(Expresses support for OSCE's leadership role) (330)

Washington -- Franz Vranitzky, personal representative of the OSCE (Organization for Security and Cooperation) chairman in office, briefed the State Department on his discussions with officials in Athens, Rome, and Tirana, and described the OSCE's plans for establishing a mission on the ground in Albania that will play a coordinating role among the various international entities.

The State Department expressed suppport for Vranitzky's efforts in "spearheading the international community's response to the crisis in Albania. We also noted the importance that the United States attached to supporting the Albanian Government of National Reconciliation and the OSCE's continued leadership role."

STATEMENT BY NICHOLAS BURNS, SPOKESMAN

ALBANIA: OSCE ACTIVITIES

Franz Vranitzky, Personal Representative of the OSCE Chairman in Office, returned to Vienna today after visiting Athens and Rome and meeting with Albanian Prime Minister Fino. Former Chancellor Vranitzky briefed us on his discussions and described the OSCE's plans for establishing a mission on the ground in Albania to play a coordinating role among the various international entities.

The international mission outlined by Dr. Vranitzky will have three primary pillars: First, the EU will take the lead on providing economic and humanitarian assistance; second, the OSCE will lead on such democracy- building efforts as facilitating political dialogue and preparing for elections; third, the Italian-led multinational force will take on the security mission. Other international organizations and multilateral groups will also play important roles.

We expressed our strong support for Dr. Vranitzky's efforts and for his vital role in spearheading the international community's response to the crisis in Albania. We also noted the importance that the United States attached to supporting the Albanian Government of National Reconciliation and the OSCE's continued leadership role.
