    Dans un discours prononcé lors de la séance inaugurale de la semaine de l'emploi 1996, le Président de la Commission européenne, Jacques Santer, s'est dit persuadé que l'Europe peut générer plus d'emplois et plus de croissance. Pour cela, il est nécessaire de moderniser le projet européen non seulement du point de vue économique et monétaire, mais aussi du point de vue du marché du travail. "La préservation du modèle social passe par l'adaptation aux nouvelles réalités économiques." Pour s'adapter, il faut que chacun se mobilise. "Chacun, à son niveau, est acteur de changement," a dit le Président. C'est tout le sens du Pacte de confiance pour l'Emploi d'impliquer tous les acteurs concernés pour donner à la société européenne le visage humain qui doit être le sien.

    [02] Employment week 1996

    Economic and social modernisation of Europe is what the debate on employment is all about. This was the message given today by Commission President Jacques Santer, in his keynote address to Employment Week 1996 which takes place from 5-7 November in Brussels, Palais des Congrès. Padraig Flynn, European Commissioner with responsibility for Employment and Social Affairs who chaired the Week's opening session, pointed out that only 7% of the EU's unemployed are offered new skills, half of the workers over 55 have left the labour market and 20% of the young people entering the labour market have no recognised qualifications. Social policy must be considered as a productive factor. An integrated approach to work organisation needs to be developed, taking into account examples of good practices in this area as well as new skills and new technology.

    [03] Jacques Santer: "Industrial component is at the root of European defence identity"

    Addressing the European Aerospace Industry today, President Jacques Santer said that the European Commission believes strongly that your industries are absolutely vital for the future prosperity of our Continent. "And we will contribute, within our means and our competences, to help improve its competitivity and long-term viability." "But ultimately, we will only be able to defend our interests if we act as one", said the President. "The second condition for a strong European aerospace future is the need to design a rational production and distribution system among all the industrial partners involved in the industry. My third message concerns the self-evident requirement for Europe to pursue a European defence identity. A strong industrial, scientific and technological component is at the root of this European defence identity."

    [04] Martin Bangemann: Europe needs a healthy aerospace industry

    "Europe needs a healthy defence related industry comprising a strong aerospace component. The European Union has a vital role to play in this respect", said Martin Bangemann, Commissioner responsible for industry at a Symposium at the European Parliament on the Future of the European Aerospace Industry. Mr Bangemann added: "Aerospace is a typical dual-use industry where the synergy between civil and military activities needs to be optimised. Some sort of "master plan" would be a helpful instrument to ensure the appropriate relationship between several key sets of measures like shaping of a more uniform European demand, a gradual integration of the national markets, the progressive opening up of the European market balanced with the establishment of a level playing field with third countries, particularly the USA, the restructuring of the armament industry, particularly in high tech segments such as aeronautics and space and financial support to assist regions weakend by the decline of traditional defence industries and installations."

    [05] Commission's green paper opens public debate on environmental noise reduction

    By launching a Green Paper on future noise policy, the European Commission wants to stimulate public discussion on the matter by outlining options for action at Community level as well as areas where Community action in cooperation with Member States and local authorities will be of added value. Such options include: the creation of a new framework based on shared responsibility involving target setting, monitoring of progress and improved data collection and comparability across the Community. This new framework would entail future Community action in the fields of assessment methods of noise exposure, actions to further reduce noise from road- , rail- and air transport, as well as simplification of legislation on noise from outdoor equipment. Around 80 million EU-citizens suffer from unacceptable noise levels.

    [06] L'Europe au secours de l'innovation

    Promouvoir une culture de l'innovation dans l'entreprise, améliorer l'environnement réglementaire et financier en faveur des entreprises innovantes, resserrer les liens entre recherche et innovation : tels sont les trois domaines sur lesquels se concentrera le plan d'action pour l'innovation que présentera bientôt Edith Cresson à la Commission. Intervenant hier soir devant le "1996 Irish Innovation Lecture" à Dublin, le commissaire européen en charge de la recherche, de l'éducation et de la formation a dévoilé les grandes lignes de ce plan, issu de la très vaste consultation menée à travers toute l'Europe suite au Livre vert sur l'innovation présenté par la Commission en décembre 1995.

    [07] Yves-Thibault de Silguy: "Le Traité sera appliqué à la lettre"

    (!!! embargo 19h !!!) S'exprimant devant la société franco-allemande à Francfort, Yves-Thibault de Silguy, commissaire européen responsable des affaires économiques, financières et monétaires, a notamment déclaré: "le Traité sera appliqué à la lettre. Il en va de la crédibilité de l'euro et du succès de l'Union économique et monétaire". "Grâce au pacte de stabilité, la création de la monnaie européenne mettra fin au laxisme budgétaire qui a coûté cher à nos économies. Le pacte garantira, après la décision de passage à l'euro, une convergence durable des économies, en imposant la poursuite d'une politique de saine gestion des finances publiques en Europe". Les propositions adoptées par la Commission le 16 octobre pour le pacte de stabilité, constituent un dispositif cohérent, complet et rigoureux qui répond aux préoccupations allemandes.
