  • [01] Prishtina US office briefed State department on Kosova situation

    PRISHTINE, May 29 - ATA correspondent Behlul Jashari said that "the United States office in Prishtina which is in contact with what happening on the ground keeps reporting the U.S. State Department on the situation in Kosova, according to Richard Heckeby, chief office.

    Heckeby held a meeting on Friday with Edita Tahiri and Rexhep Ismaili members of the advisory team of president Ibrahim Rugova.

    They briefed Heckeby on today's wide-scale attack by the Serb forces and stressed the necessity to undertake respective measures to prevent tragic consequences for the Albanian population in Kosova.

    The Center for Information in Kosova (QIK) said that the U.S. chief Heckeby had also been informed on the dramatic situation in Gjakova by a commune delegation. la/mima/ak/

    [02] Constitutional commission approves chapter on executive power

    TIRANA, May 29 (ATA) - Commission on constitution approved on Friday the fifth and sixth chapter of the draft constitution which cover executive power and juridical acts, a press advisory close to the commission said

    These chapters show how the Albanian prime minister and the cabinet members are elected, their powers, legal modalities to act in case Albania enters a government crisis.

    They say that the candidate for prime minister should be member of the party or party coalition which has won the majority in parliament and be submitted to the president of the Republic and parliament.

    After this act, the prime minister will present a political program of the Council of Ministers and its composition within ten days. If the appointed prime minister by the head of state fails to gain a confidential motion in parliament within 15 days after the voting day a new prime minister is elected.

    When the prime minister gained the majority of votes in parliament, the president of the Republic is obliged to sign his nomination within seven days and if he failed to gain the majority of votes the president dissolves the parliament within seven days what means that new general election are going to be held.

    These chapters say that the members of the cabinet are nominated by the president but on proposal of the prime minister. If ministers undergo a non-confidential motion in parliament, the prime minister asks the parliament for his non-confidential motion. If he gains this from parliament thus the ministers win automatically such a confidential motion.

    The prime minister can quit the post when he fails to win a confidential motion in parliament.

    The new draft says that on proposal of the prime minister the president can dissolve parliament within 15 days only when parliament has managed to nominate a new prime minister within the same period.

    A group including not less than five deputies can ask a non- confidential motion against the prime minister. s.s/mima/ak/

    [03] Prosecutor's office investigates persons involved in '97 unrest

    TIRANA, May 30 (ATA) - By Th. Thanasi: Director of the Investigation office at the General Prosecutor's office Agim Tirana said on Saturday that the Prosecutor's office had proofs which incriminate former authorities involved in unrest of spring '97.

    Tirana said that former senior officials not only had been allowed to leave Albania but had also managed to take important and top secret documentation.

    "The investigation is secret. The documentation on investigation is on the hands of the General Prosecutor's office," Tirana said to ATA on Saturday.

    He added that investigation was underway in Tirana, Shkoder, Vlore, Fier, Gjirokaster, Sarande, Permet, Cerrik and others cities.

    Albania entered into anarchy on February-March 1997 after the collapse of investment schemes in which thousands of people lost their live savings and toppling of the Democratic party of the former president Sali Berisha.

    Around 1,500 people were killed during this period due to uncontrolled use of weapons looted from some 1,500 military depots.

    Tirana said that "the results of investigations are much advanced that those of the parliamentary commission investigating on events of 1997."

    He added that the Prosecutor's office put 10 best prosecutors at the disposal of the parliamentarian commission but the latter included only one in its work.

    "The reluctance to include all the prosecutors in the commission is one of the reasons which delay the outcome of the commission," Tirana said adding that "no consultation has been held with prosecutor's office specialists in inquiries about the National Information Service (SHIK) and Interior Ministry." s.s/mima/ak/

    [04] Albania's 55th cycling tournament started

    TIRANE, May 30 (ata) - By E Jonuzi: The 55th cycling tour of Albania started on Saturday with the participation of 6 teams: Tirana, Vllaznia, Apolonia, Partizani, Besa and Beselidhja.

    The first stage is Tirane-Shkoder, 119 km, whose record was set by Sytki Tafili (Vllaznia) with 2h 52' 45'' in 1985.

    The chief referee of the tournament, Abedin Guxe, told ATA that the bad state of the roads and the heavy traffic make the tour more difficult.

    The 55th cycling tour will be over on June 4, 1998.

    [05] Berisha praises Rugova-Clinton meeting as a U.S. support for the question of Kosova

    TIRANE, May 30 (ata) - By A Haxhiu: The Albanian Democratic Party highlighted the meeting between Kosova President Ibrahim Rugova and U.S. president Bill Clinton in the White House as a support of the United States for the question of Kosove, for a just settlement of it, Sali Berisha, DP leader, told a news conference on Saturday.

