TURKISH PRESS REVIEWFRIDAY OCTOBER 4, 1996Summary of the political and economic news in the Turkish press this morning[01] INDUSTRIAL COOPERATION WITH ITALYPresident Suleyman Demirel, who will pay an official visit to Italy on 7-9 October, will sign a framework agreement which envisages cooperation between Turkish and Italian small- and medium-scale enterprises. This agreement will be signed by Turkish KOSGEB (Small- and Medium-Scale Industrial Development and Support Directorate) and an affiliated organization of the Italian IRI (Organization for Reconstruction of Industry). /Hurriyet/[02] CILLER: "WE HAVE CARRIED OUT OUR OBLIGATIONS"Deputy Prime Minister Tansu Ciller said in a press conference yesterday that Turkey had carried out all its obligations regarding Europe. Noting that customs reductions have been implemented since the beginning of this year, Ciller stated that Turkey would enact new harmonization laws to put the Turkish business world in line with the new situation. /Hurriyet/[03] SYRIA MORE MODERATETurkish Foreign Ministry Undersecretary Onur Oymen said that Syria has become more moderate regarding the extradition of PKK leader Abdullah Ocalan from Syria. Oymen said in a luncheon given by Foreign Minister Tansu Ciller to members of the Turkish Parliament Foreign Affairs Commission yesterday that Turkey was receiving signals from Syria about the extradition of the PKK leader from Syria, which has remained silent to date despite many warnings from Turkey. /Hurriyet/[04] ATTACK ON A MILITARY CONVOYMilitants of the PKK terrorist organization attacked a military convoy in Tunceli yesterday and killed one second-lieutenant and wounded three soldiers. PKK terrorists, who attacked a Village Affairs Building in the Baskale district of Van the previous day, killed one village guard.Meanwhile, terrorists, who kidnapped four theatre performers in the Cilhoroz mountain of the Gumushane province, released them last night. /Hurriyet/ [05] JAPANESE TRADE MISSION VISITS TURKEYA Japanese trade mission visited the Turkish Union of Chambers and Commodity Exchanges (TOBB) in Ankara on Thursday.Osaka Chamber of Industry and Trade Deputy Chairman Teruo Hotta said that their trip would cover Austria, Turkey, Israel and Romania. He also added that they aimed to develop the trade volume between Turkey and Japan. "We came to Turkey not to export but import especially textile goods. Imports from Turkey accounts for only 1 percent of total Japanese textile imports.Turkey and Japan have the potential to even quadruple the existing trade volume," said Hotta. The Japanese trade mission will move on to Istanbul today. /Sabah/ [06] CENTRAL BANK RESERVES EXCEED $17 BNThe Central Bank's gold and foreign exchange reserves exceeded $17 billion at the end of September. The bank said that Turkish reserves rose from $15.9 billion to $17.2 billion, increasing $1.3 billion.According to Central Bank figures, on September 13, gold reserves were $1.3 billion, the Central Bank's foreign exchange reserves were $16.2 billion and commercial banks' foreign exchange reserves were $10.0 billion. /Milliyet/ [07] TURKISH INDUSTRIAL PRODUCTION INCREASESTurkey's industrial production has increased 5.7 % in eight months. Turkey's industrial production increased by 5.7 % in the January-August period compared to the corresponding period in 1995, according to figures published by the State Institute of Statistics (DIE).Production in the manufacturing sector increased by 5.1 %. The increase in the electricity-gas-water sector was estimated at 10.8 %, whereas production in the mining industry increased by 3.4 % in the same period. In the month of August alone, industrial production rose by 1.0 % compared to the same month of 1995. For the whole of 1995, the increase in total industrial production was 13.5 % over the previous year. /Sabah/ [08] TURKEY URGES ISLAMIC SUPPORT FOR TRNCTurkey has urged the Islamic countries to support the Turkish Republic of Northern Cyprus and be attentive to the plight of the ethnic Turkish minority of Greece.The semi-official Anatolia news agency reported from New York that Turkey's permanent envoy to the United Nations, Huseyin Celem, underlined that a settlement on the island would become possible only when the international community started to treat the two communities of the island on an equal footing. Ambassador Celem, explaining the Cyprus problem to the Islamic foreign ministers, reiterated Turkey's commitment to support the goodwill mission of the UN secretary-general and asked for the support of the Islamic world for the Turkish Cypriot people. He also explained the problems encountered by the Turkish minority of the Western Thrace region of Greece and asked the Islamic ministers to