  • [01] "Pooh", "Rock No War" inaugurate playground for children of Tirana

    TIRANE, Oct 27 (ATA)- By K.Shehu, Italian group "Pooh", renowned from the public of all the world, set foot for the first time in Albania on Tuesday.

    Camilo Facinetti, Stefano Dorazzio, Donado Battalia and Bruno Camilliani came for the first time in Albania but not on song mission.

    A humanitarian mission brought them among a not usual Albanian public, the children of the capital, to whom "Pooh 'donated' the playground.

    Under the motto "All children of the world should be happy", the playground, initiative of "Pooh" in cooperation with the association "Rock No War", was inaugurated on Tuesday afternoon during a ceremony organized by the Albanian Ministry of Culture.

    "This is a small but very significant sign that shows solidarity towards the Albanian children", the Minister of Culture Edi Rama, said about the construction of the playground, worth 15 million lire.

    The creation of this playground is part of the project "A happy country" worth $ 10 000 that will be extended in all countries affected by the war.

    Meanwhile a park of this kind is also reported to be inaugurated on Wednesday by "Pooh" in the city of Peja ,Kosova. /lh/so/

    [02] president Meidani meets with priest of Velipoje

    TIRANE, Oct 27 (ATA)-By K. Bicaku, President of the Republic Rexhep Meidani received the priest of Velipoje, Don Marjan Ukaj, and the sister of this parish, Juditha Heidel, in his office on Tuesday.

    They presented Meidani with a book illustrating the road followed for the construction of religious and social-cultural religious works in Veliopoje through the contribution of the parish and various donors and specialists from Austria, Germany, Italy and others.

    Receiving this book, Meidani expressed his excellent impressions he had preserved since his visit to Velipoje on the inauguration of the magnificent church of Shen Nikolla.

    There he closely got to know and value the performance of the parish to set up works of cult, teaching, education and service for the inhabitants of the zone.

    Marjan expressed the parish's cordial thanks for the constant support provided by President Meidani and informed Meidani of the new projects which also include the building of a modern kindergarten, to be inaugurated by the beginning of November.

    At these friendly talks Meidani and guests from Velipoje spoke of various issues of educating the youths with the values of religion and humanism as well as of the religious commitments to this direction. /lh/lm/

    [03] Meta, Ceco, candidatures for Prime Minister

    TIRANE, Oct 27 (ATA)- By E. Nepravishta, The second meeting of the General Steering Committee (GSC), which will nominate the new Premier of the "Alliance for State" coalition, is underway at the Palace of Congresses.

    SP chairman Fatos Nano took the floor to represent the candidature of Ilir Meta, currently Deputy Premier of the Majko government, emerging from yesterday's meeting of SP chairmanship.

    "Ilir Meta is the best and the most convergent candidature under the present conditions because he has been nearer to Prime Minister Majko. He has run the government side by side with Majko, has run important structures of the administration, has managed the humanitarian crisis and is an important figure as regards international partners," said Nano.

    Nano also considered Majko's resignation a responsible act.

    The second candidature for the position of Prime Minister was proposed by Gramoz Ruci, head of the socialist parliamentary group. Ruci proposed Makbule Ceco, governor of Tirane, as candidature for Prime Minister which was also supported by six members of the chairmanship.

    The GSC meeting continues. Some other candidature proposed by the GSC members is not unlikely. /lh/lm/

    [05] Voting begins in GSC of SP for Premier

    TIRANE, Oct 27(ATA)- By I. Luto,

    The SP General Steering Committee (GSC) has begun voting the candidature for the new premier.

    Two are the candidatures for which the GSC members will vote, that of current deputy Prime Minister Ilir Meta, proposed by SP chairman Fatos Nano, and the candidature of Makbule Ceco, currently governor of Tirane, proposed by the head of the party's parliamentary group, Gramoz Ruci.

