[01] LIFE II Programme: Commission co-finances 188 new projects for the
protection of the environment in 1997
The European Commission has decided to co-finance, in the framework of the
LIFE II Programme, 188 projects in 1997. The total amount of the European
contribution is ECU 90.2 million for the three sectors of the LIFE II
programme: "Environment", "Nature", and "Third Countries". For the
"Environment" projects European Union (EU) funding corresponds to ECU 43.6
million. For "Nature" projects EU funding is ECU 42.4 million, and for
"Third Countries" projects the EU financing amounts to ECU 4.2 million.
The general objective of LIFE is to contribute to the development and
implementation of the European Union environmental policy, by co-financing
priority environmental actions in the EU and technical assistance actions
in third countries from the Mediterranean region and Russia. The
Commission expects the results of these demonstration projects in two to
five years' time. The outcome of the demonstration projects may very well
guide the development of future environmental policy initiatives and the
allocation of structural financial aid.
[02] Fonds structurels de l'UE: la Commission annule l'aide globale en
faveur des petites et moyennes entreprises italiennes
La Commission européenne a décidé d'annuler une aide globale de l'UE de 6,5
millions d'Ecus accordée en 1992 pour la création et le développement de
petites et moyennes entreprises (PME) en Italie. Cette décision a été
prise pour défaut d'utilisation de l'aide accordée. L'organisme chargé de
la gestion de l'aide, la Finanziaria Meridionale SpA (FIME), n'a pas été en
mesure de fournir au ministère des finances la garantie bancaire nécessaire
à la couverture des risques liés à la mission qui lui était confiée. La
décision de la Commission se fonde sur l'article 24 du règlement de
coordination des Fonds structurels selon lequel un concours peut être
annulé notamment si un projet ne parvient pas à remplir les conditions
prévues initialement pour son octroi.
[03] Round-the-world skate against racism sets off today from London
Launched by Padraig Flynn, European Commissioner with responsibility for
Employment and Social Affairs, five in-line skaters will depart from
London´s Docklands, on a four-month world-wide journey. 'One Globe One
Skate' will cover over 10,000 km through 16 countries and 5 continents.
The tour is being supported by K2 Inline skates and MTV Europe in
cooperation with the European Year Against Racism, a European Union
initiative. The objective of the European Year Against Racism is to
promote a message of hope, to raise awareness of the problem of racism in
our societies, and to highlight positive ways of overcoming it.
[04] Mario Monti apprécie l'engagement du gouvernement français en faveur
du marché unique
Lors de la rencontre avec le Ministre français aux Affaires européennes, M.
Pierre Moscovici, le 17 juillet, Mario Monti, Commissaire européen chargé
du Marché unique, s'est réjoui du soutien du gouvernement français au Plan
d'action pour le marché intérieur qui constitue un instrument prioritaire
pour améliorer la croissance et l'emploi en Europe. Il a exprimé sa
satisfaction quant au ferme engagement des autorités françaises en faveur
d'une meilleure mise en oeuvre des règles communautaires en France. M.
Monti a reçu favorablement la réponse à la lettre qu'il avait adressée au
Ministre Moscovici le 8 juillet concernant les incidents qui ont eu lieu à
l'encontre de cargaisons de produits agro-alimentaires en provenance
d'Espagne. Les autorités françaises ont donné les plus amples assurances
quant à leur détermination à mettre en oeuvre les moyens nécessaires pour
remédier à cette situation. M. Monti a salué la tenue d'un séminaire
franco-espagnol, les 20 et 21 juillet, en vue de trouver des solutions
durables à ces fâcheux incidents.
[05] EU Requests WTO Consultations on Indian Import Restrictions
Following the breakdown of multilateral consultations in the Balance of
Payments Committee of the World Trade Organisation (WTO), the European
Union (EU) today presented a formal request for consultations with India
under GATT Article XXII. The request concerns the removal of Indian import
restrictions introduced for balance of payments purposes. The EU regrets
that the Balance of Payments Committee failed to reach a consensus. It
hopes that consultations will help find agreement between India and its
main trading partners on the phasing out of import restrictions without the
establishment of a panel being necessary. India has maintained import
restrictions on a large number of products covering most sectors of the
economy for close to 40 years. The Indian balance of payments situation
has improved significantly since the beginning this decade, and import
restrictions are no longer justified for balance of payments reasons.
India's wish to maintain restrictions for a considerable number of years
was not acceptable to trading partners. They argue that a shorter period
for elimination of restrictions would also benefit India herself and would
be an important element in the process of liberalisation already engaged by
India.
[06] EU-Mexico Agreements concluded
Manuel Marin, Vice-President of the European Commission, responsible for
External Relations i.a. with Latin America, welcomed the successful
conclusion of negotiations between the European Union (EU) and Mexico on an
Economic Partnership, Political Coordination and Cooperation Agreement.
"The agreement signals the start of a new era in EU-Mexico relations and
constitutes the foundations for an ambitious and lasting partnership", said
Mr Marin. The negotiations have resulted in a global agreement covering the
three major axes of EU-Mexican relations: the institutionalisation of a
political dialogue, the broadening and deepening of cooperation and the
strengthening of commercial and economic relations, by means of the
preferential and bilateral liberalisation of trade in conformity with World
Trade Organisation rules. In order to provide a fast-track for trade
liberalisation, the EU and Mexico have also concluded an "Interim Agreement
on Trade and Trade-related Aspects". Both texts will be formally
initialled in the course of the week beginning 21 July 1997.
[07] La production industrielle de l'UE en hausse de 1,1% au deuxième
trimestre 1997
Le volume de production de l'ensemble de l'industrie (à l'exception de la
construction) de l'Union européenne (UE) a augmenté de 1,1% de février à
avril par rapport aux trois mois précédents, selon les estimations publiées
aujourd'hui par Eurostat, l'Office statistique des Communautés européennes
à Luxembourg. La production a augmenté de 1,3% aux Etats-Unis et de 1,0% au
Japon. Tous les Etats membres pour lesquels les données sont disponibles
ont enregistré une hausse, les plus élevées étant celles de l'Espagne (2,
5%) et de la Suède (2,0%). Le volume de production industrielle, corrigé
des influences saisonnières et des variations, a augmenté de 2,7% au cours
de ces trois derniers mois par rapport à février-avril de l'année dernière.
Les hausses aux Etats-Unis et au Japon se sont élevées respectivement à 4,
5% et 5,9%. L'augmentation de l'UE corrigée selon les mêmes critères a été
de 4,6% entre avril 1996 et avril 1997, de 4,8% aux Etats-Unis et de 4,7%
au Japon.
