BANJALUKA - President of Republika Srpska (RS) Biljana Plavsic issued a Decree appointing Marko (Bojislav) Pavic from Prijedor acting RS minister of internal affairs, this was announced form the RS Presidential Cabinet. "In recent months the security situation in RS has been endangered, with a tendency of further deterioration, which threatened the survival of the Republic", this was concluded in the announcement with a remark that the RS Government, particularly the Ministry of Internal Affairs (MUP) obstructed the work of the president of the Republic. The RS MUP is accused of "opposing to the implementation of the Annex 11 of the Peace Agreement". "In order to prevent consequences harmful for the state, the president of the Republic suspended the Rs minister of interior", reads the announcement and adds that this decision was based upon the RS Supreme Court ruling of July 18 this year.

SARAJEVO - The RS prime minister, Gojko Klickovic, assessed that by the Decree appointing Marko Pavic acting minister of interior, RS president Biljana Plavsic once again drastically violated the RS Constitution and laws. "RS minister of interior can be designated only by the prime minister, with the agreement of the ruling party, while the National Assembly have to pass the proposal because this is a due procedure", Klickovic explained. "The role of the president of the Republic in the appointment of Government members is limited to the proposal of the Government mandatary, who proposes the Cabinet composition", Klickovic underlined.

BEOGRAD - RS president Biljana Plavsic stated for the Belgrade TV "Studio B" that she ordered the raid into the Public Security Centre (CJB) in Banjaluka, and that Robert Galbard and Carlos Westendorp "openly advised replacement of the CJB head."

BANJALUKA - The RS president Biljana Plavsic believes that she "wins her struggle against her opponents since", as she said, for Reuters "even they now call for early parliamentarian elections". In her interview for Reuters, president Plavsic claims that she "enjoys the support of the people", elaborating this by repeated accusations that, as she said, "her opponents lead the people into a pitch darkness, while the corruption ruins RS". In addition, she claims that she won the support from military and that "step by step" she takes over control of the police. Reuters speculates with obscure assessments by unnamed diplomats that the RS Army First Corps commander general Momir Talic supports president Plavsic, claiming this only on the base of their alleged two-hour talks.

PRNJAVOR - The RS MUP warned that the developments in Banjaluka must not escalate to neighbouring municipalities for that would mean a MUP division and introduction into RS 'cantonisation' and consequent demise of the state. "The CJB services and police stations of this region will continue its operations in line with hierarchy and subordination in MUP, and not carrying out orders of illegal CJB heads in Banjaluka", says the announcement issued after his meeting in Prnjavor between the CJB chief in Banjaluka Dejan Samara and the heads and commanders of the CJB in Prnjavor, Gradiska, Banjaluka 2, Srbac, Kotor Varos, Knezevo, Celianc and the traffic control stations in Banjaluka and Gradiska.

PRNJAVOR - Presidents of RS municipalities, SDS municipal boards and MUP officers, took a unified stance regarding actions necessary for keeping the MP and RS undivided. The meeting, chaired over by the SDS vice-president Borivoje Sendic and deputy minister of interior Milenko Karisik, assessed the decisions of the RS president to appoint new people in the CJB Banjaluka and in the State Security Department in Banjaluka as unconstitutional and unlawful, and warned that the decisions of president Plavsic have already drawn severe consequences for the Serbian people.

BANJALUKA - Deputy IPTF training officer, David Kriskovic, confirmed that the process of the police forces restructuring in RS and B-H Federation started today. "The main objective of the restructuring of local police forces is a safe return of refugees and displaced persons and freedom of movement of all officials to be elected at the up-coming municipal elections", Kriskovic stated.

SARAJEVO - The general manager of the Serb Radio-TV (SRT) Miroslav Toholj assessed that the decision of the employees in the Banjaluka's TV Studio to suspend operations came as a result of pressures and threats by RS president Biljana Plavsic's guard to journalists and editors. "Since the very first beginning of the crisis in RS, the Banjaluka's SRT Studio, as placed in Banski Dvori, has been exposed to a constant pressures from Plavsic's personal guard."