    Ruci motivated the proposal for Ceco's candidature for Premier with the successes attained by the Tirane prefecture, governed by Ceco, in handling the emergency situation created by the Kosova crisis.

    While Ilir Meta, taking the floor before GSC members, said that the successes achieved in the Majko cabinet governing should not be seen in singular.

    "We have achieved this by working in group," he said.

    It is the first time a woman has been proposed for Premier. Makbule Ceco, born in 1948, graduated from the Political-Law Sciences Faculty of Tirane University and has received several degrees. The voting continues. /lh/lm/

    [06] Consultations on first laws of postwar Kosova begin in CE

    PRISHTINE, Oct 27 (ATA)-By B.Jashari, Experts consultations on the first laws of postwar Kosova will begin today in the European Council (CE), ATA sources from Kosova report.

    A delegation of Kosova Law Experts Council, which acts in the framework of UNMIK, led by Blerim Reka, arrived in Strasbourg yesterday at the invitation of EC.

    Prior to his departure, Reka said that the delegation will hold consultations with EC law specialists on the first 14 law drafts, such as the Criminal Law, Law of Penal Procedure and other laws, which have been drafted during the last 3 months by the Kosova Law Experts Council, operating within UNMIK. /lh/so/lm/

    The SP General Steering Committee (GSC) on Wednesday nominated Ilir Meta for Prime Minister.

    After the voting Ilir Meta won 68 votes as against 45 votes gained by the other candidate, Makbule Ceco.

    [08] Clearing mines with hope to sell them

    HAS, Oct 27 (ATA)- By R.Hoxha,

    State neither buys nor sells mines to citizens, chairman of Has council, Hysni Alia said, voicing the concern on the fact that several individuals of the border zones have begun clearing unexploded mines themselves hoping state will buy them.

    Such a concern was also expressed by the assistant of the Education Against Mines' project, of the humanitarian association CARE international, Jonuz Kola. According to him "inhabitants of border zones have knocked on the doors of this association keeping unexploded mines in their hands hoping they (the association) are going to buy them".

    Care International association, which has established its offices in Kukes and Has district has undertaken a sensitizing and education campaign on the risks that mined zones constitute. The association has called on the inhabitants of the border areas to give up mine clearing without being authorized and keep them out of their houses because it would be very dangerous for their life.

    Some 13 people have been killed 53 injured when stepping on mines in the three districts of Kukes, following June 13. /lh/so/

    [09] New government cabinet to bear name of Ilir Meta

    TIRANE, Oct 27 (ATA)-By Eranda Nepravishta, The SP General Steering Committee (GSC) on Wednesday nominated Ilir Meta for Prime Minister.

    After the voting, Ilir Meta won 68 votes as against 45 votes gained by the other candidate, Makbule Ceco.

    Some 113, out of 119 GSC members, took part in the vote.

    Meta's candidature was declared by SP Chairman Fatos Nano on Tuesday evening as the candidature chosen by the SP Presidency for Prime Minister.

    Nano presented Meta's candidature also at the second meeting of the SP General Steering Committee (GSC), emerging from the 3rd Congress.

    Nano motivated Meta's candidature with the words "Ilir Meta is the best and the most convergent candidature under the present conditions because he has been closer to Prime Minister Majko. He has run the government side by side with Majko, has run important structures of the administration, has handled the humanitarian crisis and is an important figure as regards international partners".

    Meta, nominated by his party for Premier of the government coalition, is now expected to create the new Albanian government cabinet and present it to the President of the Republic to be decreed.

    Meta was born in Skrapar on 24.03.1969. He is married, with one child. He graduated from the Economic Faculty, Political Economy Branch, Tirane University.

    As regards his political experience, Meta has been SP deputy 1992- 1996; Deputy chairman of FRESH 1992-1995; deputy chairman of SP 1993-1996; Secretary for SP International Relations 1995-1996; SP deputy in the 15th legislature of Albania's Assembly in 1997; Deputy Premier and Minister for Government Coordination in the Majko Cabinet in 1998. /lm/

    [11] New government to be continuation of the predecessor - Meta

    TIRANE, Oct 27(ATA)-By I. Luto,

    Ilir Meta, the candidate voted by the SP General Steering Committee (GSC) for Premier, declared on Wednesday that his government will be a continuation of the predecessor.

