal, the Deputy Director of Treasury Foreign Economy Relations stated that a programme has been prepared to maintain macro economic stability and added that the Treasury and the government will take the expected measures.

    Gonulal noted that they have both short term and long term policies and the structural reforms will be made in the long term. There will be some difficulties in the promotion of tax law and its beginning stages, but the new law will start giving its fruits in five years, he stressed.

    Agricultural subsidies, social reforms, and privatization follow the tax law on the agenda, Gonulal said and emphasized that the structural reforms are good for the public.

    Sadun Abac, the Chairman of DCR Duff &amp; Phelphs's Turkey branch said he agreed with Nielsen and stated that the coalition government had very good oppportunities ahead of it and could pass the necessary laws. Abac also noted that DCR gave the highest rating to Turkey and said they expect the whole sale price index would be aproximately 45 percent by the end of 1999.

    [08] ILKIN, TURKISH AMBASSADOR TO WASHINGTON D.C.: - ''TURKEY IS MAKING A GIANT LEAP FORWARD IN HUMAN RIGHTS''

    WASHINGTON D.C., June 24 (A.A) - Baki Ilkin, the Turkish Ambassador to Washington D.C., said on Thursday that Turkey, which has realized new arrangement in the State Security Courts (DGMs), is making giant leap forwards in the human rights and will continue to make new reforms in human rights.

    Addressing a press conference to the journalists in the Turkish Embassy in Washington D.C., Ilkin noted the government of Turkey will make new changes in the Law on Anti-Terrorism and will improve the freedom of expression.

    Ilkin stated that the Law on the Judgement of the Civil Servants which limits the judgement of the civil servants, will be changed and that the immunity of the deputies will be limited.

    Emphasizing that Turkey will send a thousand soldiers to the international peace force which will be deployed in Kosovo, Ilkin stressed that Turkish soldiers will mostly be deployed in the region where the people with Turkish origin live.

    Ilkin recalled that Turkey supported the NATO air operation against Yugoslavia, that she sheltered 17,600 refugees within her territory and that she set up camp-sites in Macedonia and Albania.

    Stating that none of the European countries made such an aid, Ilkin emphasized that Turkey proved that she is a reliable ally of the NATO and the U.S.

    When asked what Turkey will do about Abdullah Ocalan, the head of the terrorist organization, who proposed having cooperation with Turkey in struggling against terrorism; Ilkin said that Ocalan is responsible for not only the crimes which he committed against the state but also for the death of 30,000 people and that Ocalan confessed all these crimes.

    Ilkin compared Ocalan issue with Ossame bin Ladin, who committed significant crimes against the U.S.; and asked whether or not the U.S. would forgive Ladin if he confessed all his crimes against the U.S.

    When asked whether Turkey requested the extradition of Fethullah Gulen from the U.S., Ilkin pointed out that the interrogation about Gulen and his video-tapes are underway and Turkey should wait until the interrogation is concluded.

    Ilkin said that the government is in harmony under the premiership of Bulent Ecevit and that Turkey is preparing to welcome the year 2000 with a stable, permanent, and strong government.

    Responding a question about Iraq, Ilkin noted that the change of the administration in Iraq is the internal affair of this country and that Turkey attaches importance to the protection of the territorial integrity of Iraq.

    Ilkin stated that Turkey will continue her foreign policies towards the West although the European Union (E.U) excluded Turkey.

    [09] THREAD WORTH OF 69.4 MILLION U.S. DOLLARS EXPORTED FROM GAP REGION IN FIVE MONTHS

    GAZIANTEP, June 24 (A.A) - Thread worth of 69.4 million U.S. dollars were exported from the Southeastern Anatolia Project (GAP) region in the first five months of 1999; it was reported on Thursday.

    The figures of Southeastern Anatolia Textile and Raw Materials Exporters' Union indicated that the exports of thread increased 30.8 percent in the fist five months when compared with the figures of the same period of 1998.

    The figures also indicated that a total of 14;343 tons of cotton thread and 12,327 tons of synthetic thread was exported in the first five months of 1999 and that the exports of cotton thread decreased by 17 percent while the exports of synthetic thread increased by 2.8 percent between January and May 1999.

    Syria, Saudi Arabia, Belgium, Italy, Germany, the U.S., Israel, Portugal, Romania, Greece, and Britain are the main countries which Turkey exported thread.

