[01] New threats by Bagis: "We will carry any slightest problem during AEL Limassol-Fenerbahce game to international institutions"

Ankara Anatolia news agency (23.10.12) reported from Rome that Turkey's EU Minister and Chief Negotiator Egemen Bagis, told Ankara Anatolia on Tuesday that Turkey would carry even a slightest problem, which could occur during the upcoming soccer game between Turkey's Fenerbahce and Greek Cypriot AEL Limassol FC, to international institutions. "Greek Cypriots know it too", he said.

Turkey's Fenerbahce and Greek Cypriot AEL Limassol FC will play an UEFA Europa League game on October 25 in Greek Cypriot side.

"People have concerns regarding AEL Limassol-Fenerbahce game as Turkish teams had faced several difficulties in Greek Cypriot side in the past games", said Bagis, adding: "Greek Cypriots very well know that we do not hesitate to carry even a slightest problem to international institutions. This game is an opportunity for Greek Cypriot administration to prove whether it is a state or not", said Bagis, adding, "because past mistakes show that Greek Cypriots are not even a tribe, let alone a state. Now they have an opportunity."

Commenting on Fenerbahce's not being able to go to Cyprus via illegal Tymvou Airport in the "TRNC", Bagis said that Fenerbahce could not use the airport as "TRNC" was not a recognized country by the EU as well as due to UEFA and EU rules.

[02] Turkish Cypriot journalists condemn efforts by Turkish media to create tension before AEL ? Fenerbahce football match

Under the title "The irresponsible publications were condemned", Turkish Cypriot daily Kibris newspaper (24.10.12) reports that the Turkish Cypriot Sport Writers' Association (KTSYD) and the Turkish Cypriot Journalists' Union (KTGB) issued a joint statement yesterday warning that tension might be created by the ongoing provocative publications in some media in Turkey before AEL Limassol and Turkish Fenerbahce football clubs in Lefkosia, within the framework of UEFA Europa League. The statement is signed by the chairmen of the two organizations, Ogun Genc Kacmaz and Huseyin Guven respectively.

The statement says the following: "We are saddened by the effort exerted recently, especially in some media in Turkey, to turn a sport event into a field of political struggle and a flag crisis. Everybody who is prudent, and especially the press, should know the following: this kind of matches will be held in the future as well in the same manner they are held today, and Greek Cypriot teams which are recognized by FIFA will be meeting with teams from Turkey. No one will benefit by causing crisis in a period during which the Turkish Cypriot Football Federation is holding contacts with officials, in spite of the embargo implemented in the field of sports. There are more than enough fields of tension between the Turkish and Greek Cypriot peoples and they cannot tolerate tension regarding a football match to be added to these.

It should not be forgotten that a lot of Fenerbahce supporters will go and many press representatives, sport writers from northern Cyprus will be on duty for this match. Irresponsible and nationalistic publications might cause trouble to these spectators and the responsibility for this will be on the shoulders of those who escalate tension with these provocative publications".

Meanwhile, Turkish Cypriot daily Havadis newspaper (24.10.12) reports that the Fenerbahce officials, who handed over 1000 tickets to their two fun clubs in the occupied area of Cyprus, were those who put the condition of not carrying flags of Turkey and the "TRNC" to the match. Noting that it has obtained the "secret agreement" signed between Fenerbahce and its two fun clubs, Havadis writes that both fun clubs have signed this agreement. The fifth paragraph of this agreement says that "flags of Turkey and the TRNC will not be carried, only flags of Fenerbahce".

Moreover, Turkish Cypriot daily Kibrisli newspaper (24.10.12) reports that the Turkish Ministry of Foreign Affairs issued a notice urging the Turkish citizens to avoid traveling to the government-controlled area of Cyprus in order to watch the game. The ministry suggested to those who will go to the match not to carry Turkish flags and Turkish money with them. The notice was sent to Fenerbahce Sport Club, the Ministry of Youth and Sports and the Football Federation.

