SARAJEVO - The Council of Ministers of B-H will not send its delegation to the international conference on modalities of implementation of the decision of the chief arbitrator for a part of the itner-entity boundary line in the area of Brcko, Roberts Own, scheduled for March 7 in Vienna, for it has not received an official invitation form the organiser. This was decided at the session of the B-H Council of Ministers, held in the National Museum in Sarajevo, in addition to a conclusion that this body could not bear any responsibility for conference results. The copresident in the Council of Ministers, Haris Silajdzic announced that the Council would protest with the High Representative Office, and demand that "international institutions work on promotion of the joint B-H bodies, but not on their margining".

BRCKO - The representative of the US humanitarian agency USAID, John Hart, conditioned the funding of the reconstruction efforts in RS upon "Washington's conformation that RS honours the Dayton agreement". According to him, "Washington's green light for the start of investing into RS will be subsequent to establishment of the Central Bank and joint currency at RS and Federation of B-H level".

BEOGRAD - In the Belgrade Hotel "The Prague", a quiet drama is going on, involving refugees who are cancelled accommodation in the hotel. The first warning came in on March 1, when their meals were cancelled, while two floors of the hotel building were left without power supply in four days only.

PRISTINA - A student Jovan Bukumiric (1973) from Pec, got serious injuries by Albanians, whose names investigators did not want to make public for the reason of further investigation. Namely, following a short quarrel in a cafe bar, the perpetrator took 7,65 pistol, shot Bukumiric, and escaped.

PRISTINA - The Students' Alliance of the Pristina University believes that "ever frequent attacks at the Serb University in the Kossovo and Metohija indicate that separatists are using all means to intimidate 20,000 Serb students". In an announcement issued regarding the bomb attacks in Pristina and Prizren, students warn that "a series of terrorist actions by Albanian separatists continues". The attack on the Pristina University rector, Radivoje Papovic, is an attack at the University as a core of Serb nation. Albanian parties are trying to negate the reality of organised terrorism, and "shift responsibility for shooting in Kossovo and Metohija to, as they say, 'Serb paramilitary'", say Pristina students.

BEOGRAD - The UN administrator in the Serb District of Eastern Slavonija, Baranja and Western Srem, Jack Clain, will arrive tomorrow to Belgrade for talks with Serbian president Slobodan Milosevic.

BEOGRAD - Serbia's vice-premier, Ratko Markovic, stated that the Serbian Government will undertake measures within its authorisations to normalise the work of the Belgrade University. "These measures will include sanctions against all those who violated the Law on University", stated Markovic at a press conference in Belgrade.

THESALONIKI - Tens of persons were killed and hundreds wounded in clashes between rebels and Government forces in southern Albania, report Greek media. The rebelled residents took arms from barracks abandoned by military and police, state buildings are destroyed, stores plundered, while prisoners released form prisons freely walk the streets.

LECE - A group of thirty Albanian refugees, mostly women and children, arrived to the Lece port on Italian cost of Adriatic Sea, reports AFP.

SARAJEVO - The Croatian Cultural Organisation "Napredak" and the Croatian Peasant's Party in their separate announcements condemned attacks on Catholic churches in Sarajevo, requesting the authorities to investigate the attacks and name the culprits.
