  • [01] Romanian President Constantinescu met party leaders of governing coalition

    Under the coordination of Romanian President Emil Constantinescu at the Cotroceni Palace on Tuesday, negotiations were initiated in order to form the new government. A communique Sssued by the Romanian Presidency says participants included the President of the Christian Democrat National Peasant Party (PNTCD) Ion Diaconescu, the President of the National Liberal Party (PNL) Mircea Ionescu Quintus and the leader of Romania's Alternative Party (PAR) on the behalf of the Democratic Convention in Romania (CDR), the President of the Democratic Party (PD) Petre Roman, the President of the Romanian Social-Democrat Party (PSDR) Sergiu Cunescu, and the President of the Democratic Union of Ethnic Hungarians in Romania (UDMR) Marko Bela. Political parties have agreed on the PD coming back to the coalition, and decided that, on Thursday, April 2 at 12:00 hours, after the president was expected to designate the new prime minister, he then should immediately start talks at Victoria Palace concerning the new governing programme along with three experts from each party of the coalition, RRA reports. Also on Thursday, the president is expected to coordinate further talks concSrning the new government with leaders of the parties in the coalition. RADOR, April 1

    [02] "I am not prepared for the job of prime minister", FPS president says

    At a press conference on Tuesday, the President of the State Ownership Funf (FPS) Sorin Dimitriu referred to speculations made by the press about his virtual nomination as prime minister. Mr Dimitriu said: "Firstly, I was not offered the job. The proposal is to be made by my party. Secondly, I am not prepared to become the prime minister of Romania because the job involves both political and economic responsibilities. I will decline the offer". When asked to explain the reason, Mr Dimitriu said his experience was a "much better recommendation for economic affairs", and "the restructuring of the FPS, and its subordination putting the privatisation under the Audit Court control should be rapidly coordinated to prevent any delay in the privatisation process". Referring to the new Cabinet, the FPS president said that "undoubteSly, Romania should be ruled by a government of politicians. Each member in the Cabinet should have political support as there were special economic measures to be taken, and such objectives could not be achieved without it". RADOR, April 1

    [03] PD proposals concerning the new government

    The Democratic Party (PD) says the new government could include 20 members and the number of state secretaries could be reduced by 30%. The Social- Democrats suggest that, when nominations will be announced, the competence should prevail over the so-called algorithm. RADOR, April 1

    [04] Ion Iliescu in support of early elections

    The leader of the opposition Party of Social Democracy in Romania (PDSR), Ion Iliescu, believes that the simple change of the government could not solve the political crisis. At a press conference on Tuesday, the PDSR leader stressed that this provisional situation was a bad sign for the Romanian democracy as a similar bad sign was the assignement of former Interior MinisterSGavril Dejeu as acting prime minister. PDSR believes that early elections are the only solution to end the political crisis. RADOR, April 1

    [05] PRM is not to take part in consultations initiated by Romanian Presidency

    The Permanent Bureau of the Coordination Committee of the opposition Greater Romania Party (PRM) has announced it declines the invitation to talks with President Emil Constantinescu at Cotroceni Palace. PRM believes that only the early general and presidentila elections could put an end to the serious crisis in the country. According to the communique issued by the PRM Permanent Bureau, the early elections could by organised by October 1998 at the latest. RADOR, April 1

    [06] Meeting of the outgoing Cabinet

    A last meeting of the ourgoing Cabinet took place on Tuesday at 2 PM. The agenda included a series of draft ordinances designed to approve technical- economic indicators for future investments, gas distribution plans for the town of Faget, Timis county, and water Supllies and water nets plans in the village of Popesti-Leordeni. A press communique was issued at the end of the meeting. RADOR, April 1

