TURKISH PRESS REVIEWTUESDAY AUGUST 20, 1996Summary of the political and economic news in the Turkish press this morning[01] ERBAKAN MEETS SUHARTOPrime Minister Necmettin Erbakan paid a courtesy call on Indonesian President Suharto on Monday shortly after arriving in Jakarta during the last leg of his five-nation tour. Erbakan, who visited Iran, Pakistan, Singapore and Malaysia earlier on the tour, arrived in Jakarta from the town of Bandung, where he visited the headquarters of state-owned aircraft manufacturer Industri Pesawat Terbang Nusantara (IPTN). Erbakan arrived in Indonesia from Malaysia on Sunday and spent the day on the resort island of Bali. State Secretary Murdiono said Suharto and Erbakan reviewed bilateral relations and would seek ways to enhance trade links during official talks on Tuesday.Erbakan will address the Indonesian Chamber of Commerce on Tuesday before returning home, officials said. During his visit to the IPTN plant in Bandung, Erbakan was accompanied by the Indonesian Minister for Technology. At the plant Erbakan was given a demonstration flight of the M-35 and M-250 airplanes that Indonesia co-produces with the Casa company of Spain. Erbakan said that according to research conducted by the German Deutsche Bank, there would be important changes between 1994-2009 and the share of Asia in world income distribution would increase at least to 50 % by 2009. Erbakan added: "This means that the centre of the world economy will be Pacific countries henceforth". Attending a luncheon in his honour later Erbakan was presented with a picture depicting Indonesia's fight for independence from Dutch colonization. /Milliyet/ [02] TURKEY TO SEEK DAMAGES FOR ATTACKED MISSIONSTurkey is preparing to demand compensation for the damage to Turkish diplomatic or consular missions in Greece during last week's anti-Turkish demonstrations. Meanwhile, violence targeting the Turkish minority in the Greek border town of Komotini continued yesterday with unknown assailants beating up a Turkish park attendant and smashing windows of a coffeehouse and two cars owned by Turks. In the request for compensation to be conveyed to Athens shortly, Ankara will stress that Greek officials had failed to guarantee the safety of diplomatic missions despite the provisions of international treaties. The Turkish government has made several representations over the past week, seeking enhanced protection for the Turkish missions.Meanwhile, Justice Minister Sevket Kazan said in a press conference yesterday in Parliament that Ankara's foreign policy continued to be based on the principle of "peace and not war". /Cumhuriyet/ [03] NEW ALTERNATIVE FOR PIPELINEThe biggest multi-national oil consortium in Kazakhstan, which has completed its exploration in the Caspian Sea, wants the oil to be carried through Turkey. Deputy General Director of the Kazakhstan-Kaspiself Consortium, consisting of world oil giants Agip, British Gas, Mobil, Shell, Total and Kazakhstanmunaygaz, Georgio Taranno said: "The project which foresees that the pipeline from the Caspian Sea should carry the oil to Turkey and other countries must be taken into consideration". /Cumhuriyet/[04] TURKISH RESTAURANT SET ON FIRE IN BERLINA fire broke out in a Turkish restaurant in Berlin yesterday morning. Police launched an investigation considering that it may have been deliberate. It is reported that fire damage could reach DM 50,000. /Cumhuriyet/[05] FOUR KILLED IN MALATYA CLASHESViolence erupted between security forces and militants of the PKK terrorist organization near Hekimhan district of Malatya. Two terrorists and two forest rangers were killed, and two other people were wounded. The terrorists opened fire on a coffee house at Kocaozu village, Hekimhan on Sunday. The clash occurred when the people in the coffee house returned fire on the terrorists. Security forces are carrying on operations.Meanwhile, two other people, including one policeman, were shot dead in the restroom of Viransehir bus terminal en route from Midyat to Izmir. A widespread search of the area has been launched. /All papers/ [06] NEW TURKISH CYPRIOT GOVERNMENT SWORN INThe 14th government of the Turkish Republic of Northern Cyprus (TRNC) took office yesterday with a coalition between the National Unity Party (UBP) and the Democrat Party (DP). Dervis Eroglu, prime minister of the new government, takes over from Hakki Atun. Serdar Denktas, the new deputy prime minister, replaces Mehmet Ali Talat.Meanwhile, Bulent Ecevit, leader of the Democratic Left Party (DSP), has sent a congratulatory message to Dervis Eroglu. Ecevit said that he was happy that the government problem in the TRNC had been solved, especially in light of the political attacks which have intensified recently. "The