DEMIREL EXPRESSES CONCERN OVER ''REPORT'' DISCUSSION
President Suleyman Demirel said, ''there is no such a report submitted at the latest meeting of the National Security Council (NSC) on June 23,'' concerning the report which was claimed to include serious insults against the religion and the Prophet.

Recalling that some mass-media organizations gave place to wrong and misleading news about the NSC meetings and the NSC Secretariat General, President Demirel noted that such news aim at harming the religious values of people.

GERMANY PRAISES OKYAY, CHIEF JUDGE
The Der Spiegel, a leading German weekly magazine, wrote that Turgut Okyay, Judge of the Ankara State Security Court No. 2, is able to calm even enemies of the terrorist organization by his tolerant attitude.

ECEVIT'S ORDER TO RESPECT FOR HUMAN RIGHTS
Prime Minister Bulent Ecevit Released a circular on ''Respect for Human Rights'', and wanted the local administrators to apply the prior instructions, and to inform the Prime Ministry Human Rights Coordinator Superior Committee about the consequences of the inspections without warning. The circular underlined that protection and improvement of human rights and basic freedoms, application of human rights without discrimination, became an ideal for humanity, and a necessity for democratic societies of the world.

Prime Minister Bulent Ecevit said, ''those who attempt to continue this lie are malicious,'' concerning the report which was claimed to be submitted at the latest meeting of the National Security Council (NSC), and include serious insults against the religion and the Prophet.

At the demonstrations, civil servants stressed that the government, which acts upon the instructions of the IMF and World Bank, wants to oblige them to privation and starvation.

Regarding the report, which was claimed to be presented to the National Security Council and include serious insults against the religion and the Prophet, and slanders and cast aspersions on Fethullah Gulen, President Suleyman Demirel said, ''there is not such a report which reached the state authorities and the NSC as its was claimed.''

[02] TURKISH HUMANITARIAN AID CONVOY IN KOSOVO

After distributing the humanitarian aid to Kosovars in Prizren, the delegation visited Mamusha which is densely populated by kinsmen. The delegation will return to Prizren on Monday to hold talks with Sergio De Mello, the Special Representative of the U.N. for Kosovo. The delegation will also come together with representative of the United Nations High Commissioner for Refugees (UNHCR) in the region.

The Turkish delegation is expected to proceed to Pristina later on Monday after concluding its contacts in Prizren and Mamusha.

Fatih Evren, the Director General of the Red Crescent; Faruk Tumer from the Directorate General of Disaster Affairs; Ruhi Tarkan from the Union of Contractors; Hakan Secilmis from the Foreign Ministry; and Hasan Unal and Meryem Bayram from the Bilkent University take place in the delegation.

[03] ''GREATEST SPORTSMEN OF 20TH CENTURY'' - NAIM SULEYMANOGLU RECEIVES HIS AWARD

Togay Bayatli, Turkish Chairman of the AIPS, and Tamas Deutch,

Hungarian Sports Minister, made speeches in the award ceremony.

Sportsmen awarded by the AIPS, appeared on stage by carrying flags of their countries.

Naim Suleymanoglu received a standing ovation.

Addressing the ceremony, Naimoglu said, ''I will represent my country in the Sydney Olympic Games in best way, and become the olympic champ for the fourth time.

[04] ''ARABS AND CYPRUS QUESTION'' - ISMAIL, UNDERSECRETARY OF TRNC PRESIDENT: - ''IT IS IMPOSSIBLE FOR US TO PARTICIPATE IN THE TALKS IN AUTUMN AS LONG AS THE TRNC IS NOT RECOGNIZED, MR. RAUF DENKTAS IS NOT RECOGNIZED WITH HIS TITLE OF TRNC PRESIDENT'' - ''WE HAVE NOT RECEIVED SUFFICIENT SUPPORT FROM ARABS UP UNTIL NOW''

Addressing a seminar on ''Arabs and Cyprus Question'', which was organized at the Mecidiyekoy Culture Center by the ''Turkish-Arab Solidarity Committee'' that was established under the auspices of TRNC President Rauf Denktas, Sabahattin Ismail said the Cyprus question has reached a very serious and critical level especially after the latest decision of the G-8 countries.

