The bills on banking and Turkish Telecom will be submitted to the parliament this week. IMF Executive Board will discuss the economic programme of Turkey on May 15, Tuesday and give its decision, Dervis said. THREE EARTHQUAKES SHAKE TURKEY MILLIYET (LIBERAL)DERVIS SAYS THOSE WHO EMPTY BANKS' COFFERS WILL PAYDervis said the banking bill had two basic goals and that one of them is to make it easier and quicker to punish those who illegally use banks' resources. The new arrangement gives more authority to the state to expedite measures, Dervis said and added that he thought the bill will be supported by the people. Dervis said that the bills on Turkish Telecom and banking will be submitted soon to the parliament. LEADERS SEND LETTER TO IMF SABAH (LIBERAL)TURK-IS TO MEET WITH GOVERNMENTThe officals of the Confederation of the Turkish Labour Unions (Turk-Is) will meet with government officials today. Turk-is Chairman Bayram Meral will come together with State Minister for Economy Kemal Dervis, Mehmet Kececiler and Finance Minister Sumer Oral to discuss the collective bargaining agreements for 470,000 public workers. The government is expected to present Meral new proposals regarding the collective bargaining agreements. Turk-Is Chairmanship Board will convene on May 8 and assess the government's proposals and later it will give an answer to the government about the issue. FENERBAHCE BEATS GALATASARAY CUMHURIYET (LEFT)YILMAZ-TANTAN TENSION ESCALATESInterior Minister Saadettin Tantan, who kept quiet in the debate between the Motherland Party (ANAP) and gendarme has become a target within ANAP. Yılmaz accuses Tantan of launching operations against businessmen and frightening them as his brother is also a businessman. However, it is said that the main problem of Yılmaz about Tantan is that he considers him as a potential ANAP leader candidate and a rival. Speaking at Esenboga Airport, Demirel said that the Commission completed its report and submitted it to U.S. Secretary of Defense Colin Powell. The report was later given to the U.S. President. When reporters asked him if Cavit Caglar, a famous businessman and former minister who was jailed, would be acquitted, Demirel said that ''I am not a judge. This question has to be asked to judges. If people are not patient enough to wait for the manifestation of the justice, there is no need for justice then. We must wait in patience and calmly. The crime has to be proven. You should let everybody to defend himself/herself. This should be the case in civilized countries.'' YILMAZ SAYS STATE HAS TO BE RESTRUCTURED ZAMAN (CONSERVATIVE)BUSINESSMEN ESCAPE FROM DGMLawyers of famous businessmen who are imprisoned for the claims of corruption and their clients gathered at Kartal prison and they work to form their strategy in the hearings which will be heard at the State Security Court (DGM). Lawyers work hard to make their clients be tried at criminal courts rather than DGMs. -EU MIDDLE EAST PEACE PROCESS SPECIAL REPRESENTATIVE Moratinos will come together with Ugur Ziyal, the Foreign Ministry Deputy Undersecretary at 11.00 local time today. He is expected to be received by Foreign Minister Ismail Cem in the afternoon. [02] ECHR DELEGATION COMES TO TURKEYISTANBUL - A four-person delegation headed by Luzius Wilhaber, the president of the European Court of Human Rights (ECHR) came to Turkey on Sunday evening to hold various contacts.The delegation which came first to Istanbul from Strasbourg would later proceed to Ankara. The delegation including the Turkish judge of ECHR Rıza Tulmen will hold contacts with members of the Supreme Court of Appeals and the Constitutional Court. -ANKARA DGM CHIEF PROSECUTOR CHARGES KOKSAL TO CARRY OUT The task was earlier given to DGM Prosecutor Nuh Mete Yuksel. Koksal will take the testimony of Virtue Party (FP) deputy Nazlı Ilıcak regarding her claims about ''Blue Stream'' as she was the one who lodged the complaint. -SYMPOSIUM ON BALKAN SPIRIT-COMMON GOALS AND PEACE ENDS The general directors of the ABNA members attended the symposium. The general directors and the delegations from Bulgarian, Greek, Albanian, Romanian, Yugoslavian and Macedonian news agencies that attended the symposium and held a consultation meeting in Ankara, later visited the historical and touristic sites in Cappadocia. The delegations visited Hacibektas, Urgup, Goreme and Avanos and watched the religious ceremony held at the open air church in Zelve. The guests, who also visited other historical sites in the region, attended the luncheons and dinners hosted by Nevsehir Governor and mayors of Hacibektas, Avanos and Urgup. Visiting the pottery makers in Avanos, the guests watched the folkloric dances and visited the underground city in Kaymakli. The Anadolu Agency organized a backgammon competition among the general directors and administrators of the news agencies attending the symposium. Frok Cupi, the General Director of the Albanian Telegraphic Agency (ATA); Momcila S. Bojovic, the General Director of the Tanjug News Agency; Ioan Mihai Rosca, the General Director of the Romanian News Agency; Zivko Georgievski, the General Director of the Macedonian Information Agency (MIA); Panayot Denev, the General Director of the Bulgarian News Agency (BTA); Nicolas Voulelis, the Managing Director of the Athens News Agency (ANA); Sypros Kouzinopoulos, the General Director of the Macedonian Press Agency (MPA); and Mehmet Guler, the President General Director of the A.A. took part in the competition. Guler became the champion in the competition while Kouzinopoulos became the second. A.A President General Director Guler handed over a nacred backgammon which was the present of the championship to Kouzinopoulos. Also, Avanos Mayor Seyhan Duru presented plates to the guests. Top Goal Scorers: 22 goals: Jardel (Galatasaray) 22 goals: Okan (Bursaspor) 18 goals: Hami (Trabzonspor) 17 goals: Hasan Ozer (Gaziantepspor) 17 goals: Nouma (Besiktas) -MACEDONIAN PRESIDENT'S VISIT TO TURKEY HAS BEEN POSTPONED Trajkovski requested the visit to be put off as he will hold meetings with Macedonian political parties due to the terrorist incidents which take place in his country and as the Macedonian parliament will evaluate the developments in the country. Presidential Press Center said that ''Macedonian President Trajkovski who called President Ahmet Necdet Sezer in the morning told him that the terrorist incidents of the armed groups in his country caused tension and added that he felt the need to put off his visit to Turkey in this critical stage to a later date. He requested President Sezer to understand him.'' ''President Ahmet Necdet Sezer stressed that Turkey monitors with concern the difficulties in Macedonia and supports strongly efforts of reaching a peaceful solution of the problem by respecting the territorial integrity of Macedonia and the borders of Macedonia determined by international agreements within the scope of the political dialogue process started and also with participation of all political parties. President Sezer indicated that he would be pleased to host President Trajkovski in Turkey soon. President Sezer also noted that Turkey is concerned about the attacks staged on business places and religious and cultural places of muslim Macedonian citizens of Turkish and Albanian origin in various cities particularly in Manastır (Bitola) with the aim of provocation. He added that he believes the Macedonian government will take the necessary measures to prevent such kind of attacks and bring assailants to justice.'' ''President Trajkovski said that they condemn the attacks mentioned by President Sezer hoping the efforts they started to prevent the attacks aiming at destroying the peaceful atmosphere in the country where people of different ethnic origins lived in peace to date, to reach success and added that they will do their best to bring the assailants before the court.'' The statement added that the date of Macedonian President Trajkovski to Turkey will be determined through diplomatic channels. [03] STATE MINISTERS DERVIS, KECECILER AND FINANCE MINISTER ORALCOME TOGETHER TO DISCUSS COLLECTIVE BARGAINING AGREEMENTSIN PUBLIC SECTOR ANKARA - State Ministers Kemal Dervis and Mehmet Kececiler, Finance Minister Sumer Oral and Chairman of the Confederation of labour Unions (Turk-Is) Bayram Meral came together on Monday morning and they discussed the collective bargaining agreements which concern nearly 450,000 workers in the public sector. Speaking to reporters before the meeting, Kemal Dervis said that he was very hopeful about the meeting. When asked if they would present a new proposal to Turk-Is, Dervis only said ''we will talk about the issue.'' Bayram Meral said in his part that they are hopeful for the talks. Turk-Is administrators and concerned bureaucrats also participated in the meeting, which lasted for nearly one hour. Meral said after the meeting that ''we told that we could cancel the 5 percent increase in wages which we had earlier demanded. There is nothing we can do other than this. We hope the contracts to be signed in the talks. If this is not the case, we could solve the problem by holding demonstrations.'' Dervis and Kececiler will come together again with Turk-Is executive board on Wednesday. Meanwhile, it is reported that another technical meeting will be held at the Treasury Undersecretariat in the evening about collective bargaining process. -FOREIGN TRADE UNDERSECRETARY TUZMEN MEETS WITH IRAQI MINISTERS Adnan Abd al-Majid said that strenghtening of the historical relations between the two neighbouring countries and two nations is important, adding that, joint efforts have to be launched to develop the industrial cooperation. Tuzmen said in his part that they want to develop the relations with Iraq in the economic and industrial fields. Noting that the Turkish firms are ready to send goods to Iraq, Tuzmen said that there has to be a common cooperation mechanism to serve more to the common interests of the two countries. Tuzmen and the accompanying delegation was later received by Oil Minister Amir Rashid Muhammad. The officials discussed the methods of further improving the relations between the two countries in the meeting. -THIRD TURKISH EXPORT PRODUCTS FAIR OPENS IN BAGHDAD Kursad Tuzmen, the Foreign Trade Undersecretary also participated in the opening ceremony. A total of 157 firms, including Fırat Plastik, Izocam, Mesa, Ram, Tekfen, Istikbal, Aksa, Sisecam, Anadolu Isuzu, Bahar Holding, Otoyol, Okan Holding, Biat Holding and Oztiryaki firm joined the fair. A concert will be given and a fashion show will also be staged in the fair which will end on May 11. -ECHR PRESIDENT WILHABER VISITS JUSTICE MINISTER TURK Speaking to reporters after the meeting, Turk said that he gave information about the prisons' conditions in Turkey and death fast and hunger strikes in Turkey to the ECHR delegation. Noting that he also explained the ECHR delegation about the amendment in Article 16 of Anti-Terrorism Act, Turk said that he also gave information about the bills that are on the agenda of the parliament and bills which are related to human rights. Turk said he also informed the delegation about the bill that foresees amendment in civil code, adding that the meeting has been useful. ECHR President said in his part that he hopes death fasts and hunger strikes in prisons to end as soon as possible, adding there are positive developments on the issue. Later the delegation visited Selcuk. Selcuk said after the meeting that although ECHR decisions are supranational, they are also part of the internal law. Upon a question about the application of Welfare Party (RP) to ECHR, Rıza Turkmen, the Turkish judge who was also in the delegation said that no decision was taken about the application of RP yet.
