HEADLINES

The United Nations has issued an appeal for over $90 million for two linked initiatives addressing urgent emergency and recovery activities for Liberia.

The first initiative - the UN System Inter-Agency Programme for Community Reintegration and Peace-building, coordinated by the UN Development Programme (UNDP), seeks over $60 million for immediate rehabilitation and peace-building activities for 1997. This programme focuses on resettlement and reintegration of war-affected women and children, as well as job creation, the strengthening of law enforcement institutions and restoration of basic social services.

The UN Consolidated Inter-Agency Appeal for Liberia for January - June 1997, coordinated by the Department of Humanitarian Affairs, is the relief component of a strategy to address the situation in Liberia. The appeal is for $31 million to continue relief activities for civilians and to meet the initial basic needs of former combatants, internally displaced persons and refugees during the reintegration phase.


The UN Department of Public Information (DPI), has published the twelfth volume in the "Blue Books" series. The latest issue is titled: "The United Nations and the Independence of Eritrea".

The 1993 referendum in Eritrea, which marked the end of one of Africa's longest wars and brought about a peaceful transition to democracy, was a significant achievement for the United Nations. The United Nations played a critical role not only in the electoral process which gave the people of Eritrea, the right to self-determination, but also in a continuing assistance programme which is helping to move the country towards long-term stability.

In an introduction, Secretary-General Boutros Boutros-Ghali writes, "without peace, Eritrea would not have been able to embark on the path of democratization and development".

The first book in the series: "The United Nations and Apartheid - 1948 to 1994", was published in 1994.


Norway has contributed $6 million to the Poverty Strategies Initiative (PSI) of the UN Development Programme (UNDP), to support national efforts in poverty reduction strategies and programmes. Half of the funds will be used to assist poorer countries implement 20/20 agreements, which aim to ensure that 20 per cent of donor aid and national budgets are committed to achieving universal access to basic social services. Funds will help strengthen delivery and monitoring of social services, policy reviews, institutional development and launch pilot programmes.

Following its inception after the World Summit for Social Development, the Poverty Strategies Initiatives, has also received funding from Denmark and the Netherlands, and has been offered to over 60 countries.
