    TIRANE, Oct 26 (ATA) By Enkelejda Koraqi: - Security in Albania is indispensable for foreign investors to come to Albania, The OSCE Ambassador in Tirane Geert H said on Monday.

    "Investments are very important to the development of this country's economy, that is why fight against crime and restoration of order are primary elements of security", Ahrens said in a press conference.

    OSCE Ambassador estimated the situation North of Albania as very improved but not without problems.

    "The important thing is that travelling through Albania should be normally safe just like in other European countries. The image of Albanian all over the world should be improved just to provide this security for foreign investors", concluded Ahrens. /led/gs/

    [02] Drugs traffic - the main financial source of crime

    TIRANE, Oct. 25 (ATA) - By Th. Thanasi: The Albanian prosecutor Arben Rakipi revealed during a meeting held in Rome with his counterparts of several European countries that the drugs traffic is the main financial source of crime.

    Sources from the the General Prosecution office told ATA on Monday that Rakipi highlighted the necessity of legal amendments for a more efficient combat against drugs traffic, better coordination of common practice work between the prosecution offices, especially with the neighboring countries of Italy and Greece, as well as the necessity of establishing rehabilitating institutions for the use of drugs in Albania.

    Italian anti-mafia prosecutor, Pier Luiggi Vigna, who admitted that the relations with the Albanian prosecution were in very good levels, highlighted the necessity of such meetings. He considered these meetings as important for the increase of cooperation and reciprocal exchange of information between the two prosecution offices for achieving results in the struggle against drugs traffic, clandestine immigrants, prostitution, arms and the organized crime in general.

    In Roma meeting, held in Oct. 21-23, participated the prosecutors of Italy, France, Turkey, Portugal, Spain, Marok and Albania. /led/A.A/

    [03] Ilir Meta, most possible candidate for Albania Premier

    TIRANE, Oct 26 (ATA)-By E. Nepravishta, Ilir Meta is the most possible candidate for the position of Albania's Prime Minister, following the withdrawal from this office of Pandeli Majko.

    The fact that Ilir Meta is the most suitable candidate to replace Majko, at the head of the Albanian executive, was made known to ANSA late on Monday by SP chairman Fatos Nano.

    "I will support his candidature," said Nano, who has considered Majko's gesture (his request for resignation), as another act of his responsibility.

    Also, Socialist Party Secretary General Namik Dokle told private television "Klan" on Monday that Ilir Meta has been, as Majko himself has declared, his (Majko's) right arm, and as such he is the most possible candidate for the position of Prime Minister. In this way the continuation of the Majko governing, which has achieved several successes during this year, would be ensured.

    The two main SP leaders have pronounced themselves after Majko's request for resignation as Prime Minister was made public.

    The Premier's office reported on Monday evening that Majko would present his resignation to President of the Republic Rexhep Meidani on Tuesday.

    Majko undertook this act following the political situation created at home, after the 3rd SP Congress, in which Majko was defeated in his candidature for SP leadership.

    Ilir Meta has a ten-year-old political career. He has been one of the founders of the Euro-Socialist Youth Forum, while he is currently the chairman of this Forum. He has been Secretary for Foreign Relations in the SP. Since October last year he has held the office of deputy Prime Minister in the Majko cabinet and that of the Minister for Government Coordination. /s.s/lm/

    "KOHA JONE", independent daily.

    - "Majko resigns. Meidani: I approve". The president of the Republic, Rexhep Meidani, will accept the resignation request Premier Pandeli Majko will submit to him today at noon. In the meantime, an urgent meeting of the SP General Steering Committee is announced. - "Jemin Gjana replaces Pollo". Gjana, head of the parliamentary group that DP recognizes, participates in the meeting of the parliamentary bureau. - "Association in EU, the agreement delaying Albania". As Macedonia started talks on the association agreement, Albania has been scheduled after November 15.