    "We will continue the road of reforms and restoration of stability in the country to make Albania a significant factor in the region," said Ilir Meta right after the GSC voting commission declared him winner with 68 votes against Makbule Ceco with 45 votes.

    Meta promised that he and his cabinet will fight for a more qualitative governing in half of the remaining mandate, to ensure the electorate to the Socialist Party in the elections of 2001. /lh/lm/

    [12] Kosova will have its merited place in European integrations- Hombach

    PRISHTINE, Oct 27 (ATA)- By B.Jashari, Kosova will occupy its merited place in the European integrations, Bodo Homach, special coordinator for the Balkans' Stability Pact said in Prishtine on Tuesday.

    Hombach held talks with Premier Hashim Thaci, who briefed him on Kosova Interim Government's viewpoints on the Balkans' Stability Pact.

    On the same day, Premier Thaci met with the French ambassador in Skopje, Uncinger, who introduced the responsible for the French Office in Prishtine, Zhak Strum.

    Thaci has demanded a greater engagement from France in resolving current problems in Kosova, especially in Mitrovica. /lh/so/lm/

    [13] Situation in Kosove during last week improved - Kosove Transitory Council

    PRISHTINE, Oct. 27 (ATA) - By Behlul Jashari: The Kosove Transitory Council leaded by the UNO civil administrator, Bernar Kouchner examined on Wednesday the security situation.

    After the session held under closed doors, Kosove Interim Government Premier Hashim Thaçi declared that "the security situation in Kosove during the last year was the quietest since the end of the war. He estimated that "this is a good sign" and "it is due to the reciprocal cooperation and cooperation of Kosove mechanisms with the international bodies in Kosove". Premier Thaçi highlighted that these positive signs "pave the way for international economical investments in Kosove".

    Asked about the parallelisms of Serb minority in Kosove, such as the decision on Serb protective troops, the Serb executive council and others Premier Thaci said flatly " those decisions has been and continue to be unacceptable for us".

    Even in the today's session of the transitory council, the representatives of Serb minority continued the boycott while the dangerous and destabilizing actions of Serbs for the division of Kosove are carried on.     [14] Inter-border project for affecting business relations

    KORCE, Oct. 27 (ATA) - By B.Fejzullai: The implementation of an inter- border project which will affect business relations between Korce and Ohrid is under way. This project is financed by CREDO-PHARE program of EU and is worth 38 000 Euro.

    Sources from the Regional Development Agency (RDA) with its center in Korce told ATA on Wednesday that the project aims cooperation in tourism and other economical fields between the two regions.

    RDA is concluding some projects on tourism and environment protection with its partners in both cities, and they will be presented to CREDO-PHARE program for approval.

    This program foresees foresees to finance the development projects of 36 inter-border regions of southeastern Europe, where even Korce and Ohrid take part, with a fund worth 7.7 million Euro. /led/A.A/

    [15] 160 million leks invested in Has

    Has, October 27 (ata) - By R.Hoxha - Tens projects are implementing in Has infrastructure with the fund worth 160 million leks offered by state budget and foreign donors such as UNHCR, AFD, ADRA, etc, said on Wednesday the head of District Board Hysni Alia.

    According to him, some 86 million leks are using on educational sector for the reconstruction of all the schools of the district and the construction of a new one in Vranisht village.

    While 34 million leks are accorded for the reconstruction of three medical centers of the civil hospital of Kruma town.

    Already it is working on rehabilitation of a considerable number of rural roads, and drinking water systems in villages.

