    INTRO: EARLIER THIS WEEK THE LEADING NATIONALIST PARTY OF BOSNIA-CROATS CALLED FOR BOYCOTT OF THE MUNICIPAL ELECTION WHICH WILL BE HELD THROUGHOUT THE COUNTRY THIS SATURDAY AND SUNDAY. IT'S TOO SOON TO TELL HOW EFFECTIVE THE BOYCOTT WILL BE BUT MANY BOSNIA-CROATS SAY THEY PLANNED TO STAY AWAY FROM THE POLLS ALTHOUGH, HOWEVER CONSIDERED THEIR DUTY TO VOTE. V-O-A'S CORRESPODENT ART CHIMES REPORTS.

    TEXT: THE LARGEST BOSNIA CROATS PARTY THE "CROATSIAN DEMOCRATIC UNION" THIS WEEK CALLED THE BOYCOTT FINDING FLAWS IN THE REGISTRATION PROCESS. INDEPENDENT OBSERVERS HOWEVER SAY THE BOYCOTT WAS MORE LIKELY DECLARED IN RESPONSE TO LIKELY LOST OF CONTROL OF THE KEY CITY OF MOSTAR. WHATEVER THE REASON WESTERN POWERS CONDEMNED THE ACTION SAYING THE BOSNIAN CROATS WERE OBSTRUCTING THE PEACE PROCESS BY REFUSING TO PARTICIPATE.

    ELECTION OFFICIALS ARE TRYING TO PRESUADE THE CROATS PARTY KNOW AS THE HDZ TO CALL OFF THEIR BOYCOTT, BUT FOR NOW MANY BOSNIAN CROATS ARE EXPECTED TO STAY HOME. AMONG THOSE SUPPORTING THE BOYCOTT IS THE MAYOR OF THE CENTRAL BOSNIAN TOWN OF JAJCE. JAJCE WAS IN THE NEWS LAST MONTH WHEN MUSLIM REFUGEES TRIED TO RETURN HOME AND WERE DRIVEN BACK BY ANGRY RESIDENTS. THE TOWN WAS IN THE NEWS AGAIN THIS WEEK WHEN THE UNITED NATIONS' REPORT CONDEMNED LOCAL POLICE FOR FAILING TO INTERVEN TO STOP LAST MONTH'S VIOLENCE.

    IN HIS WOOD PANEL OFFICE JAJCE MAYOR IVO SARAF EXPLAINED THAT EVENTHOUGH MOST RESIDENTS OF THE MUNICIPALITY ARE CROATS, THE MAJORITY OF REGISTERED VOTERS ARE MUSLIMS. THIS IS A RESULT OF ELECTION RULES THAT ALLOW BOSNIANS TO REGISTER EITHER WHERE THEY ACTUALY RESIGNED, WHERE THEY USED TO LIVE IF THEY WERE DISPLACED BY THE WAR OR EVEN WHERE THEY PLAN TO LIVE IN THE FUTURE. FOR MAYOR SARAF THAT REGISTRATION SYSTEM IS UNACCEPTABLE.

    IN SUCH A SITUATION THE ELECTION ENGINERRING HE SAYS, WE CANNOT CONSENT TO TAKE PART.

    FORTY-FIVE KILOMETERS TO THE SOUTH IS THE TOWN OF BUGOJNO, BUT HERE THE CROATS ARE IN MINORITY. THE CROAT PRIEST AT ST. ANTHONY'S ROMAN CATHOLIC CHURCH, FATHER MIRO MIDANDZIC, SAYS THE BOYCOTT CALLED BY THE HDZ PARTY WAS A MISTAKE.

    "I BELIEVE IT WOULD HELP IN THIS PART OF BOSNIA TO VOTE", HE SAYS, "THERE ARE VERTUALY NO CROATS IN THE GOVERNMENT NOW." HE SAYS "THE BOYCOTT WILL WORSEN THE POSITION OF THE CROATS BEFORE HURRYING OFF TO CELEBRATE IN AFTERNOON MASS".     INTRO: INTERNATIONAL OFFICIALS IN THE BOSNIAN SERB REPUBLIC SAY THEY ARE OPTIMISTIC ABOUT THE OUTCOME OF ELECTIONS THIS SATURDAY AND SUNDAY (SEPT. 13 & 14), THIS AFTER SERIOUS VIOLENCE WAS AVERTED EARLIER THIS WEEK (EDS: TUESDAY) IN THE WESTERN TOWN OF BANJA LUKA. ANOTHER REASON FOR OPTIMISM, THEY SAY, IS THE ANNOUNCEMENT BY THE RULING SERB PARTY THAT IT HAS DECIDED NOT TO BOYCOTT THE ELECTIONS. VOA'S PAMELA TAYLOR REPORTS FROM BANJA LUKA.