protection of the rights which Turkish Cypriots gained in the 1974 peace operation will hopefully continue during your time in office" Ecevit told Eroglu. Ecevit added that no one would succeed in stripping Turkish Cypriots of their freedom. /All papers/ [07] HOPE FOR HOSTAGESFamilies of soldiers taken hostage by the PKK terrorist organization and held 14 months in a camp in northern Iraq will meet again next week. The PKK is expected to free eight soldiers. Welfare Party (RP) Deputy from Van, Fethullah Erbas and Spokesman of the Peace, Fraternity and Solidarity Committee, Ismail Nacar, completed their work for the release of the soldiers. Nacar said: "The PKK has promised to free our soldiers. We expect them to keep their promise. I hope that there will be a development regarding this issue next week". /Milliyet/[08] TURKEY AND MALAYSIA TO SET UP JOINT TELEPHONE TERMINALTurkey and Malaysia will set up a joint telephone terminal. Malaysian Telecom wants a project for a joint production from the Turkish Scientific and Technical Research Institute (TUBITAK) Marmara Research Centre (MAM). A TUBITAK proposal was sent to Malaysian Telecom on 5 August. Dr.Fuat Ince, who held talks on behalf of MAM, said that a delegation headed by Telecom-Malaysia Research-Development Department Chairman Dr.Zainel visited MAM in October 1995 and proposed that a telephone terminal which will be built in Malaysia under a joint research project could be developed. /Sabah/[09] CALL FROM IRAQ ON WATER ISSUESending a letter to the Arab Union, Iraqi Foreign Minister Muhammed Said ElSahaf called for a tripartite meeting between Turkey, Syria and Iraq, blocked since 1992, as soon as possible to ensure the equal share of the Euphrates and Tigris Rivers. ElSahaf said that they were determined to maintain an agreement depending on international rights. /Milliyet/[10] GREEK CYPRIOTS REFUSE BILATERAL MEETINGFollowing recent border clashes, UN Secretary-General Boutros Ghali has proposed a bilateral meeting between Denktas and Klerides, to be followed by issuing a joint declaration. The proposal was refused by the Greek National Council. /Milliyet/[11] KURDISH LEADER "PLAYING WITH FIRE"Ankara has very seriously warned the leader of the Kurdish KDP party Mesut Barzani that he is "playing with fire" when it comes to supporting PKK terror.Foreign Minister Tansu Ciller said yesterday that those who supported the PKK in its acts of terror against Turkey would suffer the results of doing that. "We will deal with those who think that they can act against Turkey" said Ciller. The Foreign Minister also accused Barzani of being hypocritical in his dealings with Turkey. Also commenting on the situation involving Barzani, Interior Minister Mehmet Agar said that he would bring up developments in northern Iraq at the next meeting of the National Security Council. /All papers/ [12] SYRIA TRYING TO WORK A TERROR AND WATER DEALSyria has once again tried to tie-in the Euphrates River water issue with finding a solution to terror in the region. Yesterday Syrian ambassador to Ankara, Abdulaziz El Rifai said that solving Turkey's dispute with Syria over Syrian support for the PKK terror organization depended in large measure on resolving Syria's argument with Turkey over supplies of river water from Turkey to Syria.During talks yesterday with Minister for Justice Sevket Kazan and Minister for Trade and Industry, Yalim Erez, El Rifai said that he hoped that the issues could be resolved. He added that Syria had every confidence that the Refah (Welfare) Party led government coalition would find a way of taking concrete initiatives to solve the disputes. Justice Minister Kazan noted that Turkey was ready to listen to any positive and reasonable proposal coming from Syria. Syrian ambassador El Rifai said later that his talks with Turkish officials had been positive. /Cumhuriyet/ [13] BIG ISTANBUL DRUGS HAULThe Istanbul branch of the Turkish Narcotics Bureau yesterday pulled off a big drugs haul when Bureau officials arrested five suspects and grabbed 87 kilo of heroin being sent off to Britain.The heroin was found stashed in the fuel tanks of two TIR trucks when they were stopped and examined by police and Narcotics Bureau officials at Kapikule, Istanbul. Six more kilos were at the house of one of the suspects, along with two hand guns. Police are looking for a possible connection with the PKK terrorist organization which finances its terror operations with drug dealing. /Cumhuriyet/ [14] TOURISTS INCREASE IN JUNEThe number of tourists visiting Turkey increased 15 % within the first half of the year to 3.5 million. Largest number of tourists came from Germany, the Russian Federation, Britain, the US, Iran, Austria, France, Sweden, Denmark and the Netherlands.
