    THURSDAY DECEMBER 7, 1995

Summary of the political and economic news in the Turkish press

    this morning

    [01] DEMIREL TO VISIT BAKU

President Suleyman Demirel will go to Baku as the official guest of Azeri President Haydar Aliyev. In a press conference yesterday, Foreign Ministry Deputy Spokesman Nurettin Nurkan pointed out that Demirel would be the first president to go to Azerbaijan following the elections in that country. Noting that Demirel would meet with President Aliyev and Prime Minister Fuat Guliyev, Nurkan stated that Demirel would also meet with Azeri scientists and businessmen. Indicating that Demirel would attend a meeting of the Sciences Academy to receive an honorary doctorate, Nurkan added that Demirel would address the Azeri Parliament. Demirel will return to Turkey on 9 December. /Cumhuriyet/

[02] DEMIREL SENDS GOODWILL MESSAGE TO MILOSEVIC

Turkey, swiftly sending a delegation to Belgrade this week to improve ties after the initialing of a peace accord in Dayton, conveyed a top-level goodwill message to Yugoslavia after two-years of pro-forma relations. The message, which was given to Belgrade by Foreign Ministry Deputy Undersecretary Ali Tuygan, confirmed Turkey's desire to improve relations with Yugoslavia in parallel with the ongoing peace process in the region. President Suleyman Demirel's message to his Serbian counterpart Slobodan Milosevic was also confirmed by Foreign Ministry Deputy Spokesman Nurettin Nurkan. "This was a goodwill message that stressed Ankara's enthusiasm to normalize relations in the Balkans" Nurkan said. Tuygan, who arrived in the Yugoslav capital after visiting Zagreb and Sarajevo, stressed the importance Turkey attached to the implementation of the peace accord initialed in Dayton, Ohio. Turkey will attend the signing ceremony in Paris at foreign ministerial level. /All papers/

[03] CILLER: "WE WILL LOOK FORWARD TO BRILLIANT DAYS WITH CU"

Prime Minister Tansu Ciller, at a political rally in Milas near Mugla, said the country faces two alternatives after the poll: either the country will look forward to brilliant days with her, or it will stay rooted in the past. Ciller noted on the Customs Union (CU) issue that she had tried to do what could not be done for 32 years. Stressing that there was a struggle in the economy just as in terrorism, Ciller said: "If we are together, we will either win or win". She stated that high prices and inflation, which have hurt the country's people, were not Turkey's destiny. She finished her speech with her well-known slogan, "Come on, my Turkey, move forward". /Sabah/

[04] GO AHEAD FOR CUSTOMS UNION

The two largest groups in the European Parliament (EP), the Socialists and the Christian Democrats, have both voted in favour of customs union with Turkey. Now it really does seem as if it is all systems go for Turkey and the European Union (EU) customs agreement.

The vote of the two largest vote carriers in the EP is essential to Turkey's success in this vital step forward to full membership in the European community. Now all doubts have been removed and a sweeping vote in favour of Turkey is expected on December 13, when there will be a formal vote leading up final decisions at the end of the month.

Foreign Minister Deniz Baykal said that the votes of the Socialists and Christian Democrats underscored huge success for the whole country. Noting that customs union was the most vital issue on the agenda, Baykal added that it was even more important than the results of the upcoming general elections.

Prime Minister Ciller and Foreign Minister Baykal have been deeply involved in a heavy programme of shuttle diplomacy, visiting the leading EU member countries and talking to top EU ministers in a last minute effort to swing the EU vote in Turkey's favour. Their efforts have paid off. As the president of EP Socialists Group Pauline Green said after yesterday's vote "To say no would be a disaster. We cannot leave Turkey to stand alone." /Hurriyet-Cumhuriyet-Milliyet-Sabah/

[05] US CRITICIZES BOTH SYRIA AND GERMANY

Washington officials yesterday voiced their disapproval of the way Syria shelters PKK terrorists and the actions of German representatives who recently went to visit PKK leader Abdullah Ocalan for talks.

In a statement, US Foreign Department official Robert Pellet- reau again affirmed that the US viewed the PKK as a terrorist organization, and that all governments should stand united with a clear anti-terrorist policy. /Milliyet/

[06] "WE HAVE NOT SACRIFICED CYPRUS"

Speaking in Brussels, Foreign Minister Baykal denied that Cyprus had been "sacrificed" in a veiled reply to claims from political leader Bulent Ecevit that Cyprus had been abandoned in favour of pressing customs union issues.