    [05] Milo, Georgevski discuss Albanian-Macedonian relations

    TIRANE, Oct 26 (ATA) - Albanian Foreign Minister Paskal Milo, at a recent meeting with Macedonian Premier Georgevski, stressed the urgent need of strengthening ties and cooperation in all fields, sources from the Foreign Ministry told ATA on Monday.

    Milo, on a visit to Finland for the second session of political dialogue with the European Union, had a meeting with Georgevski and his counterpart Dimitrov.

    The perspective of implementing the Stability Pact and relations with EU was discussed at the meeting. Milo stressed the fact that the Albanian government continues to offer its will to implement the agreement which stipulates free movement of border population between the two countries.

    Georgevski expressed full understanding of the requests of the Albanian Minister and promised that the regime of free movement of border population would be applied very soon.

    Milo proposed a bilateral meeting of Albanian and Macedonian Foreign Ministers to examine the incidents and killing of Albanian nationals by the Macedonian border police. The proposal was positively received by the Macedonian Premier.

    Georgevski declared that the Albanian University of Tetove will officially become active once the funds are provided by international donors.

    At the end he raised a series of issues that have to do with the religions rights of the Macedonian minority of Prespe. /led/gs/lm/

    [06] Majko to submit resignation as Prime Minister on Tuesday

    TIRANE, Oct 25 (ATA)-Albanian Prime Minister Pandeli Majko on Tuesday by midday will submit his resignation to President Rexhep Meidani.

    The Prime Minister's press office is authorized to inform that this decision reflects the political situation created in the country after the 3rd Congress of the Socialist Party at which Majko lost the race for Socialist Party leadership. /led/lm/

    [08] Albanian Rotary Club gives 45 000 primers to Kosovar children

    TIRANE, Oct 26 (ATA) By Ornela Kadaifciu: - Rotary Club of Tirane in cooperation with International Rotary Club and its president Carlo Ravizza, recently donated 45 000 primers to Kosovar children who started the new school year 1999-2000, in Kosovo schools.

    The Albanian Rotary Club, in a press release, made known that "Sokol Gjoka, President of Albanian Rotary Club and Fatmir Toci,President of the Publishing House "Toena", handed over 45 000 primers to the UNMIK representatives and Education Ministry of Kosovo Interim Government.

    The content of these primers is the same as primers published in Albania, aiming at unification of the Albanian language teaching method in Albania and Kosovo.

    The publication of these primers, realized by "Toena" Publishing House, amounted to $100 000.

    Albanian Rotary Club was founded in 1993. Its activity extends in various fields of the Albanian society such as providing humanitarian aid in health service, education, etc. /lh/gs/

    [09] Premier Majko submits resignation to President of Republic

    TIRANE, Oct 26 (ATA)-By A. Haxhiu, Albanian Premier Pandeli Majko, at around 12.00 on Tuesday, submitted his resignation to President of the Republic Rexhep Meidani, the President's press and information office confirmed to ATA.

    The decision of President Meidani on Majko's request for resignation as Prime Minister is expected to be declared. /lh/lm/

    [10] OSCE supports governance continuance

    TIRANE, Oct 26 (ATA)-By I. Luto, OSCE on Tuesday stressed the indispensability of ensuring governance continuance and asked from the new government, that will replace the Majko cabinet, to preserve stability and fight crime and corruption.

    "OSCE does not comment changes in government as it does not support names but politics," said OSCE spokesman Giovani Porta, a few minutes before Prime Minister Pandeli Majko handed over his resignation to President of the Republic Rexhep Meidani.

    "Nothing would have a negative impact if a governing continuance was ensured," said Porta in response to theses circulating in the Albanian public opinion that a change of government would be of consequences for Albania's image in the world.

    "We are interested in Albania's stability, therefore the coming government should continue to have as its priority the fight against crime and corruption".

    Today by midday Majko officially submitted this resignation, which has been expected since his loss in the elections for Socialist Party leadership.

