In a move intended to quell Western concern about the customs union, Inonu gave his assurances that domestic developments related to the end of the coalition government would have no effect on the customs union. "This process has been going on for 30 years. Many governments have changed since then, but we have continued to walk on this path (of integration with the EU)" Inonu said in a press conference before departing for the US. When asked about whether it would be possible to finalize the legal adjustments necessary for the customs union, Inonu said that he believed that the Turkish Parliament would do its duty. Inonu will also participate in the Organization of the Islamic Conference (OIC) contact group for Bosnia-Herzegovina, as well as a joint meeting between OIC and Western contact groups. He will also meet with his counterparts from Bosnia- Herzegovina and Croatia in order to set a date for a tripartite meeting in Ankara. He will also come together with UN Secretary-General Boutros Ghali.Inonu will meet first with Irish Foreign Minister Dick Spring tomorrow and then with Libyan FM Mustafa Muntasser, Spanish FM Javier Solana and Portugese FM Jose Barosso. Inonu will deliver a speech at the UN General Assembly on 27 September. /Milliyet-Sabah/
[02] WORLD BANK APPROVES $62 MILLION LOAN FOR TURKEYThe World Bank's board has approved a $62 million loan to Turkey to finance a public financial management project, a press release from the Bank said on Friday. The project has three components, according to the statement. The tax administration component will help modernize the organization and systems of the tax administration in Turkey. The underlying goal is to broaden the tax base in order to increase tax revenues while ensuring a more equitable distribution of the tax burden. The General Directorate of Revenues in the Ministry of Finance is responsible for this implementation. The customs modernization component will support the introduction of changes in the national customs organization required to enable Turkey to enter successfully into a customs union with the EU in 1996 and to increase the efficiency of customs' operations to provide more support to the Turkish trade community. The Undersecretariat of Customs in the Prime Ministry is responsible for this section. The expenditure and personnel management component will help strengthen budgetary planning and execution, as well as the management of public administration positions and payroll. The General Directorates of Budget and Public Accounts in the Ministry of Finance are responsible for this component. The project will support improvements in information technology in the Finance Ministry and Customs Undersecretariat. /All papers/
[03] PPK SUPPORTERS WAYLAY BOYNERLeader of the New Democracy Party, Cem Boyner, was given a rough reception by PKK separatist supporters during the third day of his visit to Germany.Over the weekend, during a visit to Turkish workers living in Kreuzberg, Boyner and his party were assaulted by a crowd of fifteen slogan shouting individuals waving PKK flags. Amidst all the pushing and shoving members of both groups were punched and kicked. Police intervention soon cooled the confrontation down, and after identity checks and in some cases summons, the PKK rowdies were released. /Hurriyet/
[04] TOURIST PRESIDENT TOURS ISTANBULInvited as a guest of President Suleyman Demirel, Portugese President Mario Soares nevertheless toured Istanbul over weekend just like any other tourist. Soares was going to visit Turkey, and Istanbul especially, last June, but the visit was delayed because he broke his arm.During his tour of the city, Soares visited the Covered Market and took a boat trip to the islands. /Hurriyet/
[05] PKK MASSACRES FIVEKurdistan Workers' Party (PKK) terrorists massacred five people on Saturday night when they stopped two cars on the Sivas-Erzincan road and murdered the occupants.One of those shot and killed by the PKK was 23 year old NCO Murat Namdar. Others wounded in similar incidents managed to make their way to local hospitals for treatment. /Hurriyet/
[06] TURKISH WEEK IN TOKYODuring October 2-4 a "Turkish Week" will be held for the first time in Tokyo. In a move designed to boost commercial trade between the two countries, the Turkish Foreign Trade Undersecretariat set up the week of special activity with its Japanese counterpart. During the Turkish Week, special seminars will examine economic developments in Turkey and with Japan. /Sabah/
[07] SECOND ROUND FOR GOVERNMENTTansu Ciller, who has been appointed to form a new government, has started a second round of meetings with party leaders in the Turkish Grand National Assembly (TGNA). Ciller said that she would discuss coalition proposals with the party leaders. /Hurriyet/
[08] VOT REACHES OUT TO WORLDThe TRT run Voice of Turkey (VOT), which is broadcasting in 17 different languages, now reaches out to every region in the world with a new transmitter called "Emirler".With the new transmitter, VDT transmissions be listened in Central Asia, the Far East, Japan, China, the Near East, Southern Asia, Australia, the Middle East, North and South Africa, the Balkans and the Commonwealth of Independent States (CIS). /Sabah/
[09] TURKISH PARLIAMENTARIANS AT THE COUNCIL OF EUROPEThe Parliamentarian Assembly of the Council of Europe (PACE) Autumn sessions will take place in Strasbourg on September 25-29. A Turkish delegation headed by True Path Party (DYP) Deputy Sait Kemal Mimaroglu, will also attend the meeting. The most important issue on the agenda will be the applications of the Ukraine and Macedonia for full membership in the European Union. Through the efforts of the Turkish delegation, the Bosnia issue will also be included among the urgent topics for discussion.To protest a negative PACE decision against Turkey, suspending Turkey's membership in the Council, the Turkish delegation refused to attend the June meeting. The Committee of Ministers of the Council of Europe, however, did not accept the proposal of the Parliamentarian Assembly and Turkey has again sent representatives to the current PACE Autumn meetings. /Milliyet-Cumhuriyet/ END |