    [07] Early elections for Bucharest City Hall

    At a press conference on Tuesdat, the acting mayor of Bucharest Viorel Lis has announced that he General Council of the Town of Bucharest was to meet on Thursday, April 9, in a special session to announce that the position of Bucharest mayor was now vacant following the resignation of Victor Ciorbea. Mr Lis said that the new government was to establish the date for early elections, but the event was expected to take place on June 15 at the latest. Viorel Lis was unofficially designated the CDR candidate for the position of mayor. He said that, if elected as mayor general, he would have growing decision-making powers and another statute before his colleagues. RRA informs that the costs of the early elections in Bucharets are estimated at some 10 billion lei, and that could be the price for improvements Sf some 20 km. of routes. RADOR, April 1

    [08] Romanian President Constantinescu met Canadian Deputy Foreign Minister Laverdure

    Romanian President Emil Constantinescu met Canadian Deputy Foreign Minister Claude Laverdure at the Cotroceni Palace on Tuesday. At the start of the meeting, the Romanian president has confirmed he was to visit Canada in the very next future, and said the event would open a new stage in bilateral relations. Mr Laverdure is in Romania on the occasion of a meeting of Canadian ambassadors in Central European countries. As President Constantinescu has pointed out, the choice of Bucharest as host of the meeting proved that our country was seen as an area of consolidated democracy and stability in this part of Europe.     [09] Romania must demonstrate she is "eligible" for adhering to EU

    "There is a partnership between EU and us. We have set down national programme of adoption a communitary acquis namely those actions which have to be done in order to Sulfil adhering criteria. Negotiations will start after a month. From now on only we are responsable for as rapid and as good we will do - in a common concordance with EU - anything necessary for becoming eligible. Things have started we are on the way" Andrei Plesu said when coming back from Brussels where he took part into meeting of foreign ministers of EU countries with those of countries candidates to adhering. Asked about his possible remaining as a foreign minister Andrei Plesu said: "I am not necessarily called upon in different algorithms. If I am asked to remain I remain". RADOR, April 1

    [10] Operation "Strong Resolve 1998" at its end

    Destroyer Marasheshty flagship of Romanian fleet which took part into NATO operation Partnership for Peace "Strong Resolve 1998" will reach at Constantza Harbour on Thursday April 2. On Tuesday at Amsterdam head of General Staff of Romanian Military Navy rear-admiral Traian Athanasiu took part into balance of exercise "Strong Resolve 1998" thS biggest of the kind which was organized up to now and which engaged participants of all categories of weapons. Destroyer Marasheshty had to execute missions of maritime embargo, supervision and reporting of aerial and naval situation, naval patroling and with shipped helicopter, communication and jamming exercises, tugging and sea provisioning sources of Public Relations Office from National Defence Ministry said.     [11] General Constantin Degeratu in Italy

    Head of General Staff of Romanian Army division general Constantin Degeratu started on Tuesday an official visit to Italy invited by his counterpart admiral Guido Venturoni. General Degeratu will meet Italian Defence Minister Benjamino Andreatta and will take part into a practic exercise on ground presented by a paratroopers unit of Italian Army. RADOR, April 1

    [12] Romania wishes to clear up at Bonn charges against some diplomats

    On Monday a delegation of Foreign and Home Affairs Ministries from Romania has arrivSd at Bonn for clearing up charges expressed by German side according to which Romania Embassy from Germany would have delivered forged passports to some delinquents gangs "Frankfurter Allgemeine Zeitung" nr.75/March 30 informs. At the end of last week at Bucharest Romanian Home Affairs Minister Gavril Dejeu declared Romania hopes to get demanded evidence in order to clear up the matter. On Friday Romania expressed her discontent of receiving no document referring to that problem from officials of Koln prosecutor's office. However Koln police informed on Tuesday some clerks of Romanian Embassy would have delivered on cost forged documents to some citizens. The fact was discovered during investigations of some pickpockets' gangs from Romania which force Romanian children to steal in German towns. Minister Dejeu has specified last year there were really phone calls between the two embassy clerks and Romanian policemen. That fact was presented earlier by general prosecutor of Koln town Sulles as a proof for Romanian authorities were not informed about the case. RADOR, April 1