    [10] CLOSURE CASE AGAINST HADEP - PARTY LAWYERS PRESENT THEIR WRITTEN DEFENSE TO CONSTITUTIONAL COURT

    ANKARA, June 24 (A.A)- The lawyers of People's Democracy Party (HADEP) presented their final written defense to the Constitutional Court in the case opened to close HADEP on Thursday.

    The lawyers, Yusuf Alatas and Nuri Ozmen gave their written defence to Ismet Ertek, the General Secretary of the Constitutional Court. The 30 page defence claims that the closure case against HADEP had ''political purposes''. The case was based on the investigation of State Security Court (DGM) prosecutors and the collected evidence ''were against law'', the lawyers claimed and criticized the Supreme Court Prosecutor's attitute during the case's process.

    Prosecutor Vural Savas ''waited for months'' to open the case against HADEP and took action only a short time before the April 18 elections which violates the Political Parties Law. The lawyers also denied the head of the terrorist chief Ocalan's statements about the HADEP-PKK links. HADEP's political views do not form a favourable ground for PKK-HADEP relation, they claimed. ''Although HADEP has a different political view than the government's ideology on the Kurdish problem, as a legal institution it differs greatly from PKK's purposes and methods. HADEP never had a political activity which targeted Turkey's unity. It always defended the solution of the Kurdish problem within pluralist democracy principles and Turkey's unity. It never defended an armed struggle and never supported this. On the contrary, it was always against violence. HADEP's identification with PKK, because of its conflict with the state's ideology, not only hurts this party but also damages our country's democracy,'' it was claimed in the report.

    ''It is natural that the terrorist organization PKK tries to influence HADEP which is the most organized party among Kurds and also has the highest number of votes. Among HADEP members, there might be people who sympathize with the PKK and it is impossible to prevent this in a party which has thousands of members,'' it was also noted. The head of the terrorist organization Ocalan lived abroad for 15 years, the report reminded and said ''therefore Ocalan's statements's about HADEP cannot go beyond estimations''.

    The closure case against HADEP is against the European Human Rights Agreement, it was also claimed. The final paragraphs of the defense report asked for the rejection of the closure case.

    Vural Savas and then HADEP executives will deliver verbal statements prior to the case. Later the Constitutional Court delegation consisted of 11 people will convene to decide on the case.

    [11] DENKTAS, TRNC PRESIDENT, WRITES A LETTER TO ANNAN, U.N. SECRETARY GENERAL - ''NOBODY CAN MAKE ME SIT AT A TABLE BY FORCE'' - ''THE SHUTTLE DIPLOMACY CAN CONTINUE''

    LEFKOSA, June 24 (A.A) - Rauf Denktas, the President of Turkish Republic of Northern Cypus (TRNC), said on Thursday that he wrote a letter to Kofi Annan, the United Nations (U.N) Secretary General, about the Cyprus call of the G-8 countries.

    Addressing a statement in Bayrak Television Channel of TRNC, Denktas noted that it is not possible for him to hold contacts with Glafcos Clerides, leader of Greek Cypriot side, under these conditions and that nobody can make him sit at a table by force. Denktas added that nobody has such a right and authority.

    Stressing that he said in the letter that there is nothing they can discuss with the Greek Cypriot side at the moment, Denktas requested the continuation of the shuttle diplomacy.

    Denktas said, ''the shuttle diplomacy can continue. The issues which the two sides can agree upon, should be determined and then a meeting can be held.''

    Emphasizing that they will only meet under the principle of the meeting of the two states.

    Noting that he will meet with Annan if he invites him, Denktas stated that it is not possible for him to meet with Clerides at this stage.

    Criticizing the usage of the ''leader'' title for the two countries living on Cyprus in the negotiations, Denktas said, ''the 'leader' title was used to comfort us. The invitations from now on should be made in accordance with the title the nation calls us.''

    Pointing out the call of the G-8 countries concerning Cyprus, Denktas emphasized that the G-8 countries took a wrong decision and compared this decision with the resolution of the European Union (EU).

    Denktas stressed that the EU led to the end of the negotiations by taking such decisions and that today, the G-8 countries are making the similar things as the EU earlier did.

    Denktas underlined that Turkish Cypriots will not do anything without Turkey and that they united within the framework of the national cause.

