    La date du 9 mai nous ramène aux premiers jours de la construction européenne. Le 9 mai 1950, Robert Schuman, alors Ministre des Affaires étrangères de la France, proposait de placer sous une institution commune l'ensemble de la production franco-allemande de charbon et d'acier. Cinq ans à peine après la sortie de la guerre, cette proposition était véritablement audacieuse. C'est de cette première initiative qu'est née la construction communautaire. Aujourd'hui plus encore qu'hier, la "solidarité organisée" (Robert Schuman) des nations européennes est, pour les Européens, l'un des instruments les mieux à même de faire entendre leurs voix dans le monde. Fondée sur des institutions communes dotées de pouvoirs réels et sur un droit commun, explicitation de valeurs communes, elle continue de leur garantir la paix. Les contraintes de cette solidarité, exagérées par ses opposants, ne doivent, en effet, jamais nous en faire oublier les fruits. Car le projet européen est vraiment un projet de solidarité. Solidarité entre Etats membres et entre concitoyens: seule la volonté de se faire confiance permet les projets communs. Nos pays doivent se moderniser. Ils y réussiront d'autant mieux qu'ils le feront ensemble, dans un effort collectif et non en ordre dispersé. Solidarité avec les plus proches de nos frères: bientôt, nos voisins de l'Est et du Sud rejoindront, à leur tour, le projet européen. Solidarité avec les pays en développement: l'Union européenne y consacre plus de ressources qu'aucun de nos grands partenaires. Réconciliés avec eux-mêmes autour d'un projet de paix et de solidarité, les pays de l'Europe prendront toujours plus conscience que ce qui les unit est plus profond que ce qui les distingue.

    [02] Communication on control of synthetic drugs

    "The European Union (EU) must act rapidly against the growing production and sale of new synthetic drugs. Misuses of these modern narcotics is becoming part of a youth trend seriously threatening our teenagers", says Home and Justice Affairs Commissioner Anita Gradin. On her proposal the European Commission has adopted a Communication on control of new synthetic drugs. The EU must create a rapid information system on new drugs continuously appearing on the market. There must also be a mechanism of assessing the risks. An EU-wide legal means to stop production and sale of a new drug must be found.

    [03] Major Trans-European Network corridor launched in Poland with largest Phare grant ever

    One of the most important Trans European Network (TEN) corridors in a Central European country will be formally opened tomorrow, May 8 1997. Transport Commissioner Neil Kinnock will launch the ceremony to start-up the Wroclaw-Gliwice section of the A4 Motorway. The total cost of the project is ECU 350 million, of which ECU 68 million are being granted by the European Union's (EU) Phare programme. The contract for the bridge component of ECU 37 million which the European Commission signed with the Portuguese company Mota & Companhia on 30 April, 1997 is the largest single contract signed since the Phare Programme started in 1989. "This shows that the Commission is putting its money where its mouth is", Commissioner Hans van den Broek, responsible for Central and Eastern Europe commented, adding "the project illustrates that Commission is keeping two pledges with regard to the upcoming enlargement of the EU: to assist the countries that have applied for membership with their intergration ambitions and to use Phare money for badly needed infrastructure projects."
