[02] U.S. PRESIDENT CLINTON:''TURKEY WILL DETERMINE NEXT CENTURY''

[03] WASHINGTON D.C. Nov 9 (A.A) - U.S. President Bill Clinton said on Monday that the next century will be dependent in great extent on the role Turkey will determine for itself. Speaking in a meeting explaining the U.S. foreign policy priorities at Georgetown University, Clinton reminded that he will visit Turkey next week. ''When I am in Turkey, I will explain that a great part of the 20th century's history is connected in bad or good way with the collapse of the Ottoman empire before and after the First World War and the decision given by European powers following that. Turkey is at crossroads in Europe, the Middle East and Central Asia. If Turkey can fully take her place in Europe as a stable, democratic and secular muslim nation, future will be better,'' Clinton said. Clinton stated that Turkey's future role is also dependent on the relations with Greece. ''Turkey's taking place in Europe will come true only if a progress is recorded in her relations with Greece including the Cyprus question, if Turkey continues to strengthen the respect towards human rights and if European allies have a real vision. European allies must believe that European and muslim worlds can be in peace and harmony in Turkey and give a chance to realization of our dreams in this part of the world in the new millennium,'' he added. Clinton noted that he will mention the importance of the role Greece plays in Europe and the Balkans during his visit to Greece. ''Greece is a democratic model for younger democracies in the Balkans. She is a door opening to the European markets and a stable power in the region. Her only problem is the tension with Turkey. Ironically both Turkey and Greece are NATO allies and allies of each other. They served together in the Balkans. Their nations helped each other during the earthquake disasters. Turkish- Greek problem can be solved. It will be solved in the future and the U.S. will do her best to contribute to that,'' he said. Clinton stressed that his visits to Italy and Bulgaria will also contribute to improvement of the U.S. relations with all these countries and help in building a stable, united and democratic Europe. Mentioning the Turkish-Greek conflicts again and again in his speech, Clinton said these problems come among ''perhaps the oldest problems they face and in some ways perhaps the hardest to build a lasting peace in the Aegean Sea region, to achieve a true reconciliation between Greece and Turkey, and bridge the gulf between Europe and the Islamic world.'' In other parts of his speech, Clinton explained the developments that took place in the world after the fall of the Berlin Wall and the efforts and goals of the U.S. for stability and peace.

[06] HURRIYET (LIBERAL) - ---------------- DEBATE ON WEALTH The Nationalist Movement Party (MHP) harshly reacted to the draft law which tries to correct the inequalities between men and women in Civil Code. The MHP Leader Devlet Bahceli said that ''the equal distribution of properties acquired by marriage during divorce is in fact against the interests of women. This system turns marriage which means sharing the life voluntarily, into a partnership based on interests.''

[07] GENCYILMAZ:YES, THIS IS THAT HASAN Kasım Gencyılmaz, the mafia boss who had earlier announced that somebody called ''Hasan'' from Akit newspaper proposed him to give 2 million dollars to kill Yekta Gungor Ozden, the former Chairman of the Constitutional Court, identified Hasan Karakaya yesterday.

[08] MILLIYET (LIBERAL) - ----------------- BAHCELI SPEAKS CLEARLY Devlet Bahceli, the leader of the Nationalist Movement Party (MHP) said that the culture of coalition will become established in Turkey. ''We are patient and we don't want anything regarding the amnesty law. It is wrong to call to mind the gangs when one talks about MHP,'' he added. Other MHP members say that ''seven PKK terrorists who raid a police station and kill seven policemen are accepted as murders of one person and stay in prison for 10 years. But those who killed seven members of the former Turkish Labour Party (TIP) were sentenced to 36 years of imprisonment. Are there different human right standarts?''

[09] SABAH (LIBERAL) - -------------- FURNITURE FOR EVCIL Erol Evcil, who was put into prison for the murder of Nesim Malki, a usurer, brought everything for him to the prison from television to carpet. The prison officials said that this is no privilege of Evcil as those prisoners who have the money can bring these furniture. ''When he is acquitted, he can either take the furniture with him or leave it here,'' they noted.

