[01] Cem: Turkey's duty is not to 'mislead' US in war on terrorism with 'No Geography'

The private Turkish TV channel (23.9.01, 10:00 hours) CNN TURK carried the following interview with Turkish Foreign Minister Ismail Cem by Mete Belovacikli and Murat Yetkin in Ankara on `Cafe Politics/ programme:

«In reply to a question by Yetkin on the countries which harbour terrorism, Cem says that "there is a need to launch a legal war against terrorism." Noting that "it seems the EU is serious about the war against terrorism," Cem says that "these new winds should be put to good use." Explaining that the EU approved a document, which expresses the principles and views on the war against terrorism, Cem says: "This is a serious document. We expect now that this document be legitimized and a joint law formulated and implemented."

Noting that "Turkey's security" constitutes the most important parameter in all this crisis, Cem adds that "everything will be done so that the people, which are already suffering from economic difficulties, will not have to suffer even more." Responding to Yetkin comments that "Turkey will not be dragged into an adventure," Cem says that the "Gulf war is completely different from today's developments." Explaining that Turkey is directly affected when the events get out of hand in the Middle East, Cem reiterates the cost of the Gulf war in terms of Turkey: "Our economy collapsed in southeast and east Anatolia. The collapsed economy helped the separatist movements in that region. Poverty is knee-high."

In reply to a question on what Cem means when he says that "nobody should expect Turkey to be dragged into an adventure," Cem points out that "Turkey does not even names country names when it comes to terrorism because terrorism does not recognize geography. We do not think that terrorism is directed against the United States only. This is against the whole humanity, and Turkey suffered the most from this terrorism.

In reply to a question on whether Turkey's contacts in the Middle East can be interpreted as efforts to avoid the spread of the war into the region, Cem says that Turkey has said from the beginning that the "Israeli and Palestinian peoples should be shown a target and objective" in order for them to maintain the cease-fire.

In reply to a question on whether Turkey plans to take action concerning the "allegation levelled against south Cyprus with regard to the financing of several terrorist organizations, not only Bin Laden's," Cem noted that many countries financed terrorism through money laundering and went on saying: "This is an issue which we have brought to the agenda, which we try to keep on the agenda, and continue to do so." Cem said.

On the issue of the "alliances in the region," Cem says that Turkey has two main complementary targets in the 21st century, and adds: "One of these targets is to become a EU member. The second target is to become an influential country in Eurasia." "Within this framework," Cem explains, "Turkey decided to further its relations with Russia, in particular in economy." If the UN meeting had not been cancelled in New York, Cem continues, the new action plan would have been signed between Russia and Turkey.

In reply to another question on US demands from Turkey, Cem says that he does not want to add more than the government already said».

Asked about the message the Turkish Cypriot side was trying to give by not participating in the negotiations procedure towards finding a solution to the Cyprus problem, Mr Eroglu said that they wanted to prove that there are two states in Cyprus and make the third countries see and accept this so-called «reality», in order to try to help for reaching an agreement «taking into consideration this reality».
