[01] More reactions after the controversial results of the UBP election congress

Turkish Cypriot daily Kibris newspaper (23.10.12) reports about the latest developments on the National Unity Party (UBP) which held its election congress last Sunday and the reaction created after "prime minister" Irsen Kucuk was declared UBP chairman by the congress presidency committee.

Irsen Kucuk took 704 votes, only fourteen more votes than Ahmet Kasif who was his main opponent for the party's leadership who won 690 votes. Kucuk was declared as the new UBP leader, which according to Kasif's supporters is against UBP's regulation.

Kibris writes that Kasif's supporters will apply to the "court" and that the last world on the issue will be given by "justice". Kibris also writes that many lawyers expressed the opinion that the decision taken for Kucuk's declaration is indeed against UBP's regulation and that a second election round must take place.

Commenting on the issue, Ahmet Kasif stated that UBP regulations have been certainly violated and that if the second round of election is not held next Sunday, he will apply to a "court".

The paper further reports that the opposition parties criticized UBP developments. The United Cyprus Party (BKP) issued a statements noting that UBP member's cannot even ruled their own party and follow its own regulation. "How can they rule the country?", BKP wondered.

On its part, Cyprus Socialist party (KSP) stated that the election congress of UBP showed that the "county" is not a democratic regime.

Turkish Cypriot daily Afrika (23.10.12) also reports on the issue under the title "The one that won, lost; the one that lost, won" and writes that despite the pressures, the threats and the blackmails, the ruling in Turkey Justice and Development Party (AKP) did not receive the results it wanted at the UBP election congress. Columnist Sener Levent writes that the results showed that Turkey's authority in occupied Cyprus started to be shattered.

"They do not dominate us, as they used to do before. They cannot do whatever they want. They face many difficulties. Many difficulties. One day we will definitely win in this war", Levent wrote.

[02] Turkish Cypriot newspapers continue referring to AEL ? Fenerbahce football match

Under the title "Feel comfortable", Turkish Cypriot daily Kibris newspaper (23.10.12) reports that 29 Turkish Cypriot journalists and 12 Greek Cypriot journalists attended yesterday the press conference organized in Limassol by AEL football club prior to their team's game with Turkish Fenerbahce, within the framework of UEFA Europa League.

The paper writes that AEL's President, Andreas Sofokleous noted that they will keep this match far from politics and racism. Pointing out that they will not allow any incidents to happen, Sofokleous said that AEL supporters are aware of this and added that they have taken measures to prevent supporters of other clubs to cause any provocations. According to the paper, Sofokleous noted that flags of the Republic of Turkey could be carried to the stadium.

AEL's Turkish Cypriot former player, Sevim Ebeoglu was also present at the press conference.

Turkish Cypriot daily Havadis newspaper (23.10.12) refers to the issue under the title "Flags will enter and it will be safe", and reports that security was on the agenda of the press conference. The paper writes that the administrators of AEL said that security will be at the highest level and that people who have no ticket will not be allowed to approach the stadium to a distance of 300 meters. They also noted that they will take with them to Istanbul their former player Sevim Ebeoglu "as ambassador of peace".

Other Turkish Cypriot newspapers refer to the issue under the following titles:

Yeni Duzen: "'Let the [game] be played in peace'"

    Haberdar: "AEL hosted us"

Afrika: "We must show how we could live peacefully"

Halkin Sesi: "'Let us give a message of peace'"

Vatan: "The security measures are completed"

Volkan: "Our flag will enter that stadium". The paper refers to statements made by the vice president of Fenerbahce's second supporters' association in the occupied area of Cyprus, Ali Cansu, who said that if flags of Greece and the Republic of Cyprus are opened in the stadium they will also open their own flags. Volkan refers also to AEL chairman's statement that the flag of any state recognized by UEFA could enter the stadium.

[03] British citizen: "No rule of law in the TRNC"

Turkish Cypriot daily Star Kibris (23.10.12) reports on the case of the British citizen Sally Jane Davis who is one of the ones who called themselves as "real estate's victims in occupied Cyprus". According to Jane Davis, despite of the fact that she has paid a total of 141.703 sterling pounds to the Aga Development, the house which was under construction then, was never transferred to her name.

Speaking during the meeting, Eroglu warned that problems experienced at main sectors of the "country" could cause social unrest which would also have a negative effect at the negotiations table.

Noting that the problems experienced in the construction sector were on the rise, Dagast? said the aim of the visit was to ask the "president" for his support in solving their problems.