    According to pronouncements by two main leaders of SP, Nano and Dokle, Ilir Meta, who has been deputy Premier in the Majko cabinet, is expected to be the head of the new government of the "Alliance for State" coalition. /lh/lm/

    [11] Guardia di Finanza sequesters three speedboats

    DURRES, Oct 26 (ATA)-By G. Kabashi, Three speedboats, dozens of kg of contraband goods such as cigarette and hashish as well as four persons have been intercepted by the forces of Guardia di Finanza and Albanian police, following joint operation on both shores.

    Sources from Guardia di Finanza, deployed at Durres port, reported on Tuesday that on Monday the police forces of Durres observed the suspected movement of a group of people near the mouth of Erzen, 12 km north of Durres.

    The police forces asked the aid of Guardia di Finanza speedboats, which at around 17.00 blocked a powerful dinghy, ready to cross the Adriatic.

    On the same day, near Mali i Robit, Kavaje district, the local police detained a citizen on charges of favouring illegal trafficking.

    According to the same sources, although the sea was heavy, in Frigole near Lecce, at around 5:30 on Tuesday, 15 illegal emigrants, among whom 12 Albanians, two Moldavians and one Romanian were intercepted. They were caught in possession of 4.8 kg hashish.

    Overnight the Guardia di Finanza near Bari sequestered two powerful dinghies on which it found an amount of 316 kg of contraband cigarettes. While the identity of the three persons arrested is kept secret for investigation purposes. /lh/lm/

    [12] Meidani asks Majko to stay in office until creation of new cabinet

    TIRANE, Oct 26 (ATA)-By A. Haxhiu, President of the Republic Rexhep Meidani on Tuesday asked Premier Pandeli Majko and his cabinet members to stay in office until the formation of the new Council of Ministers.

    The President's Press and Information office told ATA that Majko today (Tuesday) handed over his resignation as Prime Minister to the President of the Republic.

    "Given the latest developments in the Socialist Party which were associated with changes in the respective structures I present my resignation as Prime Minister, a request based on article 96 of the Constitution of the Republic of Albania," the resignation request says among other things.

    Meidani praised the Majko-run performance in devotedly coping with the humanitarian crisis, created by the influx of hundreds upon thousands of Kosova Albanians in Albania due to Serb genocide, in improving public order in Albania and in successfully accomplishing many other tasks.

    Meidani reiterated that, according to article 106 of the Constitution of the Republic of Albania, the Prime Minister and the ministers are duty bound to remain in office until the formation of the new Council of Ministers. /lh/lm/

    [13] Talks of joint Albanian-Greek Commission under way

    TIRANE, Oct. 26 (ATA) - By Dorian Koça: The three-day talks of the seventh session of the joint Albania-Greek commission on the economical, industrial, technical and scientific cooperation have begun in Athens, sources from the ministry of economic cooperation and commerce reported.

    The Albanian part is presented by the Minister of Economic Cooperation and Commerce, Ermelinda Meksi, while the Greek part is presented by the Alternate Minister of Greek National economy, Zissi.

    According to the official sources the minister Meksi has revealed that these talks favor the achievements of the set objectives even in the context of the Pact of Stability. Meksi demanded the acceleration of Greek engagement in the field of economy and investment, the release of 1,5 million dollars promised by the Greek government as a budgetary support after the crisis in Kosove, the disbursement of 450 million Drachmas for the damages of 1997 within a month, as well as the reciprocal exploitation of the waters of the Vjose river and the electrical line Korçe-Permet.

    The Greek Alternate Minister Zissi highlighted that some 200 Greek companies operate their activity in Albania and that Greek covers 1/3 of the Albania foreign commerce. She said that 3,5 billion are disbursed from the credit of 20 million Drachmas and that 5 other billion are scheduled to be disbursed soon.