[10] TURKISH UPRISING IN DENMARK When the Danish government decided to deport Ercan Cicek of Turkish origin, who had been earlier sentenced to three years of imprisonment, 150 persons who protested that, burned the vehicles and damaged nearly 100 shops.

[11] CUMHURIYET (LEFT) - ---------------- HE IS IDENTIFIED In accordance with the confession of Kasim Gencyilmaz, the head of rightist mafia who is being tried with the request of 208-year imprisonment, the dentention period of Hasan Karakaya, a journalist of the Akit newspaper, was extended for three days. Gencyilmaz said Hasan Karakaya was the person who wanted him to kill Yekta Gungor Ozden, the Chairman of the Kemalist Thought Association and former Chief Judge of the Constitutional Court. Gencyilmaz said he was offered two million U.S. dollars by a person whose name was Hasan and who was working at the Akit for the assasination of Yekta Gungor Ozden. Gencyilmaz identified Hasan Karakaya among seven people.

[12] DEMIREL: ''FUNDAMENTALISM IS NOT PIETY'' President Suleyman Demirel stated that tensions were created by showing as if there was a problem between Islam and the secular and democratic Republic. Stressing that fundamentalism is not piety and secularism is not impiety, Demirel said, ''many people in Turkey are concerned whether faithful people are accused when it is said that 'there is fundamentalism, fundamentalism is a threat and danger in Turkey.' And some people manipulate this.'' Emphasizing that faithful people were not hurt by the Republic, Demirel said the decisions of the February 28 process should be understood very well.

[13] MUSHARRAF ASSURES DEMOCRACY Noting that they targetted at better democracy and better representation in Pakistan, Pervaiz Musharraf said, ''I won't stay in power any more when these targets are reached. Pakistan will enter a better democratic process.''

[15] IMF'S NEW PROPOSAL:BANK LAW SHOULD CHANGE The World Bank and the International Monetary Fund (IMF) which criticized the Board of Bank Inspection and Regulation, wished the Turkish government to change the draft law on banking once again.

[16] TURKIYE (RIGHT) - --------------- OSCE BECOMES HOPE The Caucasian people who long for peace are hopeful of the Summit of the Organization for Security and Cooperation in Europe (OSCE) in Istanbul. Chechnya, Azerbaijan and Georgia want the OSCE take decisions to end occupations of their territories. Aslan Mashadov, the Chechen leader sent letters to the Presidents of some OSCE member countries requesting them to seek a political solution for the Chechnya issue during the Istanbul Summit. Azerbaijan is hopeful of the Summit. Azerbaijan wants the OSCE take a decision to end the occupation of her territories by Armenia. Georgian President Eduard Shevardnadze requested the OSCE to solve the problem between Georgia and Abkhazia.

[17] ZAMAN (CONSERVATIVE) - ------------------ VERY SWEET The License to Use Commercial Vehicle took its part among the Federation of Turkish Drivers' (TSOF) corruptions which were revealed by the inspectors of three ministries. The TSOF gives the license in question to commercial vehicles in accordance with the Traffic Law. The commercial vehicle license is currently sold by different chambers for different costs from 20 million to 95 million Turkish Liras (TL).

[18] MUSHARRAF PROMISES DEMOCRACY Pervaiz Musharraf who took over the administration in Pakistan with a military coup paid an official visit to Ankara yesterday. Musharraf said democracy would come back in Pakistan as soon as possible but he did not think of being a politician. Speaking to reporters following his meeting with Premier Bulent Ecevit, he defended his military coup. ''Democracy will come back. I am a soldier and I won't deal with politics,'' he added.