[03] A German church delegation visited Eroglu

Turkish Cypriot daily Haberdar newspaper (24.10.12) reports that the Turkish Cypriot leader Dervis Eroglu met with a German church delegation.

The delegation, which was headed by Michael Ebersohn was escorted during its visit to Eroglu by Yilmaz Isik, the chairman of the "Human Rights Association" of the breakaway regime.

Eroglu stated during the meeting that the occupation regime gives great importance to the freedom of religion and alleged that they give permission to the Greek Cypriots to visit their places of worship which are in the north and allow them to pray there. He also alleged that the world is committing a great unjust towards the breakaway regime since it applies economic, social and sport embargoes to the Turkish Cypriots. As regards the Cyprus problem he reiterated his well known position that the sole responsible for the non-solution is the Greek Cypriot side, which rejected the Annan Plan.

The head of the German Church delegation Michael Ebersohn on his part stated that they are visiting the breakaway regime in order to gather general information. He also said that they visit various places and they hold contacts in order to gather information about various religions and religion freedoms.

[04] "Mayor" of occupied Akanthou signed a twin city protocol with two FYROM municipalities

Turkish Cypriot daily Haberdar newspaper (24.10.12) reports that the self-styled mayor of occupied Akanthou Hayri Orcan signed a twin city protocol between occupied Akanthou municipality and the municipalities of Cayir and Radovis of FYROM.

Haberdar, which writes that despite FYROM has not recognized the breakaway regime, culture and social cooperation were launched with "TRNC local authorities", reports that "mayor" Orcan traveled to FYROM to sign the protocol.

Speaking to Ankara Anatolia news agency, Orcan stated that he visited FYROM upon an invitation of Radovis municipality and added that the protocol signed, provides the basis for cooperation in cultural, social and economy and also a chance for people to approach each other. He also stated that prior to the protocol signing the FYROM chairman of Ocean Institution Suzan Musli visited the breakaway regime and the issue of the twins cities came into the agenda. He also said that they aim to increase the numbers of cities with they will sign "twin city protocol" in FYROM.

[05] Ozgurgun's unexpected visit to Ankara raises questions

Turkish Cypriot daily Kibris newspaper reports that the self-styled minister of foreign affairs Huseyin Ozgurgun travelled yesterday unexpectedly to Ankara.

According to the paper, Ozgurgun's visit to Ankara raised many questions since is taking places just a few days after the crisis created with the election congress of the National Unity Party (UBP) in which the self-styled foreign minister was one of the protagonists. The congress presidency committee, headed by Ozgurgun, declared Irsen Kucuk the new UBP leader despite the fact that he took 704 votes, only fourteen more votes than Ahmet Kasif who was his main opponent for the party's leadership. Ozgurgun's action, who put his signature on Kucuk UBP chairman declaration, is against UBP's regulations according to Kasif's supporters.

Ozgurgun's office announced that he is traveling to Ankara for personal purposes. However, the paper suggests that he is traveling to Ankara due to the current UBP political developments.

[06] Kurban Bayram Feast to be launched on Thursday

According to illegal Bayrak television (23.10.12), the Feast of Sacrifice also known as Kurban Bayram will begin in the "TRNC" on Thursday and come to an end on Sunday. The Bayram Feast will be prolonged with Turkey's Republic Day Holiday which will be marked on Monday, the 29th of October. The morning prayers which will mark the beginning of the Bayram Holiday will begin at 7.40 am at all mosques.

On Thursday, the first day of the Bayram, the Turkish Cypriot leader Dervis Eroglu together with his wife Meral Eroglu will be receiving well wishers at the so-called presidential palace. (?)

[07] Turkey lobbies for a proposal to bypass UNSC deadlock over Syria; statements by Davutoglu

Turkish daily Today's Zaman (23.10.12) reported that as the revolt in war-torn Syria against the Bashar al-Assad regime drags on far longer than any other Arab Spring uprising, Turkey has started to lobby for a proposal, including a "humanitarian intervention," to bypass the United National Security Council (UNSC) deadlock over the 19-month-long Syrian crisis due to the vetoes of Russia and China.