    [14] Two foreign prostitutes detained

    DURRES, Oct 26 (ATA) By Gezim Kabashi: - Two foreign female citizens, one Moldavian and the other Romanian, were detained late on Monday during a police search in the motels of Durres beach.

    Police sources said they had been exercising prostitution for a long time there. This is also proved by the fact that at the same motels,eleven Albanian citizens were found with no identification documents.

    One automatic gun and eight vehicles lacking documentation were blocked during this police search. /lh/gs/A.A/

    [16] German experts offer their experience in military field

    Tirana, October 26 (ata) - By Enklejda Koraqi - A team of German experts in military field led by Colonel Jurgen Weidemaier, is organizing a seminar with Albanian military men concerning the internal military management.

    The three-days seminar, that is holding at the Military Academy "Skenderbej", has as its main target the recognition of the principles of the internal military management and their application by the Albanian army.

    The close cooperation between the two armies and its extension in the future was the key topic of the meeting held between the German military experts and the Albanian Deputy Defense Minister Ilir Bocka. /led/linda/

    [17] Hajdaraga highlights Great Britain role on security in region

    Tirana, October 26 (ata) - By Enkelejda Koraqi - Albanian Minister of Defense Luan Hajdaraga on Tuesday estimated the current role of Great Britain on stability of the situation in Kosova and the special contribution of its troops in AFOR mission in Albania.

    Albanian Minister of Defense Hajdaraga talked about the good relationships that exist in military field between the two countries in the meeting held with the new British Defense Attache Colonel Dore, with headquarter in Skopje and active role even in Albania. Colonel Dore estimated the same thing.

    The British Attache was accompanied by the Ambassador of Great Britain in Albania Peter January in the meeting with the Albanian Minister of Defense. This is a first official visit of British Attache Colonel Dore in Albania and will take five days. /led/linda/

    [18] German Interior Minister arrives in Tirane

    TIRANE, Oct. 26 (ata) - By Urim Bajrami: The German Interior Minister Otto Schily arrived on a one-day visit in Tirane on Tuesday.

    During his stay in Albania, Schily will discuss with Albanian Public Order Minister, Spartak Poci a group of bilateral agreements in the field of public order.

    In his latest visit to Albania some months ago, Mr Schily pledged that German assistance for Albanian police would continue. In this framework, Minister Schily will grant to Albanian police a value of 1 million DM in the form of police vehicles, radios, X-ray apparatuses, etc. /led/xh/

    [19] Two American NGO-s finance 400 thousand dollars for Elbasani infrastructure

    Elbasan, October 26 (ata) - By M.Lulja - 400 thousand dollars is the value of the fund allocated by two American NGO-s CRS and CAFOD, to be used on rehabilitation of the infrastructure in Elbasani Prefecture, on Tuesday reported the spokesman of this prefecture Hajdar Sejdini.

    According to him, this fund will be used on rehabilitation of the drinking water system in Krasta e Vogel area, suburban of Elbasan town, and on construction of new water pipelines in Peqin town, Bishqem and Broshke villages.

    Nearly 62 thousand dollars of this fund will be used on reconstruction of secondary school "Sul Misiri" and "Xhafer Kongoli" in Elbasani town, where the construction operations are foreseen to start in November 1, 1999. /led/linda/

    [20] Majko justifies resignation with lack of support by SP

    TIRANE, Oct 26 (ATA)- By E. Nepravishta, Albanian Premier Pandeli Majko justified on Tuesday his resignation as Prime Minister with the lack of total support from his party.

    "I believed that I would have on my side all the Socialist Party and the parties of "Alliance for State" coalition. Few months ago, I declared before Albanian public and voters that a clear stability pact was necessary to be signed in the Socialist Party. I said that because I felt myself bad in that atmosphere that brought cold terms and a cold war in the fold of the Party I belong to", said Majko.

    Majko declared that he was resigning, considering himself not a party in the conflict and in the political crisis, but a partner in the governing morale, as well as "reminding the morale of my declaration that I would resign as Prime Minister if I lost in the race for the Socialist Party chairmanship".