    According to Alia, the structures of the local government of Hasi district are presented to World Bank and 36 projects worth 3.3 million dollars, whose implementation will continue three years. /lh/linda/

    [16] PHARE on development of local community in Albania

    Tirana, October 27 (ata) - By E.Xhajanka - The project "On development of local community" of PHARE Program of European Community entered in the final phase, on Wednesday reported sources from the offices of PHARE Program.

    This program, that started in September 1998, aims at infrastructure rehabilitation in rural areas and small towns to improve the living conditions of the local population and support the economic development of the regions. Its total value marked some 8,5 million EURO and Albanian Fund of Development is charged for its implementation. The program includes 14 districts of Albania, such as Kurbin, Malesi e Madhe, Lezhe, Mallakaster, Mat, Mirdite, Pogradec, Bulqize, Kruje, Kucove, Skrapar, Tepelene and Tirana rural areas.

    At the moment the program has completed 73 infrastructure projects in 10 districts. According to the sources of PHARE Program, other objects are foreseen to be completed within year 1999. /lh/linda/

    [17] Albania invited to sign several international conventions

    TIRANE, Oct 27 (ATA) - Secretary General of International Organization of Francophonie Boutros Boutros Gali addressed a letter to the Albanian President Rexhep Meidani where he invited Albania to sign and ratify some international conventions as associate member of the Francophonie Conference.

    Sources from the presidency reported that these conventions have to do with the prohibition of production, use, and transfer of antiperson mines, as well as their destruction, with the forbiddance and elimination of heavy works for the children, with the removal of final verdict and with the acquaintance of the status of Penal international court adopted in Roma in 1998.

    Gali expressed the engagement of the Fracophonie organization to offer to Albania the necessary support and aid for the continuous increase of the quality of these conventions' implementation.

    At the end of his letter Gali expressed his conviction that the cooperation between Albanian state and Francophonie Organization will be carried forward. /led/A.A/

    [18] INSTAT: Index of General Industrial Production to 80,5%

    Tirana, October 27 (ata) - By Elton Metaj- The Index of General Industrial Production in Albania in September 1999 reached to the level of 80,5%, while a month ago it was at 79,5%, on Wednesday reported Albanian Statistics Institute INSTAT.

    Referring to the data published by INSTAT on the industry in Albania, which belongs only to state sector, the index of digging industry in September 1999 was at the level of 52,5%. The energy products at the level of 67,7% and non-energy products at 24,1%.

    The production index in processing industry in September 1999 was at the level of 66,9%. The index of oil production to 93,2%, metallurgy 44,4%, mineral products' 30,3%.

    The greater products index in September 1999 is marked in electric energy by 112%.

    According to the privatization program of state enterprises that perform in strategic sectors of Albanian economy, such as, Albkrom, Albbaker, Albpetrol and ARMO, it is foreseen to be involved in privatization process in second half of 1999. /lh/linda/

    [19] AEC asks Edison group for construction of termo-power station in South Albania

    Tirana, October 27 (ata) - By A.Lila - The director of Albanian Electro-energy Corporate Alfred Paloka met on Wednesday representatives of Italian industrial group "Edison" and asked for construction of a termo- power station in Southern Albania.

    According to Paloka, the construction of this termo-power station will arrange the production balance of electric energy and will improve the energy provision to the citizens and industrial enterprises of this area.

    Both parts agreed to cooperate on concrete projects for exploitation of the energy sources and the increase of gas production. /lh/linda/

    [20] American association finances 400 thousand dollars on Korca hospital

    Korce, October 27 (ata) - By B.Fejzullai - American humanitarian association "Hunger action" financed 400 thousand dollars on rehabilitation of 35 medical centers in Korca district, told on Wednesday ATA sources from the Health Directorate.

    Two of these centers are in Korca town and the others in the following communes Pojan, Gore, Liqenas, Pirg and Libonik.The companies involved in operations will complete them in Spring 2000.