[19] OSCE SUMMIT - EUROPEAN SECURITY CHARTER EXPECTED TO BE SIGNED AT OSCE SUMMIT IN ISTANBUL

[20] ANKARA, Nov 9 (A.A) - The European Security Charter and an Adaptation Agreement on Conventional Forces in Europe (CFE) Treaty are expected to be signed during the Organization on Security and Cooperation in Europe (OSCE) summit in Istanbul. ''The European Security Charter'' which was brought to the agenda by Russian Federation in 1994 and which determines the European security model, can be signed at Istanbul summit. European Security Charter is likely to foresee certain principles which determine the new functions which the OSCE will undertake in the new century. Besides another document which aims at developing new mechanisms regarding the method of peace keeping operations is expected to be signed. Meanwhile serious discussions take place on the fourth draft on security prepared by OSCE Term President Norway. A joint declaration is expected to be issued at the end of the summit about regional issues including Chechnia, Kosovo and Karabakh problems. The declaration will probably include the results of OSCE's missions about regional conflicts. Vienna Document will be reviewed and its reviewed form will be accepted at the summit by heads of states and governments of OSCE countries. Vienna Document foresees exchange of information and views among member countries and defense planning about military forces, armament and equipment. When countries are involved in extraordinary or dangerous military activities, the Vienna document foresees both exchange of information and also founding contact mechanisms. Contact between military authorities is also foreseen. Vienna Document urges countries to inform their operations and military concentrations in specific levels and their military activities including 9,000 soldiers to OSCE in nine days before. It also urges countries to call observers when the number of military personnel exceeds 13,000. CFE Adaptation Agreement is also expected to be adopted during the summit in Istanbul. CFE agreement brings certain reductions and limitations in five categories of conventional weapons.

[21] AUTOMOTIVE PRODUCTION DECREASES

[22] ANKARA, Nov 9 (A.A) - The automotive production in the first ten months of 1999 decreased 26 percent to 255,972 pieces. The automotive production in the same period last year was 246,248 pieces. The Automotive Industry Association (OSD) said on Tuesday that the automobile production reduced 16 percent to 172,045 pieces. The automobile production in the same period last year was 204,883 pieces. The production of commercial vehicles including towing vehicles, lorries, buses, minibuses and midibuses dropped 32 percent from 87,021 pieces to 59,333 pieces, and production of tractors decreased 55 percent from 54,344 pieces to 24,594 pieces. Meanwhile, the imports of automobiles increased three percent from 89,516 pieces to 92,639 pieces. The imports of automobiles from the European Union (EU) countries in the first ten months of the year increased by one percent and the imports of automobiles from the Eastern Block countries climbed by 284 percent while the imports of automobiles from the Far Eastern countries decreased by 12 percent. A total of 207,682 automobiles were sold in the first ten months of 1999. The sales of domestic automobiles decreased 30 percent to 115,043 pieces while sales of imported automobiles increased three percent to 92,639 pieces. The market share of imported automobiles became 45 percent in the first ten months of 1999. The market share of imported automobiles was 35 percent in the same period last year. The total production in the automotive sector decreased 22 percent to 28,999 pieces in October 1999. The total motor vehicle production was 37,221 pieces in October 1998.

[23] WE COMMEMORATE ATATURK - PREMIER ECEVIT:''EVERY PASSING YEAR AFTER ATATURK'S DEATH BRINGS US CLOSER TO HIM''

[24] ANKARA, Nov 9 (A.A) - Prime Minister Bulent Ecevit said on Tuesday that every passing year after the death of Ataturk, the founder of modern and secular Turkish Republic, brings the Turkish nation closer to him. Issuing a written statement upon the 61th anniversary of Ataturk's death, Premier Ecevit stated that ''Ataturk's ideas show us the way in all junctions, corners and whenever we face a problem.'' ''As long as Ataturk is understood well, the secular and democratic Turkish Republic, whose foundation was laid down by Ataturk, is further strengthened. Not only the Turkish Republic, but also the whole Turkish world advances by his pioneership,'' he added.

