TURKISH PRESS REVIEWTUESDAY, SEPTEMBER 10, 1996Summary of the political and economic news in the Turkish press this morning. [01] DENKTAS CALLS FOR A MEETINGThe Turkish Cypriot President said a meeting between himself and the Greek Cypriot leader Clerides could help to defuse the tension on the island. In response to a question by a foreign correspondent, Denktas said his people would not seek revenge for Sunday's murder. "If there are reciprocal killings, that means war. We do not want war," Denktas said and repeated his call for an urgent meeting between himself and Clerides to defuse the build-up of tension.On the other hand, the Turkish Foreign Minister will travel to northern Cyprus today to attend the funeral of the murdered border guard. Ciller asked British Ambassador Walter K. Predergast on Sunday for a detailed report on the incident that happened close to the border between the Turkish Cypriot state and the sovereign British base. Ciller said that it was clear that the perpetrators of the murder on Sunday crossed into the Turkish Cypriot state through the sovereign British base area. /All Papers/ [02] AKBEL: "TURKEY PAYS HIGH PRICE FOR AGRESSION IN IRAQ"A Turkish Foreign Ministry spokesman said on Monday that Turkey was paying a huge price for the aggression and unrest in Iraq and Kuwait.Omer Akbel told a press conference that Turkey's cumulative economic losses amounted to $27 billion and that Turkey had applied to the U.N. Sanctions Committee for compensation. The spokesman noted that the implementation of the U.N. Security Council's decision no.986 had raised hope that Turkey's losses might be compensated. He underlined that the implementation had been postponed. "We hope that this postponement does not last long. Turkey is paying the highest cost because of the U.N. embargo in the region," he said. Akbel also said that the losses could be compensated in concrete ways, such as "financial regulations, supplying energy, or financial and economic privileges." /All Papers/ [03] ALGERIA AND IRAN REJECT TURKISH N.IRAQ PLANAlgeria joined other Arab nations lambasting Turkey's plan to establish a security buffer zone in northern Iraq to prevent against Kurds from fighting from there for autonomy in southeast Turkey.On the other hand, Iran said that Turkey's proposed security zone in Iraq was a territorial violation that would escalate regional tensions. Iran believed such a zone violated Iraqi territorial integrity which had to be maintained./ALl Papers/ [04] FRANCE: TURKISH TROOPS SHOULD NOT STAY IN N.IRAQParis said that while Turkey's security concerns regarding the Iraqi border were justified, Turkish troops should not stay in Iraq."We understand that Turkey is taking measures to provide for its security. But we do not agree with Turkish troops settling in northern Iraq," French Foreign Minister Herve de Charette said. /All Papers/ [05] DEMIREL INFORMS MUBARAK ABOUT SECURITY ZONEPresident Suleyman Demirel and Egyptian President Hosni Mubarak held a telephone conversation on Monday about Ankara's proposed buffer zone in northern Iraq, an official statement said on Monday. "The president conveyed information to his counterpart on the temporary danger zone that Turkey has declared on the Iraqi border," Demirel's office said.After the conversation between Demirel and Mubarak, Egypt announced it had received assurances that Turkey would not set up a military presence in Iraq. "President Demirel assured President Mubarak that Turkey does not have a single soldier on Iraqi soil," Egyptian state radio was quoted by Reuters saying. /All Papers/ [06] IRAQI DELEGATION ARRIVES IN ANKARAAn Iraqi delegation arrived yesterday in Ankara to negotiate on Turkish plans for the establishment of a security zone in Northern Iraq. The delegation is headed by Iraqi leader Saddam Huseyin's adviser Hamit Yusuf Hammadi. Discussions will start today in the Turkish Foreign Ministry headquarters. The Turkish delegation will be headed by Foreign Ministry Undersecretary Onur Oymen. During the meeting the future of Northern Iraq will also be taken in hand. /Hurriyet/[07] TURCO-TUNISIAN TOURISM COOPERATIONTourism Minister Bahattin Yucel and his Tunisian counterpart took part in a meeting of the Turco-Tunisian Joint Tourism Commission that convened yesterday. The Tunisian minister will also meet representatives of the Turkish tourism sector and will discuss opportunities for improving bilateral tourism relations. /Cumhuriyet/[08] TURKEY TO SIGN DEFENCE INDUSTRY AGREEMENTS WITH FIVE COUNTRIESTurkey is to sign military agreements envisaging defence industry cooperation with Britain, Spain, Ukraine, China and Bangladesh in the coming months, military sources reported on Monday.Turkey is also evaluating the possibility of such accords with three Muslim countries - Malaysia, Indonesia and Turkmenistan - aiming to boost ties in the defense field, the sources said. To date, Turkey has signed defence industry agreements with 18 countries. The agreements are standards, foreesing mutual visits to defense industry facilities and the transfer of technology, know-how and technical expertise, said sources. Military sources pointed out that Turkey should be considered one of the world's fastest growing and developing defence industries. The country should sign such agreements with other countries and there is no reason to exaggerate the implications of such agreements./All Papers/ [09] TURCO-YUGOSLAV RELATIONS RENEWEDDiplomatic relations between Yugoslavia and Turkey began renewed with the appointment of a Turkish ambassador to Belgrad after a four-year lapse. Ambassador Alev Kılıc will depart for Yugoslavia today and will reportedly present his credentials to the President of Federal Yugaslavian Republic Slobodan Milosevic by the end of this month./All Papers/[10] MALAYSIAN DEFENCE MINISTER AIMS TO BOOST TIES WITH TURKEYMalaysian Defense Minister Dato'syed Hamid Albar met with his counterpart Turhan Tayan on his visit to Turkey to discuss the cooperation of both countries regarding the defense industry, the Anatolia news agency reported.Tayan voiced his pleasure regarding the guest defence minister's visit and said that Turkey and Malaysia should aim to enhance their relations involving defense issues as well as other aspects. The Malaysian defense minister commented that his visit to Turkey could make a significant contribution to the development of relations between the two countries. [11] TURKISH SATELLITES TO SWITCH POSITIONS IN ORBITThe orbital paths of the Turksat 1B and Turksat 1C satellites are to be rotated, the Anatolia news agency reported. According to a statement by the Turkish Telecommunications Company, the two Turksat satellites will exchange orbital paths. At the end of this month the Turksat 1C satellite will take over all communication services currently run by Turksat 1B. Turksat 1C will provide the same high quality telecommunications for a larger area.[12] ONE SOLDIER, 4 MILITANTS KILLED IN PKK AMBUSHOne soldier and four military were killed in a shoot-out early on Monday morning between the security forces and militants from the outlawed Kurdistan Woerkers' Party (PKK) in the district of Semdinli, located in the southeastern province of Hakkari, the Anatolia news agency reported.The injured were rushed to hospital and widespread operations are underway to capture the militants responsible for the attack. [13] 39 PKK TERRORISTS KILLEDIn operations undertaken by the security forces in southeastern Anatolia 39 PKK terrorists were killed. One soldier was killed in the clashes, and four others were injured. Also, a group of terrorists kidnapped three people in Sogutlu, Mardin. /Cumhuriyet/[14] NATO MILITARY MANEUVERSDynamic Mix'96 NATO military maneuvers in eastern Anatolia will start today with the participation of Turkey, the US, Britain, Germany, Belgium, Holland, Denmark and Canada. The maneuvers will end on September 17. /Hurriyet/[15] FOREIGN INVESTMENT PERMITS AT $150 MILLION IN AUGUSTTurkish foreign investments increased by $20 million in August to $150.3 million from July's $129.6 million.
