SINTRA - The B-H Presidency members, Momcilo Krajisnik, Kresimir Zubak and Alija Izetbegovic, signed an agreement on common budget, which will lift blockade on the first international US $ 100,000,000 worth aid, this was announced the US State Department. The signing of the Budget Agreement followed a warning of the US secretary of state Madlen Albright that B-H would not get a US $ 100,000,000 loan from IMM and additional US $ one billion from private donations, unless the B-H Presidency sign the Budget Agreement.

SINTRA - The international community will not tolerate a renewal of hostilities in B-H and it calls all parties to comply with the Dayton agreement on arms reduction, reads a communique of the Committee for Implementation of Daytona Agreement, made available to AFP. Assessing that there were a series of omissions in the implementation process, the Committee says it is prepared to consider and eventually undertake all concrete reprisals so as to have the Dayton agreement fully honoured. "The Committee will not tolerate any attempt at dividing B-H, from whichever side it may come", says the Committee.

BANJALUKA - The president of Republika Srpska (RS) Biljana Plavsic would hold talks with US secretary of State Madlen Albright on June 1 in Banjaluka, stated US Embassy's press officer in Sarajevo, Bony Gatman. She announced the schedule of Albright's visit to Sarajevo, Brcko and Banjaluka, and said Plavsic-Albright talks would be held on June 1, from 15:50 to 16:20 hrs. Albright is due to arrive to Sarajevo at 8:35 while first talks are scheduled for 9:00hrs with the Presidency members.

SINTRA - State Department's spokesman, Nicholas Burns announced a meeting of donor countries for June 23 in Brussels, pointing out that the signed Budget Agreement was a key element in the establishment of joint B-H institutions, reports AFP. He explained that the three presidents "singed the Law on finances and agreed upon macroeconomy", enabling that the first part of the international aid worth US $ 100,000,000 comes to B-H.

SINTRA - NATO foreign ministers and their partners from Eastern Europe formed in Sintra a new body for cooperation - Council of Euro Atlantic Partnership - to assemble 44 countries - 16 NATO countries and 27 members of the Partnership for Peace plus Tajikistan. The new Council, which replaced the former Council for North Atlantic Cooperation, is deemed to officially ease disappointment of East European countries which will not be invited to join NATO this June. Representatives of the Council of

Euro Atlantic Partnership will meet twice a year on the ministerial level and will open the way for admission to NATO and enhancement of military cooperation.

SINTRA - The Committee for Implementation of the Dayton agreement named Carlos Westendorp for a new high representative for civil affairs in B-H, who should replace Carl Bildt by the end of June.

NEW YORK - The newly-appointed high representative for B-H Carlos Westendorp stated that he would work on reestablishing of a peaceful coexistence in B-H "We will try to convince some with tendencies of living separately", stated Westendorp, alluding to Serbs from RS, "or otherwise force them to live together, to reverse to the old way of peaceful coexistence", stated Carlos Westendorp.

SINTRA - A slow improvement in the implementation of the Dayton agreement will require foreign military presence in Bosnia even after departure of SFOR in June 1998, stated the high representative Carl Bildt. "A security element is necessary after SFOR mission expires. To say that after SFOR mission in B-H there will be nothing left would have a destabilising effect for the country and its citizens", stated Bildt.

BEOGRAD - The spokesman of the Hague Tribunal Office in Belgrade, Susan Manuel, assessed a disagreement in Trial Chamber of the Hague Tribunal over the question raised by Dusan Tadic's case - whether an international or civil war took place in the former B-H - as "interesting" because it is uncertain who is to exercise influence on the future activities of the Tribunal.

BEOGRAD - A mass return of refugees to B-H and Croatia has not happened simply because there has been insufficient political will with the local authorities in places where refugees were supposed to return, stated UNHCR spokesman in Belgrade, Marvan Elkuri. He explained that in Croatia, out of 3,300 submitted requests for return, only 64 were processed", and said "the return of refugees, according to a new procedure, is provided under the principle of the unification of families which will live in furnished houses.