    TEXT: FOLLOWING TUESDAY'S FAILED COUP ATTEMPT, INTERNATIONAL ELECTION ORGANIZERS IN BANJA LUKA SAY THEY NOW BELIEVE BOSNIA'S ELECTIONS WILL BE MORE FREE AND FAIR THAN MANY EXPECTED. TO FURTHER INSURE THIS, THE (ELECTION-SUPERVISING) ORGANIZATION FOR SECURITY AND COOPERATION IN EUROPE, OR O-S-C-E, HAS AGAIN AMENDED THE ELECTION REGULATIONS.

    THE LATEST CHANGE STIPULATES THAT ONLY PERSONS WHO HAVE BEEN "OFFICIALLY" INDICTED FOR WAR CRIMES BY AN INTERNATIONAL TRIBUNAL IN THE HAGUE NEED WORRY ABOUT BEING ARRESTED, IF THEY TURN OUT TO VOTE. THE WORD "OFFICIALLY" WAS INSERTED TO REASSURE ANYONE WHO FEARED HIS OR HER NAME MIGHT BE ON A SECRET, OR SEALED, INDICTMENT.

    OTHER OFFICIALS IN BANJA LUKA ALSO EXPRESSED OPTIMISM THAT A CRISIS HAD BEEN AVERTED AND SAID THEY EXPECT THE ELECTIONS TO GO SMOOTHLY. OFFICIALS FROM THE INTERNATIONAL POLICE FORCE IN BOSNIA SAID THE BEST EVIDENCE OF THIS WAS THAT SEVERAL POLITICAL RALLIES HAVE BEEN HELD IN ALL ACROSS BOSNIA THESE PAST FEW DAYS AND ALL OF THEM HAVE BEEN PEACEFUL.     MS. FLEISCHER SAYS SHE WAS DISAPPOINTED, THOUGH NOT SURPRISED, THAT VOTERS LAST YEAR PRETTY MUCH FAVORED CANDIDATES OF THEIR OWN ETHNICITY. SHE HOPES VOTERS THIS YEAR WILL TAKE A CLOSE LOOK AT WHERE THE VARIOUS CANDIDATES STAND ON ISSUES, BECAUSE MS. FLEISCHER FEELS THIS YEAR'S VOTE IS MORE IMPORTANT THAN LAST YEAR'S.

FLEISCHER PREDICTS ONE PROBLEM WITH THIS YEAR'S ELECTIONS IS THAT MANY REFUGEES FROM THE BOSNIAN WAR HAVE STILL NOT BEEN ABLE TO RETURN HOME, AND MANY WILL NOT BE ABLE TO VOTE IN THE SAME DISTRICTS WHERE THEY VOTED IN 1991, THE YEAR OF THE LAST MUNICIPAL ELECTIONS. SHE SAYS WHAT HAS HAPPENED IN BOSNIA SINCE THE FIGHTING STOPPED HAS NOT MADE HER VERY OPTIMISTIC ABOUT THE COUNTRY'S FUTURE.

    I CAN NOT SAY I AM TERRIBLY SANGUINE ABOUT IT THESE DAYS BECAUSE OF THE FACT THAT THE DAYTON ACCORDS HAVE NOT BEEN IMPLEMENTED AND IT IS JUST NOW THAT THE NATO TROOPS ARE STARTING TO PUT THE SCREWS ON (PRESSURE) THE REPUBLICA SRPSKA.

    MS. FLEISCHER AND HER HUSBAND WERE IN NORTHEASTERN BOSNIA FOR LAST YEAR'S ELECTIONS, AND SAYS MANY BOSNIANS SHE MET FELT IT WAS ONLY THE PRESENCE OF AN INTERNATIONAL PEACEKEEPING FORCE THAT KEPT THE WARRING SIDES FROM RESUMING THEIR BATTLES.

    THE BOSNIAN PEOPLE, WE WERE POSTED IN THE AREA OF TUZLA WHERE EAGLE CAMP (THE U-S BASE) IS. THEY WERE SO GRATEFUL TO THE AMERICANS AND THEY WERE VERY BLUNT. THEY SAID IF NATO LEAVES, WE ARE LEAVING BECAUSE IT (THE WAR) IS GOING TO START ALL OVER AGAIN.

    TEXT: WHITE HOUSE OFFICIALS ACKNOWLEDGE THAT HARD WORK REMAINS IF A MEASURE OF MULTI-CULTURAL SOCIETY IS TO BE RESTORED TO BOSNIA. BUT THEY REJECT THE NOTION THAT THE DAYTON ACCORDS, AS WRITTEN, ARE A LOST CAUSE AND SHOULD BE CHANGED TO PERMIT THE PARTITION OF THE COUNTRY.

    THE REMARKS CAME IN RESPONSE TO A NEW YORK TIMES COMMENTARY BY REPUBLICAN SENATOR KAY BAILEY HUTCHISON, WHO RECENTLY RETURNED FROM HER SIXTH VISIT TO BOSNIA.