    [12] CONTACTS OF IMF DELEGATION - IMF DELEGATION IN LABOUR AND SOCIAL SECURITY MINISTRY

    ANKARA, June 24 (A.A) - Carlo Cottorelli, the Chief of the Turkish Desk of the International Monetary Fund (IMF), said on Thursday that the contacts of his delegation continue and that they will make a general statement about their contacts in Turkey on Monday.

    The IMF delegation held a meeting with Yasar Okuyan, the Labour and Social Security Minister, this morning.

    The meeting between Okuyan and IMF delegation lasted for one and a half hours.

    The IMF delegation did not address a statement following their meeting with Okuyan.

    The IMF delegation will visit the Industry and Trade Ministry and the Agriculture and Rural Affairs Ministry today.

    Meanwhile, Willy Kiekens, the executive directors of IMF, is expected to arrive in Ankara today and to participate in the contacts of IMF in Ankara, starting from Friday.

    [13] BUDGET DISCUSSED AT PARLIAMENTARY GENERAL ASSEMBLY - ORAL, FINANCE MINISTER: - ''THE TARGET OF 57TH GOVERNMENT IS DECREASING THE CHRONIC INFLATION TO A ONE-DIGIT NUMBER AS SOON AS POSSIBLE''

    ANKARA, June 24 (A.A) - Sumer Oral, the Finance Minister, said on Thursday that the target of the 57th government is decreasing the chronic inflation to a one-digit number as soon as possible.

    Speaking about the draft on the budget of 1999 fiscal year at the parliamentary general assembly; Oral noted that the programme which aims at decreasing the inflation and in stabilizing it with the macro-economic balances was put into effect.

    Stressing that they will continue the struggle against inflation which was started in 1998, Oral stated that they will take into consideration the position of the poor people in their struggle.

    Noting that the increase in the interest rates does not leave enough resources to private economy, the payment of interests reached a level which the budget cannot put up with and that this blocked the budget.

    Oral added that the 57th government will take into consideration the position of the workers and the retired people and the balance of the level of inflation and the budget when increasing the salaries of the people.

    [14] KOSOVAR REFUGEES RETURN TO THEIR COUNTRY - A TOTAL OF 2,410 KOSOVAR REFUGEES LEAVE FOR KOSOVO BETWEEN APRIL 21 AND JUNE 23

    ANKARA, June 24 (A.A) - Kosovar refugees who have taken shelter in Turkey after being forced to leave their homes as a result of ethnic cleansing campaign in Kosovo, continued to return to Kosovo on Wednesday.

    A total of 2,410 Kosovar refugees left Turkey from the Edirne-Kapikule border gate between April 21 and June 23, 1999.

    The officials said that a total of 644 Kosovar refugees left Turkey from Kapikule border gate; adding that a total of 1200 refugees left Turkey since June 19, 1999.

    Meanwhile, the officials at the camp-site in northwestern Kirklareli province, said that a total of 170 refugees who were staying at the camp- site left the camp in four days, but that 30 refugees who were staying with their relatives, applied to the camp-site to have accomodation.

    The officials added that the inflow of the Kosovar refugees stopped after the peace agreement was signed.

    [15] CONTACTS OF IMF DELEGATION - OKUYAN, MINISTER OF LABOUR AND SOCIAL SECURITY: ''IMF DELEGATION DOES NOT INTEREST ME TOO MUCH''

    ANKARA, June 24 (A.A) - Yasar Okuyan, the Minister of Labour and Social Security said ''the IMF delegation did not interest him too much.''

    ''The social security reform that I prepared affects Turkish nation and our children's future,'' Okuyan stated.

    Following his meeting with Carlo Coterelli, the Head of IMF Turkey Desk, Okuyan said he exchanged views with Coterelli about the activities of his ministry. The Minister said he briefed the IMF delegation about the social security reform.

    They aim to gather all social security institutions under one roof, form a social assistance and service institution, and also update some laws regulating work life that passed 10 to 30 years ago, Okuyan explained.

    He reminded that the budget deficit of social security institutions would reach to five trillion TL. with the interest rates. The social security reform will be discussed at the Economic and Social Council before the Ministers Council, Okuyan said.

    The retirement age could be any age between 55 and 65, he stated responding to a question.

    ANKARA, June 24 (A.A) - Yasar Okuyan, the Minister of Labour and Social Security, said on Thursday that they hope the social security reform will be legalized before the Parliament recesses.

