APRIL 9 1997 DAY

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic expressed in Banja Luka her concerns about the possibility that the local elections in Brcko would be held in the different time than on other territories in RS and Federation B&H. "We in RS are particularly worried by the information, for which I could not say that it is official, that for Brcko are prepared some separate municipal elections and that they will be held in the different time" - warned the president Plavsic while talking with the political director of the OSCE mission in RS and FB&H Vladimir Kuznyetsov. The president Plavsic talked with Mr. Kuznyetsov about the obligations and affairs of RS in the further implementation of Dayton Agreement and about the preparations for the coming local elections.

SARAJEVO - The president of RS Biljana Plavsic stated in an interview for the Serbian Television that in last days the "correct relations" between the leadership of RS and representatives of the international community in B&H were established, foreign Ambassadors and diplomats. While talking about the essence of the decision of the international arbitrator for the region of Brcko, the president Plavsic stressed that "the final decision in March next year ought not worry us. Brcko is within the borders of RS, that is the city in RS". For the Agreement on special parallel connections between RS and FR Yugoslavia, the president Plavsic said that "she regret for setting up special connections between members of one nation and for what is anticipated by Dayton's Agreement to be given for ratification in the Parliamentary Assembly of B&H".

SARAJEVO - The government of RS called all state organs, the republican governing organisations, public institutions, state and other enterprises and institutions, public workers and individuals on strict and compulsory implementation of the Law on use of flag, coat-of-arms and anthem, and the Law on official use of the language and alphabet.

BIJELJINA - The head of the General Staff of RS Army /VRS/ general major Pero Colic talked in Bijeljina with the deputy commander of the SFOR land forces general Cordy Simpson about the cooperation of the Serbian Army with the international troops. The general Colic stated after the meeting that the cooperation of VRS with the SFOR was correct until now and so will be furthermore.

BRCKO - The president of the Municipal Board of the Serbian Democratic Party in Brcko Simo Kojic stated that the announcement of the postponement of the municipal elections in the region of this municipality "is out of Dayton agreement and that it delays the peace and freedoms which the whole world is declaratively supported". "Not holding elections would mean putting Brcko and whole RS in subdued position, because there is nether an act nor an event by which in this city in the past period is violated the Peace Accord" - concluded Kojic.

BANJA LUKA - The president of the Serbian Party of Krajina and Posavina Predrag Lazarevic assessed the announcement of delaying the municipal elections in Brcko as "ultimately unfavourable" for RS. At the press conference in Banja Luka Lazarevic stressed that the leadership of RS must make the additional pressure on the chief of OSCE mission Robert Frowick, so the decision would be changed.

BANJA LUKA - The Socialistic Party of RS /SPRS/ warned that the announcement of delaying the local elections in Brcko and identifying the situation in this Serbian city the same as in the divided Mostar represent the detrimental calculations and blackmails. At the press conference in Banja Luka the president of SPRS Zivko Radisic stated that the elections in Brcko can and must be held in the same time as in all other municipalities in RS.

AMSTERDAM - In the West was started the media campaign for separating the political leadership of RS at all levels, before the local elections, to which the Dutch media are being joined. In the bulletins of the organisations which work along with OSCE and European Commission, as Helsinki Committee for Human Rights, great attention is paid to the possibility of reaching the division of votes in the Serbian municipalities in two or three fractions so the unique acting of the Serbian national parties would be disabled.

SARAJEVO - At the session of the presiding of the House of Representatives and House of People and Parliamentary Assembly of B&H and their deputies, held in the Sarajevo Office of the High Representative Carl Bildt, was decided that the sessions of both Houses would be held on April 30 in the National Museum in Sarajevo. The session of the House of Representatives is scheduled for 11,00 h A.M., and the session of the House of People for 14, 00 h. At the agenda will be the election of the work bodies and delegations in the international parliamentary organisations and OSCE, as well as the ratification of the international treaties concluded by the competent organs.

VUKOVAR - The president of the Srem-Baranja region Goran Hadzic stated in Vukovar, calling upon the stance of the administrator Jacques Klein, that until July 15 this year, regardless the results of elections, nothing will be changes in any segment of life in this region. While talking on the meeting of the regional Fighters' Association, Hadzic stressed that the government of FR Yugoslavia adopted the draft enactment by which is envisaged that the pensions and other welfare payments would be paid out off the certain funds in FR Yugoslavia.

BELGRADE - The president of the Democratic Party of Serbia

Vojislav Kostunica concluded that the authorities and opposition in Serbia must have the common stance about solving the issue of Kosmet. At the press conference in Belgrade he stated that the participants of the New York meeting did not have the joint stance on this issue, while Albanians, on the contrary, had.

BELGRADE - The owner of the BK-television Bogoljub Karic would disclose his intention to be nominated for the president of Serbia - writes the Belgrade's news "Gradjanin". According the source close to the electoral staff of Mr. Karic they didn't decide yet where to declare this decision.
