    Summary of the political and economic news in the Turkish press this morning

    [01] CILLER IN KAZAKHSTAN

    Prime Minister Tansu Ciller, in Almaty on the first stop of a three-nation Central Asian tour, concluded four deals yesterday with Kazakhstan and opened a $300 million credit line to the former Soviet Republic country. The deals covered an agreement for prevention of double taxation, cooperation in the fight against crime, animal husbandry and agriculture. Turkish Foreign Minister Erdal Inonu and his Kazakh counterpart Kasim Comert Tokayev signed the agreements on behalf of their own countries. More important was the $300 million in Turkish Eximbank credits to promote investment projects in Kazakhstan. "Turkey has already invested two billion dollars in construction in Kazakhstan. We want to increase that to four or five billion in a couple of years" Ciller told reporters.

    Turkey and Kazakhstan also agreed to set up a consortium that will include Russia to transport the vast oil resources of this country to the Mediterranean via a pipeline through Turkey, Ciller and Kazakh President Nursultan Nazarbayev announced yesterday. The two leaders revealed their agreement at a press conference after extensive talks yesterday morning. Later in the afternoon, the energy ministers of the two countries signed a "goodwill protocol" which specifies what the two countries will do to find the most viable way to transport Kazakh oil to the Mediterranean. This represented a watering down of the "framework agreement" that was originally planned to be signed. A joint capital company will be set up which will include Turkey, Kazakhstan as well as other countries and companies which are involved in the oil industry. The company will look into all the possible routes to ship Kazakh oil through Turkey and also make feasibility studies. President Nazarbayev told reporters in a joint press conference with Ciller that the existing Russian pipelines are insufficient, but the Russians have to be in the picture in any new project. State Minister Ayvaz Gokdemir, Foreign Minister Erdal Inonu and Energy and Natural Resources Minister Veysel Atasoy were also present at the meetings.

    After completing her visit to Kazakhstan, Ciller goes on to neighbouring Kyrgyzstan and then on to Turkmenistan. /Milliyet-Cumhuriyet-Hurriyet/

    [02] CLEAR WARNING TO ARABIA

    President Suleyman Demirel has spoken out sharply against the execution of four Turks in Saudi Arabia for "drug smuggling". In a strongly worded note to King Fahd, Demirel has condemned the beheading of the four Turkish lorry drivers accused of bringing drugs into Arabia.

    Saying in his note that the executions "were un- acceptable" Demirel demanded that the Saudis drew a halt at once to such executions because they went beyond the norms of international law.

    Demirel's letter of condemnation and anger over the "hair-raising" executions was sent on to the Saudis through the office of the Saudi ambassador in Ankara who was called into the Foreign Ministry. Ankara has also made it very clear that it expects the Saudis to show clemency when it comes to dealing with other Turks involved in similar crimes. /All papers/

    [03] ANOTHER REPORT ON TURKEY-EU CUSTOMS UNION

    Spanish parliamentarian Carlos Carnero will be coming to Turkey on September 13-17 to prepare the ground- work for another report on Turkey's future customs union with European Union (EU) member countries.

    During his visit-which is seen as crucial to Turkey's success in this area- Carnero will have talks with President Demirel, Speaker Husamettin Cindoruk, Prime Minister Ciller and Deputy Prime Minister Hikmet Cetin among other leading officials.

    Carnero will write a report on Turkey's political and economic development as well the ramifications of full customs union with the EU. /Hurriyet/

    [04] LOCAL GENDARMERIE COMMANDER KILLED BY PKK

    Two soldiers and Colonel Ridvan Ozden, commander of gendarmerie forces in Mardin's Savur district, were killed in a clash in Savur during which 13 militants of the PKK terrorist organization also died. Military officials said that 17 militants were captured in Van, three in Mersin and two PKK militants surrendered to authorities in Hakkari's Semdinli and Siirt's Eruh districts. Three PKK militants were killed in Semdinli and one in Bingol's Genc district. President Suleyman Demirel sent a letter of condolence expressing his sorrow for the death of Ozden. /Hurriyet-Milliyet/

    [05] ARSON ATTACKS ON TURKISH TRAVEL AGENCIES IN SWITZERLAND

    A fire-bomb was thrown by an unidentified attacker at a Turkish travel agency in Basel on Monday night. No one was injured, but material damage was reported. A fire-bomb was also thrown at another Turkish travel agency early on Tuesday morning in Windish and some damage was reported.

    [06] NEW BAN ON PKK IN HANNOVER

    A spokesman for the Hannover Administrative Court said that the court had banned the carrying of the flag, and pictures of the leader of the outlawed Kurdistan Workers' Party (PKK). The spokesman pointed out that the PKK had been banned in Hannover since November 22, 1993 and said that the court was and always would be on the side of the police who refused to permit a march by separatists carrying PKK flags on October 22, 1994. /Hurriyet/

    [07] US GRANTS $370,000 TO TURKEY TO ASSIST FIGHT AGAINST DRUGS

    Turkey and the US yesterday signed an agreement which foresees a $370,000 grant by Washington to assist Ankara's fight against drugs. It was signed by US Charge d'Affaires in Ankara, James Holmes and Gun Gur, director general for the Middle East and Africa affairs and international political organizations at the Foreign Ministry. The US narcotic assistance funds will be used to provide training and equipment to the Turkish police and customs guards and to support drug rehabilitation programmes, officials said. Turkey and the US have been cooperating in the fight against drug production and trafficking since the late 1970s. Since 1980, US assistance in this field has totalled nearly $10 million, officials said.

    [08] TOURISTS FLOCK TO TURKEY

    Turkey has emerged as a highly popular tourism destination this season, said Tribuna, a Swedish weekly magazine, in its latest issue. The magazine wrote that many Spanish tourists have chosen Turkey as their holiday destination for this summer. The magazine said that foreign tourists were mostly attracted by Istanbul, which is rich in historical remains, and by the sandy beaches along the coast of Turkey.

    [09] KIZILAY DONATES TL 3 BILLION TO TRNC

    The Turkish Red Crescent (Kizilay) has donated TL 3 billion to the Turkish Republic of Northern Cyprus (TRNC) Electricity Authority to repair fire-damaged power lines. Aydan Karahan, Turkey's Ambassador in Lefkosa, handed the donation to Mahmut Adiloglu, director of the TRNC's Electricity Authority at a ceremony.