    Speaking to reporters following his meeting with the International Monetary Fund (IMF) delegation, Okuyan said there is not a retirement at the age of 38 at any part of the world, and that the retirement age is 55 even in Uganda.

    Recalling that the the retirement age for both men and women was 60 in accordance with the Social Security Law, which was adopted in 1950, Okuyan said that the average life-span in Turkey at that period was between 38 and 41 years.

    Noting that the social security laws were changed with populist approaches in 1965, 1969, and 1976, Yasar Okuyan said Turgut Ozal increased the retirement age to 55-60 in 1986, but Turkey returned to the current system in 1992.

    Pointing out that the rightful cries of the retired people were important in the Social Securtiy Reform, Okuyan said it is difficult for a person to make a living with a pension between 57 to 70 million Turkish Liras, stressing that there is not a retired person in the world who was forced to such monetary conditions.

    [17] 7TH INTERNATIONAL KAHTA KOMMAGENE FESTIVAL TO START AT NEMRUT MOUNTAIN ON FRIDAY

    GAZIANTEP, June 24 (A.A) - ''7th International Kahta Kommagene Festival'' will start on Friday in Gaziantep. Many cultural and sports activities will be organized during the festival.

    There will be a climb to Nemrut Mountain on the second day of the festival where a concert will be given. Kahta Governor Recep Kizilcik said they will promote Nemrut to the world where ''the most beautiful sunrise and sunset in the world'' could be watched.

    Kahta, because of its closeness to Mesopotamia, hosted many civilizations in the history. Archeological findings suggest existence of civilizations who lived in paleolitic, and neolitic periods.

    Kahta has facilities to meet all kinds of need of tourists who come to see the historical places, including the old Kahta Castle and Cendere bridge, and old settlements.

    [18] TURKISH-BULGARIAN JOINT REGIONAL BORDER COMMISSION MEETING

    EDIRNE, June 24 (A.A) - The meeting of the Turkish-Bulgarian Joint Regional Border Commission, which convenes once in every six month in accordance with the agreements between Turkey and Bulgaria, was held at the protocol building in the Kapikule Border Gate in Edirne on Thursday.

    The Turkish delegation was led by Mehmet Canseven, the Governor of Edirne, and the Bulgarian delegation was headed by Colonel Georgi Kostadinov.

    The sides noted at the meeting that there is not any problem or dispute between the two countries.

    Canseven and Kostadinov emphasized that they hope the relations, which are at the highest level, will be further improved.

    The next meeting of the Commission will take place at the Capitan Andreowe Border Gate in Bulgaria.

    ANKARA, June 24 (A.A) - President Suleyman Demirel received on Thursday Baron Georges Jacobs, European Industry and Employers Confederation Union (UNICE).
    Erkut Yucaoglu, Turkish Industrialists' and Businessmen Association (TUSIAD) Executive Board Chairman, was also in attendance at the meeting.

    Addressing the meeting, Yucaoglu said Jacobs was the Chairman of Belgian Employers' Confederation and European Chairman, adding that ''he is the most strongest voice of private sector in Europe.''

    Yucaoglu also pointed out that UNICE was an organization which works very closely with European Commision, and noted that it expended support to Turkey's integration with the EU and full membership.

    Alexis Brougns, Belgian Ambassador to Ankara, was also in attendance at the meeting.

    [21] FM CEM GIVES A BRIEFING TO MEMBERS OF PARLIAMENTARY FOREIGN AFFAIRS COMMISSION

    ANKARA, June 24 (A.A) - Foreign Minister Ismail Cem gave a briefing to Kamran Inan, Chairman of Parliamentary Foreign Affairs Commission, and members of the Commission about developments in foreign policy.

    Speaking after the briefing which lasted 2.5 hours, Cem said he briefed the members about Turkey's foreign affairs. Cem said commision members, with their questions and opinions, contributed a lot to the formation of Turkey's foreign policy.

    Cem pointed out that such kind of briefings will continue from now on.

    Meanwhile, Inan, chairman of the commission, noted that they had the facility to evaluate national issues, adding that foreign affairs commission and the parliament will always back the government in foreign policy.

