  • [01] Monika Wulf-Mathies welcomes the IRA's Cease-Fire Announcement

    Monika Wulf-Mathies, European Commissioner responsible for the European Union's (EU) special support programme for peace and reconciliation in Northern Ireland and the border counties of Ireland, welcomed on Saturday the IRA's cease-fire announcement: "After months of uncertainty, the IRA's announcement to commence a cease-fire by tomorrow is a manifest token of hope for the peace process in Northern Ireland. People will now be able to strengthen the cooperation, started under the EU's peace programme, in an open and positive atmosphere. I hope that the peace programme, which has been doing valuable work in difficult times, will receive another push forward, bringing those together in cooperation who have suffered the hardest under the violence of past times. It is those people on the ground that have a right to peace, work and social inclusion, and it is those people whom the EU's peace programme wants to help." On 28 July 1995, the Commission approved the special support programme for peace and reconciliation. Total expenditure under the programme for the first three years (1995-1997) is planned to be ECU 416 million (i.e. ECU 300 million from the EU's Structural Funds, ECU 100 million from the UK and Irish authorities and the rest from private sources).

    [02] Projets de RTE dans le secteur de l'énergie - 7,48 millions d'Ecus consacrés à des études de faisabilité

    La Commission européenne a décidé de cofinancer à concurrence de 7,48 millions d'Ecus les études de faisabilité relatives à 21 "projets d'intérêt commun" concernant les réseaux transeuropéens dans le secteur de l'énergie. Le coût global de ces études est estimé à 15 millions d'Ecus, dont la moitié sera financée par l'Union européenne. Le soutien communautaire, qui prend essentiellement la forme d'un cofinancement des études de faisabilité, est un stimulant direct octroyé pour permettre à des projets biens définis d'atteindre la phase de construction. Les études de projets gaziers à réaliser comprennent notamment l'étude d'importance stratégique consacrée au "réseau gazier nordique", la section italienne d'un éventuel nouveau gazoduc pour l'importation de gaz russe (projet VOLTA), des projets de stockage souterrain en Autriche et en Espagne, un interconnecteur entre la Grèce et l'Albanie, et un nouveau système de gazoducs en Autriche (projet PENTA). Les projets de réseaux d'électricité à étudier concernent notamment des interconnexions entre la Suède et la Norvège, le Royaume Uni et la Norvège, le Royaume-Uni et les Pays-Bas, la Grèce et l'ex-Yougoslavie, la Grèce et la Bulgarie. Un soutien a également été décidé en faveur de projets renforçant les connexions des réseaux électriques en Autriche, en Allemagne, en Espagne et en Italie. Il s'agit de la troisième décision d'application en ce qui concerne les réseaux transeuropéens dans le secteur de l'énergie. Une nouvelle série de projets à soutenir sur le reste du budget 1997 des réseaux transeuropéens dans le secteur de l'énergie (17,5 millions d'Ecus) sera sélectionnée plus tard dans l'année.

    [03] Christos Papoutsis: "Irregularities of the past cannot and must not harm Community intervention in favour of tourism"

    European Commisioner Christos Papoutsis, responsible for Tourism, presented today officially to the Committee of Budgetary Control of the European Parliament the internal European Commission report concerning the comprehensive audit of actions in favour of tourism funded over the period 1989-1995. The Commissioner said that the audit concerned 718 actions of a total amount of ECU 31.4 million and that overpayments of ECU 4.5 million were found in 238 of these actions. Mr Papoutsis said that the report "critisizes the past and confirms the errors committed, as well as the lack of efficiency in many actions undertaken." He also said that "this audit was undoubtedly necessary" and "strengthens the willingness and resolve of the Commission to apply its programme for sound and efficient management - SEM 2000". The Commissioner stressed that "the existence of some irregularities of the past in the management of tourism actions cannot and must not harm and undermine Community intervention in favour of European tourism" and went on saying: "In the future there will be a more limited number of selective actions, with a longer term perspective and responding to the real priorities of the tourism industry." Concerning overpayments, the Commission has already put in place its normal procedures to recover the funds. A small number of actions are under investigation for irregularities possibly linked to fraud. Most of these cases were being dealt with by UCLAF prior to this special audit in cooperation with the national authorities concerned.

    [04] La Commission approuve les nouveaux accords de licence de Nintendo

    Le 18 juillet 1997, la Commission européenne a informé Nintendo que ses accords de licence standard étaient maintenant compatibles avec le droit de la concurrence de l'Union européenne. Nintendo est un important fournisseur de consoles de jeux vidéo et de jeux compatibles. Pour permettre à des entreprises indépendantes de développer et d'éditer des jeux compatibles avec ses consoles, Nintendo a mis en place un système de licence, qui garantit l'accès par ces entreprises à certains droits de propriété intellectuelle détenus par Nintendo. Suite à des consultations avec les services de la Commission et les services du Department of Trade and Industry britannique, Nintendo a décidé de modifier ses accords de licence. Ceux-ci ne prévoient plus de limite au nombre de jeux pouvant être commercialisés par un licencié et n'exigent plus d'accord préalable de Nintendo. En outre, les accords n'obligent plus les licenciés à avoir leurs jeux exclusivement produits par Nintendo et toutes les autres stipulations au sujet desquelles la Commission s'est exprimée dans sa communication des griefs ont été soit effacées soit amendées de telle sorte qu'elles ne soulèvent plus de problème de concurrence.

    [05] Marchés publics: procédures d'infraction contre la France, l'Italie, l'Espagne et l'Autriche

    La Commission européenne a décidé de saisir la Cour de Justice contre la France (deux cas) et d'envoyer des avis motivés (deuxième étape de la procédure d'infraction prévue par l'Article 169 de Traité CE) contre la France, l'Italie, l'Espagne et l'Autriche pour des violations des règles communautaires imposant l'ouverture et la mise en concurrence des marchés publics. En l'absence de réponse satisfaisante dans un délai de deux mois suivant réception par l'Etat membre en question d'un avis motivé, la Commission pourrait saisir la Cour de justice. Ces cas résultent des plaintes adressées à la Commission par des entreprises lésées par des décisions d'attribution des marchés et par l'examen de conformité que la Commission effectue régulièrement pour vérifier la "qualité" des transpositions des Directives communautaires.

    [06] Sir Leon Brittan welcomes CBI's support for UK entry into single currency

    Sir Leon Brittan, Vice-President of the European Commission, today welcomed the decision of the Confederation of British Industry to support in principle British participation in Economic and Monetary Union. "I hope that will be as soon as possible. The potential benefits of EMU for British business - and for British people generally - are considerable: completion of a genuine, competitive Single Market, elimination of damaging exchange rate uncertainties, and low inflation and interest rates in the UK. And the results of a Gallup poll yesterday show that most British people are prepared to consider the case for EMU on its merits. As the CBI says, it is important that the conditions for a successful and sustainable single currency are in place. Despite considerable progress towards convergence, a number of countries must make further efforts. The UK has an important role in encouraging this process, and I welcome the Chancellor of the Exchequer's clear statement last week that the Government intends to play a central and constructive part in the debate. I hope that British companies and financial institutions will now step up their preparations to ensure that they are ready for UK participation. Whenever that happens, a substantial amount of preparation will be needed first, and the time has come for that preparation to be taken very seriously indeed."