BANJALUKA - RS president Biljana Plavsic ordered its guard to deny access of new executives of the Banjaluka's SRT Studio to their working places, this was stated by the acting editor-inchief of the Studio, Miro Mladjenovic, who said got confirmation of this order by the RS presidential military adviser Ostoja Baresanin. Mladjenovic was prevented from reaching the Studio by military and civil police loyal to Plavsic.

BANJALUKA - The Club of SDS Representatives in the Banjaluka's City Assmelby assessed that the current crisis endangered the survival of the whole Serbian people W of Drina, and strongly condemned dangerous and managed divisions between MUP members and unconstitutional and unlawful replacements. The SDS Club of Representatives reviewed the political- security situation in RS, especially in Banjaluka, and expressed in its press release a "grave concern over excessive worsening of the situation and relations in RS."

MRKONJIC GRAD - The SDS Municipal Board for Mrkonjic Grad believes that "residents of Mrkonjic Grad and RS will know to grasp a special war waged against the SDS and our state, with a view of plunging RS into unitary B-H". The SDS for Mrkonjic Grad condemned the active inclusion of opposition parties from Mrkonjic Grad Municipality into division of RS, which they confirmed by fabrications stated in their announcement yesterday.

MRKONJIC GRAD - The municipality of Mrkonjic Grad officials assessed at their extraordinary session that RS president's actions directly endangered the integrity of the state, functioning of authorities and implementation of the Dayton agreemetn. Assistant minister of interior with the CJB heads, members of the Main and Municipal SDS Board and members of the Mrkonjic Grad Executive Board, as well as the Veterans Organisation, attending the session, concluded that the "current situation in RS brings into question the survival of the state".

CLEVELAND - Biljana Plavsic's actions threaten to dismantle the state, and her eventual victory increases a possibility of reestablishment of a joint state with the Croats and Muslims, assesses AP. The L.A. Times notes that "legal grounds for Plavsic's actions are minimal, and the staff changes she made in the Banjaluka's CJB are not in her competence". "Despite this, Washington and its European allies have chosen to support her in spite of her, as they say, ultranationalistic philosophy", writes the L.A. Times.

LONDON - The British "Daily Telegraph" comments that RS president Biljana Plavsic unlawfully dissolved the RS Parliament and called for early elections, and that the international support to Biljana Plavsic "is a typical irony characteristic for indulgence to a mischievous child." The paper warns that the British and Western campaign against alleged war crimes suspects primarily concerning Radovan Karadzic, former RS president, is in fact only a cloak for futile implementation of the US plans in B- H.

BRCKO - Following two failed attempts of encroaches into the communities of Brod and Stari Rasadnik out the zone of separation in the municipality of Brcko under excuse of having permission for return, a group of 200 Muslims returned to the Federation of B-H. In a moment it came to affray between the Muslims and Serb civilians, which involved pitchfork and hoes and in which two civilians got injuries. SFOR troops were forced to with assistance of Serb police intervene to prevent the incident from spreading.

ZVORNIK - US SFOR troops set-up check points and controlled vehicles and passengers - especially targeting VRS members and RS police - in the Zvornik community of Calopek, over the two past days.

MODRICA - A trial to Ferid Halilovic, accused of war crimes committed against Serb civilians in prisoner camps in Odzak, Novi Grad near Odzak i Brod in 1992,s continues. Witness Cedomir Dujovic said Halilovic had beaten to death Rado Tomanovic. In front of Grand Jury of the Main Court in Modrica, presided over by judge Zoran Tanasic, Dujkovic confirmed Halilovic and other criminals killed Tomanovic only because an inmate Jovo Bokic had given him a part of military uniform, which was alleged sign that Tomanovic had also been a conscript.

VUKOVAR - The president of the Independent Democratic Serbian Party (SDSS) and member of the Croatian Assembly, Vojislav Stanimirovic, expressed his doubt that Croatia would fulfil all its obligations by October 6 when the UN Security Council should issue a new resolution on the situation in Croatia. He assessed for SRNA as unacceptable failure to meet basic conditions for the survival of the Serbs in Eastern Slavonija, Baranja and Western Srem, and warned that local institutions elected four years ago has not functioned.