Baykal added that Cyprus talks were still going on and that they would continue for a long time yet. Talks involving both the Cyprus problem and customs union for the Greek community on the island were separate issues that nevertheless involved everyone on the island. /Sabah/

[07] CHANCE FOR TURKEY IN BOSNIA

Speaking at a NATO steering committee meeting on the restoration of Bosnia in Brussels yesterday, Foreign Minister Baykal stressed Turkey's commitment to developing Bosnia, and Turkey's long involvement with Bosnia.

Baykal also demanded that Turkey should be represented on committees dealing with developing Bosnia in the wake of new peace agreements. Turkey will anyway be included in the multinational peace keeping force already being deployed in the Bosnia region, and has sent a fifty-man police unit to care for special matters regarding the return of moslem refugees to their own homes. /Cumhuriyet/

    [08] TURKEY-COUNTRY WITH A GROWING ECONOMY

US businessmen, viewing Turkey as one of the ten most rapidly developing countries, are establishing agencies and searching for distributors here, Bulent Senver, Chairman of the Turco-American Businessmen Association and former Pamukbank General Director, said yesterday. Customs union with the European Union will also be beneficial for Turkey, Senver added. /Cumhuriyet/

[09] CILLER'S VISIT TO BONN "VERY SUCCESSFULL"

Both the German and Greek press have commented in detail on the recent meeting of Prime Minister Tansu Ciller with her German counterpart Helmut Kohl. German newspapers and TV channels note that Kohl and the German Social Democrat Party will support European Union customs union with Turkey. The Greek press also evaluated Ciller's visit to Bonn as "very successful". /Sabah/

    [10] HISTORICAL DUTY IN BOSNIA

The Turkish contingent of a joint police force, formed to help Bosnian refugees in Croatia return to their homes in safety, received a warm welcome from refugees yesterday. The Turkish police, headed by the deputy police chief of Turkish Interpol, Burhan Tansu, settled into housing complexes in the region of Velika Kladusa, where Croatian and Bosnian counterparts are also staying. The 200-strong force is made up of 100 Bosnian, 50 Croatian and 50 Turkish police officers. Speaking at a meeting of the force's chiefs, Tansu said that their aim was to help the 25,000 refugees currently staying in Croatia's Kapijenko region to return to their homes safely. Turkish Ambassador to Zagreb, Ambassador Daryal Batubay visited the Turkish police and said: "You have come here for a very important and humanitarian duty. We believe that Turkish police will carry out their duty in the best way". Bosnian police chief, Hasim Cotura, who has been appointed commander of the joint police force, expressed his eagerness to work alongside the Turkish police. The joint police force will be directed by a council of ambassadors of the three countries. /Sabah/

[11] TURKEY WELCOMES SOLANA AS NATO'S NEW CHIEF

Turkey yesterday welcomed the appointment of Spanish Foreign Minister Javier Solana to NATO's top post, after the ministers formally approved the appointment on Tuesday. "Turkey has supported from the very beginning the candidacy of Solana, who is a distingusihed statesman familiar with Turkey and its concerns" Foreign Ministry Deputy Spokesman Nurettin Nurkan said. "We believe that his post as secretary-general will have important contributions to the development of relations between Turkey and NATO. We wish Solana, a respectable statesman of a friendly Mediterrranean country, success in his new post" Nurkan added. /Cumhuriyet/

    [12] TURKEY'S SECURITY COUNCIL CANDIDATE

Turkey, for the first time since 1951, is running for membership in the UN Security Council. In a press conference in New York, Turkish Permanent Representative to the UN, Ambassador Huseyin Celem stated that Turkey was a candidate for the 2001-2002 period. Celem noted that Turkey had officially announced its candidacy to 185 UN-member countries. Elections for Turkey's membership will be held during the 55th term general council in 2000. Celem added that Turkey's image would be much brighter by 2000. Member countries of the Security Council which are not permanent carry out this duty for two years. They have no right to veto. /Cumhuriyet/

[13] TAJIK FOREIGN MINISTER IN TURKEY

Tajik Foreign Minister Talbak Nazarov said yesterday that he hoped relations between the Turkish-Speaking Republics would provide an example to the people of Bosnia-Herzegovina. The minister, who arrived in Ankara earlier this week to open his country's first embassy in Turkey, praised relations between Turkey and Tajikistan, where Turkish President Suleyman Demirel paid a visit two months ago. Nazarov said that the languages of the Turkish and Tajik nations were different but their hearts were the same. Nazarov was received by President Demirel on Tuesday to discuss the advantages of agreements that thave been signed between the two countries and bilateral talks. There will be agreements, he said, to sign between the two countries and they will be signed during President Imamali Rahmanov's visit to Turkey in 1996. /All papers/