[25] TURKEY SIGNS AGREEMENT ON COOPERATION IN HEALTH FIELD WITH IRAQ

[26] ANKARA, Nov 9 (A.A) - Turkey signed an agreement on cooperation in health and medicine fields with Iraq on Tuesday. Osman Durmus, the Health Minister, and Umit Mithat Mubarak, the Iraqi Health Minister, signed the agreement. Durmus said that Turkey is ready for every kind of cooperation to meet the needs of Iraq in health. They aim at having direct contacts among the health institutions of Turkey and Iraq, Durmus noted. Durmus stated that they also aim at exchanging and training health and medical personnels and exchanging information. Turkey will be pleased to share her know-how, experiences, and technologies which comply with the international standards, Durmus stressed. Mubarak said that Turkey has marked significant developments in medicine. Turkey has also set up an efficient system in health sector, Mubarak noted. Mubarak stated that they want to benefit from Turkey's experiences. Iraq purchases medicine from some countries in return of oil, Mubarak stressed. But, she can only meet 20 percent of her medicine needs, Mubarak emphasized. Mubarak pointed out that they believe that they can benefit from the medicines produced by Turkey within the framework of the cooperation agreement. They want to purchase more medicine and medical equipment from Turkey, Mubarak added.

[27] MEETINGS ON BILATERAL AND REGIONAL ISSUES EXPECTED TO BE HELD DURING OSCE SUMMIT

[28] ANKARA, Nov 9 (A.A) - Meetings on bilateral and regional issues are expected to be held during the Istanbul summit of the Organization for Security and Cooperation in Europe (OSCE). On Turkey's proposal, the presidents and the prime ministers of the countries which are the members of the Black Sea Economic Cooperation (BSEC) are planned to have a meeting prior to the summit. The presidents and prime ministers of the BSEC countries are expected to issue a joint statement during the OSCE summit. Foreign Minister Ismail Cem is expected to host a dinner for the foreign ministers of the 15 European Union (EU) countries who will be in Turkey due to the summit. President Suleyman Demirel is foreseen to meet with the President of Finland, which is the EU term president. To this end, the summit will be an important opportunity for the lobby initiatives of Turkey prior to the EU summit which will be held in Helsinki in December. The agreement on the Baku-Ceyhan pipeline project will probably be signed during the summit. Haydar Aliyev, Azerbaijani President, and Robert Kocharian, Armenian President, are expected to have a meeting on the Upper Karabakh issue. However, some circles think that the assassination of Armenian Prime Minister Vazgen Sarkisian will negatively affect the process. The OSCE's Chechnya observers will be announced during the Istanbul summit. The Istanbul Charter will also be signed in the last OSCE summit of the millenium.

[29] PRESIDENT DEMIREL RESPONDS TO QUESTIONS

[30] ANKARA, Nov 9 (A.A) - President Suleyman Demirel said on Tuesday that Turkey attributed great importance to peace and democracy in Pakistan. Responding to questions of journalists at the Presidential Palace, Demirel gave information them about his meeting with General Pervaiz Musharraf, the leader of the military administration in Pakistan. President Demirel said, ''I told General Musharraf that Turkey attributed great importance to peace and democracy in Pakistan. I gave information to him about Turkey's experiences. I hope that they would restore the constitutional order soon in Pakistan.''