Recalling that although the G-8 countries are not the direct side, they made an unfounded and unneccessary intervention in the issue, and called on the sides to start the talks in question without putting any pre-condition, Ismail said, ''the aim in the talks without pre-conditon is to deny the existence of the TRC as a state. They want Mr. Rauf Denktas to attend the talks as the leader of community on Cyprus, not as the President of the TRNC. Thus the Greek-Cypriot administration is tried to be imposed as the legal government of Cyprus.''

Noting that participation in the talks foreseen by the G-8 will mean the solution of the Cyprus issue in favour of the Greek Cypriots, Ismail said a permanent peace on the island is firstly based on recognition of the current status of the two states.

Sabahattin Ismail said Turkey and the TRNC is in a complete concordance, and that they expect the similar solidarity from Arabs who have historical and cultural ties with the sister Turkish Republics.

''Today, the Cyprus case is not only the case of the Turkish Cypriots, but also the case of the whole Turkish world and the Islamic world. We have not received sufficient support from Arabs up until now. This upset the Turkish Cypriot nation. We want to see this solidarity from Arabs from now on. We get wrong results if we perceive this case as the case of the Turkish world. In the past, the Crusaders always considered Cyprus as their fortress. They want to continue to have such an opinion. The existing struggle of the Turkish Cypriots is also for the sake of security of friendly Islamic countries. However, Arabs couldn't become aware of this or they did not want to recognize. They defend the Greek Cypriots' opinion as it suşts their interests,'' Ismail mentioned.

Pointing out that the human rights of the Turkish Cypriots have been abused for 29 years, and they request support from the Islamic world to stop this, Ismail said, ''if Arabs recognize us, the supremecy of law will be fulfilled, and the Turkish Cypriots will gain their rights which were usurped.''

The joint statement, which was issued following the seminar, said the studies, which are necessary for further development of every kind of relations between the Turkish Cypriopts and Arabs who have historical and cultural ties, should start as soon as possible.

Noting that the Arab mass-media members should be invited to the TRNC, and enabled to see the problem, the statement said the sides decided to organize promotion weeks in Arab countries.

[05] SERDAR DENKTAS ADDRESSES TO A.A - ''THE U.S. WILL USE THE IMF TALKS AND BAKU-CEYHAN AS TRUMP CARDS FOR CYPRUS'' - ''TURKEY, WHICH EXTENDED FULL SUPPORT TO NATO, IS PUNISHED WHILE GREECE AND GREEK-CYPRIOT SIDE ARE BACKING MILOSEVIC''

Denktas, who arrived in Washington D.C. to hold contacts with the U.S. administration officials, told the A.A. correspondent that the G-8 countries' joining the international organizations, which put pressure on Turkey about the Cyprus question, was a ''serious unfairness'' against Ankara which extended great support to the Western alliance in Kosovo.

Noting that the U.S. this time is determined in the solution she wants, Serdar Denktas said every step that can be taken concerning the question is dependent on pressure on Turkey, Denktas said, ''when the economic problems of Turkey are taken into consideration, the U.S. will use the IMF talks and the Baku-Ceyhan as trump cards and matters of pressure. Because she thinks that first of all, Turkey's resistence will be diffused for the solution she wants.''

''While Turkey opened her air bases to NATO by extending full-support in the Kosovo operation, the Greek Cypriots backed the oppression by Serbians by laundering the black money of Slobodan Milosevic. Greece did everything to protect Serbs. Under such conditions, preference of Greeks and Greek Cypriots in the Cyprus question instead of Turkey, which is loyal ally of the NATO, is a serious unfairness,'' he stressed.

Criticizing the initiative for holding a meeting between TRNC President Rauf Denktas and Greek-Cypriot leader Glafcos Clerides by force, Serdar Denktas said, ''they say there should be a meeting but the sides are not ready. There is not any infrastructural preparartion. They say the leaders should meet but what can they discuss under these conditions? It is seen that the Greek Cypriots will again act with the advantage of being considered as the single state on the island and the Turkish Cypriots wil be accused when they fail.''

Serdar Denktas emphasized that the only lasting solution of the Cyprus question is dependent on the acceptance of the reality of TRNC's existence, and agreement on the confederation proposed last year by Rauf Denktas.

[06] PRESIDENT DEMIREL RECEIVES JOHN WOLF, THE U.S. PRESIDENT CLINTON'S SPECIAL REPRESENTATIVE TO CASPIAN REGION

At the meeting, it was emphasized that Baku-Ceyhan Oil Pipeline Project and Project for Turkmenistan-Turkey Natural Gas Pipeline via Caspian should be implemented.