Explaining that construction firms were participating in projects funded by the EU and UNDP, Dagast? stated that they were experiencing problems when undertaking such projects.

He also said that they had discussions with the "presidential undersecretary" Hasan Gungor concerning their problems and asked support from Eroglu on the issue.

Also speaking, Eroglu said a meeting was held about the United Nations Development Program and noted that the UN was aware of the problems faced. [10] New public survey reveals that Turks continue to be against Turkey's military intervention to Syria

Turkish daily Hurriyet Daily News (23.10.12) reports that a majority of Turkish people oppose any kind of intervention in war-torn Syria, a new survey has revealed despite rising tension between Ankara and Damascus governments.

The poll demonstrated that 51% of respondents want Turkey to remain "uninvolved or impartial" in post-al-Assad Syria. The survey was undertaken by TNS-Turkey on behalf of the Center for Economy and Foreign Policy Researches (EDAM) with 1,500 respondents in 18 provinces. Respondents were asked, "What sort of role should Turkey play in a post-al-Assad Syria?"

Of those surveyed, 18% supported Turkey's potential role as a mediator between the conflicting parties in Syria, while 7% supported the idea of Turkey's provision of economic aid to Syria. In parallel to this public poll, the center carried out an analyst survey with the participation of 266 foreign policy analysts to ascertain differences regarding policy preferences between public opinion at large and specialists.

The latter tended to give the most support to a "mediation" policy at 36%. The "non-involvement and impartiality" option was the second most favored policy, receiving 26% support. Support for Turkish participation in a potential U.N. or NATO peacekeeping force was also higher in the expert community with a support base of 21%.

The results come at a time tensions run high between Turkey and Syria. The tension spiked following Syrian shelling that killed five Turks in the border town of Akcakale on October 3 and Turkey's response.

A similar survey conducted in June by the same policy center, demonstrated that a majority of Turks did not favor direct military intervention against Syrian President Bashar al-Assad. Some 56.2% of respondents said they opposed an intervention, versus only 11.3 % who would like to see an invasion, the study said. According to the findings of another survey conducted by the German Marshall Fund in September, 57

% of those questioned, said Turkey should not become involved militarily in Syria.

The latest EDAM survey also illustrated substantial differences across parties. Among ruling Justice and Development Party (AKP) supporters, 27% favored "mediation," while 40% of the AKP electorate favored non-involvement and impartiality. Among the main opposition Republican People's Party (CHP) electorate, the option of "mediation" was favored by a minor constituency of 6% whereas the "non-involvement" option garnered 60% support. The Nationalist Movement Party (MHP) electorate also favored the "non-involvement" policy with a 60% majority. The same option garnered 83% support from Peace and Democracy Party (BDP) constituents.

[11] Court orders second arrest of the jailed MHP Deputy for the February 28 coup

According to Turkish daily Today's Zaman (22.10.12), an Ankara court ruled on Monday the arrest of retired General Engin Alan, a jailed deputy of the Nationalist Movement Party (MHP), as part of an ongoing investigation into the Feb. 28, 1997 unarmed military coup.

Alan was arrested and put behind bars in February 2011 in a separate case. He was a prime suspect in the Balyoz (Sledgehammer) coup plot, which allegedly sought to undermine the government and lay the groundwork for a military takeover. Alan was sentenced to 18 years in prison last month.

The retired general, a former Special Forces commander, was transported from Silivri Prison in Turkey to the Ankara Courthouse on Monday afternoon, to testify to the prosecutor overseeing the probe into the February 28 coup. Security measures were heightened in and around the courthouse. He testified to the prosecutor as a "suspect" in the investigation. Alan was accompanied by his lawyer. Alan reportedly told the prosecutor that he did not play any role in the staging of the Feb. 28 coup. "I was fighting the [terrorist] Kurdistan Workers' Party [PKK] at the time. I do not acknowledge any of the accusations made against me," the retired general reportedly told the prosecutor.

However, the prosecutor referred Alan to a court in Ankara for arrest. The court complied and arrested the retired general for "attempting to destroy the Republic of Turkey." After the court's decision, Alan was taken back to Silivri Prison in Istanbul.

On February 28, 1997, the powerful military forced a coalition government led by the now-defunct Welfare Party (RP) to step down on the grounds that the party was stirring up religious fundamentalism in the country.

Alan was nominated as a candidate for Deputy by the MHP in last year's general elections. Even though, he was elected to Parliament in the June 12, 2011 elections, a court ruled against his release from prison to take his seat in Parliament. TURKISH AFFAIRS SECTION
