    [01] La Commission adopte le rapport sur les réformes économiques des marchés des produits et capitaux

    La Commission européenne a adopté une communication portant sur le fonctionnement des marchés des biens, des services et des capitaux, qui met en évidence les domaines prioritaires où il convient de remédier aux faiblesses structurelles de l'économie communautaire pour ce qui est de l'offre. Cette communication, préparée à la demande du Conseil européen de Cardiff de juin 1998, doit aider le Conseil des Ministres de l'économie et des finances (Ecofin) à élaborer et appliquer les Grandes orientations de politique économique de l'Union européenne. Elle examine en particulier le degré d'intégration et d'efficacité déjà atteint par les marchés, de manière à permettre la détermination des réformes structurelles requises aux niveaux national et communautaire en vue d'améliorer la flexibilité et les performances de ces marchés. La réforme économique n'est pas une fin en soi ; elle doit permettre d'accroître la prospérité et la stabilité économique et, surtout, déboucher sur la création d'emplois. Cette analyse permettra l'élaboration desdites orientations en tant qu'instrument efficace de coopération en matière de politique économique: elle fournira en effet au Conseil Ecofin une vue d'ensemble des indicateurs macro- économiques, du marché de l'emploi, du fonctionnement du marché unique et d'autres problèmes structurels. Ces orientations pourront donc être utilisées plus efficacement afin d'encourager les changements structurels indispensables au succès de l'Union économique et monétaire.

    [02] The 1999 Annual Economic Report

    (! embargo 2.30 pm !) The European Commission has adopted the 1999 Annual Economic Report. This comprehensive analysis of the economic situation in the European Union (EU) is based on the figures published in the Autumn economic forecasts of the Commission services and provides the starting point for the preparation of the broad economic policy guidelines which will be adopted by the European Council in June. The central message of the report is that the EU economy benefited from strong growth (2.9%) in 1998, but that the outlook for 1999 is less favourable as a result of the difficulties affecting the world economy. Strong economic activity in 1998 contributed to welcome improvements in the level of unemployment, which fell below 10% of the civilian labour force for the first time since 1992. These positive results owe much to the sound economic preparations for EMU and provide the backdrop for the successful launch of the euro on 1 January 1999. Against the background of a difficult external environment, the EU economy is expected to do less well in 1999. Recent evidence suggests that despite strong economic fundamentals in Europe and robust consumer confidence, business confidence has been damaged and investment and industrial output will be lower than expected at the time of the Autumn forecasts of the Commission's services. It therefore seems likely that the forecast growth of 2.4% for the EU in 1999 will be subject to further downward revision when the next Commission forecasts are published in the Spring.

    [03] Green Paper on Public-Sector Information in the Information Society

    The European Commission has decided to publish a Green Paper on how the information gathered by government departments and other public bodies can be used to provide the greatest benefit for citizens and businesses in Europe. A lot of information gathered by public bodies for carrying out their duties could be used by the multimedia industry for developing new products and services. Citizens could make better use of their rights if, for example, information was readily available on the conditions for working, studying or living as a pensioner in other Member States. Many people would like to have full information on the tax regulations for cross- border purchases. The competitiveness of businesses could be increased if they had a quick and easy means of finding out what the regulations and procedures are for exporting to other countries. All this information exists, but the technical and legal procedures and terms under which the Member States make it available are uncoordinated and therefore not very transparent for citizens and business. The Green Paper calls for these matters to be discussed and asks questions about how the situation can be improved. The Commission asks for replies to be sent in by 1 June 1999.

    [04] La Commission propose une politique industrielle pour encourager la compétitivité des entreprises européennes face à la mondialisation

    La Commission européenne a adopté une communication visant à lancer un débat ouvert aux différents acteurs politiques, économiques et sociaux de l'Union européenne (UE) sur les orientations d'une nouvelle politique industrielle en mesure de faire face aux défis de la mondialisation et des changements technologiques accélérés. La communication fait un diagnostic des points faibles de l'industrie européenne et propose un train de mesures pour promouvoir la compétitivité de l'industrie. Ces mesures visent notamment à renforcer l'investissement immatériel, à promouvoir l'accès des entreprises européennes au marché mondial, à développer le dialogue industries-partenaires publics, à améliorer le financement par l'élimination des barrières institutionnelles et réglementaires ainsi que l'amélioration du régime fiscal appliqué au capital-risque, et enfin, à adapter les règles relatives à la société de l'information et au commerce électronique.