remain attentive to the plight of Muslim brethren living in Greece. /All papers/ [09] TURKEY NOMINATES CANDIDATE FOR INTERNATIONAL COURT OF JUSTICEThe Turkish government has nominated Ambassador Mehmet Guney for the the position of judge at the International Court of Justice at The Hague. In the Europe-Mediterranean group, in which Turkey is included, Spain and the Netherlands have also announced candidates for the post.The election for the position of judge will be held on November 6. /All papers/ [10] MUBAREK SKIPPED MIDEAST SUMMIT FOR ERBAKAN'S VISITPrime Minister Necmettin Erbakan received a morale booster in his his controversial trip to Africa here when Egyptian officials informed him that President Hosni Mubarak had opted not to go to the Middle East summit in Washington because he wanted to meet the Turkish leader and discuss the volatile situation in the region.Officials said Mubarak and other Egyptian officials were eager to talk to Erbakan on the latest situation in the Middle East where the peace process is falling apart. Mubarak received Erbakan on Thursday for an hour and a half of talks which centered on a host of issues, including bilateral ties and the latest developments in Israel. Erbakan told reporters after the meeting that he was extremely satisfied as a result of his talks with President Mubarak. He said President Mubarak had expressed his desire for relations between Turkey and Egypt to be raised to the highest level possible. /Milliyet/ [11] PRISONERS ON HUNGER STRIKESSeventy-seven prisoners in Erzurum's special maximum-security prisons who have been or are being tried under the Anti-Terrorism Law have started an indefinite hunger strike, protesting against prison conditions, the Anatolia news agency reported.Erzurum prison officials claim that inmates are acting on orders they receive from outside the prison to carry on with the strike. Prison officials also said the hunger strikes were a bid for public sympathy. [12] PUTTING THE HEAT ON LIBYAIn preparation for Prime Minister Necmettin Erbakan's controversial visit to Libya, the government's minister for Energy and Natural Resources, Recai Kutan preceded Erbakan to prepare the way.Yesterday Kutan spoke with Libyan officials about improving trade ties with Turkey after years of economic embargo against Libya because of the Lockerbie disaster. Erbakan is seeking a new deal with Libya despite opposition at home and from outside sources -especially the US. Erbakan is also working to get the money-about 700 million dollars- which Libya owes to Turkish companies which have worked in Libya. /All papers/ [13] TURKEY THIRD IN WORLD FLOUR PRODUCTIONAt the 2nd World Conference on Grain and Feed Production now being held in Antalya, it was noted that Turkey now holds third place among the world's flour producers. /Milliyet/[14] IRAQ SECURITY ZONE GOING AHEADAccording to Foreign Minister Ciller, Turkey's plans to set up a buffer "security zone" in northern Iraq are even now going ahead despite opposition.To avoid further contention, the zone will actually be called a "temporary danger zone" In a first official statement on the issue, Ciller said yesterday that she was taking measures to protect Turkish interests in the region. /Cumhuriyet/ [15] DENKTAS TO VISIT EU COUNTRIESPresident of the Turkish Republic of Northern Cyprus (TRNC), Rauf Denktas, is about to make a tour of some of the European Union member countries. Denktas will visit Britain, France, Germany and Belgium. In Brussels Denktas wants to talk with top-level EU officials about the TRNC. Denktas will also speak with the foreign ministers of the countries he visits. /Cumhuriyet/[16] COOPERATION BETWEEN ANKARA AND ISLAMABADThe two cities of Ankara and Islamabad have signed agreements to cooperate in areas of city development and management. Ankara Mayor Melih Gokcek, and his counterpart from Islamabad yesterday signed the agreement that will also lead to a development in intercity trade. /Cumhuriyet/[17] PEACE IN THE TEXTILES TRADE WARWith the signing of new agreements on trade rights, illegal copying of trade marks and counterfeiting, peace has been restored between Turkish and European textile producers. Now Turkish producers will once again be allowed to exhibit in the big European trade fairs. /All papers/[18] 37 PKK MILITANTS KILLEDTurkish security forces have killed 37 militants of the PKK terrorist organization in a series of clashes this week in eastern Turkey, the emergency rule governor's office said yesterday. Troops killed 14 militants in Hakkari province, near the Iraqi border, and three others in Sirnak province, the office said in a statement. Earlier, it said 20 PKK terrorists had been killed in fighting across a number of eastern provinces.