Mr. Wolf informed President Demirel about his contacts in the region, and confirmed President Bill Clinton's clear support, underlining the U.S. Administration's determination in the projects in question.

Pointing out that a considerable progress has been recorded in the initiatives for the both projects, Demirel thanked President Clinton, and the U.S. Administration for their support.

Noting that agreements regarded with the Baku-Ceyhan Oil Pipeline Project reached the final level, Demirel added, ''Azerbaijani President Haydar Aliyev's and Georgian President Eduard Shevardnadze's determination and support had a significant role in the recorded progress.''

Pointing out that preparations should be finalized before the end of this year to start the construction of the Baku-Ceyhan Oil Pipeline Project, Demirel also said that the joint works with the U.S. will be maintained to this end.

[07] TRIAL OF HEAD OF TERRORIST ORGANIZATION - LAWYER AKYUZ: - ''TURKEY HAS CARRIED OUT A TRIAL ON IMRALI ISLAND THAT WILL BE AN EXAMPLE FOR THE WHOLE WORLD''

Akyuz, who released a statement, said the progress a country recorded in democracy and the criterion of a contemporary state of law are dependent on the supremacy of law, stressing that the laws should absolutely be exposed to everybody without making discrimination, and the judgement should be fair and should not take long.

Noting that the trial of accused Ocalan should be finalized with the same state of perfection and speed, Akyuz said the evaluation of appeal should be concluded before the period when the courts are closed.

''The verdict of the Court should be welcomed with respect; the criticisms and discussions should not exceed the criterion of laws. The sanction, which is foreseen by the law, should immediately be exposed to ones who acts contrarily to the rules,'' he added.

[08] REQUEST OF ITALIAN LAWYERS OF ACCUSED OCALAN FOR ATTENDING TRIAL ON IMRALI ISLAND REJECTED

Italian newspapers wrote that the Italian lawyers were informed by the Italian Embassy in Ankara about the decision for the rejection of their request.

Italian newspapers said the Italian Foreign Ministry officials defined Turkey's decision as an ''unexpected obstacle'', and claimed that the Italian Embassy gave a note to the Turkish Foreign Ministry to protest Turkey's decision.

Officials at the Foreign Ministry told the A.A correspondent that the request in question was made on June 26, and confirmed that the request was given a negative respond.

Recalling that the conditions for the attendance to the trial on the island were earlier determined, officials said a note of protest has still not been given to the Foreign Ministry.

[09] CAKMAKOGLU, MINISTER OF NATIONAL DEFENSE: - ''THE SO-CALLED REPORT, WHICH WAS PUBLISHED BY SOME NEWSPAPERS, WAS NOT PRESENTED AT THE NSC''

Speaking to reporters, Cakmakoglu said the report, which was claimed to be presented to the NSC, was imaginary.

Noting that he is a member of the NSC, Cakmakoglu said the news which claimed that the report in question was sent to a state organization was not true.

''However, it is impossible for us, as Turks and Moslems, to approve the news. Whoever made up such a report and whatever his aim was, we disapprove the content of the news which is against the values of our belief, the people we trust, God, Prophet and the religion and holy Koran. I am calling on the Republican prosecutors to launch investigations into this issue which constitutes a crime and includes insults against our faith,'' he stressed.

Concerning the news published by a newspaper about Fethullah Gulen, Cakmakoglu said, ''this news is a part of a long conversation. The public had information about Gulen and some of them had hesitations. The realities about Fethullah Gulen issue will be revealed by judgement.''

Officials at the Automotive Industry Association told the A.A reporters that the share of exports in total production was 28 percent.

[11] TORRENTIAL RAINS CAUSE FLOOD IN SAKARYA AND KOCAELI - MANY HOUSES AND BUSINESS PLACES INUNDATED

Thousands of acres of cultivated fields were remained under flood waters in the region.

Responding to questions of the A.A correspondent, Yener Rakicioglu, Governor of Sakarya, said that they have established a crisis desk headed by Idris Kurtkaya, the Deputy Governor of Sakarya.

The torrential rains also paralyzed the daily life and traffic in the region.

Several highways in the region were closed to traffic due to landslides.

Meanwhile, the officials from the Meteorology Regional Directorate said that the heavy-rains will continue till Monday.