    After the rehabilitation, the equipment of this center with necessary medical furniture and devices will be financed by the humanitarian association "World Medicine". /led/linda/

    [21] Some 620 000 fake money sequestrated

    TIRANE, Oct. 27 (ATA) - By Th.Thanasi: Tirane police forces sequestrated on Tuesday some 620 000 Leks in the dwelling place of a 46- year old person in Tirane.

    On the bases of the information of police agents, police forces of regional office of economic-financial anticrime exercised a control in the dwelling place and in the local of Lavdosh Yzeir Shanaj, 46. Some 620 000 fake Leks were found during the control.

    Shanaj, who was previously arrested for wounding a person, was arrested at about 10.00 p.m on Tuesday.

    According to the official sources the police is investigating to find out the source where the fake money came from, but nothing is issued so far regarding their origin. /lh/A.A/

    [22] INSTAT: Commercial deficit in September at 8,018 billion leks

    Tirana, October 27 (ata) - By Dorian Koca - The commercial deficit in September 1999 in Albania reached at the level of 8,018 billion leks versus 6,538 billion leks in August. The percentage of covering the commercial imports by the exports was nearly 27%.

    Referring to the data taken from the Institute of Statistics, the goods export marked the value of 2,688 billion leks against 1,752 billion leks marked previous month. Meanwhile the goods re-export was 1,752 billion leks.

    According to INSTAT, the total value of the goods import was 10,706 billion leks. Commercial goods import in September reached to 9,654 billion leks and the humanitarian assistance marked 1,051 billion leks.

    The total value of humanitarian aid in goods was some 1,002 billion leks. /a.gj/linda/

    [23] National Dwelling Enterprise profits 25 million leks

    Tirana, October 27 (ata) - By M.Pupa - National Dwelling Enterprise profits a total value of some 25 million leks during the nine months of the year, reported sources from the Ministry of Public Affairs and Transport.

    The investments of this enterprise are overfulfilled during this period. The investments plan is fulfilled by 137 million leks from 116 million leks. The number of flats sold till the end of September was 1792. 736 of them are paid at once and 1029 others with credits. Referring to these sources, the number fulfilled during the nine months period is higher than the three previous years together.

    The specialists of this enterprise prepared projects on finding construction sites and the studies on engineering networks for new dwelling houses to be constructed through the Greek credit of some 5 billion drachmas. /a.gj/linda/

    [24] Germany finances 5 million marks in private sector

    Tirana, October 27 (ata) - By Elton Metaj - New finance agreement to be signed on Wednesday evening, in frame work of Financial and Technical Cooperation between Albania and Germany, foresees a contribution of German Government of some 5 million marks for the development of private sector and SME-s.

    According to Rolf Fehlings, project coordinator, GTZ office in Tirana, the German contribution of 5 million marks together with the participation of Albanian Government of some 2,5 million marks is added to the existent German-Albanian fund on small and medium enterprises SME-s, which reached to 19,5 million marks.

    German-Albanian Fund foresees to support, in particular, the Albanian citizens that come back from Germany and Albanian businessmen that start their business for the first time. This is the first fund fro SME-s, which is a development one and it is dedicated in production sphere, including even other activities such as transport and services.

    The loans to 150 thousand marks per each person will be soft ones.

    The fund is associated with Guarantee Fund of some 2 million marks, donation of German Government to Albanian one.

    GTZ office in Tirana will offer the necessary assistance for implementation of the technical aspects of the agreement. /led/linda/

    [25] PM Meta to meet parties of government coalition on Thursday

    TIRANE. Oct. 27 (ata) - By E Nepravishta: Ilir Meta, nominated on Wednesday by the Socialist Party as the new prime minister, will meet on Thursday morning with the representatives of the political parties of the Government Coalition "Alliance for the State," to discuss the candidates for the posts in the new government cabinet he will lead.