Turkish Foreign Minister Ahmet Davutoglu has recently called on the international community to make a concerted effort, saying the best way to end the bloodshed is to launch a humanitarian intervention. "We [Turkey] are doing all we can to help these people, using our diplomatic capacity to stop this bloodshed. But there should be a much more concerted effort by the international community. The best way we can see now is direct humanitarian intervention," Davutoglu stated in remarks to the Guardian.

"There must be humanitarian access and a humanitarian mission inside Syria", said Davutoglu, adding that the international community must be ready to protect it. "This is the question: whether it is a buffer zone or humanitarian access, how these people are to be protected inside Syria. We are calling for an international humanitarian mission to go into Syria under protection, to stop the refugee flow. The international community must make a decision," said Davutoglu.

    (?)

Davutoglu has stressed further that humanitarian access must be guaranteed by any means necessary, and that any new initiative must be backed by the UN Security Council. "If it established a mechanism to guarantee international humanitarian assistance inside Syria, Turkey would support it and would allow its soil to be used as a base. But Turkey would not act alone or without UN authorization," added Davutoglu.

[08] Senior US commander in Ankara for talks on Syria and PKK

According to Turkish daily Today's Zaman (23.10.12), the vice chairman of the US Joint Chiefs of Staff, Adm. James Winnefeld, arrived in Ankara early on Tuesday to meet with Turkish military and government officials for talks on security issues that reportedly focused on Syria and cooperation against the terrorist Kurdistan Workers' Party (PKK).

Winnefeld was first scheduled to meet with Turkish Deputy Chief of General Staff Gen. Hulusi Akar at the General Staff before talks with the Foreign Ministry Undersecretary, Feridun Sinirlioglu,

News reports said Winnefeld's talks focused on the fight against the PKK, particularly in regards to intelligence sharing against the terrorist group and the situation in Syria.

US Ambassador Francis Ricciardone, who spoke to the Ankara bureau chiefs of various Turkish news networks at a roundtable meeting last week, said the US and Turkish militaries are in contact to discuss all eventualities regarding Syria, including the establishment of a buffer zone. "We consider everything. We are in close touch with Turkish authorities both bilaterally and in NATO. I can certainly assure you that our militaries, our military officers, are in contact. This week I know there is a special focus of our military experts talking about Syria. And what militaries do well is plan for every contingency and every eventuality," he said, adding that no political decision has been made regarding buffer zones or no-fly zones. "But if it ever became necessary, I think you can be confident that between Turkish power, and the combined power of Turkey and its allies, we could handle any situation that might arise militarily".

[09] High court finds Leyla Zana's sentence inadequate; the prosecution demands up to 55 years prison term

According to Turkish daily Today's Zaman (23.10.12), the Supreme Court of Appeals has found a 10-year prison term handed to Leyla Zana a Kurdish politician, who was convicted of membership of the Kurdistan Workers' Party (PKK) over nine speeches she made at different times and locations, inadequate, and has sent the verdict back to a lower court.

The Diyarbak?r 5th Criminal Court had handed down Leyla Zana's sentence. Both the Diyarbak?r Prosecutor's Office and Zana's lawyers had appealed the case at the Supreme Court of Appeals. The high court turned down the defense lawyers' appeal.

The appeal process ended on Tuesday with the high court saying Zana's crime should be treated under the scope of "successive offenses," in other words sentence Zana on multiple counts of conviction. Under the Turkish Penal Code (TCK), the successive offenses category increases a sentence by one-fourth to three-fourths of the term given to the defendant. In Zana's case, this corresponds to between two-and-a-half to seven-and-a-half additional years.

The court said Zana was openly supportive of PKK leader Abdullah Ocalan in her speeches and statements uttered on nine different occasions. The case was returned to the Diyarbak?r court with the higher court demanding a longer prison term.

The prosecution initially demanded up to 55 years for Zana. TURKISH AFFAIRS SECTION