[31] GREEK CYPRIOT ADMINISTRATION TO PARTICIPATE AT OSCE SUMMIT WITH A 30- MEMBER DELEGATION

[32] ANKARA, Nov 9 (A.A) - The Greek Cypriot administration will participate at the Organization for Security and Cooperation in Europe (OSCE) Summit in Istanbul between November 17-19 with a 30-member delegation headed by Glafcos Clerides. Meanwhile, President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) cannot attend the last summit of the century because the OSCE did not recognize the TRNC. The Greek Cypriot administration was not recognized by Turkey, but the international community has recognized it. The Greek Cypriot administration was accepted as a member to the OSCE despite Turkey's objections. Releasing a statement, the Foreign Ministry said that Turkey would only host the summit, therefore participation of the Greek Cypriot administration at the summit would not mean that Turkey recognized the Greek Cypriot administration. Turkey has taken measures to prevent comments claiming that Turkey recognized the Greek Cypriot administration. Within this framework, overall correspondences will be made by the Secretariat of the OSCE. Turkey and the TRNC have indicated that the Greek Cypriot administration would represent only southern part of the island at the summit. Turkey will put rezervations to the agreements which she will have to sign with the Greek Cypriot administration within the framework of OSCE. A total of 54 countries, including Albania, Andorra, Armenia, Austria, Azerbaijan, Belarus, Belgium, Bosnia-Herzegovina, Bulgaria, Canada, Croatia, Greek Cypriot administration, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, the Holly See, Hungary, Iceland, Ireland, Italy, Kazakhstan, Kyrgyzstan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Monaco, the Netherlands, Norway, Poland, Portugal, Romania, Russian Federation, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Tajikistan, Macedonia, Turkmenistan, Ukraine, Britain, the U.S., and Uzbekistan, will participate at the summit. Algeria, Egypt, Israel, Jordan, Morocco, and Tunisia which the OSCE cooperate in Mediterranean region, will also attend the summit.

[33] TRNC: ''WE CALL GREECE TO TAKE STEPS FOR PEACE BY ACCEPTING THE REALITY THAT THERE ARE TWO DIFFERENT NATIONS AND STATES ON CYPRUS''

[34] LEFKOSA, Nov 9 (A.A) - The Foreign and Defense Ministry of the Turkish Republic of Northern Cyprus (TRNC) said on Tuesday that they call Greece to take steps for peace by accepting the reality that there are two different nations and two separate states on Cyprus. A statement of the TRNC Foreign and Defense Ministry called Greece to give up its Cyprus policy which she continued for years by turning a blind eye to existence of the Turkish nation on Cyprus and the rights of guarantor Turkey, and to stop creating tension in the island and in the region. The statement referred to the statements of Dimitris Reppas, the spokesman of the Greek government who said that Greece is the guarantor on Cypus and she will always be the guarantor. ''Greece is the country which put into force the cruel Akritas plan aiming at eliminating Turkish Cypriots and toppling the 1960 administration in 1963 despite the 1960 agreements,'' the statement said. The statement added, ''Greece was also the country which backed the ethnic cleansing that was implemented on Turkish Cypriots for 11 years. Greece was the country which made the bloody military coup in Cyprus on July 15, 1974 to make Enosis (union with Greece) come true.'' Introducing the Greek Cypriot side which does not represent the Turkish Cypriots and to this end, which does not represent the whole island, as the ''legal Cyprus government'' does not comply with the aspects of being a guarantor, the statement noted. The statement stressed that carrying out efforts to become a member of the European Union (EU) despite the 1960 agreements, does not comply with the aspects of being a guarantor either. It is a matter of interest how Greece explain her initiatives which do not comply with being a guarantor and the violation of 1960 agreements which envisages her guarantorship, the statement emphasized. Pointing out that the Greeks and Greek Cypriots insist that the Greek Cypriot side is the ''legal government'' of Cyprus, the statement said the Greeks and Greek Cypriots try to deteriorate the balance that was established on the island in 1960 by their Joint Defense Doctrine and the unilateral and illegal application of the Greek Cypriot side to the EU. The Greeks and Greek Cypriots have created the present impasse in the island by eliminating the parameters in the ongoing negotiation process which is carried out within the framework of the good will mission of the United Nations (U.N.) General Secretariat, the statement added.

