  • [01] Prime Minister Victor Ciorbea addressed the nation

    Thursday evening at Victoria Palace in Bucharest, Romanian Prime Minister Victor Ciorbea made an important statement to the nation. Here are some excerpts: "After the crisis has started, I repeatedly presented my resignation in an attempt to end the crisis. Both the PNTCD and the CDR leadership (ed.n. PNTCD - Christian Democrat National Peasant Party; CDR - The Democratic Convention in Romania) and the Romanian Presidency have asked me to further pursue my constitutional mandate as the crisis began for other reasons which, I hope, my fellow Romanians managed to know. Therefore, I will act until my mandate will end, according to my oath, in full honesty and ability, to the benefit of the Romanian people now living a period of considerable hardship. I will further act against all those trying to weaken the Democratic Convention as a political force able to get the country out of the crisis. (...) At the Cabinet meeting today, I have urged the ministers in the Permanent Bureau of the National Liberal Party (PNL) to choose between their current job as ministers -meaning to reject the so-called solutions for the government crisis - or accept such ideas involving the obvious attempt to remove the government. (...) If, by the PNL Extraordinary Congress on Saturday, the PNL ministers do not speak up their decision to keep their jobs in the Cabinet with all the consequences the move involves, then I shall remove them according to art. 85.2 in the Constitution. (...) If the Democratic Party (PD), which pretends it still is part of the coalition, will decide to vote against the Budget it has partially drawn up, then I will understand the PD is out of all central and local administration bodies, out of the State Ownership Fund (FPS), banks and autonomous companies and other decision-making bodies the PD claimed it quit, though actually it was trying desperately to keep".     [02] Politicians' remarks about prime minister's statement

    Referring to the statement of Prime Minister Victor Ciorbea, some political leaders have expressed their opinion:

    PNTCD Secretary General Radu Vasile: "I have only listened to parts of it because I could not get home on time. Nevertheless, as I could understand, there was no surprise in it. It is a normal position and I do not see why it should have an extraordinary meaning as it is well known already. An important statement for the nation expressing an already known position seems to me normal as far as I know him".

    President of Liberal Party (PL) Nicolae Cerveni: "Nothing sensational; a catastrophic statement! I do not believe there was another prime minister in our history as irresponsible as he is. His inability to realise that he is the crucial obstacle in solving the crisis in the country proves we speak about a man out of the ordinary, I believe".

    President of Romania's Alternative Party (PAR) Varujan Vosganian: "I believe that such statement will isolate Mr Ciorbea on the Romanian political stage. Mr Ciorbea has spoken about the responsabilities the parties in the coalition assumed when they voted for the new government. I think our talk should also include the way the Ciorbea Cabinet kept the promises it made at the time. I believe that, while in the government, we should exercise decency and an autocritical spirit".

    PNL Vicepresident Valeriu Stoica: "I think that the PNL representatives fulfilled their duties as members in the Cabinet. There was not a single critical sentence about the government or the prime minister in the letter I sent to the PNL Congress. I only wanted to propose a solution to end the political crisis in Romania. We have discussed the proposal at the meeting of the PNL Permanenet Bureau yesterday evening. All the members of the Permanent Bureau have accepted the solution, and the PNL Congress is now expected to make a decision about it. We have decided to propose a draft political statement, and the Congress is expected to examine the project. As fa as the prime minister's statement is concerned, I only can see that the statement ignores the common position of the governing coalition expressing only the personal position of the prime minister. I believe that the statement isolated Mr Ciorbea and I am sorry to admit it as, until now, he had benefited from the full political and human support of both the PNL and myself".

    Ion Iliescu, President of the Party of Social Democracy in Romania (PDSR): "Of course, the statement of Mr Ciorbea is destined mainly to the governing coalition and its member parties. I have listened to your broadcast, and I have heard other remarks about the statement, the declaration of Mr Stoica included. I have watched the TV, and I could hear other statements. As I previously told the ANTENA 1 TV, Mr Ciorbea statement rather sounded like a declaration of war against the PD and PNL, including the threat concerning the decisions the PD was expected to make tomorrow and the threat against the PNL Congress. All these reflect the deep crisis within both the governing coalition and the Romanian political life following a year of catastrophic rule".