    Majko confirmed that on Tuesday he submitted his resignation from the post of the Prime Minister to President of Albania, Rexhep Meidani.

    Pandeli Majko was born in Tirana, on 15.11.1967. He is married and has two children. He graduated in Mechanical Engineering in 1992 as well as in the Law Faculty in 1995. His political experience: 1990 - author of the first public letter with criticisms addressed to former Premier Adil Carcani, demanding better living conditions for the students and reforms in the university; 1990 - representative of the Students' Movement of December '90; 1990 - one of the 300 founders of the first legal party, the Democratic Party, created after pluralism was established in Albania; 1991 leaves DP to join the Socialist Party and with five other friends founded FRESH (Albanian Euro-Socialist Youth Forum) of a politically left orientation, which was attached to SP structures; May 1992-1995 chairman of FRESH; 1992-1996 deputy to the Albanian Parliament; 1993 - awarded "Martyr of Democracy" Medal by the former President Sali Berisha; 1996 - Secretary of the Public Relations in SP; 1997 deputy and chairman of SP Parliamentary Group; 1997 - elected SP Secretary General; 1997 - Chairman of the Albanian OSCE delegation; 1998 Prime Minister of Albania. /led/so/xh/

    [21] IMF asks for investments implementation

    Tirana, October 26 (ata) - By Elton Metaj - The mission of International Monetary Fund (IMF) on Tuesday asked all the Albanian Ministries to use the money in an effective way in order to fulfill the investments program.

    The IMF mission, led by Mr.Corker, met the following Albanian Minister, Angjeli, Bufi, Shuli, Ruka, Solis and Deputy Minister Shkreli to discuss about the fulfilment of the index of year 1999, the budget of year 2000 and the problems related with the investments implementation in Albania.

    Nearly 50% of the investments plan, marking in total some 19 billion leks, is fulfilled till now, it is pointed out in the meeting.

    The members of Albanian Government presented to the mission of the Fund some of the problems faced this year, and the ones related with the investments fulfillment.

    The financial situation in general is stable and positive, and the money offered should be used effectively by the respective ministries to fulfill the investments program for year 1999The Head of IMF mission Corker, in order to have positive impact in Albanian economy.

    [22] EU finances aim at infrastructure improvement

    Tirana, October 26 (ata) - By E.Metaj - The improvement of transport and water infrastructure is the main target of the grant of some 14 million euro that Phare Program of EU has offered to Albania for 1999.

    Referring to the press release of the press office of the Delegation of European Commission in Albania, the sum of 7 million euro given for the cooperation program Albania-Greece will be used for the reconstruction of a road sector from Konispoli to the border entering point, the reconstruction of Gjirokastra water provision system, facilities to have accesses in archeologist town of Butrinti and starting of several regional projects.

    Meanwhile, the sum of 7 million euro is given for the cooperation program Albania-Italy and will finance the following projects, the one in Durresi harbor, industrial park in Durres, road segments of North-South Corridor, Fieri water provision system and starting of many projects aiming at developing of regional economies.

    The general objective of Phare Program Cross-Border Corporation is to encourage the cooperation between the border regions of European Union and the regions of Central and Southeaster Europe to support these areas to cope with the specific development problems.

    For Albania this program brings the reduction of social-economic obstacles between Albanian and Italian, and Greek border areas, and stimulate general development. /linda/

    [23] There are common interests for expansion of Albania-Ukraine cooperation - Parliament Speaker

    TIRANE, Oct. 26 (ata) - The Albanian Parliament Speaker, Skender Gjinushi, in a meeting he had on Tuesday with the Ambassador of Ukraine in Albania, Yuri Sergeyev, stressed that there are common interests existing for the expansion of the cooperation between the two countries.