    Berisha described the meeting on Friday between Rugova and Clinton as a deserved valuation of U.S. President, Government and nation for the political and peaceful efforts of President Rugova and the Albanians of Kosove to solve their question. /s.s./pas/xh/

    [06] Book "Albanians and Serbs in final fight for Kosove" presented in Tirane

    TIRANE, May 30 (ata) - By Suela Zeraliu: "Albanians and Serbs in final fight for Kosova" is the title of a book presented in the hall of the Writers' and Artists' League in Tirane on Saturday. The book, with author Nexhmedin Spahiu, makes a comparative analysis in the historical plane of the political currents in Kosove for the solution to the national question.

    The book treats the political developments in Kosove in 1997-1998. It is a logic continuation of the previous analyses of the book "Albanian equilibriums" which envisaged an inevitable war in Kosove.

    The war, writes the author of the book, will be escalated until the final victory and "we believe and hope that the winning party will be the Albanian one because it is fighting for a right cause and enjoys the support of the most powerful states of the world, the U.S., Germany, Great Britain, etc." Spahiu says that there is only one settlement, and that is the independence of Kosove. "All other solutions, which avoid genocide and cleansing among of Albanians automatically lead to this solution, the independence," says Spahiu. /s.s./pas/xh/

    [07] 14 registers of eight form school Fan Noli stolen

    TIRANE, May 30 (ata) - By The Thanasi: Fourteen registers were stolen by unidentified people last Friday in the Fan Noli eight form school in the centre of Tirane.

    The spokesman of the Police Department of the Tirane Prefecture told ATA on Saturday that at about 7.30 p.m. on Friday, in the director's office of the school were taken 14 registers of the 6th, 7th and 8th forms.

    According to preliminary investigation, at least three robbers have broken the glass of a window in the back side of the school by putting in its adhesive tape to avoid noise. After this act they had smashed the door of the director's office and taken the registers away.

    The spokesman of police said that the motive of the act was not yet determined.

    This is the third case when schools in the capital are stolen after Ismail Qemali and Sami Frasheri secondary schools. /s.sh./pas/xh/

    [08] SDP calls on International Community to continue pressure on Milosevic

    TIRANA, May 30 (ATA)-By K. Kostreci, The Social-Democratic party of Albania (SDP) on Saturday called on the international community to continue pressure on Yugoslav president Slobodan Milosevic.

    "The SDP calls on the international community, governments of various countries, the U.N., EU, NATO, OSCE, the Contact Group and the U.S. to continue pressure on Milosevic, as the only way to force him to give up the policy of war," a resolution of this party approved by its fifth National Conference says.

    The resolution says that the policy pursued by Milosevic is "provoking and has taken hostage since years ago not only the Albanian people of Kosova but all the peoples of the region of the Southeastern Europe and boarder".

    The SDP also calls on all the political forces in Albania, associations and organisations, as well as on the entire Albanian people, that "at a time when the existence of our compatriots is at stake, we should find the common language to powerfully express the unshakable will in defence of the life, freedoms and human, political and national rights of the Albanian people in Kosova." /s.sh/das/lm/

    [09] Fighting in Kosova continues, at least four Albanians killed

    PRISHTINE, May 30 /ATA correspondent Behlul Jashari reports:

    The operations of the Serbian army and police continued on the Kosova- Albania border belt, in the regions of Dukagjini and Drenice, on Saturday.

    According to delayed reports because of the isolation of the regions and telephone disconnection, yesterday's fighting in Kosova has killed four Albanians and injured some tens of others. Three of the killed are from the Kosova suburbs and one from Gllagovac.

    According to the Kosova Centre of Information, two killed Serbian policemen were sent to the Gjakova hospital last night.

    Sources of the Human Rights Council in Kosova report that on the same night, an officer and a soldier of the Yugoslav army were sent to the Prizren hospital.

    Albanian sources report on killed and injured also in the hospital of Peja and that of Prishtine. /cela/das/lm/

    [10] Serbian forces attack Junik

    PRISHTINE, May 30/ATA correspondent Behlul Jashari reports: There are no reports available on what is taking place today in the commune of Decan where the Serbian forces' attacks continue because of the telephone connection cut and curfew.

    According to statements of these regions' inhabitants, who managed to flee the fighting zones yesterday morning, one of the biggest towns of Kosova, Junik, near the border with Albania, was the target of Serbian forces' grenades.

    According to witnesses, an Albanian was killed in the Serbian forces' attack in Junik yesterday.

    The Serbian forces, after launching grenades and damaging several houses, entered the village. At the time of the attack, there were more than 7000 inhabitants of this villages and 5 000 war refugees from the other villages.

    The men have stayed in the village, while the others have fled to other villages. /b.ca/das/lm/

    [11] Serbian forces burn, destroy and loot houses of Albanians

    PRISHTINE, May 31 /ATA correspondent Behlul Jashari reports:

    Military operations of Serbian forces in the suburbs of Gllogoc continue.

    In the suburbs of Komoran, some 25 km. southwest of Prishtine, the Serbian forces have destroyed and looted many houses, and written on the walls "Death of Albanians", "All Albanians will be killed", "Here is Serbia" etc. /b.ca/das/lm/