    Inan noted that they evaluated Kosovo, Cyprus, and Northern Iraq issues during the meeting. He also said impressions created after the final communique issued at the end of Koln Summit which failed to include Turkey, relations with Council of Europe, the attitude of European Human Rights Court related with Turkey, and other developments, were discussed during the meeting.

    [22] SOMUNCUOGLU, MINISTER OF STATE: ''TURKISH CONSTRUCTION COMPANIES ARE NOT ABLE TO ENTER TENDERS WITHIN THE CONTEXT OF FIVE BILLION U.S. DOLLARS AID THAT EU WILL EXPEND ON THE RECONSTRUCTION OFBOSNIA HERZEGOVINA''

    ANKARA, June 24 (A.A) - Sadi Somuncuoglu, Minister of State, said on Thursday that Turkey companies could not participate in the tenders that will be opened within the scope of the five billion U.S. dollars aid which European Union (EU) will expend for the reconstruction of Bosnia- Herzegovina. Somuncuoglu said EU should revise this principle whic prevents free competition.

    Addressing a news conference, Somuncuoglu briefed about the visit he realized to Bosnia-Herzegovina between June 20 and 23.

    Recalling that the agreement envisaging Turkey to donate 20 million U.S. dollars to Bosnia-Herzegovina had been signed in 1996, Somuncuoglu said half of the donation was allocated to the repairment of Dobrinja dwellings, which were devastated in the war, and Fonica Medical Rehabilitation Center. Somuncuoglu said the Turkish company who had undertaken these projects had completed them before the planned time and and with a lower cost.

    The Minister of State Somuncuoglu pointed out that the rest of the aid will be used to ''create job opportunities and reconstruction of Mostar Bridge.''

    Somuncuoglu said although Turkish construction companies had more competition power than European companies, they will not be able to enter project tenders that will be opened within the context of five billion U.S. dollars aid which EU will spent for the re-construction of Bosnia- Herzegovina.

    Somuncuoglu said Turkey may face a similar situation in Kosovo, adding that this principle of Customs Union which prevents full competition and free trade should be revised.

    Somuncuoglu said he had talked to all high ranking state and government officials in Bosnia and visited Turkish Unit there which is composed of 1, 320 persons.

    [23] SOYUTURK, CHAIRMAN OF WESTERN THRACIAN TURKS SOLIDARITY ASSOCIATION: - ''GREECE CONTINUES INHUMAN TREATMENTS AGAINST WESTERN THRACIAN TURKS'' - ''IN XANTHI, TURKS ARE TAKEN INTO CUSTODY, THEIR CLOTHES ARE TAKEN OFF, AND THEIR BODIES ARE SEARCHED, AND THEY ARE TAKEN TO HOSPITALS DUE TO TORTURE''

    IZMIR, June 24 (A.A) - Muhittin Soyuturk, the Chairman of the Western Thracian Turks Solidarity Association, said on Thursday that Greece continues inhuman treatments against Western Thracian Turks.

    Staging a press conference together with the chairmen of several Turkish associations at the Cetin Emec Hall of the Izmir Municipality building, Soyuturk said the human rights, which is the system of values of which importance is increasing, put its mark on the 21st century, but Greece, which is a member of the European Union (EU), prevents the human rights to reach to the region where the Western Thracian Turks are living.

    Noting that Greece which becomes the number one defender of human rights when Turkey becomes the subject, continues inhuman treatments which are contrary to the laws against the Western Thracian Turks, Soyuturk said, ''some Greek soldiers came to Gokcepinar village located in a region near the Bulgarian border, and those soldiers affronted and attackad on the Turks living in this village. As a result of that attack, many people were taken to hospital. Besides, a Turkish couple living in Gazhane district in Xanthi were taken into custody at the Xanthi Security Directorate; their clothes were taken off and their bodies were searched, and they were beaten and tortured. The windows and doors of shops belonged to Turks were also broken, there was financial damage to those shops.''

    Pointing out that all of those incidents erupted as a result of the provocations of Damaskinos, the Metropolitan of Komotini and Maronia, Muhittin Soyuturk urged the Greek government not to allow such incidents.

    Recalling that the Western Thracian Turks were left to the Greek administration with a referendum which was held in 1917 as a result of several intrigues, Soyuturk said that in case of continuation of such incidents, the right of holding a new referendum will be gained, so the people who are living in that region, will have the right to determine their destiny.

