NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president in the Presidency of B&H from Republika Srpska /RS/ Momcilo Krajisnik stated after the meeting with the chief of OSCE mission in B&H Robert Frowick that by Belgrade's Agreement was defined that holding of the presidential elections and elections for member of Presidency of B&H from RS closely connected with the parliamentary elections and in accordance with laws of RS. Krajisnik said last night that for the media issue should be asked Mr. Westendorp, who took the right to occupy the transmitters and send tactless letters, and that OSCE would have influence on the high international representative so the property of the Serbian media would be returned to owners - SRT and Government of RS - and by that enable just elections.

BRCKO - The supervisor for Brcko Robert Farrand confirmed that the Order on multi-ethnic police is related also to the state security in Brcko. "If the state security is the part of police in Brcko, it will be organised in accordance with the Order from October 13 and will be multi-ethnic" - stated Farrand, explaining that the future policemen Moslems and Croats must be citizens returnees to Brcko, with the documents of RS.

ZVORNIK - The commander of the U.S. SFOR unit colonel lieutenant Michael Rittle stated that his soldiers conducted the inspection of the transmitter of Serbian radio-TV on Veliki Zep after the information that over it is being broadcasted illegal signal. "There we found that somebody had stolen a part of equipment, because some tome over this transmitter will not be broadcasted any signal", added Rittle, stressing that one number of SFOR soldiers stayed on Veliki Zep for reasons of security, "so the further stealing of equipment from the transmitter will be prevented".

DOBOJ - The municipality Doboj will protect its property and territory of RS from illegal stay of returnees in the zone of separation, for what is necessary the assistance from the higher Republican instances - is concluded at the session of the Executive Board (IO) of the Municipal Assembly of Doboj. The members of IO expressed the worry because the offensive approach of the Moslem immigrants to the suburban settlements Makljenovac and Miljkovac, in which temporarily is placed more than 100 returnees families. According to the procedure of UNHCR, the municipal authorities approved the stay on the territory of municipality and RS for only 15 families, so that the stay of others is illegal

BRATUNAC - The representative offices of the municipal boards of the Serbian Democratic /SDS/ and Serbian Radical Party /SRS/ agreed to sign the agreement on partnership in the future parliament of Bratunac, in which, according to the electoral results, out of 45 delegate seats SRS got 14, and SDS 9.

SARAJEVO - The delegates in the House of Peoples of the Parliament of B&H at the beginning of the eighth session of this body didn't agree on the agenda - reports the radio Sarajevo. According to the Proposal of the agenda, which consists of 11 items, the House of Peoples have to give its stance about proposals on laws about privatisation of enterprises and basis for selling apartments without right to occupy an apartment, and in the quick procedure have to be adopted the Draft law on privatisation of Banks.

ZVORNIK - The Norwegian red cross in cooperation with ICRC granted the aid valuable 54,950 DEM to the Health Centre in Zvornik. It was delivered by the representative of Norwegian red cross Terry Andersen.

BIJELJINA - The ministry of internal affairs /MUP/ of Republika Srpska /RS/ accused the "seceded and illegal leadership of MUP in Banja Luka" that it is responsible for "explosion on the transmitter of Serbian radio-TV in Bijeljina". In the announcement is stated that this done along with the cooperation of "like-minded persons from Bijeljina", and that "it is the word about the individuals who recently were on outstanding posts in the state organs and leadership of SDS". "By this diversion is being tried to prove the incapability of the authorities. More dangerous is the fact that in this way again is called upon the SFOR and IPTF, who will, under the excuse of incapability and inefficiency of MUP of RS, try to occupy the institution, as they tried many times before" - is stated in the text.

BANJA LUKA - The president of RS Biljana Plavsic talked in Banja Luka with the representatives of the Association of pensioners of RS about the irregular payment of pensions and about social status of 160,000 of retired, out of which 12,000 are in Serbia and Montenegro. The president of the Association of retired persons in RS Novak Dojcinovic stressed that the pensions in RS are not harmonized with wages, stressing that for February and march this year the pensions were lesser than wages. According to him, "the president of RS could not concretely promise anything to pensioners, except that she stressed that the results could be expected only after holding the parliamentary elections and forming new Assembly and Government".

BANJA LUKA - The spokesman of SFOR sector South-West Mike Right stated in Banja Luka that the studio of SRT in Sarajevo used the transmitter on Veliki Zep "without the permission" of the High Representative Carlos Westendorp, confirming that the multi-national powers performed the inspection of this transmitter. For explosion on the transmitter in Bijeljina, damaged the night before, Right said that it happened so the "broadcasting of programming of SRT from Eastern part of RS" would be prevented.

BANJA LUKA - The Party of Independent Social-democrats of RS assessed that the joining the coalition in political blocks was brought into question by forming the Serbian national union which leader is president Biljana Plavsic, and that by that "was missed the possibility that it will be at the head of the democratic opposition". The vice-president of the party and delegate in the Council of Representatives of B&H Branko Dokic is discontent with the disputes about constituting the parliament of Banja Luka, because, according to him, of unintelligible accusations which were detrimental for the process of democratisation in BAnja Luka and RS.

CLEVELAND - Although the majority of the international officials is satisfied because they managed to close the "hardliner's" Serbian informational network, some of them acknowledged nevertheless, that it is ironic to silent one media house, explaining that by the need of "securing the freedom of talk". "Serbs were humiliating NATO forces by broadcasting the secret programming two days, but this transmitter was found by NATO and silenced" - stated for "New York Times" one NATO official, adding that these actions show new, unique stance, and persistence of the Western governments in conflict with "most obstinate Serbian officials".

BELGRADE - The most significant foreign trade partner of FR Yugoslavia in the period January-February this year is Germany, and on second place is RS, with whom is realised the total turnover amounting 542 millions of US $ - announced the Institute for foreign trade in Belgrade. As precisely stated, in the total trade of FRY the turnover amounts 10,8 % while with Germany totally amounting 625 millions of US $, i.e. 12,5% of total trade.

BILECA - The secretary of the Municipal organisation of RED Cross of Bileca Slobodan Kapor assessed that the humanitarian situation in the region of this municipality is very difficult. Out of numerous international humanitarian organisations only the World Food Programme provides some aid to the people in need, so the Bileca Red Cross was compelled to reduce significantly the number of beneficiaries of humanitarian aid.