    SHE SAID U-S TROOPS THERE ARE "PERILOUSLY CLOSE" TO BEING DRAWN INTO ARMED CONFLICT BY INTERVENING IN THE DISPUTE BETWEEN SUPPORTERS OF SERB HARDLINER RADOVAN KARADZIC -- AN INDICTED WAR CRIMES SUSPECT -- AND BOSNIAN SERB PRESIDENT BILJANA PLAVSIC.

    SENATOR HUTCHISON, WARNING OF A REPEAT OF THE DISASTROUS U-S MILITARY MISSION IN SOMALIA, SAID THE BEST HOPE FOR PEACEFUL COEXISTENCE IN BOSNIA LIES IN A RENEGOTIATION OF THE DAYTON ACCORDS AND A FORMAL PARTITION ALONG THE EXISTING ETHNIC BOUNDARIES.

    RESPONDING THE SENATOR, WHITE HOUSE SPOKESMAN MIKE MCCURRY SAID HER ASSESSMENT OF THE SITUATION IS AT ODDS WITH THOSE OF U-S MILITARY COMMANDERS AND THOSE WORKING TO IMPLEMENT THE CIVILIAN ELEMENTS OF DAYTON. AND HE SAID PRESIDENT CLINTON STRONGLY OPPOSES A PARTITION SCENARIO:

    THE PRESIDENT JUST FUNDAMENTALLY DISAGREES WITH THE PROPOSITION THAT WE SHOULD REWARD THE AGGRESSION THAT OCCURRED IN THE FORMER YUGOSLAVIA, THE GENOCIDE THAT OCCURRED, AND AND ACKNOWLEDGE THE PARTITION OF A GOVERNMENT. THE FORMULA DEVELOPED PAINSTAKINGLY IN THE NEGOTIATION IN DAYTON THAT LED TO THE DAYTON ACCORDS AT LEAST OFFER SOME HOPE OF A RESTORATION OF CIVILIAN LIFE THAT INCLUDES MORE MULTI-CULTURAL ASPECTS. AND THAT IS SOMETHING WE ARE WORKING HARD TO IMPLEMENT. IT IS DIFFICULT WORK TO BE SURE, BUT THE PRESIDENT DISAGREES WITH THE PROPOSITION THAT WE SHOULD JUST CUT AND RUN.

    MR. MCCURRY ALSO REJECTED REPUBLICAN SENATOR JOHN WARNER'S ASSERTION THAT THE ADMINISTRATION LACKS AN "EXIT STRATEGY" FROM BOSNIA. HE SAID THERE IS NO CHANGE IN THE TIME-TABLE FOR AN END TO THE NATO MISSION IN JUNE OF NEXT YEAR, BUT THE FOCUS NEEDS TO BE NOT ON THE EXIT DATE BUT WHAT NEEDS TO BE DONE NOW TO SUCCESSFULLY ACCOMPLISH THAT MISSION.     THE BIGGEST DROP WAS IN FRANKFURT. THE DAX-30 INDEX ENDED THE DAY OFF MORE THAN 77 POINTS, ALMOST TWO PERCENT OF THE FRANKFURT MARKET'S TOTAL VALUE. PRICES DROPPED EVEN MORE IN LATER COMPUTERIZED TRADING. IN LONDON, PRICES WERE DOWN FOR THE FOURTH DAY THIS WEEK. THE FOOTSIE-100 INDEX CLOSED DOWN MORE THAN 50 POINTS, ABOUT ONE PERCENT.

    AND IN PARIS, THE CAC-40 INDEX DROPPED 31 POINTS, ABOUT ONE PERCENT.

    ON THE LONDON CURRENCY EXCHANGE, THE U-S DOLLAR DROPPED IN VALUE AGAINST THE JAPANESE YEN, THE GERMAN MARK, AND THE BRITISH POUND.

    TEXT: THE BERLIN COURT SUSPENDED AN ORDER THAT HAD KEPT EGON KRENZ IN JAIL SINCE LAST MONTH, WHEN HE WAS CONVICTED OF COMPLICITY IN THE DEATHS OF PEOPLE TRYING TO FLEE THE BERLIN WALL.

    ALTHOUGH HIS MANSLAUGHTER CONVICTION IS NOT CONSIDERED FINAL UNTIL HIS APPEAL IS HEARD, HE HAD BEEN HELD IN JAIL BECAUSE AUTHORITIES BELIEVED HE MIGHT TRY TO FLEE THE COUNTRY.

    BUT AFTER LAWYERS FOR THE FORMER EAST GERMAN LEADER ARGUED HE HAD NEVER MISSED EARLIER COURT APPEARANCES, THE JUSTICES RULED HE COULD BE SET FREE.

    MR. KRENZ IS ONE OF THREE FORMER MEMBERS OF THE EAST GERMAN COMMUNIST POLITBURO WHO WERE CONVICTED OF MANSLAUGHTER AT THE HIGH PROFILE TRIAL.

    ALL THREE HAVE ARGUED THEY HAD NO CONTROL OVER THE NOTORIOUS SHOOT TO KILL ORDERS AT THE BERLIN WALL. (SIGNED)