    [24] PRIME MINISTER ECEVIT SAYS THEY ARE RESOLVED TO TAKE INTO AGENDA THE STRUGGLE AGAINST FUNDAMENTALISM LAWS WHICH COULD NOT BE ISSUED''

    ANKARA, June 24 (A.A) - Prime Minister Bulent Ecevit said on Thursday that they were resolved to take ''Draft Resolutions related with Struggle against Fundamentalism'' into the agenda.

    Prime Minister Ecevit responded to the questions of reporters in the Parliament. When asked what kind of draft resolutions were there in their agenda within the framework of ''Struggle Against Fundamentalism'', Ecevit recalled that several draft laws were prepared following February 28 process. Noting that very less draft resolutions could be accepted from these, Ecevit said ''we are resolved to take others into agenda.''

    Pointing out that they had taken very effective resolutions and issued decrees to prevent fundamentalist activities in the period of minority goverment established by Democratic Left Party (DSP), Ecevit said ''we have put into effect decrees that will definitely prevent political groupings within the state. These are adopted by our coalition partners. It is also included in government program and coalition protocol.''

    Responding to a question if there was a difference of opinion between the military and civilians on the issue of ''Fetullah Gulen incident'', Ecevit said ''no statement is issued about NSC meetings. Yet, it was a very positive meeting.''

    When asked if Article 163 of Turkish Penal Code will come back or not, Ecevit said ''no''.

    Meanwhile, Ecevit also received Georges Jacobs, European Industrialists and Employers Confederation Chairman and Erkut Yucaoglu, Chairman of Industrialists' and Businessmen' Association (TUSIAD).

    Speaking after the meeting, Yucaoglu said they had a beneficial meeting regarding Turkish-EU relations.

    [25] FOREIGN EXCHANGE RESERVES OF CENTRAL BANK INCREASE BY 17 MILLION U.S. DOLLARS

    ANKARA, June 24 (A.A) - The foreign exchange reserves of the Central Bank increased to 21 billion 653 million U.S. dollars, it was reported on Thursday.

    The Central Bank data shows that the foreign exchange reserves, which rose by 17 million U.S. dollars between June 11 and 18, increased to 21 billion 653 million U.S. dollars as of June 18.

    The Central Bank's foreign exchange reserves were 21 billion 636 million U.S. dollars on June 11.

    Meanwhile, according to the 4 June-based statistics, Turkey's total international gross reserves increased 224 million U.S. dollars to 33 billion 191 million U.S. dollars between May 28 and June 4.

    The international gross reserves of Turkey were 32 billion 967 million U.S. dollars on May 28.

    As of June 4, Turkey's international reserves were composed of 1 billion 12 million U.S. dollars in gold reserves; 21 billion 576 million U.S. dollars in the Central Bank's foreign exchange reserves; and 10 billion 603 million U.S. dollars in the commercial banks' foreign exchange reserves.

    [26] EU-TURKISH JOURNALISTS CONFERENCE - MEHMET ASLAN, CHAIRMAN OF GTO: ''CONFERENCE WILL CONTRIBUTE TO TURKISH-EU RELATIONS''

    GAZIANTEP, June 24 (A.A) - Mehmet Aslan, Chairman of Gaziantep Chamber of Commerce (GTO), said on Thursday that 9th European Union (EU)- Turkish Journalists' Conference which was staged between June 21 and 22 was an arrangement that will contribute to EU-Turkish relations.

    Aslan said the conference which was attended by journalists of EU and other candidate countries, Karen Fogg, European Commission Turkey Representative, and several Ambassadors, was successful.

    Pointing out that the participants left Gaziantep with positive impressions, Aslan said, ''Turkey's EU policy was voiced by the high ranking officials of the state during the conference.''

    Aslan said the journalists who attended the conference pointed out their positive thoughts before leaving Gaziantep, and expressed belief that this will contribute to the cooperation between EU and Turkey in the next period.

    [27] IMF DELEGATION VISITS MINISTRY OF AGRICULTURE AND RURAL AFFAIRS

    ANKARA, June 24 (A.A) - Husnu Yusuf Gokalp, the Minister of Agriculture and Rural Affairs, said on Thursday that the evaluations of the International Monetary Fund (IMF) delegation are positive.

    Minister Gokalp received the IMF delegation headed by Carlo Cottarelli, the IMF's Turkey Desk Chief.

