JAN. 16, 1997 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The 2nd working session of the Council of Ministers of the Dayton B&H, was not continued in the National Museum in Sarajevo, which was to be presided by the co-chairman, Boro Bosic. As was announced, the members of the Council were to adopt an operating procedure of the body, which was returned on 13 January in order to be finished off. A discussion about the problems of communication, telecommunications and finance was also announced.

SARAJEVO - A working and consultative meeting was held in Pale between the president and vice-presidents of the Republika Srpska (RS) National Assembly and representatives of the Government, at which the preparations for the coming Assembly's session were considered. The information of the Government on the arbitration over the inter-entity boundary line in the area of Brcko and the negotiations with the international finance institutions about the reconstruction in RS will be included in the agenda of the session.

ROME - After seven days of working, the hearing of the witnesses from RS and the Croatian/Muslim Federation before the arbitration panel on the matter of the inter-entity boundary line in the area of Brcko, was completed in Rome. Although no statements were made for public, it is being learned in the corridors of Rome that the RS representatives have made an excellent impression by their testimony on the arbitration commission members.

BRCKO - The city of Brcko will remain in the composition of RS even after the arbitration in Rome, stated one of the witnesses in the arbitration process, Mladen Zonic in a statement for SRNA. "Brcko will remain the Serbian city even after the arbitration", said Zonic and added that the leadership of RS and the Federation of B&H will come to agreements on political and economic solutions which are to come after, rejecting a war as a way for the resolving of disputes.

SARAJEVO - OSCE's spokesman, David Foly, stated that the Provisional Electoral Commission has started considering a Draft of regulations concerning the municipal elections in the Dayton B&H, which were defined by this organisation. By rejecting to reveal more details about the OSCE's proposal, Foly reminded us that all the parties have obliged themselves to strictly adhere to the rules for the holding of the local elections.

BELGRADE - The leaders of the Zajedno [Together] coalition, Zoran Djindjic, Vuk Draskovic and Vesna Pesic, are to leave for Rome where they will, as was announced, meet with the Italian minister of foreign affairs, Lamberto Dini, reports AFP.

BELGRADE - An academician, Mihailo Markovic, once the main ideologist of the SPS, said that no one can win the elections if he has not a clearly defined national and social programme. "Since the blockade on the Drina river was imposed, there is no national policy in Serbia, with which many socialists and I could not agree to. This was the main reason why I have distanced from the leadership of that party and even from the president", explained the academician, Markovic, in a statement given the Serbian TV.

PRISTINA - By the investigation carried out on the spot, the investigative judge of the District Court in Pristina, Danica Milenkovic, found that the rector of Pristina University, Radivoje Papovic and his driver, Nikola Lalic, were "judging by all the facts, the targets of a terroristic attack". The investigative judge announced that a bomb of a very destructive power was activated at the time when Papovic and Lalic were passing in an AUDI car with license plates PR 18-12 which is owned by Pristina University.

PRISTINA - A member of the Main Board of the SPS, Zivorad Igic, warned in Pristina that the latest statements by Albanian leaders, in which they criticised the Albanians on Kosmet because of their passive behaviour towards the Serbian authorities "are an open interference in the internal affairs of Serbia". "That is a direct urging of Albanian separatists to overthrow the rule on Kosovo-Metohia", said Igic.

DOBOJ - By the last year's bombing of RS NATO disturbed the ecology system and caused a general pollution of the human environment, especially in the wider region of Doboj. The activists of the Civil Protection (CZ) concluded that the ecology system has been affected which is the best attested by the changes in flora and fauna and that the human environment is in a general pollution.