    Then, the list with the names of the ministers proposed by Mr Meta will be presented to and decreed by President of Albania Rexhep Meidani. /led/xh/

    [27] Germany to deliver DM5 million for development of private sector in Albania

    TIRANE, Oct. 27 (ata) - By Elton Metaj: The new agreement of financing to be signed on Wednesday evening in the context of the Financial and Technical Cooperation between Albania and Germany forecasts a contribution of DM5 million by the German government in support of the private sector and SMEs in Albania.

    According to Rolf Fehlings, coordinator of the project in the GTZ office in Tirane, the German contribution of 5 million DM together with 2.5 million DM by the Albanian government is added to the existing German- Albanian fund for the small and medium enterprises (SME) which is estimated at 19,5 million DM.

    The German-Albanian fund is envisaged to support especially Albanian nationals who return from Germany, as well as Albanian entrepreneurs who start their business for the first time. This is the first fund earmarked for SMEs, which is really a mere fund for development and to be used only on the productive sphere, without excluding other activities in the field of public services and transport.

    The credits as high as 150 thousand DM for every person from this fund will be granted on facilitating conditions.

    The fund is also accompanied with a guaranty fund of 2 million DM, a donation of the German Government for the Albanian Government.

    The GTZ-DEG office in Tirane will provide the necessary assistance for the realisation of the technical aspects of the agreement. /led/xh/

    [28] A house filled with weapons uncovered in Shkoder

    SHKODER, Oct. 27 (ata) - By M Malja: The forces of police in Shkoder uncovered on Wednesday a great quantity of weapons of different kinds in the village Stajke, nearly 10 km from Shkoder, sources from the police commissariat report.

    After signals in the police commissariat, at about 1 p.m., local police forces went to Stajke, and while controlling a house there, they found 5 mortars, a machine gun, two grenade launchers, 15 rifles, ten of which Zastava, an automatic rifle, 10 antitank mines, 200 TNT packages.

    Two of the family members in the house were detained by police suspected of arms-trafficking. The group of this trafficking must be greater, said the spokesman of the commissariat, adding that police are working to identify and catch the culprits.

    It is the third time that forces of this commissariat catch great quantities of weapons. In January this year, they uncovered a tunnel near village Mnele with about 20 automatic rifles, 10 carbines and dynamite, while in February a smaller quantity of weapons was recovered in the house of a Shkodra resident. /xh/

    [29] Albania's PM Meta determines objective for new government

    TIRANE, Oct. 27 (ata) - By A Haxhiu, E Koraqi: Ilir Meta, the Prime Minister who was decreed by the President of Albania Rexhep Meidani on Wednesday afternoon, declared before reporters that the objective of the new government is consolidation of public order, fight against corruption, restoring people's faith in the government and Albania's integration in Euro-Atlantic structures.

    "This government does not come from an institutional or economic crisis of the Government Majko but as a result of the democratization of the Socialist Party," said PM Meta.

    Without denying some changes in the new government, Meta said that "despite the consultations with the parties of the government coalition for the creation of the new cabinet, a considerable part of the existing ministers, especially those in important sectors, will not be replaced."

    The only concrete name the Prime Minister confirmed that will continue to be in the new government is that of Public Order Minister, Spartak Poci.

    Meta said he was for cooperation with the Albanian opposition in the institutional aspect and with the local government.

    Meta confirmed he had consultations on the structures of the new government with the two senior leaders of the SP, chairman Fatos Nano and Secretary General, Namik Dokle, while the meeting with the chairmen of the government coalition will be held on Thursday morning. /era/xh/

    [31] Clashes take place in Peje

    PEJE, Oct. 27 (ata) - By B Jashari: Albanians stopped on Wednesday afternoon in Peje a convoy of Serb vehicles which was heading for the outskirts of Rahovec towards a Serbian enclave, sources from Kosova told ATA.

    According to eye witnesses, clashes took place and as a result, according to preliminary reports, there are people wounded and at least 30 cars turned upside down and burnt. The Serb cars were carrying munition and bombs, which exploded while torched.

    The international peacekeeping forces intervened to quench the clashes and arrested some of the participants in them. /led/xh/