    Gokalp said the aim of the visit of the IMF delegation to the Ministry was to get information abuot the Turkish agricultural policy.

    Speaking to reporters following the meeting, Gokalp said the IMF delegation and they discussed the current agricultural policies and those that Turkey will implement. Noting that he had the impression that the evaluations of the IMF delegation about the Turkish economy were positive, Gokalp said the 57th government is a stable government which works very fast and takes decisions, and the IMF has the same opinion.

    Noting that the agriculture reform started in Turkey, Gokalp said the Turkish agriculture recorded progress; was successful especially in production of fruits and vegetables.

    [28] 5 BILLION U.S. DOLLARS PAID IN FOREIGN DEBT SINCE JANUARY 1, 1999

    ANKARA, June 24 (A.A) - Turkey has repaid a total of 4 billion 970.56 million U.S. dollars of foreign debt since the beginning of this year, it was reported on Thursday.

    The Central Bank data shows that the Treasury paid 4 billion 107.6 million U.S. dollars; the Central Bank repaid 225.18 million U.S. dollars; the Ministry of National Defense and the Defense Industry paid 362.71 million U.S. dollars, the Defense Fund paid 10.58 million U.S. dollars and the International Monetary Fund (IMF) was repaid 264.49 milion U.S. dollars in foreign debt between January 1 and June 23, 1999.

    Meanwhile, a total of 1 billion 484.85 million U.S. dollars of foreign debt was repaid between June 1 and 23.

    The foreign debt payment was 432 million U.S. dollars in January; 765.8 million U.S. dollars in February; 770.5 million U.S. dollars in March; 836.4 million U.S. dollars in April and 680.9 million U.S. dollars in May 1998.

    [29] MINISTER OF NATIONAL EDUCATION LEAVES FOR HUNGARY - BOSTANCIOGLU: ''THERE SHOULD BE A STATE POLICY FOR THE TRANSFER OF THE SCHOOLS OF FETHULLAH GULEN''

    ISTANBUL, June 24 (A.A) - Metin Bostancioglu, the Minister of National Education, left on Thursday for Hungarian capital of Budapest to attend the Conference of European Union (EU) Education Ministers.

    Prior to his departure from the Ataturk Airport, Bostancioglu said Turkey was invited for the ''first time'' to the Conference which will take place in Budapest between June 24-26, since Turkey signed partnership agremment with the EU in 1963.

    Evaluating the invitation of Turkey to the Conference as a very positive development, Bostancioglu said education and trends in economy, contribution of economy to education, problems stemming from economy during formation of education policies will be discussed at the conference.

    Pointing out that the dimensions of the Kosovo issue reflected in education will also be discussed at the Conference, Bostancioglu said Turkey's contributions, which are sensitively made, will be explained to the participants.

    Stating that education will have an important role in providing peace and stability in the region, Bostancioglu said the number of students and teachers among the Kosovar refugees in Turkey was determined, and the education is being given at the camp in Kirklareli.

    Stressing that Turkey has an important strategical, economic, and cultural situation among the Mediterranean and Balkan countries, Bostancioglu said, ''Turkey is the only country which has a partnership agreement and Customs Union agreement with the EU among the Balkan countries and countries excluding the Mediterranean countries which are the members of the EU.''

    When reminded Fethullah Gulen's statement saying that he can turn over his schools if the state wants it, Bostancioglu said, ''this should be a state policy. As the Minister of National Education, I am not in a situation to say that we can take over these schools.''

    When asked whether those schools are under control of the state, Minister Bostancioglu said, ''all of the schools in Turkey are under control of the Directorate of National Education and governor's offices.''

    [30] SECOND STAGE OF TALKS BETWEEN TURKEY AND IMF TO START ON FRIDAY

    ANKARA, June 24 (A.A) - The second stage of the talks which have been continuing between Turkey and the International Monetary Fund (IMF) for nearly ten days, will start on June 25, it was reported on Thursday.

    The consultation talks, which are held within the framework of Article 4 of the Fund agreement with the IMF delegation headed by Carlo Cottarelli, the Chief of IMF's Turkey Desk, have reached a new stage.

    Sources said the details of the anti-inflationist programme, which is supported by the IMF, will be taken up at the weekend meetings to which also Willy Kiekens, the IMF Executive Director, will attend.