    [05] Un paquet de mesures additionnelles en faveur des Nouveaux Etats Indépendants touchés par la crise russe

    La Commission européenne propose d'accorder une aide exceptionnelle d'un montant de 20 millions d'euros au titre du programme Tacis pour renforcer les programmes d'aide humanitaire menés par ECHO dans ces pays. Cette aide est destinée à couvrir des besoins à caractère humanitaire (produits de chauffage, aide alimentaire, médicaments, …). L'analyse de la Commission montre que l'Arménie, la Biélorussie, la Géorgie, le Kirghizstan, la Moldavie, le Tadjikistan ainsi que l'Ukraine devraient bénéficier de cette aide. Une évaluation sur le terrain conduite par ECHO précisera les modalités de l'aide, y compris les conditions d'acheminement. Dans ce cadre, la Commission envisage : de mettre à disposition de la Moldavie 15 millions d'euros d'aide macro-économique ; l'exécution de programmes de réhabilitation pour l'Azerbaijan, la Géorgie et le Tadjikistan ; d'octroyer 8,5 millions d'euros au Kirghizstan dans le cadre du programme de sécurité alimentaire ; de continuer l'aide humanitaire, notamment en Biélorussie, en Géorgie, au Kirghizstan et au Tadjikistan.

    [06] La Commission ouvre une enquête sur les aides au chantier naval français ACH Constructions navales (ACHCN)

    La Commission européenne a décidé d'ouvrir une procédure conformément à l'article 93(2) du traité CE concernant des aides au fonctionnement que la France a accordées en faveur du chantier naval ACHCN situé au Havre. L'entreprise s'est trouvée en difficulté dans la réalisation d'une commande de trois navires chimiquiers d'un montant total de 171,6 millions d'euros (1,126 milliard de FRF) prise en 1995.

    [07] Commission opens formal State aid investigation into tax credits paid in 1998 to the publicly-owned shipyards in Spain

    The European Commission has opened an investigation procedure into special tax credits of 111 million euro (Ptas 18.451 billion) paid in 1998 to the State-owned merchant shipbuilding yards in Spain. The Commission has doubts whether these special tax credits were compatible with a 1997 decision approving restructuring aids for the yards. The package of aids exceptionally approved at the time included special tax credits on the assumption that the yards would be unable to receive tax credits under general measures. However, the 1998 payment was made despite the fact that the yards have since 1997 in addition also received tax credits under general measures. The Commission is concerned that consequently the yards have received more aid than they should.

    [08] Commission has asked Dutch government to provide information on State aid to service stations

    The European Commission has asked the Dutch government to provide information on aid to 624 service stations located nearby the border to Germany. This measure is required as the Dutch government's replies so far, despite repeated Commission requests and extended delays remain unsatisfactory and contradictory.

    [09] La Commission approuve un régime d'aides d'Etat en faveur de la promotion de l'économie sociale en Andalucía (Espagne)

    La Commission européenne a approuvé des aides en faveur de la création et du maintien de l'emploi que le gouvernement régional de l'Andalousie a lancées dans le cadre d'un plan de promotion de l'économie sociale. Les aides comprennent, d'une part, des mesures de promotion des activités de l'entreprise et de l'emploi et, d'autre part, des incitations en faveur du développement de l'économie sociale. En particulier, ce plan vise à inciter certaines catégories défavorisées des demandeurs d'emploi : jeunes chômeurs, femmes sans emploi et chômeurs de longue durée, à créer leur propre emploi par le biais de la création et du renforcement des coopératives et des sociétés ouvrières (sociedades laborales). Le volume d'aides totales pourra atteindre au maximum 35,58 millions d'euros (5.920 millions de Ptas). Les mesures couvriront l'année 1999. Dans sa décision, la Commission a tenu compte du fait que les bénéficiaires sont des petites et moyennes entreprises (PME) situées dans une zone défavorisée où le niveau de vie est particulièrement bas. Par conséquent, les aides sont compatibles avec les règles européennes d'aides en faveur du développement régional.

