NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president in the Presidency of B&H from Republika Srpska /RS/ Momcilo Krajisnik and special UN envoy for human rights Elizabeth Rehn talked in Pale about the possibilities of "prior process" for indicted for war crimes, so the quilt would be determined and solve the problem of coming of eyewitnesses. "That is the technical issue for which have to be found the best model. The witnesses would be fully protected, and each possibility of misuse would be eliminated". Krajisnik suggested to Mrs. Rehn the hearing of those allegedly indicted for conducting war crimes, and establish contact with Radovan Karadzic and Ratko Mladic. Mrs. Rehn announced her soon coming to Hague, so she could talk with the main Prosecutor of the Tribunal Louis Arbour about prior processes which would be held in B&H.

BIJELJINA - The president of RS Government Gojko Klickovic concluded that the Government performed all that was agreed with the executive organs of municipalities which its representatives visited, and that now the priorities for the next period are being determined. He precisely stated that the activities are now being conducted in the western part of Republika Srpska, why the working-consultative sessions of the Government in the field are being held.

BRCKO - The president of RS Government Gojko Klickovic stated in Brcko that he is sure that local elections in RS will not be held in anticipated time. Commenting dilemmas about holding or postponing the local elections, only 10 days before scheduled term, Klickovic was categoric: "There is no uncertainty, at this moment I was sure that the elections will not be held". After the meeting with the supervisor for Brcko Robert Farrand the premier announced the beginning of issuing the identity cards of Republika Srpska to the Moslem returnees in Brcko.

BIJELJINA - The minister of Information of RS Svetlana Siljegovic visited the transmitter of the Serbian Radio-TV /SRT/ on Udrigovo near Lopare, and thanked to the technical personnel of the transmitter station and the people for protecting this significant object, which soon after finishing the blockade was set into functioning. Mrs. Siljegovic visited also SRT Studio in Bijeljina, where she was informed with the technological and cadre possibilities of production and broadcasting the programming from this centre.

DOBOJ - The municipal court for offences in Doboj sentenced 60 days in prison Milovan Stankovic, the organiser of the attack on the relay station of SRT Duge Njive near Doboj on August 28,

1997, who is the member of the Main Board of the Socialistic Party of RS and delegate in the National Assembly of RS. 30 days sentences got perpetrators of attack Miroslav Ilic, Darko Bozic and Dragan Lukic, all inhabitants of Doboj.

BIJELJINA - The ministers of RS for refugees, displaced persons, energetics and trade, Slobodan Ecimovic, Milorad Skoko and Mladjen Cicovic, talked in Bijeljina with the representatives of this municipality about accommodation of refugees and displaced persons and buying-up the wheat. The president of Municipal Assembly /SO/ of Bijeljina Dragomir Ljubojevic assessed this meeting as very successful, stressing that it was agreed that the Department for accommodation of refugees and displaced persons in Bijeljina would be strengthened in cadre, and that the contact with the local communities would be established so this job would be performed as soon as possible.

BELGRADE - The Serbian Democratic Party /SDS/ for Serbia accused the international community that it doesn't give up from the intention to "disperse the legal institutions of RS". The president of SDS for Serbia Dragoljub Kojcic stated that the international community is using two scenarios in the reiterated creating unitary B&H, the instigating the civil war in RS and strike on its information space, by which is blurred the fact of increased combat readiness of the Federation B&H.

PODGORICA - To demolish Yugoslavia and provoke the disruptions in RS - it is the cancelling the Dayton Agreement and difficultly achieved national right of the Serbian people in Srpska, stated Predrag Bulatovic, the chief of the Club of delegates of Democratic party of Socialists /DPS/ of Momir Bulatovic in the Assembly of Montenegro. He deems that "the political forces in Montenegro, forces of Milo Djukanovic and those integrated with him, support the option of U.S.A. in RS, with the aim to break down that entity completely and this to be the beginning of the integral process of breaking the Serbian national being in the regions of the former Yugoslavia.

NOVI SAD - One of the leaders of the Coalition of Vojvodina Mile Isakov expressed the doubt in the sincerity of the president of RS Biljana Plavsic, "and especially in the well-intention of the non coming in Bijeljina at the meeting with his Holiness patriarch Pavle and president of B&H Presidency from RS Momcilo Krajisnik". Isakov is highlighting that "the last acts of Ms. Plavsic were forced under the pressures and threats of international community".

BELGRADE - The spokesman of the New Democracy /ND/ Rebeka Srbinovic expressed the regret because the meeting between Biljana Plavsic and Momcilo Krajisnik was not held in Bijeljina, to which had to attend His Holiness Serbian bishop Pavle, "The mission of the patriarch Pavle was noble, and his advises have to accept both sides", stated Mrs. Srbinovic.

BONN - The coordinator for the foreign policy of the opponent German Socialdemocratic Party Gunter Ferheugen is putting his efforts into discord in RS leadership, assessing that the international community "suddenly has got a chance" to perform its objectives. He deems that the presence of SFOR in RS and Federation B&H /FB&H/ will be necessary for a longer time, and that the mandate of the international forces, which is expiring on the June 1998, had to be prolonged longer then five years.

BANJA LUKA - The Social-liberal Party /SLS/ condemns the establishing of the new Party of the RS president Biljana Plavsic, assessing that she is trying to choke the parties that are existing for five years. The secretary general of the Liberal Party, Milan Tukic, stated that 'nothing has been changed in the work of the Banjaluka Serbian TV-Studio, because newly- formed party of the RS president is provided with greater approach to the media than the parties which are to run at the elections'. The SPS head, Miodrag Zivanovic, assessed that the present political situation in RS is difficult and it represents from the political aspect double-leadership'.

BANJALUKA - The vice-president of the RS Socialist Party, Nedjo Djuric, assessed at a press conference in Banjaluka that the situation in RS is 'worrying, with a tendency for the Republic to be divided into eastern and western parts'. He believes that there are already two authorities in RS, that the media are divided' and he asked for the preventing of the further deepening of the crisis and the creating of the conditions for the holding of the local elections and then the parliamentary elections in RS.

PODGORICA - The head of the Steering Board of the Radio-TV of Montenegro, Predrag Bulatovic, stated that the Serbian Press Agency - SRNA should be one of the relevant information factors from the RS territory, reacting to the decision made by the editor-in-chief of the Montenegro TV on not using the SRNA service. He pointed out that 'along with the SRNA, TANJUG should be also excepted, but Beta, Fonet, Montena-Fax and some other private agencies should be taken into consideration, this leading to the conclusion that the state television as the most powerful media is more firmly in hands of Milo Djukanovic".

MOSTAR - The Croatian radio reports that the member of Presidency of B&H Kresimir Zubak and president of Federation Vladimir Soljic warned that the security situation and status of Croats in mixed middle Bosnia Canton is disturbing. On that occasion Zubak sent a letter to the High Representative Carlos Westendorp in which is said that "unfortunately, neither the cases of the classical terrorism were not enough for international community to understand that it is the word about the very perfidious strategy of Moslems to disable the survival and return of Croats in middle Bosnia.
