-IRAQ RESTARTS PUMPING OIL TO CEYHAN, TURKEY

ANKARA - Iraq has restarted pumping crude oil into Kirkuk-Ceyhan (Turkey) pipeline after a one-day halt, Gokhan Yardım, the head of the state-run pipeline company (BOTAS) said Sunday.

Yardım told A.A that Iraq which stopped the pumping at 04.00 a.m. on Saturday, resumed the pumping at 08.00 a.m. on Sunday.

Iraq which cited a drop in its oil production and stocks as the reason, started to pump oil to Ceyhan without showing any reason this morning.

Yardım said that Iraq's pumping oil continues at normal amount, adding that Iraq sent its pumping and loading programme for oil in June to Turkey two days before its stopping the pumping.

Noting that Iraq's halting the pumping of oil didn't have any effect on Turkey's oil stocks, Yardım said that Turkey only transports the oil coming from Iraq and takes money for this.

Iraq, which didn't accept the smart sanctions proposal put forward by the U.S. and Britain, announced on Saturday that it would halt oil exports from Yumurtalık and Persian Gulf as of 07.00 Turkish local time on June 4, Monday.

-PRIME MINISTER ECEVIT ADDRESSES PEOPLE IN SIRNAK

SIRNAK - Prime Minister Bulent Ecevit said on Sunday that there are 35,112 villages and 45,000 arable fields in Turkey, adding that Turkey can't develop in such a spread-up settelement order.

''We have to decrease the number of villages and arable fields by thinking about the livelihood of the people,'' Ecevit addressed people in southeastern Sırnak province.

Ecevit came to the province to examine Basagac central-village project.

Noting that separatist terrorism made the people living in the region suffer since 1980s, Ecevit said that ''thousands of soldiers and citizens died and many of the villages and arable fields were evacuated due to terrorism.''

Security has been installed in the region in a great extent, said Ecevit and noted that ''return to villages has started, it is time to return to villages now.''

Pointing to 35,112 villages in Turkey, Ecevit said the state didn't have the resource to bring a satisfying solution to the problems of all these areas because of its spread-up nature. ''We can't build schools or health clinics in all these villages,'' Ecevit continued.

''The problem could only be solved through village-cities or central villages. These are different than each other. It might be necessary to unite spread up villages and form central villages in areas which are still under threat of terrorism. This will be most needed in East and South East Anatolia regions, here where people started returning to their villages. But the state might not be able to afford to set up new villages everywhere. Besides, villagers might have to live far away from their fields. In village-city project, people will not have to leave their homes. In this project, not the villages, but the schools and health clinics will be united,'' Ecevit said.

He added that it will take time to implement this project all over Turkey.

Ecevit stressed that they are still the villagers who are the poorest section of the population in the country.

''This is a shame for Turkey,'' Ecevit said, adding that ''hopefully all the opportunities of the cities will be brought to villagers in a short time.''

Ecevit said that animal husbandry, which was the most important livelihood in the province recessed due to terrorism and as arable fields were closed. They are re-opened today as terrorism decreased in the region, Ecevit stressed.

''Our government works for opening of a second border gate in the region, a third border gate can follow that,'' Ecevit said pointing out that the government knows that Habur border gate is not sufficient to meet the demands.

People opened posters of Ataturk and Ecevit; Turkish flags and banners written ''Our Only Hope is Habur Border Gate'' ''We Want Thermic Power Station'' and ''We Want Doctors in Our Hospital'' in the area where Ecevit addressed the people of Sırnak.

-TOURISM MINISTRY EXPECTING 25 PERCENT INCREASE IN

TOURISM ACTIVITY IN 2001

ANTALYA - Tourism Minister Erkan Mumcu has said that his ministry was expecting a 25 percent increase in the number of tourists and Turkey's tourism income.

Mumcu who came to Antalya on Saturday to attend the Rug and Culture Festival was briefed about the airport traffic by Antalya Governor Ertugrul Dokuzoglu.

Dokuzoglu said that there was a 55 percent increase in the number of tourists who visited Antalya in May compared to the same month of last year. The increase is 54 percent in the first five months of this year

compared to the same period of 2000.

Mumcu indicated that there was a 17 percent increase in the tourism activity throughout Turkey. ''We are expecting a 25 percent increase in the number of tourists and the tourism income by the end of this year. This means 10 billion U.S. dollars of cash flow. Large groups of tourists started coming this month,'' he added.

Drawing attention to the high reservation rates at many hotels, Mumcu said Antalya needed more tourism facilities. Although there are Turkish and foreign entrepreneurs who are interested in building hotels in the area, the current regulations are delaying billions of liras worth of investments, Mumcu said and underlined that a bill proposing changes in the current law is likely to pass from the Cabinet before Parliament recesses this summer. The tourism minister said his ministry estimated that investments worth of

10 billion U.S. dollars would start within a few years if the bill is passed.

Meanwhile, Mediterranean Hotels Association (AKTOB) Chairman Osman Ayik told the Anatolia that they expected a 25 percent decrease in the number of

Turkish tourists due to the economic crisis and a 40 percent increase in the number of foreign tourists vacationing in Antalya. ''Last year 3,5 million foreign tourists had come to Antalya, we are expecting 5 milllion this year. Foreign tourists are filling in the gap of Turkish tourists,'' he commented.

Ayik said his association was targetting ten million tourists for Antalya and 20 million for Turkey in 2005 and stressed that this was not purely a dream.