[35] PRESIDENT DEMIREL RESPONDS TO QUESTIONS

[36] ANKARA, Nov 9 (A.A) - President Suleyman Demirel said on Tuesday that Turkey attributed great importance to peace and democracy in Pakistan. Responding to questions of journalists at the Presidential Palace, Demirel gave information them about his meeting with General Pervaiz Musharraf, the leader of the military administration in Pakistan. President Demirel reiterated that there were nation-to-nation, and state-to-state relations between Turkey and Pakistan. ''Pakistan should overcome her problems within the constitutional framework. I told General Musharraf that Turkey attributed great importance to peace and democracy in Pakistan. I gave information to him about Turkey's experiences. I hope that they would restore the constitutional order soon in Pakistan. I hope that there would be no inhuman treatment in Pakistan,'' Demirel stressed. He added that the best thing was not to surpass two years to restore constitutional and democratic system.

[37] OSCE REVIEW CONFERENCE CONTINUES

[38] ISTANBUL, Nov 9 (A.A) - The Organization for Security and Cooperation in Europe (OSCE) Review Conference continues prior to the Istanbul summit which will be held between November 18 and 19, 1999. The issues of human rights, security, and economy and the compliance of the member countries to the principles of the organization are being discussed in the Review Conference. The representatives of 54 member countries, the administrators of 170 non-governmental organizations, and the countries which are the members of the Mediterranean Cooperation, participate in the conference. Japan and South Korea attend the Review Conference as observers. The non- governmental organizations express their problems which they face within the framework of the organization and press during the conference. Akkan Suver, the Director General of Marmara Group Strategic and Social Researches Foundation, spoke in the conference. Suver drew the attention to the attacks of the terrorist organization PKK which violate the human rights. Turkey has been exposed to the attacks of a group of bandits who are the enemies of the humanity for 16 years, Suver said. Turkey maintained her unitary structure and integrity against these attacks, captured the head of this terrorist organization and handed him over to the justice, Suver noted. Suver stated that the foundation thinks that the PKK is an illegal organization which has violated the basic human rights. The young people who want to surrender to the security forces to benefit from the repentance law are around 16 or 17 years old, Suver stressed. The Serbians did the similar things in Kosovo, Suver recalled. Suver said that to this end, they condemn the PKK terrorist organization and the Serbian gangs which abduct the children and force them to stage armed attacks. They also condemn the parents who force their children to stage armed attacks in return of money, Suver pointed out. The Kurdish Institute also submitted a report to the OSCE Secretariat. The report asked the organization to allocate a different budget to the countries like Turkey which have some socio-economic problems. Hasan Kaya, the Chairman of the Institute, said that they do not want to complain about Turkey. The member countries should help each other and should be in solidarity to solve the present problems and to increase the welfare of the countries, Kaya added. Meanwhile, Harold Koh, U.S. Assistant Secretary of State Responsible for Human Rights who visited Turkey a short time ago, responded the questions of the journalists about the human rights issue in Turkey. Koh said that they were pleased about the developments Turkey marked in the human rights. But there are still many things Turkey should do in this field, Koh added. The OSCE Review Conference is discussing the human rights in today's session. The conference is evaluating whether or not the member countries comply with the human rights principles of the OSCE. The non-governmental organizations will also discuss the human rights in Turkey and OSCE Region in the afternoon session. The OSCE Review Conference will end on Wednesday following the session in which the economic issues will be discussed.

[39] CLERIDES, LEADER OF GREEK CYPRIOT ADMINISTRATION, DUE TO TURKEY ON NOVEMBER 17

[40] LEFKOSA, Nov 9 (A.A) - Glafcos Clerides, the leader of the Greek Cypriot administration, will leave for Istanbul on November 17 to attend the Organization for Security and Cooperation (OSCE) Summit. A 16-member delegation including Yannakis Casulides, the Greek Cypriot Foreign Minister, and Mihalis Papatru, the Greek Cypriot Spokesman, will accompany Clerides during his visit to Istanbul. Clerides is expected to visit Bartholomeos, the Fener Greek-Orthodox Patriarch. He will stage a press conference at the International Press Center. Clerides is also scheduled to partake of the dinner which will be hosted by President Suleyman Demirel.