    Gjinushi said that the Euro-Atlantic integration is a constant commitment for the Albanian politics and that the materialisation and implementation of the Stability Pact are chances for the regional integration and for a lasting stability.

    Ambassador Sergeyev said that that there are common interests and this is a good basis for the partnership between the two countries. According to him, a package with agreements in the economic and cultural fields is being drafted, and it is expected to further expand the bilateral relations. "Politically and morally, we are participants in the peace process in Kosova and the soldiers from Ukraine are playing their role under the command of the North Altlantic forces, said Sergeyev. /led/xh/

    [24] Albanian opposition considers Majko's resignation as "failure of government coalition"

    TIRANE, Oct. 26 (ata) - By A Haxhiu: The Albanian right wing parties considered on Tuesday the resignation of Pandeli Majko from the post of the Premier as "failure of the the government coalition to govern the country."

    The chairman of the Democratic Party, Sali Berisha, in a news conference on Tuesday, said that "the country has been plunged into crisis and in face of this situation, the best solution would be the creation of a government with a broad basis and the setting of the date for earlier elections."

    On the same day, the political grouping Albanian United Right Wing, through a press release, asked from the President of Albania Rexhep Meidani, to convene a round table meeting with representatives of the parliamentary political parties.

    According to this grouping, "the holding of a round table discussion would help unblock the grave situation in the country and would open the way to a new political solution."

    President Rexhep Meidani accepted the request for resignation that Premier Pandeli Majko formally submitted to him on Tuesday noon. /xh/

    [25] Meeting of SP presidency discusses candidates for post of Premier of Albania

    TIRANE, Oct. 26 (ata) - By Enkelejda Koraqi: The meeting of the Presidency of the Socialist Party is going on in closed doors in the headquarters of this party, for three hours now.

    The meeting is expected to elect the possible candidates for the new premier of the Republic of Albania. People close to the SP said that the most possible candidates from two or three candidates proposed for discussion by the Presidency, is that of Ilir Meta, presently deputy Premier and Minister of Government Coordination in the cabinet Majko.

    After the meeting of the presidency, a press release is expected to make public the candidacies for the post of the Prime Minister, which will be submitted for approval to the SP General Leading Committee. /xh/

    [26] SP presidency announces candidacy of Ilir Meta for post of prime minister of Albania

    TIRANE, Oct. 26 (ata) - Enkelejda Koraqi: Ilir Meta is the sole candidacy that announced on Tuesday evening for the post of the prime minister by the presidency of the Socialist Party .

    According to Fatos Nano (SP chairman,) the candidacy of Meta ensures continuation of stability during the transition from cabinet Majko to the next one. "This candidacy is the best and ensures the respect for the values of the socialist governing and the integration of the achievements of the two socialist governments in the new cabinet."

    Meta's candidacy, according to Nano, brings more tranquillity, confidence and guarantees for a continuation of the governing commitments and strengthens the ruling coalition. This candidacy will be submitted to the SP General Leading Committee, which will convene on Wednesday morning, to make the final decision.

    Nano has explained that other candidates were proposed in the meeting of the SP presidency, but they withdrew before the candidacy of Meta. /led/xh/

    [27] German Minister confident of relations with Albanian police

    TIRANE, Oct 26 (ATA)- By R. Xhuvani, Minster of Public Order Spartak Poci considered relations with German police as ties of partnership and expressed the wish for their consolidation in the future, at a meeting with his German counterpart, Otto Schily, on Tuesday afternoon.

    Minster Schily voiced his optimism for the future of the relations with the Albanian police. "Together we have faced and overcame the severe Kosova crisis, and we have continued cooperation in many directions. We have found a good understanding with the Albanian party regarding the return of Kosovars as well as other specific issues, which makes me feel optimist for the future of our relations", said Schily.

    Minister Poci said they were willing to consolidate relations between the two countries' police on partnership bases.

    This the third visit the German Interior Minister pays to Albania within a year. /led/so/