    Sources said, the IMF delegation which almost finalized their reports on the Ministry of Finance, Treasury, State Planning Organization, Privatization Administration Board, and Central Bank, will conclude its technical evaluation on Thursday.

    The IMF delegation is expected to discuss the main lines of the support that the IMF can give to Turkey's anti-inflationist programme by taking into consideration the technical evaluations at the meetings at the weekend.

    [31] BRIEFING ON KOSOVO BY GENERAL STAFF - ''NATO AIR OPERATION WAS MILITARILY SUCCESSFUL'' - ''THE TURKISH F-16 PLANES, WHICH PARTICIPATED IN NATO OPERATION WERE HUNDRED PERCENT SUCCESSFUL''

    ANKARA, June 24 (A.A) - The Office of General Staff stated on Thursday that the NATO's air operation against Yugoslavia was militarily successful, and the Turkish F-16 war planes that participated in the operation from the Ghedi Airbase in Italy, were one hundred percent successful.

    The Office of General Staff gave a comprehensive briefing to the journalists on the Kosovo crisis and the NATO's air operation against Yugoslavia which began after the Kosovo crisis had become an armed conflict in February 1998.

    Addressing the briefing, General Ethem Erdagi, the Chairman of the Plan and Operation Department of the Chief of General Staff, said that nearly one thousand NATO war planes went on 35 thousand sorties in 80-day NATO operation which ended on June 10, 1999 after a peace agreement was signed.

    Recalling that a total of 10 Turkish F-16 war planes which were deployed at the Ghedi Airbase in Italy, had participated in the NATO operation, General Erdagi pointed out that Serbia suffered major losses during the operation.

    Reminding that the NATO requested more war planes and airbases from Turkey after the air operation against Yugoslavia intensified, General Erdagi pointed out that Turkey allocated eight more F-16 war planes, and three tanker planes from the Bandirma and Incirlik Air Bases.

    Recalling that NATO was also allowed to use the Bandirma and the Corlu air bases, General Erdagi told journalists that it was planned to deploy 36 adet F-16 war planes in Bandirma; 62 F-15 war planes in Balikesir; and 9 tanker planes in Corlu within this scope.

    General Erdagi noted that 12 F-16 war planes were sent to Bandirma, but the arrival of other war planes were stopped after a peace agreement was reached between the sides.

    General Erdagi underlined that Turkish war planes were used in the NATO's air operation against Yugoslavia, and NATO was permitted to use the air bases in Turkey, and military troops were sent to Kosovo all in conformity with the Turkish Constitution.

    Stressing that some NATO allies, including Greece, assumed a negative attitude against the air operation, General Ethem Erdagi reminded journalists, ''Greece did not allow Turkish troops to pass via Greek territories.''

    Responding to questions of journalists, General Erdagi said that the Turkish F-16 war planes was hundred percent successful in offensives from air to land.

    Pointing out that the Turkish Peace Keeping Force of 987 personnel that will participate in the multi-national peace force in Kosovo, will be in charge in Prizren, General Ethem Erdagi noted that the Turkish forces will begin their duty in Kosovo within two weeks after Bulgarian Parliament's approval.

    General Erdagi said that three rapid deployment force teams were also allocated for the multi-national peace force.

    Noting that Turkey's participation in the Kosovo Operation cannot be described as ''passive'', General Erdagi noted that determination of number of soldiers who will be charged in the multi-national peace force, is a political issue.

    When asked, ''Is the General Staff satisfied with the place given to the Turkish troops in Kosovo?'', General Erdagi noted, ''Turkey wanted to be in charge in the sector where the U.S. Brigade took place before. Then, she requested a mission in Prizren within the framework of the agreements reached with Russia, and her request was accepted.''

    Recalling that Greece did not allow Turkish troops to pass via Greek territories in spite of overall initiatives, General Erdagi added that the transfer of Turkish troops via Albania was not considered as possible due to several impossibilities, including financial ones.

    Recalling that it was decided to sent the Turkish troops via Bulgaria and Macedonia to this end, General Erdagi told journalists that Greece's attitude was protested.

    Noting that Greece's early entrance to Kosovo was related to her geographical position, General Erdagi added that the Bulgarian Parliament's resolution is expected to be issued later on Friday.

    When asked whether Kosovo Operation reached its target concerning Turkey's national interests, General Erdagi said, ''the NATO Air Operation was militarily successful.''