    PD President Petre Roman: "The threat is more than obvious. You know, the PD was repeatedly subject to threats and, unfortunately, other bad things in 1993, 1994, you remeber very well. Nevertheless, as you can see, the party is powerful and sane, and more than that, the party dares to speak the truth, so there is no problem about the threat. Things were very clear for us, we did not go neither to the right nor to the left, and we shall go our own way. We still wish to create a stable, credible and efficient government to make things move. The problem is that there is no order in our country, things do not go on, or this is the main and essential priority for any government and, of course, I speak about a government able to make reform in 1998. I think there is no more time to lose". *Marko Bela, the President of the Democratic Union of Ethnic Hungarians in Romania (UDMR): "I have learned some of the contents after the Cabinet meeting this afternoon. Of course, there was no surprise for us. On the other hand, it is a surprise but in a different way: unfortunately it did not provide any solution to the crisis, and the solution should be found as soon as possible. There is no more time for delays in finding a solution, and I think a solution could really be found". RADOR, March 27

    [03] Solemn ceremony at the Romanian Parliament

    On Thursday, the Romanian MPs attended a solemn joint session in Parliament celebrating 80 years since the province of Bassarabia got back to its motherland. Senators and deputies representing all the parties in Parliament gave speeches recalling the historic event in March 27, 1918 - the first step to the creation of the Greater Romania. They pleaded for the idea of romanity uniting Romania with the independent state on the left of the river Prut. The senators and the deputies said the Romanian culture and language should be promoted in the effort to provide help and feel responsible for all the Romanians left outside Romania by an unfair history.     [04] Romanian President Constantinescu attended the opening of the International Book Fair in Leipzig

    Leaving Paris on Tuesday, Romanian Foreign Minister Andrei Plesu met President Emil Constantinescu and Culture Minister Ion Caramitru in Leipzig to attend the 1998 edition of the International Book Fair dedicated to Romania this year. The German book fair opened on Wednesday and celebrations included a concert performed by the Leipziger Philarmoniker conducted by Romanian maestro Horia Andreescu. The famous Gewandhaus in Leipzig also hosted piano player Mihaela Ilavschi Ursuleasa who played Mozart. The concert also included works of Richard Strauss and Enesco's Romanian Rhapsody No.1. The mayor of Leipzig, dr Heinrich Lehmann-Gruppe, and Romanian President Emil Constantinescu delivered speeches expressing their content with the event. RADOR, March 27

    [05] The place of the small and medium sized companies within the national economy

    The Minister of Reform met on Wednesday with representatives of small and medium sized companies. The said that the the small and medium sized companies had to be considered within the global national strategy, not as separate items. In order to ensure the success of the small and medium sized companies they have to have the same opportunities as the great companies on raw material supplying, access to financing sources and to domestic and foreign markets. They also have to establish a firm cooperation between the two kind of companies in production field. This means that the small and medium sized companies have to have access to state commands. In order to meet these objectives these comanies have to get access to a real labor force market to be correctly tested and valuated. They also have to have access to the space and tools the great companies do not use in order to be properly equiped. They reached the conclusion that that they had to quickly draw up the law for small and medium sized companies that would define their character, place within the economy and their relations with all trade partners.     [06] The president of the FPS on restructuring the steel and iron plants in Hunedoara and Calan

    The president of the State Ownership Fund (FPS) Sorin Dimitriu said that the great industrial complexes were the main elements of the Romanian economy and that they were also the basis of preserving and boosting the industrial structure of the economy. The Minister said that these companies could become attractive by investments in upgrading their technology. Sorin Dimitriu said that they are presently working to upgrading technologies at the steel and iron plants in Hunedoara and Calan within the reastructuring program of these two plants. The president of the FPS said that they approved the Calan plant to be divided into 12 new plants that are now registering on the Trade Register. The administration boards and directors are also being appointed. The Minister said that they also set up a plan for restructuring the Hunedoara plant. Mr. Dimitriu said that he had made supplemental recommendations on the steps of these divisions so that the plant in Hunedoara could start being divided on late April. The companies resulting from this division are to be proposed for privatization.RADOR, March 27

    [07] The former president of BANKCOOP searched by the Interpol

    The former president of BANKCOOP Alexandru Dinulescu is searched by the Interpol after the Romanian General Attorey's Office released an arrest order on his name. Mr. Dinulescu was to be brought to justice under accusation of committing crimes with damages worth of billions of lei. The Attorney's office trialed Dinulescu in his absence as he had left Romania last year after being set free. He sayed in police arrest following bribery allegations. After a year he was again brought to justice under accusations of abuse while in office and forgery. The inquirers said he gave over 8 billion lei preferential credits to the VITAROM IMPEX company between 1991 and 1997. The former banker is also accused of releasing a forged bill for getting governmental guarantees worth of 17 million FRF. Instead of the extradition procedure, the Attorney's Office released an order of arrest in his absence because he could not be found. RADOR, March 27
