  • [01] Protection of human health was priority in BSE policy

    As the hearings by the European Parliament's Commission of Enquiry on BSE draw to a close, Commissioner of Agriculture and Rural Development Franz Fischler reiterated that all of the evidence points to the Commission having done all that was in its power to ensure the protection of human health against any threat from BSE. Mr Fischler urged the Committee of Enquiry to draw its conclusions in an open and constructive manner on the basis of the evidence and facts put before it and not on the basis of unsubstantiated suggestions and innuendo.

    [02] Libre circulation des personnes: quatre procédures d'infraction contre la France

    La Commission européenne a décidé d'envoyer quatre avis motivés (la deuxième étape de la procédure d'infraction en vertu de l‘article 169 du Traité CE) à la France pour des violations du droit communautaire concernant la libre circulation des personnes. Les infractions concernent les formalités excessives pour obtenir une carte de séjour, l‘expulsion d‘un ressortissant belge résidant en France depuis 1985 et enfin les conditions de délivrance et de refus de visa pour les ressortissants de pays tiers membres de la famille de citoyens de l‘Union. Dans chaque cas, en l'absence d'une réponse satisfaisante dans un délai de deux mois suivant réception de l'avis motivé, la Commission pourrait saisir la Cour de justice.

    [03] Smoking in public places: the state of play in the European Union

    The European Commission has recently adopted a report which sets out the position in the Member States as regards the application of a 1989 Resolution of the Council of Ministers, on banning smoking in places which are open to the public. The Report is based on information supplied by the relevant national authorities. It shows a clear undertaking by the Member States of the European Union to apply the Resolution. All the Member States now have national legislation implementing the 1989 Resolution with the exception of the United Kingdom where a voluntary Code of Practice is in place.

    [04] Mario Monti lance un appel aux entreprises: il faut un nouvel engagement pour tirer pleinement avantage des opportunités offertes par un espace sans frontières

    S'adressant aujourd'hui à la Fédération des Entreprises de Belgique, Mario Monti, Commissaire responsable du Marché Unique, retrace les résultats positifs obtenus par le Marché Unique qui constitue le programme le plus ambitieux jamais entrepris de restructuration de l'offre dans l'économie européenne. Le constat est clair: le cadre législatif mis en place a permis d'éliminer la plupart des obstacles aux transactions transfrontalières et a contribué de manière substantielle aux autres objectifs de l'Union, notamment en termes de compétitivité, de croissance et d'emplois. Toutefois, le Marché Unique est encore loin de pouvoir fonctionner de manière optimale: seulement 56% des directives ont été transposées dans les 15 Etats membres, et la mise en oeuvre effective de la législation laisse souvent à désirer. En outre, le cadre juridique n'a pas été complété dans deux domaines importants pour les entreprises: le droit des sociétés et la fiscalité. La Commission européenne va présenter un plan d'action concret et détaillé pour permettre d'arriver à un marché unique digne de recevoir une monnaie unique. "J'en appelle à la mobilisation de l'ensemble des acteurs concernés - entreprises, consommateurs, citoyens et autres - à réfléchir et à nous faire part de leurs propositions pour arriver à un fonctionnement optimal du Marché Unique", a conclu M. Monti.
