    BRUSSELS - The European Commission must implement measures by the end of the year to correct serious mistakes made in the mad cow crisis, or face a censure motion, the head of a European Parliament inquiry said on Thursday.

    PARIS - U.S. President Bill Clinton called French President Jacques Chirac on Thursday to discuss NATO's relations with Russia and a dispute over the alliance's future command structure, the French leader's office said.

    BRUSSELS - NATO Secretary-General Javier Solana will meet Russian Foreign Minister Yevgeny Primakov in Brussels on February 23 for a second round of talks aimed at trying to clinch a deal over the alliance's planned enlargement.

    [12] Arafat to visit Netherlands

    AMSTERDAM - Palestinian President Yasser Arafat will visit the Netherlands on Monday and will hold talks with Prime Minister Wim Kok and Foreign Minister Hans van Mierlo, a Dutch government spokesman said on Thursday.