    [10] Commission decides on Irish tax incentives

    The European Commission has approved incentives for building owners and for tenants on the basis of the Irish 1994 and 1995 Finance Acts and of the 1986 Urban Renewal Act. The tax relief is in the form of accelerated depreciation in favour of owners of new and newly refurbished buildings in the Customs House Docks Area (CHDA) in Dublin. With the same decision the Commission initiated formal proceedings pursuant to Article 93(2) in respect of other tax incentives ("double rent relief" and "local rates remission") granted to tenants of buildings in the CHDA since 1993.

    [11] EU welcomes US support for new trade talks

    In response to President Clinton's State of the Union address, Sir Leon Brittan, Vice-President of the European Commission, said today : "I warmly welcome President Clinton's acceptance of the call for a new Round of global trade negotiations. The European Union (EU) has been campaigning for a Millennium Round for nearly three years now and it is very heartening to find our efforts meeting success in such a crucial quarter. The recently created Transatlantic Economic Partnership provides us with a ready means of working with the United States (US) on what subjects should be covered in the Round and how. We also however need to redouble our efforts to persuade the rest of the world of the benefits of a Round. The support that has rallied to this cause in the last year or so has been very encouraging, but we still have some way to go in persuading some of the developing countries that it is in their interest as well as ours to go down this route. We now have an excellent chance of completing the task in the coming months. But our ability to do this will also depend on the proof we give of our commitment to a fair, rules-based multilateral system. I renew my appeal to the US and to President Clinton to draw back from present threats of unilateral sanctions against its main trading partners and supporters of the new Round, the EU, Japan and Canada. We need to work together."

    [12] Russian food supply Memorandum of Understanding signed in Brussels

    (! embargo 1.30 pm !) A Memorandum of Understanding (MoU) outlining the details of the European Union (EU) food supply programme for the Russian Federation has been signed today in Brussels by European Commissioners Franz Fischler and Hans van den Broek, respectively responsible for Agriculture and External Relations, and Mr Gennadig W. Kulik, deputy Prime- Minister of the Russian Federation. The total value of the food aid programme is about 400 million euro and includes 1,000,000 tonnes of wheat, 500,000 tonnes of rye, 50,000 tonnes of rice, 100,000 tonnes of pig-meat, 150,000 tonnes of beef-meat and 50,000 tonnes of milk powder. The MoU paves the way for the delivery of the food aid, designated for the poorest part of the population in the regions in need. It includes a precise list of regions for deliveries of each category of food with indications of quantities to be delivered. The Moscow and St. Petersburg areas are excluded from the programme. The programme will mainly apply to regions in Central Russia. Controls of the delivery and the use of money raised for social purposes will be implemented by the responsible Russian bodies. The Russian Duma is also setting up a special control committee. The EU side will use external technical assistance for the follow-up, audit, control and evaluation of the operation within Russia. In addition, the Court of Auditors has the right to carry out audits related to the operation. The MoU prohibits re-exporting and allows the EU to stop deliveries unilaterally if irregularities occur. The food will be delivered in relatively small shipments during the first half of 1999, with the first deliveries by the end of February. The contracts for the deliveries of the goods will follow normal tendering procedures. The first tenders will be opened in the next few days.

    [13] Gestion du BAT Leonardo

    La Commission européenne a appris hier l'intention de MM. Jacques Barhy, Président du Conseil d'administration du consortium Agenor, et Richard Walther, Directeur du Bureau d'Assistance Technique (BAT) du programme Leonardo, de quitter leurs fonctions. La société Agenor, qui gère le BAT Leonardo depuis 1995, est constituée par un consortium dans lequel participent le Centre d'Etudes et de Stratégie Internationales (CISE, 28%), l'Association des Chambres de Commerce et d'Industrie allemandes (DIHT, 14%), la Confindustria (14%), le Syndicat danois LO (14%), l'Association inter-entreprises pour la Formation professionnelle industrielle hellénique (14%) et le Fondo de Promocion de empleo-sector construccion naval (FPE, 14%). La Commission a effectué, en 1998, un audit du BAT Leonardo. La version définitive de cet audit a été remise par Mme Edith Cresson à la commission des Affaires sociales du Parlement européen le 5 janvier 1999, avec les réponses de la Direction Générale XXII (Education, formation et jeunesse). Lors de l'audition publique de Mme Cresson à la commission des Affaires sociales le 12 janvier, plusieurs membres de cette commission ont demandé le remplacement du Directeur du BAT Leonardo.
