At the beginning of January, Holland took on a one-year mandate as the chairman in the EU and in 1997 is going to lead the observing activities in the former Yugoslavia. "After we had discussed the previous and the current activities of the ICRC, we concluded that it is necessary to intensify our work in RS and the entire Dayton B&H and to help the needy as soon as possible", stated Sommaruga after the meeting. Only with the active participation of the authorities of RS and the Federation of B&H and all the national societies, the ICRC will be able to resolve one of the most difficult issues - the problem of missing persons, pointed out Sommaruga.

SARAJEVO - The presidents of the ICRC and RS CK, Cornelio Sommaruga and Ljiljana Zelen-Karadzic, respectively, talked in Pale about the future cooperation between the two humanitarian organisations and the difficulties being faced during their work. Mrs. Karadzic thanked the ICRC representatives for the humanitarian aid and winter clothes which were offered to RS by the ICRC in the last year and pointed out that it is necessary to activate the national Red Cross organisations so that the specific needs of RS would be realised.

ROME - The work of the International Arbitration Commission on the inter- entity boundary line in the area of Brcko was completed by a several-hour- long testimony of the RS foreign minister and chief of the RS delegation, Aleksa Buha. After two hours of speaking, as SRNA learns from an Italian official, Buha was exposed to a cross-examination by the lawyers of the Croatian/Muslim Federation, who are Americans. As this Italian politician says, by the presenting of the convincing arguments Buha succeeded in denying the wicked facts which were presented to the presiding arbitrator, Robert B. Owen by the Croatian/Muslim witnesses and, even the US attorneys were touched and shaken by his human answers.

BRCKO - The president of the Executive Board of the Municipal Assembly of Brcko, Radoslav Bogicevic, assessed the recent settling of five Muslim families in the settlement of Brod as a political, and not a sincere human act. Bogicevic stressed that the return of Muslims to Brcko will not have the legal status all until the Muslims obtain the identification cards and passports of RS. Without this city the RS will not exist either".

BANJALUKA - At a press conference held in Banjaluka, the head of the People's Party (NS) of RS, Radoslav Brdjanin, restated the Party's attitude that the Serbian city of Brcko must at any price remain in RS. "NS RS is opposing that the port in Brcko be placed under the jurisdiction of the Presidency of the Dayton B&H, for in that case a road running to the port should have to be given to the Muslims over the RS territory, which would mean a formal and real cutting of RS, explained Brdjanin.

BANJALUKA - The Alliance for Peace and Progress reiterated its position that the provisions of the Dayton agreement relating to the arbitration over the inter-entity boundary line in the area of Brcko are a legal but not a political issue.
