Summary of the political and economic news in the Turkish press this morning
[01] MILITARY ANNOUNCES HIGH-LEVEL PROMOTIONS AND APPOINTMENTS
The decisions concerning high ranking appointments, promotions
and retirements made at last week's four-day meeting of the
Supreme Military Council (SMC) were announced on Sunday.
According to the decisions made at this meeting of the SMC, the
commander of the Land Forces, Gen.Hikmet Bayar, and the commander
of the Aegean Army, Gen.Necati Ikizoglu, will be retiring.
The SMC met between August 1-4 and was chaired by Prime Minister
Necmettin Erbakan. The SMC, which decides on matters of crucial
importance to the military, comprises four generals and admirals
of the Turkish Armed Forces. According to the decision arrived at
by the SMC, Gen.Hikmet Bayar will be replaced by the commander of
the First Army, Gen.Hikmet Koksal, who in turn will be replaced
by Gen.Huseyin Kivrikoglu. The commander of the Second Army,
Gen.Fikret Boztepe has been appointed as the commander of the
Aegean Army. The commander of Military Academies, Gen.Attila
Ates, has been appointed as the commander of the Third Army while
the post vacated by him will be filled by Gen.Necati Ozgen. The
announcement was made after President Suleyman Demirel endorsed
the list prepared by the SMC and presented to him earlier in the
day at the presidential palace by Chief of the General Staff
Ismail Hakki Karadayi and Defence Minister Turhan Tayan. The
decisions of the SMC for promotions and appointments, will become
valid as of August 30. /Hurriyet/
[02] ANKARA EXPECTS POSITIVE UN ANSWER ON TRADE WITH IRAQ
Turkey has announced its determination to seek means for trading
with Iraq, despite a continuing international embargo on that
country. Following Washington's declaration that Ankara should
first consult with other states before approaching the UN on this
subject. Deputy Prime Minister and Foreign Minister Tansu Ciller
issued a written statement over the weekend indicating that
Turkey was one of the countries that had suffered the most from
the UN's embargo on Iraq. "Turkey will apply to the UN Security
Council Sanctions Committee to buy a limited amount of oil from
Iraq and to sell food and medicine to Iraq. Turkey is aiming to
reduce its losses without violating the embrago decisions" Ciller
explained in her statement issued on Saturday. She said that
Turkey's demand had a legitimate basis and Ankara expected a
positive approach from the members of the UN Security Council.

[03] ENVER PASHA BURIED IN ISTANBUL
A state funeral was held in Istanbul yesterday for Enver Pasha
(1881-1922), the mercurial and tempestuous leader of the Young
Turks revolution and a member of the triumvirate that ruled the
Ottoman Empire during World War I. In military ceremonies,
attended by President Suleyman Demirel, ministers, deputies and
Turkey's top generals, authorities buried the remains of the
Ottoman general and former war minister, returned to Turkey on
Saturday from Tajikistan, at the Hurriyet-i Ebediye Tepesi, a
memorial hill in the Caglayan district. /All papers/
[04] NETANYAHU: "TURKEY IS VERY IMPORTANT FOR US"
Israeli Prime Minister Benjamin Netanyahu told US officials that
Turkey was an important country for Israel during his visit to
the US last month. Netanyahu emphasized Israel's willingness to
improve relations with Turkey to Democrat and Republican
congressional leaders. He also indicated that Israel was pleased
with good US-Turco relations. During his talks with US Secretary
of Defence William Perry, Netanyahu pointed out the importance of
developing Turco-Israeli military cooperation. He also said the
Turco-Israeli military training accord was an indicator of

[05] TURKEY TO PRODUCE ITS OWN HELICOPTERS
In a significant step toward its policy of meeting the country's
defence industry needs through local production, Turkey has
decided to set up its own helicopter industry. A working group
was formed on July 25 during a meeting at the Chief of Staff's
Office to take the preliminary steps. The group is comprised of
representatives of the Turkish Aircraft Company (TUSAS) and the
Foundation for the Strengthening of the Turkish Armed Forces
(TSGV), and will be under the coordination of the Defence
Industry Undersecretariat (SSM).
The helicopter chosen for production will be from among those on
Turkey's "national production" list; namely, the A-129
International (Mangusta) built by the Italian company Augusta,
the French-German Tiger built by the joint venture Eurocopter,
Russia's M1-28, as well as American products such as Bell's King
Cobra, which is an advanced version of the Super Cobra, McDonnell
Douglas' Apache, the Sikorsky, or Boeing's Commanche. Turkey will
produce the helicopters with one of these companies with 95 %
local input or will jointly produce a brand-new, third generation
helicopter with the selected company.
Once the model and the production method are determined, the
project, in which the Turkish Aviation Industry (TAI), Aselsan
and Havelsan will take part along with a number of private sector
establishments, will be ready for production by the year 2000.
Initially. 100 helicopters are expected to be produced.

[06] CHAIRMAN OF KIA: "WE PREFER TURKEY"
Chairman of the KIA Group, an industrial giant in South Korea,
Young Kiwi Kim arrived in Turkey to monitor studies of the KIA
Automobile Industry which has decided to set up a new plant in
Turkey. Kim noted that Turkey was ideal for investments and said:
"We started investments in Turkey in 1990. We have preferred
Turkey since it is a very important country for us". /Hurriyet/
[07] OPERATIONS IN SOUTHEAST: 20 MILITANTS DEAD, 2 CAPTURED
Twenty militants of the PKK terrorist organization were killed in
operations carried out by security forces in Van, Siirt,
Diyarbakir and Bingol. A statement issued by the Office of the
Emergency Rule Governor said that 11 terrorists in Van, four in
Siirt, four in Diyarbakir and one in Bingol were killed in
clashes between security forces and PKK separatists. In Batman, a
terrorist was captured during police searches and a female
terrorist surrendered to security forces in the Hozat district of
Tunceli. /Milliyet/
[08] RESERVES UP TO $15.299 BILLION
The Central Bank's foreign exchange reserves increased to $15.299
billion from July 19-26, the Anatolia news agency reported. The
bank said that Turkish reserves rose from $15.084 billion to
$15.299 billion, increasing by $215 million.
According to Central Bank figures, on July 12, gold reserves were
at $1.383 billion, the Central Bank's foreign exchange reserves
were at $15.443 billion and commercial banks' foreign exchange
reserves were at $9.646 billion.
[09] ILO CONGRATULATES MINISTER CELIK
General Director of the International Labour Organization (ILO),
Michel Hansenne and Azeri Labour Minister Ilgar Rahimov
congratulated Necati Celik on his appointment as new Labour and
Social Security Minister. In his congratulatory message, Hansenne
wished him every success and pointed out that he would exert
efforts for closer cooperation between the ILO and the Turkish
